Professionalism, objectivity, and fairness are highly required in the assessment of tasks in national research and development projects. Experts in the technologies should thus focus on the task's plan in the review process. The same scores in the assessment, however, do not mean that the judges don't have the same opinions. Another problem is the possibility that different weights can be applied for evaluation indexes. This study proposed an AHP-based assessment criteria decision system for national research and development tasks to reduce errors in task assessment and selection and improve the professionalism and fairness by objectifying the evaluation criteria of each index. As a result, the assessment criteria were objectified for each index in the projects. In addition, the professionalism and fairness of experts were secured in the process of setting assessment criteria for each index based on the given marks of weights.

The The ROK military announced a reform proposal for the National Defense Reform 2.0 in 2018 in order to substantially guarantee the constitutional rights and human rights of the soldiers and to meet the demands of the military judicial reform. In order to establish a fair and independent military judicial system through such reforms, the Supreme Military Court was abolished to eradicate the controversy in the army and to abolish the system of the judges' And professionalism is systematically ensured so that judges can be judged only by law and conscience. This military reform proposal is so dramatic that it has a vocal voice of opposition, but the military should no longer be an exception to democracy and should try not to get caught in the stigma of human rights blindness.

This study is conducted for the purpose of analyzing and contemplating the problems with the competition in current landscape design, with the goal of improving the landscape design competition system by using the AHP technique. The result of this study, first describe the Landscape design competition system that formed the problems and show the most important problem followed by other problems shown in order of importance, which are 'design changes after winning', 'Guidelines for design competition' and 'Landscape design competition manner'. Secondly, in the low rank article make up the level one -From a total 12 elements from the low rank article corresponding in 'process of winner selection' the 'Unprofessional landscape participate the screening' collected comments for the biggest problem, 'lack of expertise in judgement', 'problems with the examination scoring system' and other articles, the corresponding in 'process of winner selection' appears at the highest ranks. It also happens that after making the choice in the landscape design competition, the importance of 'client's design change symptoms' appears high. As a result the overlooked details of the landscape design competition's problems were analyzed. This study has prioritized the problems by problems which landscape design competition institutions most frequently have. Based on this ranking, there is significance purpose to create proactive system improvements in the future. By analyzing these problems, we will be better able to develop improvements to the future system.

The purpose of this study is to identify the accomplishments and limits of the local governments' environmental impact assessment operation system and to propose a policy plan to improve it through an analysis of the current status of the operations by local governments. As the research method, based on an understanding of the basic purpose and concept of the local government's environmental impact assessment, the current status of environmental impact assessment by major local governments such as Seoul, Jeju, Busan, Daejeon, etc. is analyzed and in-depth interviews with public officials in charge are conducted. Through the extensive discussions, the current situation and the problems are identified. The accomplishments of the local governments' operation of environmental impact assessment are: it is possible, first, to select evaluation targets and items in accordance with regional characteristics; second, to continuously strengthen the management and monitoring the evaluation result after through its own follow-up control. The limits revealed are; first, internal organization problems, which are largely due to the fact that the project approvers and the environmental impact assessment consultants are the same; second, poor cooperation system between the department of environmental impact assessment and other departments; third, lack of professionalism in the working forces; and forth, a limited pool of the skilled judges; and last, it was found that there could be frequent problems of overlapping regulation during coordinating target projects and evaluation contents.
