The national R&D project is a major strategy for the development of science and technology in the country. This is promoted for the purpose of improving the welfare of the people, such as creating jobs and fostering small and medium-sized enterprises, through the results of science and technology research conducted with support from the national budget. Therefore, analysis of the performance evaluation and budgeting system of the current national R&D project is one of the essential parts of preparing a system improvement plan. This study derived improvement plans through a comparative analysis of national R&D project performance evaluation and budget systems in Korea and leading countries such as the United States and Japan. As a result, it was confirmed that it may be difficult to derive innovative research results due to the lack of sustainability and a short period of time to require quantitative performance. To overcome these difficulties, the need for system improvement as follows was suggested. First, it is necessary to enlarge and prolong national R&D projects. Second, a plan for securing sustainability is needed in consideration of the main characteristics of each research field. Finally, it is necessary to strengthen the linkage between organizations in charge of national R&D projects. And also, there is a need for a system that can continuously identify problems and improve the system. In addition, the constitutional amendment will be necessary to separate science and technology from economic development, which states that Article 127, Paragraph 1, "Science and technology should be subordinated to economic development," which is the science and technology article of the current constitution.

In this study, We developed an evaluation system for the interim check of Integrated Rural Village Development Project and analyzed its applicability to an actual evaluation process through a pilot evaluation on regions selected. The evaluation system consists of documentary assessments(30%) and field inspections(70%). The documentary assessments are quantitative assessments on check-lists reports by self-evaluation prepared by local governments. The field inspections are qualitative assessments by evaluation teams. Sixteen evaluation indices were developed for documentary assessments and seven criteria were designed for field inspections. For a pilot evaluation, one region in each province excluding Jeju Do, eight regions was selected and the field inspections due to circumstances was proceeded in two regions. The results of documentary assessments indicate that most of regions are evaluated low in project performance attributable to the delay in security for sites. In the field inspections, it appears that most of the regions evaluated high at the documentary assessments got a high point from them. They also show that coordination of action plans, rather than quantitative achievements, is a base determining success of the projects.

정부의 각종 R＆D사업의 성패 결정은 어떠한 과제를 선정하느냐에 달려있다. 이렇듯이 중요한 과제선정을 위해서는 선정평가의 투명성, 객관성 및 신뢰성이 확보되어야 한다. 정보화촉진기금을 관리하면서 연구과제 선정평가 등을 담당하고 있는 정보통신연구진흥원은 90년대 말부터 전자평가시스템을 개발하여 평가에 적용을 신중히 고려하여 왔다. 1999년 대학기초연구지원 사업에 원격 평가를 기본으로 하는 전자평가를 시범적으로 적용하였고, 2n2년에는 전자평가시스템을 적용하여 특정장소에 모여 평가하는 방법으로 전자평가를 진행하여 그 결과를 서면 평가와 비교 분석하였다 1999년에 처음 시도한 전자평가시스템은 과제 제안자관점에서는 과제접수가 용이하고, 과제 공고부터 결과 정리 시 소요되는 총 소요기간 단축으로 과제 선정을 조속히 확정 가능하여 대민 서비스 제고 차원에서 유용한 평가시스템으로 판단되며, 과제관리 차원에서도 인력투입 및 업무량이 46%에서 78%까지 개선되는 것으로 분석되었다. 이와 같은 결과를 바탕으로 전자평가시스템이 적용 가능한 사업을 발굴하여 점진적으로 확대 적용하는 것이 타당하며 향후 추진 과제로 산업체가 제안하는 과제내용에 대해 제안자 동의 없이 자료의 외부유출 방지 등 보안성과 평가자의 전문성 확보 방안에 대한 검토가 필요하다.

국가 기술경쟁력 강화를 위한 연구개발사업의 중요성은 지속적으로 증대되고 있으며, 따라서 사업의 투자 성과 및 활용성을 평가하는 것, 또한 중요한 요소이다. 본 논문에서는 정보통신분야의 국가 연구개발사업을 관리하는 정보통신산업진흥원의 다양한 형태의 사업에 대한 성과 및 결과에 대한 평가방안과 프로세스를 반영한 전자평가시스템 개발에 대해 논의하고자 한다. 이를 통해 평가의 객관성을 보장하고, 프로세스의 시스템화를 통해 업무의 효율성을 증대시킬 수 있는 방안에 대해 살펴보고자 한다.

[ $\lceil\;Cost Effectiveness Analysis\;\rfloor$ ] has been widely used to evaluate effectiveness of R&D resources. But, almost of cost effectiveness evaluation systems have some problems, especially estimating method of effect on R&D project is very rough and imprecise. To solve this problem, we have designed new single effect evaluation system, which are able to apply the distribution of order statistics and to transform relative measure into absolute measure for getting single effect.

