Recent interests in total quality management (TQM) and business excellence (BE) had been fuelled with a range of national and regional awards. These awards are being increasingly used by organisations as part of the business improvement process and strategic benchmarking. This paper reviews the concepts and approaches of performance measurement (PM) and discusses the integration of PM with the TQM and BE philosophies. A TQM-BE-PM framework with a set of self-assessment checklists was developed. In order to complement the literature base with empirical evidence, an industry survey was conducted and a trial implementation of the framework was carried out in a leading manufacturing firm in Hong Kong. The self-assessment performance data of the fm was evaluated and then benchmarked with the industry averages obtained from the survey. This paper presents the empirical findings and discusses the applicability of the framework in measuring and benchmarking organisational performance toward continual improvement.

Truing process is a very important process for recovering the shape of wheels worn by continuous grinding operation. In this study, the devices, controller, and spindle for electro-discharge truing were developed, and the electro-discharge truing method was applied to metal-bonded grinding wheels and compared with the conventional truing method. The shapes of the grinding wheels were measured by a surface profile measurement device. The protrusion of abrasives on the surface of the wheels was compared with the conventional truing method using an optic microscope measurement device. The experimental results showed that the performance of the electro-discharge truing method, in terms of the protrusion of abrasives on the surface of the wheels and the recovery of the shape of the worn wheels, was similar to that of the conventional truing method.

In this study, we developed an automated contact-type thickness measurement machine that continuously and precisely measures the thickness of a PCB module product using multi-LVDT sensors. The system contains a measurement part to automatically measure the thickness in real time according to the set conditions with an alignment supply unit and unloading unit to separate OK and NG products. The sensors were calibrated before assembly in the measuring machine, and precision and accuracy performance tests were also performed to reduce uncertainty errors in the measurement machine. In the calibration test, the precision errors of the LVDT sensor were determined to be $1-3{\mu}m$ as 0.1% at the measuring range. A measurement error of 0.8 mm and 1.0 mm thickness test standards were found to be $1{\mu}m$ and $4{\mu}m$, and the standard deviations of two 1.0 mm products were measured as $14{\mu}m$ and $8{\mu}m$, respectively. In the measurement system analysis, the accuracies of test PCB standards were found to be $2{\mu}m$ and $3{\mu}m$, respectively. From the results of gage repeatability and reproducibility (R & R) crossed, we found that the machine is suitable for the measurement and process control in the mass production line as 7.92% of total gage R & R and in seven distinct categories. The maximum operating speed was limited at 13 pcs/min, showing a value good enough to measure.

An immersion-type on-line refractometer useful for the in-situ measurement of chemical composition and temperature is developed, and its performance is examined by applying the refractometer to known alcohol solution having concentrations between 0 vol. % and 25 vol. %. Because refractive index and temperature are measured simultaneously, it is possible to compensate the effect of temperature for fast and direct measurement. The outcome of composition measurement for the different concentrations of alcohol solution indicates that the device is suitable for the chemical composition measurement by yielding stable and reproducible reading.

Amorphous SiZnSnO(SZTO) thin film transistors(TFTs) have been fabricated by RF magnetron sputtering process, and they were annealed in air and in wet ambient. The electrical performance and the structure were analyzed by I-V measurement, XPS, AFM, and XRD. The results showed improvement in device performance by wet annealing process compared to air annealing treatment, because free electron was shown to be increased due to reaction of oxygen and hydrogen generating oxygen vacancy. This is understood by the generation of free electrons. We expect the wet annealing process to be a promising candidate to contributing to high electrical performance of oxide thin film transistors for backplane device applications.

This study focuses on identifying and prioritizing the broader performance measures for the service supply chains by taking the case of Majan Electricity Company, Sohar, in the Sultanate of Oman. For an examination of the uniformity of ultimate objectives and the priorities therein, two strata of respondents with a total of fourteen respondents were approached for their valuable insights. Suitable structured instruments were personally administered to elicit the insightful and worthy responses. The two multi-criteria decision-making techniques, namely, the Fuzzy Analytical Hierarchy Process and the Best-Worst Method were used to reach a meaningful prioritization of the identified and refined broader performance measurement dimensions. The results show that there exists a minor gap between the two respondents' groups in terms of their prioritizations. The major finding points to the difference in terms of the topmost priorities as revealed by the two set of respondents. For one group of respondents, the customer satisfaction matters the most, whereas for the other group, it is the overall profitability that matters the most. This gap against the utopian state assists in concluding that there is a requirement to reorient the employees so as to have a shared and common understanding of the organizational priorities.

In the previous study, a study was conducted to improve the exhaust gas intake efficiency by improving the existing soot measurement probe in the shape and angle of the exhaust port. As a result, it can be seen that the smoke measurement performance according to the shape and angle is improved. In previous studies, the performance of the soot probe was not confirmed for the Korean KD 147 mode, which has a low suction flow rate and a long inspection time. So, we would like to confirm the improvement of the smoke probe performance of the Korean KD 147 mode, which is close to the actual driving conditions. The probe used in this study is another type of probe, and has a circular ring shape instead of a rib and variable center position unit, so the probe center hole is located close to the center of the exhaust pipe.

Scientists at the International Space Station have been studying space life sciences to prepare for future manned space explorations, and require experimental specimen such as rodents for mass measurement. However, it is challenging to use mass measurement systems in space owing to the errors caused by factors such as mechanical-electronic noise. Therefore, to minimize the measurement errors, we propose a new algorithm called multiple calibration, which divides the mass range and calculates the sample weight by using the correction equation of each interval. We performed tests to evaluate and compare the performance of the proposed method to that of normal methods. As a result, the measurement accuracy improved by over two times using the multiple calibration method. Furthermore, we conducted mass measurements on various samples and confirmed that our method is valid for mass measurements.

In this paper, we theoretically analyzed the self-alignment/navigation performance in the accelerometer resonance state generated by dither motion of ring laser gyroscope in LINS and verified it through simulation. As a result of analysis, it is confirmed that the amplitude of the accelerometer measurement amplified in the accelerometer resonance state is decreased in the process of sampling per the navigation calculation period and that frequency is changed by the aliasing effect too. It was also analysed that the attitude error in self-alignment is determined by the amplitude/frequency of the accelerometer measurement, the gain of the self-alignment loop, and the velocity and position error in the navigation is determined by the amplitude/frequency/phase error of the accelerometer measurement. This analysis and simulation results show that the self-alignment and navigation performance is not be degraded only when the amplification factor of the accelerometer measurement in the accelerometer resonance state is 3 or less

This study proposes a three-stage model of R&BD performance which captures commercialization outcomes as well as conventional R&D performance. The model is composed of three factors : inputs (R&D budgets and researchers), outputs (patents and papers), and outcomes (technical fees, products sales, and cost savings). Three stages are defined for each transformation process between the three factors : efficiency stage from input to output (stage 1), effectiveness stage from output to outcome (stage 2), and productivity stage from input to outcome (stage 3). The performance of each stage is measured by data envelopment analysis (DEA). DEA is a non-parametric efficiency measurement technique that has widely been used in R&D performance measurement. We measure the performance of 171 projects of 6 public R&BD programs managed by Seoul Business Agency using the proposed three-stage model. In order to provide a balanced and holistic view of R&BD performance, the R&BD performance map is also constructed based on performance of efficiency and productivity stages.
