학교시설 임대형민자사업의 평가기준 개선연구 (A Study on School Facilities Build Transfer Lease Project - Centering on the improvement of the assessment -)

  • In this study, were prepared after statistical analysis was conducted of assessment items and marks distribution for the selection of executors of the BTL project. When tests of the degree of dispersion and degree of appropriateness for each assessment item were analyzed, it was found that the degree of dispersion among assessment points has the power of discrimination since it is highly marked in the design field and operation management field. In contrast, 'business management plan' and 'investment composition for economic quality assessment' have a low level of the power of discrimination since points given to them have smaller difference between business projects.

Cost Normalization Procedure for Phase-Based Performance Measurement

  • Capital project benchmarking requires an effective cost normalization process to compare cost performance of projects accomplished in different time and location. Existing cost normalization approaches have been established based on the assumption that all required information for cost normalization is fully identified once a project is completed. Cost normalization, however, is sometimes required to evaluate phase-level outcomes of an ongoing project where the required information is not fully available. This paper aims to provide a cost normalization procedure for phase-based performance assessment. The procedure consists of three normalization steps: currency conversion, location adjustment, and time adjustment considering various scenarios where the required information is not fully identified. This paper also presents how the cost normalization procedure has been applied to the 10-10 Performance Assessment Program, which is a phase-based performance assessment system developed by the Construction Industry Institute (CII). Both researchers and industrial professionals can apply the cost normalization procedure to studies and practices regarding to cost estimation, feasibility analysis, and performance assessment.

수학교육의 교수-학습 참평가 모형 및 예시 도구 개발 - 프로젝트법을 중심으로 - (A Study on Authentic Assessment Model and Example Tools Development of Mathematics Teaching and Learning)

  • 본 연구의 목적은 실제 상황에서 수업과 통합된 형태로 이루어지는 수학교육의 교수-학습 참평가 모형과 예시 도구를 개발하는 것이다. 이를 위해 문헌연구를 통하여 수학교육에서의 참평가를 정의하고, 참평가 과제 준거와 진정한 수학적 활동이 무엇인지 살펴보았다. 참평가 수업설계 모형으로는 상황인지 수업설계 모형, 수학과 교수-학습 평가 모형, 프로젝트 평가 절차 모형을 살펴보았다. 프로젝트법을 적용한 수학과 참평가 과제 개발은 수학과 프로젝트의 유형인 실생활 문제해결형, 타교과 연계형, 수학사 활용형, 신문활용 교육형, 수학적 모델링형, 주제탐구형을 택하여, 수학과 참평가 과제 준거에 맞는 내용으로 선정하였다. 개발한 과제는 수학교육전문가에게 내용타당도를 의뢰하였고, 평가기준의 적절성을 검증받았다. 개발한 수학교육의 교수-학습 참평가 모형과 예시도구는 고등학교 학생들에게 적용해 봄으로써 학생 반응 결과와 시사점을 도출하였다. 그 결과 개발한 수학교육의 교수-학습 참평가 모형과 예시 도구는 수학교육에서 참평가를 실시하는데 의미있게 사용되어질 수 있는 것으로 여겨진다.

컴퓨터·정보공학 분야의 교과기반 학습성과 평가 사례연구 (A Case Study of Course-Embedded Assessment for Program Outcomes in Computer Science & Information Engineering)

