We analyzed the questionnaire survey for the current maintenance of Incheon port's loading and unloading equipments and the possibility of TPM(Total Productive Maintenance) application. And also, We certificated Structural Equation Model with computer packages. Results of the survey indicated that the current maintenance of Incheon port's loading and unloading equipments was not good. We recognized the relationship of contextual factors about the productivity of the loading and unloading equipments The productivity of the loading and unloading equipment positively depends on maintenance management of equipments, but the organization and personnel management does not have a influence on the productivity of the loading and unloading equipment. So we suggest TPM as the future maintenance methodology of equipments. Using TPM to the loading and unloading equipments, we will try to improve the methodology of the organization and personnel management.
The competitiveness of container terminals hinges on minimizing the time vessels spend in port and on schedule services. Many previous researches on container terminals have tried to optimize the equipment allocation plan and to improve the activity of resources. Nevertheless, there have been few researches conducted on yard tractors, which move containers between the quay and the yard. The aim of this study is to propose the use of Real Time Location Systems (RTLS) based Dynamic Planning for yard tractors. Only RFID (Radio Frequency Identification) tags, which are attached to yard tractors, are able to support RTLS implementation. The system can provide real time job ordering in terms of load balancing using the information on location, in regards to the movement of yard tractors. This study will present the practical feasibility of RTLS, which can ultimately reduce the congestion of Hot Queues in container terminals. As a result, container terminals can be more productive and competitive. In order to accomplish the purpose of this study, we examined previous studies on the competitiveness of container terminals and summarized the potential of RTLS using RFID. In addition, we identified the role of yard tractors and proposed the two rules of Dynamic Planning for the yard tractors. We then fulfilled computational experiments on how yard tractors carrying containers by RTLS ordering Finally, the benefits and the implications of this study are discussed.
From the viewpoint of physical distribution, the port transport process can be regarded as a system which consists of various subsystems such as navigational aids, quay handling, transfer, storage, information If management, and co-ordination with inland transport. The handling productivity of this system is determined by the production level of the least productive subsystem. So, a productivity analysis on the flow of cargoes through each subsystem should be made in order to achieve efficient port operation. The purpose of this paper is to analyze the productivity of each subsystem in Pusan port, and to bring forward problems and finally to draw up plans for their betterment. Analyzed results on the productivity of each subsystem are as follows, i) It is known that the number of tugs with low HP should be increased by a few, the number of tugs with medium HP is appropriate, and the number of tugs with high HP is in excess of that necessary. ii ) In the case of container cargoes, it is found that the transfer and storage systems in BCTOC have the lowest handling capability, with a rate of $115\%$, leading to bottle-necks in the port transport system, while the handling rate of the storage and quay handling systems in general piers is in excess of the inherent capability. iii) In the case of the principal seaborne cargoes passing through general piers, there is found to be a remarkable bottle-neck in the storage system. In the light of these findings, both the extension of storage capability and the extension of handling productivity are urgently required to meet the needs of port users. Therefore, iv) As a short-term plan, it is proposed that many measures such as the reduction of free time, the efficient application of ODCY, etc must be brought in and v) In the long-trun, even though the handling capability will accommodate an additional 960,000 TEU in 1991, the scheduled completion date of the third development plan of Pusan port, insufficiency of handling facilities in the container terminal is still expected and concrete countermeasures will ultimately have to be taken for the port's harmonious operation. In particular, the problem of co-ordination with inland transport and urban traffic should be seriously examined together in the establishment of the Pusan port development. As a method of solving this, vi) It is suggested that Pusan port (North port) should be converted into an exclusive container ternimal and overall distribution systems to the other ports for treating general cargoes must be established. vii) And finally, it is also proposed that the arrival time (cut-off time) of influx cargoes for exports such as general merchandise and steel product should be limited, with a view to securing cargoes suitable for the operational capability of BCTOC.
