This paper is aimed at presenting techniques of hybrid differential evolution for solving various kinds of Economic Dispatch(ED) problems such as those including prohibited zones, emission dispatch, multiple fuels, and multiple areas. The results obtained for typical problems are compared with those obtained by other techniques such as Particle Swarm Optimization(PSO) and Classical Evolutionary Programming(CEP) techniques. The comparison of the results proves that hybrid differential evolution is quite favorable for solving ED problems with no restrictions on the shapes of the input-output functions of the generator.
해사안전법에서는 기름 1,500킬로리터 이상 또는 유해액체물질 1,500톤 이상을 싣고 운반하는 유조선에 대하여 통항을 금지하는 유조선통항금지해역을 설정하고 있다. 이러한 선박이 유조선통항금지해역 내에 위치한 항만에 입출항하는 경우 유조선통항금지해역 바깥쪽 해역에서부터 항구까지의 거리가 가장 가까운 항로를 이용하여 입출항하도록 허용된다. 이는 유조선이 유조선통항금지해역에서 항행하는 시간이나 거리를 최소화하기 위한 것으로, 연안통항대를 이용한다는 의미로 해석되어서는 아니된다. 본 연구에서는 여수 광양항 특정해역 진입수로를 이용하지 않는 연안유조선의 교통량을 분석하고, 선박의 선적화물량을 조사하였다. 조사기간 중 연안통항대를 이용하는 총 31척의 연안유조선 중 51.6 %에 해당하는 16척의 선박은 1,500톤 이상의 화물을 적재한 것으로 나타났다. 이는 유조선통항금지해역의 입법취지에 타당하지 않는 것으로, 본 연구에서는 유조선통항금지해역의 바깥쪽 해역으로부터 특정해역 진입수로까지를 연결하는 해역을 설정하여 여수 광양항 유조선 입출항 항법 규정(안)을 제시하였다.
해상교통안전진단제도는 선박통항에 영향을 미치는 수역이나 시설의 변경 시 선박통항 안전성 여부를 사전에 평가하고자 도입되었다. 동 제도의 도입 이후 지난 2014년 대상사업의 범위를 한정하여 길이 100미터 이상 및 최고 속력 60노트 이상인 선박을 대상사업의 기준으로 설정하였다. 본 연구에서는 이렇게 설정된 대상선박 기준을 해사안전법의 교통안전특정해역, 유조선통항금지해역 등의 대상선박 기준과 비교 검토하고, 안전진단 대상선박 현황 및 안전진단 제외사례를 분석하였다. 분석 결과, 교통안전특정해역에서 1,000G/T 이상, 유조선통항금지해역에서 794G/T 이상의 위험화물운반선에 대하여 안전진단이 필요한 것으로 나타났고, 여객선 및 위험화물운반선에 대하여 보다 강화된 기준 적용 필요성이 제기되었다. 따라서 결론으로 대상선박 기준 재검토 필요성을 제시하였다.
한국의 공역은 매우 제한적이나 공역사용자들이 많고 특히 군기관의 전용 공역이 많이 설정되어 있고 이 전용 구역을 민간항공기가 사용할 수 기회가 매우 제한적이다. 그러나 항공수요가 계속 증가하므로 공역의 활용도를 높혀 항공수요에 적극적으로 대처하기 위하여 관련 사용자들간의 적극적인 협조가 요구되고 있다. 항로 이외의 대부분이 군기관의 군훈련공역과 제한구역인데, 여기서는 민간항공기에게 이 공역에 대한 활용도를 높히는 방법과 그로 인하여 민간항공에 경제적으로 어느 정도의 혜택이 주어지는지를 보여준다.
More than 130,000 residents are dwelling in 550 villages or residential areas covering 100K$m^2$ in the twenty national parks of Korea. Building new houses, additions, reconstruction, and certain kinds of land uses are prohibited in the residential areas of the national parks. Residents and park officials were interviewed and surveyed to discover problems and to suggest new management policies. Two of the mountain region national parks were studied, and the results are : First, it is recommended to amend the National Parks Act in order to list explicitly those facilities allowed in residential areas. Also the Act should enalble residential area management planning. The Residential area survey period should be shortened to 5 years instead local governments and the National Parks Authority offices. It is recommended that the NPA offices take over this responsibility completely. Thirds, some residential areas are better off to be excluded from the parks and the Boundaries of many residential areas are inappropriate and need to be adjusted. Fourth, as the number of visitors increase rapidly, the residential areas serve as tourist centers. The "Ecotourism" concept is to be introduced so that the residents can take part in ecotourism promotion. Fifth, the residents should be and well informed of residential area management policies and regulations.gulations.
With increased chemical and economic development activities in upstream areas, the amounts of pollutants released have increased, and as such, so has the need for positive management of water supply source areas. Although more than 90% of the water supply sources in Korea depend on direct intake from surface water, the interest in indirect intake, such as riverbank filtration water, has recently risen, with some local governments currently undertaking indirect intake. Even in cases of indirect intake, water supply source protection zones need to be assigned for the comprehensive control of pollutants. To establish water quality protection zones for indirect intake, the scope of the protection zones needed to reflect the hydrological features of the water-bearing deposits of each site. Water source protection areas were estimated and presented as the 1st (within a 100 m radius from an intake well) and 2nd (within a 2 km radius from an intake well) zones. The 1st zone was more sensitive; hence, the installation of various facilities should be prohibited, and the area should be regarded as off-limits. For the 2nd zone, appropriate management should prohibit and restrict activities already present in the water source protection zone.
