A Mechanism to Derive Optimal Contractor-type & Action Comginations of a Single-source Procurement Contract

  • In sole-source procurement contraction for government goods and services, the buyer (government) needs to derive the optimal actions from the contractor so the buyer can obtain the maximum utility and the contractor, or single-source supplier, is guaranteed the equivalent of a minimum level of profit. Under the assumption of risk-neutrality for both the buyer and the contractor and the buyer's unobservability of the contractor's action, it is necessary for the buyer to design a (mathematical) model to achieve the above objective. This paper considers the mathematical formulation in which two problems - moral hazard and adverse selection - are present simultaneously; furthermore, from the formulation, a GAMS (General Algebraic Modeling System) program is used for a possible buyer to obtain the optimal actions.

  • For the success of total six sigma innovation, it is necessary to improve the suppliers' quality in the supply chain. This paper presents the deployment and support system of six sigma innovation for supply chain quality improvement, with the application to an aerospace production company. The process of project selection, project implementation, financial effect verification, benefit sharing is presented. This paper will benefit the companies which are going to enhance all the companies in the supply chain via six sigma activities.

Efficiency Analysis of Buyer-Carts for B2B EC (기업간 전자상거래를 위한 구매자쇼핑카트 효율성 분석)

  • Buyer-carts to support the purchasing process in the B2B EC platform, can be categorized as s-cart, i-cart, and b-cart depending upon its residing sites : seller, intermediary, and buyer sites. In this paper, after proposing the desired features of buyer-carts in B2B EC as identification, collection, trashing, ordering, payment, tracking, recording, purchasing decision support, and transmission of records to e-procurement systems, we try to analyze each buyer-cart qualitatively from such viewpoints. Moreover, we propose an efficiency evaluation model for quantitative analysis. By setting variables from interview of employees in 30 listed companies In Korea, we try to evaluate the efficiency of buyer-carts in B2B EC. From this paper, we show that the b-cart platform is more efficient than other buyer-carts especially in B2B EC.

  • To compete with large construction companies whose dominance in market share is deepening recently, the needs for improving field production system of mid-size construction companies have increased rapidly. The development of an adequate model that focuses on the organizational size and work process of the mid-size construction companies are needed to increase productivity through the informatization in the construction industry[0]. The authors of this study used case studies on the problems of the mid-size construction companies in procuring work and presented a method to solve such problems so that the managers in head office of those mid-size construction companies can effecitively deal with multiple sites[0].

Detecting Red-Flag Bidding Patterns in Low-Bid Procurement for Highway Projects with Pattern Mining

  • Design-bid-build (DBB) is the most common project delivery method among highway projects. State Highway Agencies (SHAs) usually apply a low-bid approach to select contractors for their DBB projects. In this approach, the Federal Highway Agency suggests SHAs heighten contractors' competition to lower bid prices. However, these attempts may become ineffective due to collusive bidding arrangements among certain contractors. One common strategy is the rotation of winning bidders of a group of contractors who bid on many of the same projects. These arrangements may also be specific to a particular region or vary in time. Despite the practices' adverse effects on bidding outcomes, an effective model to detect red-flag bidding patterns is lacking. This study fills the gap by proposing a novel framework that utilizes pattern mining techniques and statistical tests for unusual pattern detection. A case study with historical data from an SHA is conducted to illustrate the proposed framework.

  • Amid the rapidly changing logistics environment and demand changes in the post-corona-19 era, the importance of the cold chain logistics sector is being highlighted. The scope of cold chain is not limited to food, but is expanding to various fields such as pharmaceuticals, semiconductors, and flowers. The demand on the storage and transportation of corona vaccines is rapidly increasing. The rapid increase in domestic low-temperature facility construction and renovation may lead to the saturation of the cold chain related industry in the future and slow growth. In preparation for this, it is necessary to accumulate infrastructure know-how using IT technologies, and to consider entering into the UN procurement market as a potential niche market, by taking advantage of Korea's recent global status. The demand for cold chain in the UN procurement market is increasing mainly in underdeveloped countries, and it is expected to continue to grow. In this paper, the capabilities of domestic cold chain related companies were analyzed, domestic and overseas cold chain logistics market trends and overseas market entry status were investigated. An in-depth survey was conducted to present strategies for domestic cold chain logistics related companies to enter the UN procurement market.

  • We design an integrated production management system that incorporates management tasks of procurement of materials, production, and marketing. It includes MRP simulation on small or medium sized companies, design of databases, and definition of relevant objects in production environments. The system has been designed using object-oriented programming concept not only to represent the real-world situation easily, but also to help system integration. Graphics-User Interface(GUI) is also employed for the efficiency of production planning.

  • Recently the timely delivery and the appropriate management for construction materials are of great significance in that the buildings are getting complicated and more various materials need to be handled. However, these systems have some problems, and do not seem to work effectively yet. The reason is that the lack of operation scheme for systematic management in project. In this study the efficient scheme for the .material procurement system in construction firms to manage the construction materials efficiently was discussed.

  • Most real world design evaluation and risk-based decision support combine quantitative and qualitative (linguistic) variables. Decision-making based on conventional mathematics that combines qualitative and quantitative concepts always exhibit difficulty in modelling actual problems. The successful selection process for choosing a design/procurement proposal is based on a high degree of technical integrity, safety levels and low costs in construction, corrective measures, maintenance, operation, inspection and preventive measures. However, the objectives of maximising the degree of technical performance, maximising the safety levels and minimising the costs incurred are usually in conflict, and the evaluation of the technical performance, safety and costs is always associated with uncertainties, especially for a novel system at the initial concept design stage. In this paper, a design-decision support framework using a composite structure methodology grounded in approximate reasoning approach and evidential reasoning method is suggested for design evaluation of machinery space of a ship engine room at the initial stages. It is a Multiple Attribute Decision-Making (MADM) or Multiple Criteria Decision Making (MCDM) framework, which provides a juxtaposition of cost, safety and technical performance of a system during evaluation to assist decision makers in selecting the winning design/procurement proposal that best satisfies the requirement in hand. An illustrative example is used to demonstrate the application of the proposed framework.

  • The Electropia system is a practical model based on up-to-date CALS/EC technologies to support major Korean Electronic Manufacturers to cooperate in designing, purchasing and marketing processes. With this system, they could develop common parts, enhance their logistics and procurement capability, and provide more convenience to customers in their buying processes. This system is expected to raise the productivity and reduce material and marketing cost, which will essentially help to strengthen the competitiveness of Korean Electronic Industries.