Pusan is the largest fishing port in Korea, and deals with more than I million ton of fish catches annually, including catches of coastal and off-shore fisheries as well as those of deep-sea fishery. However, it hen had no fishing port facilities specialized fer deep-sea fishery since it started 30 years ago. Economic and physical losses resulting from this have teen enormous. Although fishing port facilities are a part of infra-structures built by Governments, the construction of them has been delayed due to financial difficulties of Central or local governments. To overcome this harsh situation to which deep-sea fishery cooperations faced, some cooperations have decided to construct fishing port facilities including fish-pier specialized for deep-sea fishery in Gamcheon port. The construction expenses of these facilities were financed by private funds to which they themselves jointly contributed. As a result, a fish-[pier, which has the capacity of serving one fishing vessel of 10, 000 ton or four of 5, 000 ton or four of 1, 000 ton at the same time, will be opened in here by 1994. The paper examines the master plan to revitalize the deep-sea fisheries industry in a deep depression with the opening of these physical facilities. The framwork of the plan is pursued in two different aspects, which are both hardware and software. In a hardware aspect, the plan in to develop Pusan into a city which is suitable for one of the best fishing ports in the world. That is, it is to develop the city into a place famous for sightseeing as well as the distribution and processing of fish-products centering around fish-piers. On the other hand, in a software aspet, it is regarding improvement of the distribution system of fish-products. One way to do that is to make up some deficiencies of the current system of a producers' joint sale. And the other is to establish an exchange of fish-products futures. Through these institutions, we could abrsorb speculative funds, which would otherwise be invested in speculation on fish-products, into productive investment opportunities, We believe that if the plan is realized, the deep-sea fishery in Korea will revive from a long-tasted depression and make progress to become one of the mai industries of Korea.

As port competitiveness is becoming more important in the global market environment RFID (Radio Frequency Identification) Is also becoming a crucial enabler In implement efficient visible, secure and productive ports. However there Is a lack of practical validated RFID technology acceptance cases in the port logistics industry until now, even though various related projects have been undertaken. In this study, we applied 13.56MHz passive RFID readers, tags, and their applications into existing bar-code based gate systems to improve the port logistics process, and we analyzed results of a pilot test in economic and non-economic perspectives. The main purpose of this study is to develop the RFID based automatic gate passing system in container terminals, and is to validate its economic and non-economic feasibility. In order to accomplish the purpose of this study, first, we examined previous researches on RFID technology acceptance in the port logistics industry, second, we Identified and analyzed the business process of existing gate systems in container terminals, third, we build RFID gate systems with 13.56Mhz tags, readers, and its middle-ware, finally we tested the system and its performance. The results were successful and showed the feasibility of the system in real container terminal gates. Economic and non-economic contribution was confirmed. Although the system has technological limitations with short range passive type, we clearly identified its potential capability and its economic validity in the field, which are the implications of this study.
The Korean government has been pursuing many supporting programs to enhance the competition of water transportation companies in recent years. To implement the policies effectively, which needs its monitering and evaluates about their business performance. The purpose of this study was to evaluate the business performance of water transportation company groups and determine the outranking between the groups using the Integrated Fuzzy AHP-PROMETHEE.. To achieve this purpose, first, the companies were classified into seven alternative company groups and the criteria for their evaluation was extracted Second, the weights of the criteria, by maritime and port expert survey, were calculated using the Fuzzy AHP. This paper, finally, determined the total priority orders of their company groups as the link Fuzzy PROMETHEE II with weights of the criteria and the local priority orders between them using the Fuzzy PROMETHEE I. In the proposal for this model, thus was collected four criteria such as growth ability, beneficial ability, technical ability, and productive ability. Through the result of this evaluation, the other marine transportation services group was determined as the highest outranking but the inland passenger & cargo transportation services group was lowest. Thus, the developing plan of the productive ability for the other marine transportation services group should be reviewed to continue its good performance, and all off the criteria for the inland passenger & cargo transportation services group to raise the performance should be reviewed.