  • 본 논문에서는 컴퓨터 정보공학 분야의 프로그램 학습성과를 교과기반으로 평가하기 위한 방법을 개발한 경험과 교훈을 소개한다. 최근 한국공학교육인증원(ABEEK)은 정부로부터 몇 가지 조건의 충족을 전제로 공학교육 분야의 프로그램 인정기관으로 지정된 바 있다. 그 조건들 중 하나는 프로그램 학습성과의 교과기반 평가를 실행하는 것이다. 본 논문에서는 컴퓨터 정보공학 분야의 프로그램 학습성과를 교과기반으로 평가하기 위한 방안을 제안한다. 이를 위한 사례연구는 기초 프로젝트 교과목에서 실시되었고, 프로젝트 교과목에서의 특별한 평가 기법들이 포함되었다. 기초 프로젝트에서의 교과기반 평가 사례연구는 해당 교과목과 밀접히 연관된 학습성과의 설정, 지필고사 및 프로젝트기반 평가와 같은 평가도구의 선택, 평가기준의 설정, 교과기반 평가의 실행 및 평가결과에 대한 분석과 같은 각 단계를 고려하여 제안된다. 제안된 방법은 컴퓨터 정보공학 분야의 교과기반 평가 전략을 세우기 위한 좋은 본보기가 될 것으로 기대한다.

전략환경영향평가 시 생태계서비스 평가 결과의 활용가능성에 관한 연구 (A Study of Useability of Ecosystem Service Assessment on Strategic Environmental Assessment)

  • Strategic Environmental Impact Assessment (SEA) is a decision-making process taking into account the environmental impact, economic and social impact of policies, plans, and programs at the higher stage prior to the project plan for promoting sustainable development. In this study, we analyzed the process and criteria for selecting appropriate alternatives when establishing development plan in SEA. First, the criteria for estimating changes in ecosystem services following the implementation of development project of industrial complex were presented. Second, alternative evaluations were conducted through an analysis of ecosystem service scenarios to explore suitable alternatives in Anseong. As a result, the environmental quality of selected area as the existing project site deteriorated according to the implementation of the project, and the dimensional reduction technique confirmed that the change in ecosystem service factors in project area was the optimal location. In addition, the results of the scenario assessment to explore suitable alternatives in Anseong City showed that the existing site had large capacity in terms of water quality control services (scenario 1), scenario 2 in terms of preconditioning services, and scenario 3 in terms of water supply services. The guidance of Ecosystem service assessment is expected to be available in decision-making of large-scale strategies (e.g., SEA) and projects by presenting more quantitative criteria for determining the adequacy and location feasibility of development plans and policy plans. This is expected to require various support, including legislation and revision of related laws, believed to be supported by advanced research.

COVID-19 International Collaborative Research by the Health Insurance Review and Assessment Service Using Its Nationwide Real-world Data: Database, Outcomes, and Implications

  • This article aims to introduce the inception and operation of the COVID-19 International Collaborative Research Project, the world's first coronavirus disease 2019 (COVID-19) open data project for research, along with its dataset and research method, and to discuss relevant considerations for collaborative research using nationwide real-world data (RWD). COVID-19 has spread across the world since early 2020, becoming a serious global health threat to life, safety, and social and economic activities. However, insufficient RWD from patients was available to help clinicians efficiently diagnose and treat patients with COVID-19, or to provide necessary information to the government for policy-making. Countries that saw a rapid surge of infections had to focus on leveraging medical professionals to treat patients, and the circumstances made it even more difficult to promptly use COVID-19 RWD. Against this backdrop, the Health Insurance Review and Assessment Service (HIRA) of Korea decided to open its COVID-19 RWD collected through Korea's universal health insurance program, under the title of the COVID-19 International Collaborative Research Project. The dataset, consisting of 476 508 claim statements from 234 427 patients (7590 confirmed cases) and 18 691 318 claim statements of the same patients for the previous 3 years, was established and hosted on HIRA's in-house server. Researchers who applied to participate in the project uploaded analysis code on the platform prepared by HIRA, and HIRA conducted the analysis and provided outcome values. As of November 2020, analyses have been completed for 129 research projects, which have been published or are in the process of being published in prestigious journals.

