This paper compares the English language programs of two maritime institutes in very different parts of the world, South Korea and Belgium. It will show that although both institutes comply with the minimum standard set by the STCW Code issued by the IMO, requirements for entry and graduation can vary greatly. Method of class delivery, choice of learning tools and testing systems will also be examined to illustrate these differences. It will also shown that in order to train new seafarers in the best possible ways that will fulfill the IMO mandate of Safer Shipping and Cleaner Oceans, examination of course curriculum at any maritime institute should be an ongoing process so that cadets are encouraged to communicate in a targeted, efficient and professional way within a nautical context.

오늘날 네트워크 보호를 위해 firewall 과 같은 패킷 여과 시스템이 많이 보급되어 있다. 이러한 시스템에서는 해당 패킷의 생사 및 진행방향을 정할 수 있는 Rule 이 다수 존재하며, 각 패킷에 해당하는 Rule 을 검색하는 시간은 전체 네트워크의 응답시간을 지연시킨다. 더불어 해당 네트워크의 병목현상을 일으키는 주범이 될 수 있다. 본 논문에서는 데이터 캐쉬 잠금 방법을 활용한 네트워크 프로세서를 모델로, 캐쉬 잠금을 이용해 패킷 여과 Rule 의 접근 시간을 줄일 수 있는 파라미터를 찾고 수식화하며 Simulation 을 통해 효용성을 검토해 본다.

세션 관리 시스템에서 많은 세션에 대한 timeout 처리 시 발생하는 오버헤드를 줄이기 위한 방법으로 기존의 time based timeout 관리 방식이 아닌, 세션 관리 시스템의 성격에 적합한, event based timeout 관리 방법을 제시하고 실험을 통해 확인해 본다.

The purpose of this study is to propose a simulation approach which compares lighting quality of each luminaire type for small urban park users' safety. For improving illumination quality, lighting intensity distribution of a luminaire is one of the important factors and it is also important to set the luminaire to a proper position. To achieve the best plan for illumination, it is most important to communicate the plan with designers of park and professional engineers in depth and the communication continues from the beginning of the plan.

Background: Adolescent mothers may find the transition to motherhood to be Aim: The aim of this study was to investigate the viewpoints of nurse managers and directors of nursing services in community hospitals regarding the essential competencies of head nurses. Methods: A qualitative descriptive design was used to investigate the perspective of nurse managers and directors of nursing services about essential competencies of nurse managers in community hospitals. A total of ten participants (four directors of nursing services and six nurse managers) were interviewed. Findings: Nurse managers and directors of nursing services identified leadership, management, communication, professional ethics, and policy and healthcare environment as the essential competencies for their positions in community hospitals. Conclusions: These findings can be used by executives of community hospitals and nursing institutes to plan for competency development for nurse managers. They should be included in nursing administration programs.

A lot of efforts have been made to improve maritime safety by means of enhancing safety legislation and verifying the compliance thereof. However, with the development of mutual insurance, it is contributing more and more to better maritime safety. The P＆I clubs to be discussed in the paper are now not only exercising controls and providing guidance in event of emergencies, but also keeping close and continuous monitoring over safety operations and conditions of those vessels entered, through their world-wide network and advanced communication, and by professional accident-handling teams. In view of this, it is necessary to discuss the roles of commercial shipping and the close linkage between it and onboard safety practices. The paper looks at first basic principles in maritime insurance, and then focuses on the rules and activities of P＆I clubs and their implications upon shipboard operations.

The University Press, as a publishing division of the university, is a high quality and low cost scholarly communication system. In contrast to European and American university presses, Korean university presses publish very small amount of books. So the author took a case study of the Pusan National University Press(PNUP). She interviewed with faculty who had published or were going to publish. And then she analyzed why or why not the faculty at the Pusan National University selected PNUP as a publisher. On the basis Of the results, she identified problems of the PNUP and she made an activating program that can be a n.0, pplied to most of Korean university presses. This program involved setting up the mission of the press; a n.0, ppointing a professional to the staff and establishing a fund; encouraging high quality scholarly publishing, refined bookmaking and positive marketing; and increasing the expense of the library and improving community su n.0, pport of the university press.

컴퓨터 확산 및 네트워크 이용의 급격한 증가에 따른 부작용으로 컴퓨터 보안 문제가 중요하게 대두되고있다. 공격자들의 공격은 운영체제, 프로토콜, 응용프로그램에서 취약점을 이용하고 있으며 그 기술이 고도화, 전문화 되어가고 있다. 그러므로 정보통신망의 기반구조를 구성하는 구성요소들에 대한구조, 관리에서의 문제점을 해결하기 위한 기반구조 보호기술이 필요하다. 본 논문에서는 효과적으로 침입자를 차단하여 중요 시스템에서 분리시키기 위한 침입탐지시스템을 개발하고, IDS 모델을 설계 및 구현한다.

Purpose: Financial independence of the museum is an urgent issue in Korea. In this paper, methodology to combine arts and culture facilities with senior society is investigated based on case study of various senior programs in other countries. Methods: In this paper, case study of various senior programs from cultural and arts facilities in other countries are investigated in the aspect of public nature and independent management. Based on the analysis of the case study, optimal methodology is derived. Results: Based on case study of various senior program in other countries, it is clear that art and cultural facilities play important roles in participating elderly people to various social activities through developing programs specialized for elderly people. Conclusion: From analysis of the case study, senior program from arts and culture facilities provides more familiar contents rather than professional contents. Also, they consider more on communication and cooperation with local society to develop the senior program, which fulfill both public nature and financial independence.

This paper is intended as a basic study in which the purpose is to provide understanding of the workings of man in relation to his information resources. Such understanding would prove of value in formulating the policies of an inoformation center serving the fields of science and technology. The information problem of the scientific community was assessed in the lights of the characteristics of the information (cumulativeness, currency versus obsolescence, volume versus redundancy, interrelationships, and foreign literature)and the flow of information and communication patterns covering the use of the variety of media and the information gathering habits of scientists. What can be done to ease the problem was sought in the improvements and innovations which call the attentions of the scientists and the technologists as producers and users of the information, of the professional organizations of various disciplines and of government.