The purpose of this paper is to measure the competition power of administration service in Korean Seaports by using the scores of customer satisfaction for administration service investigated yearly from 2000 to 2003 by Ministry of Maritime Affairs & Fisheries. And also, this paper shows the competition power of Korean seaports in terms of efficiency by using DEA(data envelopment analysis) method after measuring the change of productive efficiency scores subject to including and excluding the scores of customer satisfaction for administration service as output variable. The empirical main results of this paper are as follows: First, the efficiency scores of the Ports of Donghae, Gunsan, Jeju, Yeosu, Masan, and Pohang have worsened if the customer satisfaction score is excluded as output variable. Therefore these ports have been influenced by the score of customer satisfaction more positively. Second, the changes of the ranking order by measuring the average efficiency scores of each ports subject to including and excluding the scores of customer satisfaction for administration service as output variable are as follows: Busan(9-->7), Incheon(6-->6), Yeosu(1-->4), Gwangyang(4-->3), Masan (10-->9), Ulsan(5-->5), Donghae(8-->11), Gusan(12-->12), Mogpo(3-->2), Pohang(11-->10), Jeju(7-->8), Daesan(2-->1).
Apart from the DEA method, the traditional measuring systems of container terminal productivities generally bring to light the partial productive efficiencies, because they evaluate only the productivity of each individual facility. However, these methods do not play roles of the reasonable productivity measures to compare and evaluate the efficiencies of terminals to meet the requirement of terminal customers like as shipping lines, shippers, etc. with the cutthroat competition in container handling market. As the suppliers of service, the terminals struggle to cope with the needs of buyers' markets due to the lack of suitable criteria to measure the efficiencies. Therefore, this paper uses the simulation approach to reveal which strategies enhance the productivities through the container terminal analysis. An additional intent of this paper is to build the active strategies to present what the experimental indexes like as norm-time exactness ratio, norm-time excess ratio, etc. compare between terminals to measure the total productivities for the age of global supply chain management. However, the experimental productivity indexes presented in this paper require a validation of the exact usefulness, by consideration from all angles in the future, and a development to more reasonable measuring method/indexes for the container terminal productivities.

The Real Time Kinematic (RTK) technique is the most productive and accurate GPS positioning method today, as it can be determinate position within few centimeters instantly. This method is widely used for applications such as surveying, structure monitoring and machine guidance etc. In order to perform RTK processing for large scale systems (i.e. precise vehicle monitoring with many rovers), many expensive RTK receivers and same number of bidirectional communication units have to be installed to collect observation data communicate with the reference site and monitor its RTK solutions. Moreover, if applications require remote control or apply sensing instruments, we have to install computers at each rover. To limit expense and complexity of system management with a large number of rovers, we have developed server based RTK processing platform to share RTK function for all rovers. The system can be process many GPS stations with a single personal computer. we have also developed a specialized dual frequency GPS receiver unit without on-board RTK processing capability to reduce receiver cost in order to demonstrate the advantage of our server based RTK platform. This paper describes the concept of our server based RTK platform and specialized GPS receiver unit with existing applications in Japan.

In light of the significant increase in the quantities of goods transported and the development of the shipping industry, the frequency of usage of port structures has increased; yet, the government's budget for the shipping & port of SOC has been reduced. Port structures require systematically effective maintenance and management trends that address their growing frequency of usage. In order to construct a productive maintenance system, it is essential to develop deterioration models of port structures that consider various characteristics, such as location, type, use, constructed level, and state of maintenance. Processes for developing such deterioration models include examining factors that cause the structures to deteriorate, collecting data on deteriorating structures, and deciding methods of estimation. The techniques used for developing the deterioration models are multiple regression analysis and Markov chain theory. Multiple regression analysis can reflect changes over time and Markov chain theory can apply status changes based on a probabilistic method. Along with these processes, the deterioration models of open-type and gravity-type wharfs were suggested.