  • Related to the on-going "Train Control System Project of Pilot Line Construction for Urban MAGLEV Train", activities by each phase shall be conducted to achieve SIL4 level and obtain safety certification from the Independent Safety Assessment(ISA), based on the IEC standards((IEC 62278/62279 and IEC 62425) for the first time in Korea. This thesis describes the introduction of IEC standards, system assurance activities (such as plan, analysis, test, verification and validation) in compliance with requirements management and project life-cycle and relations with the safety assessment activities; and certification activities (such as document reviews and audits) through system RAMS activities, software quality assurance activities and safety assessment, for the purpose of achieving a successful safety certification at the time of completing the project as system assurance activities including software and safety certification activities in order to acquire the safety certification for train control system which does not exist at all in domestic cases. It is believed that overall system safety assurance activities in this project will contribute to develop more upgraded products of the domestic train control system on the quality and safety point of view, find overseas markets and establish a bridgehead in the future.

Progressive Design-Build: Its Functions as a Contracting Method and the Four Pillars of Project Success

  • As a project delivery method, Design-Build (DB) has provided owner, architect, and contractor groups with a process of early design and rapid construction for the past three decades. Although there are many benefits to using standard DB, dissatisfaction has arisen due to limitations to innovate, limited owner involvement during design, and often lengthy procurement. Progressive Design-Build (PDB) has become an appealing alternative providing benefits not seen with standard DB. This paper investigates how PDB impacts a project and how it compares against standard DB; it also presents a proposed framework for evaluating the owner's responsibility and assessment of a project, which we named the "Four Pillars of Project Success". The four pillars are defined with respect to an owner's responsibility and assessment of a project, including project predictability, project risk, project schedule, and project cost. We conducted a literature review, examined several public project case studies, analyzed PDB project information collected by the Design-Build Institute of America (DBIA), and held stakeholder interviews with owners, contractors, and architects who have used both PDB and standard DB. This paper offers insight into PDB's structure and outcomes so an owner group can make an informed decision when considering PDB as their next construction contracting method.

국책사업 예비타당성조사 평가항목별 중요도 분석 - 댐 개발사업을 중심으로 - (The Analysis of Assessment Factors for Preliminary Feasibility Study of Dam Project in Korea)

  • Among large developmental projects, those of the government and public institutions with the total budget of more than 50billion wons can be executed only when the feasibility of the project has been testified through the procedure of preliminary feasibility study. Multi-purpose dams are public structures that can supply water, produce electricity, and control flood, they belong to large national projects that require legal evaluation procedures such as preliminary feasibility study and environmental impact assessment(EIA). The index that should be considered to be important in dam plan is the migration of residents in submerged district. The importance in the preliminary feasibility study is 4.93 points(98.6 in the scale of 100 at maximum). Among the 12 assessment elements of the policy and economy in the preliminary feasibility study, the element of environment assessment is turned out to be 4.68 points in the assessment importance (93.5 in the scale of 100 at maximum), which is the second in the total ranking and the first in the field of policy, indicating that the element is very important in dam construction planning.

ABET Assessment of a Mechanical Engineering Program through Senior Capstone Design Courses at University of the Pacific

  • This paper describes two capstone senior design courses for the Mechanical Engineering program at University of the Pacific. The first course taught in the Fall semester is entitled "Engineering Design/Senior Project I." The second course taught in the Spring semester is entitled "Engineering Design/Senior Project II." All Mechanical Engineering students with senior standing are required to take these two classes in this sequence. At the end of every Spring semester, industrial advisors are invited to assess the final senior projects during an annual Senior Project Day. This assessment is performed using the Program Outcomes and Program Educational Objectives established for Pacific's Mechanical Engineering program. Since all Mechanical Engineering students are required to complete senior projects, this is a 100% evaluation process. After the evaluations are done, the data sets are compiled and reviewed by the faculty for assessment purposes. It is important to note that the industrial advisors perform the evaluations, but the faculty members assess the information to determine if modifications need to be made to the program or courses. In addition to the senior project evaluations, general feedback from Mechanical Engineering Industrial Advisory Committee (MEIAC) members is also useful for the outcomes-based assessment process in addition to the definition and evaluation of Program Outcomes and Program Educational Objectives.