Purpose: The aim of the study is to provide information about selecting school sites for new schools in congested urban areas and to propose a method to manage harmful environments around primary and secondary schools. Method: Four schools were selected around Gilum New Town and Ilsan City. The problems were identified by counting the businesses classified as harmful and prohibited in a school zone through surveying, collecting reports from relevant sources, and asking questions of authorities in school districts. Results: It was found that many harmful businesses prohibited by the Law of School Health were present in the safe zone of schools in both Ilsan city and Gilum New Town. The school site of Bohyun Elementary School was classified as poor because there was a steep ascent at the entrance and the school was surrounded by a dangerous, steep boundary. We suggested that an education and environment assessment system by completed before the school site was selected. Conclusion: There is a urgent need to improve the approval and permission process of harmful businesses as well as regulatory standards of school site selection in the light of the shortage of land.

Concurrently detected and annotated abnormal events can have a significant impact on surveillance systems. By considering the specific domain of pedestrian trajectories, this paper presents two main contributions. First, as introduced in much of the work on trajectory-based anomaly detection in the literature, only information about pedestrian paths, such as direction and speed, is considered. Differing from previous work, this paper proposes a framework that deals with additional types of trajectory-based anomalies. These abnormal events take places when a person enters prohibited areas. Those restricted regions are constructed by an online learning algorithm that uses surrounding information, including detected pedestrians and background scenes. Second, a simple data-boosting technique is introduced to overcome a lack of training data; such a problem particularly challenges all previous work, owing to the significantly low frequency of abnormal events. This technique only requires normal trajectories and fundamental information about scenes to increase the amount of training data for both normal and abnormal trajectories. With the increased amount of training data, the conventional abnormal trajectory classifier is able to achieve better prediction accuracy without falling into the over-fitting problem caused by complex learning models. Finally, the proposed framework (which annotates tracks that enter prohibited areas) and a conventional abnormal trajectory detector (using the data-boosting technique) are integrated to form a united detector. Such a detector deals with different types of anomalous trajectories in a hierarchical order. The experimental results show that all proposed detectors can effectively detect anomalous trajectories in the test phase.
교차로 주변의 주차공간할당과 불법주차행위는 도로점유로 인한 도로용량의 감소는 물론 교차로에 접근하는 운전자에 혼란을 주어 교차로 교통소통에 지체를 유발시킨다. 현재 주 정차금지구역은 교차로 가장자리 또는 모퉁이로부터 5미터 이내의 곳으로 지정되어 있다. 그러나 현실적으로 5미터 이상의 곳에 주차허가가 되어 있는 교차로에서도 주차로 인한 소통 방해가 심한 경우를 종종 볼 수 있다. 또한, 주차가 교차로의 지체에 미치는 영향은 교차로의 유형, 규모, 서비스수준 등의 많은 변수에 따라 차이가 존재할 것이라고 추측하고 있지만 이에 대한 공학적인 접근의 연구는 미비한 실정이다. 본 연구에서는 교차로 부근 주 정차 시, 교차로 교통에 가장 영향이 클 것으로 판단되는 변수인 통과교통량과 우회전 비율을 선정하여, 이들의 변화에 따른 교차로 지체의 변화를 추적하였다. 이를 위하여 실제 교차로의 교통량과 우회전비율을 조사한 후 시뮬레이션 프로그램을 이용하여, 각 시나리오의 효과척도 및 서비스수준(LOS)의 변화를 비교/분석 하였다. 이 연구결과는 향후 교통여건이 다른 교차로 부근 주 정차금지구역 또는 주 정차허가지점의 설정 시 중요한 기준을 제시할 것으로 판단된다.
본 논문에서는 일본 항공법상 무인항공기의 규제 전반을 개괄적으로 살펴보았다. 먼저 일본 항공법상의 항공기 개념과 공역체계를 검토한 후, 무인항공기의 비행공역 규제와 비행방법 규제를 구체적으로 검토해 보았다. 무인항공기 규제에 관한 일본법과 우리법의 비교분석의 결과로서 다음과 같은 몇 가지 시사점들을 생각해 볼 수 있었다. 첫째, 항공안전법상 무인항공기에 관한 일반적인 정의규정이 필요하다고 생각된다. 항공안전법은 항공기의 한 종류로서 '무인항공기'를 규정하고, 초경량비행장치의 한 종류로서 '무인비행장치'를 규정하여 각각의 개별규제를 실시한다. 이로 인해 무인항공기에 관한 일관적인 규제가 쉽지 않고, 규제 내용 역시 산재되어 있어 그 체계를 파악하기가 어렵다는 문제가 있다. 따라서 무인항공기에 관한 일반적인 정의규정을 마련하고 그 대상요건을 명확하게 지정할 필요가 있다. 둘째, 항공안전법상 무인항공기와 사람 물건과의 안전거리 지정이 필요할 것으로 보인다. 항공안전법에는 일본법과 같은 안전거리확보 규정이 없는데, 지상에 있는 인명 물건의 피해를 적극적으로 예방하기 위해서는 이와 관련한 명시적인 규정이 필요하다고 생각한다. 셋째, 항공안전법상 위험물 수송 금지에 관한 명시규정이 필요할 것으로 보인다. 위험물 수송은 단한번의 투하 또는 사고로도 수많은 인명피해와 재산손해를 초래할 수 있다. 따라서 이 부분에 대해서는 명확한 금지 규정을 두어 규제하는 것이 옳다고 본다. 넷째, 수색 구조 활동을 수행하는 무인항공기에 대해서는 특별한 허가나 승인 없이 이러한 활동을 수행할 수 있도록 하는 항공안전법상의 특별한 예외규정이 필요하다고 생각한다. 항공안전법의 경우에는 수색 구조와 관련하여 국가기관 등의 항공기에 대한 적용특례를 두고 있으나, 무인항공기에도 이와 같은 특례 적용이 가능한지 명확하지 않으므로, 일반적 규제 적용이 배제되는 명시적인 예외규정이 필요할 것으로 보인다.