최적 발주방식을 선정하는 것은 해당 사업의 성공적 수행을 위한 것이며, 이는 곧 사업의 목표를 달성시키는 것이다. 또한 사업특성에 적합한 발주방식의 선정과 사업의 성과는 밀접한 연관성을 갖는다. 이러한 취지에서 재정경제부는 2007년 10월 국가계약법시행령 개정을 통해 "기술제안입찰", "설계공모${\cdot}$기술제안입찰"이라는 발주제도를 새로이 도입하였다. 다양해진 발주제도를 효율적으로 운영할 수 있도록 하기 위해 본 연구는 공공건설사업의 특성을 정량적, 정성적으로 평가하여 해당 사업에 가장 적합한 발주방식을 선정할 수 있도록 하는 발주방식 선정모델을 제시하였다. 그리고 발주방식 성과평가 모델을 함께 제시하여 발주방식 선정 및 운영의 결과를 후속 사업의 피드백 할 수 있도록 하였다. 이와 같은 표준적인 모델은 공공발주기관의 의사결정을 지원하는 도구로 활용될 수 있을 것이다.

Increasingly, risk analysis is becoming important ingredients in achieving the successful implementation and application in the area of the project management. The project management system is designed to manage or control the project resources on a given activity within time, cost and performance so called TPPM (Total Productive Project Management). In this research, a risk analysis model misproposed to identify potential problem areas, quantify the risks, and generated the chice of the action that can be taken to reduce the risk. In addition two analysis models are proposed : 1) risk factor model and 2) network simulation model using VERT (Venture Evaluation and Review Technique ). The objective of the remodels is to estimate the schedule, cost performance risks. These proposed quantitative models for project risk analysis are proving its value for the project managers who need to assess the risk of changes in cost, schedule, or performance. The proposed models will be used in the area of project selection, evaluation and the allocation of project resources.

사회·경제적 여건 변화에 따른 저성장시대에 진입하며, 전국 대부분의 도시에서 도시재생을 적극적으로 추진하고 있다. 도시재생은 막대한 국가재정이 투입된 사업임에도 불구하고, 아직 명확한 평가시스템이 마련되지 못하였다. 도시재생사업의 지속가능성을 담보하기 위해 도시재생사업의 성과를 평가하고, 정책을 보완하기 위한 환류체계 구축이 필요하다. 본 연구에서는 도시재생사업의 성과를 평가하기 위한 공간 빅데이터 기반의 도시재생성과 평가기법을 개발하는 것을 목적으로 한다. 도시재생성과 평가기법은 도시재생사업 유형, 대도시·중도소시 여부 등을 기준으로 도시재생사업 영향권을 차등화하였다. 인구·사회, 산업·경제, 물리·환경 측면 평가지표의 도시재생사업 영향권 내부·외부 간의 상대적 비교를 통해, 도시재생사업의 성과를 정량적으로 측정하였다.

우리나라는 국가하천 관련 사업들에 많은 투자를 하고 있으나 하천사업이 완료된 후 사업의 실효성을 평가할 수 있는 평가기법이나 하천사업을 관리할 수 있는 시스템은 부재한 실정이다. 평가기법과 시스템의 부재로 하천공사구간 정보, 사업효과 분석, 사업 간 벤치마킹 등의 불가로 이어진다. 이는 동일 구간 유사사업 수행으로 인한 예산의 과잉, 중복투자 문제를 야기할 수 있으며 잘못된 사업요소가 반복적으로 활용될 수 있다. 이러한 평가기법 및 시스템의 부재를 해결하고자 본 연구에서는 하천사업 평가기법 개발 및 하천사업(공사)관리시스템 개발을 진행하였다. 평가기법의 개발은 사업 간의 비교·분석을 가능하게 하며, 유지관리 계획 수립 시 활용될 수 있다. 또한 시스템을 통해 공사정보 조회 및 공사구간의 시각화, 성과품 관리 등을 제공할 수 있다. 본 연구에서는 선행연구를 통해 개발한 하천사업 평가기법을 수정·보완하였으며, 낙동강수계 국가하천인 A하천 ◯◯지구, B하천 △△지구 하천환경정비사업에 적용을 통해 실효성을 검증하였다. 또한 하천사업(공사)의 공정관리, 예산관리 등을 위한 시스템 구성(안)을 제시하였다. 본 연구에서 제시한 평가기법 및 시스템 활용방안을 통해 하천사업의 업무효율성 증대와 하천사업의 효율성을 제고할 수 있을 것으로 기대한다.

현재 추진되고 있는 무선통신을 기반으로 하는 열차제어시스템 개발 프로젝트에서는 상호운영성 및 상호교환성을 고려하는 하부시스템의 개발을 목표로 하고 있다. 이 프로젝트는 상위 시스템 수준의 설계보다는 주로 하부시스템의 설계에 집중되어 있다. 시스템에 대한 시험평가는 시스템 사양에 대한 만족 여부를 확인하는 것이며, 이에 따라 시스템 수준으로 통합된 시스템 사양서가 필요하다. 본 연구에서는 시스템 사양서가 마련되지 않은 하부시스템의 설계단계에서 최상위 시스템 수준의 시험평가에 대한 방안을 제시하였다.
