A Study on Cost Risk Estimation applying Joint Cost-Schedule Probability Distribution Model (비용과 일정의 결합확률 분포를 적용한 위험비용추정에 관한 연구)

  • The risk analysis plays an important role in weapon system acquisition project due to uncertainties in the acquisition process. But in domestic, studies on risk analysis are insufficient and risk cost is not included in acquisition budget in policy. Therefore, in this study, we suggest a method that measures risk or success probability of project using the stochastic model. In particular, in order to calculate the success probability, we apply the joint probability distribution model of cost and schedule that are critical factors influencing the project risk. And also we verify the applicability of this model in Korean defence industry environment through case studies.

  • To account for uncertainties involved in an economic analysis of project, sensitivity analysis are usually being done in Korea. Though useful for policy analysis, but it larks explicit consideration of probability of occurring certain events considered in the sensitivity analysis. Risk analysis otherwise can explicitly account for the probability of certain event which has dire impact on project viability, such as cost, discount rate, and size of benefit. This paper reports experience of applying risk analysis method for economic evaluation of railroad investment. Probability distribution of event has paramount impact on the risk analysis results, while not many prior researches dealt with these issues. Probability distribution of rolling stock cost and operating cost, in addition to those cost variables, are developed considering railway demand in this study. Case study results are reported. Issues in applying risk analysis are reported in addition to further research direction.

Probability Prediction of Stability of Ship by Risk Based Approach (위험도 기반 접근법에 의한 선박 복원성의 확률 예측)

  • Ship stability prediction is very complex in reality. In this paper, risk based approach is applied to predict the probability of a certified ship, which is effected by the forces of sea especially the wave loading. Safety assessment and risk analysis process are also applied for the probabilistic prediction of ship stability. The survival probability of ships encountering with different waves at sea is calculated by the existed statistics data and risk based models. Finally, ship capsizing probability is calculated according to single degree of freedom(SDF) rolling differential equation and basin erosion theory of nonlinear dynamics. Calculation results show that the survival probabilities of ship excited by the forces of the seas, especially in the beam seas status, can be predicted by the risk based method.

  • In terms of the maritime accident prevention, risk analysis at targeted warterways is important for planning safety waterways. This paper analyzes the maritime accidents probability in the Mokpo waterways, South Korea, based on the IWRAP(IALA Waterway Risk Assessment) of the quantitative accident probability tool. Vessel collision probability cate is calculated by vessels meeting direction, using IWRAP. This paper contribute to advance improvement of vessel traffic service by VTS sector providing vessel fairway risk data.

A Probability Modeling of the Crime Occurrence and Risk Probability Map Generation based on the Urban Spatial Information (도시공간정보 기반의 범죄발생 확률 모형 및 위험도 확률지도 생성)

  • Recently, the research of the analysis of the crime spatial is increased by using the computer information technology and GIS (Geometric Information System) in order to prevent the urban crime so as to increase the urbanization rate. In this paper, a probability map formed by the raster is organized by the quantification of crime risk per the cell using the region property of the urban spatial information in the static environment. Also, a map of the risk probability is constructed based on the relative risk by the region property, the relative risk by the facility, the relative risk by the woody plant and the river, and so on. And, this integrated risk probability map is calculated by averaging the individual cell risk applied to the climatic influence and the seasonal factor. And, a probability map of the overall risk is generated by the interpretation key of the crime occurrence relative risk index, and so, this information is applied to the probability map quantifying the occurrence crime pattern. And so, in this paper, a methodology of the modeling and the simulation that this crime risk probability map is modified according to the passage of time are proposed.

  • This study aims to estimate the failure probability of concrete gravity dams for their risk analysis under flood situation. To the end, failure modes of concrete gravity dams and their limit state functions are proposed based on numerous review of domestic and international literatures on the dam failure cases and design standards. Three failure modes are proposed: overturning, sliding, and overstress. Based on the failure modes the limit state functions, the failure probability is assessed for a weir section and a non-weir section of a dam in Korea. As water level is rising from operational condition to extreme flood condition, the failure probability is found to be raised up to the warning condition, especially for overturning mode at the non-weir section. The result can be used to reduce the risk of the dam by random environmental variables under possible flood situation.

  • Maritime transportation is one of the most complicated and hazardous business fileds. Maritime accidents still occur despite several precautions since maritime is exposed to natural factors more than any other industries. In this harsh environment as a part of their job, marine pilots often embark/disembark to/ from vessels and confront life-endangering personal accidents. In the maritime field, several risk assessments are applied. However, all of them could not evaluate occupational accident risk for maritime pilot specifically. This paper performs specific risk analysis using the bow-tie method based on past accident records. This paper aims to qualify root causes and quantify root causes by importance level according to occurrence probability. As a result of analysis, occupational accident occurrence probability is found to be 14%, indicating that accident occurrence rate is significantly high. Hence, the probability of root causes triggering accidents and accident occurrence probability can be ascertained so that preventive measurements can be implemented. Besides theoretical achievement, this paper provides safety awareness to marine pilots, Marine Pilot Organizations, and ship crew who play a key role during marine pilots' transfer.

  • An efficient evaluation method for the probability of a tornado missile strike without using the Monte Carlo method is proposed in this paper. A major part of the proposed probability evaluation is based on numerical results computed using an in-house code, Tornado-borne missile analysis code, which enables us to evaluate the liftoff and flight behaviors of unconstrained objects on the ground driven by a tornado. Using the Tornado-borne missile analysis code, we can obtain a stochastic correlation between local wind speed and flight distance of each object, and this stochastic correlation is used to evaluate the conditional strike probability, $Q_V(r)$, of a missile located at position r, where the local wind speed is V. In contrast, the annual exceedance probability of local wind speed, which can be computed using a tornado hazard analysis code, is used to derive the probability density function, p(V). Then, we finally obtain the annual probability of tornado missile strike on a structure with the convolutional integration of product of $Q_V(r)$ and p(V) over V. The evaluation method is applied to a simple problem to qualitatively confirm the validity, and to quantitatively verify the results for two extreme cases in which an object is located just in the vicinity of or far away from the structure.

  • The probability concepts mainly used for rainfall or flood frequency analysis in water resources planning are the frequentist viewpoint that defines the probability as the limit of relative frequency, and the unknown parameters in probability model are considered as fixed constant numbers. Thus the probability is objective and the parameters have fixed values so that it is very difficult to specify probabilistically the uncertianty of these parameters. This study constructs the uncertainty evaluation model using Bayesian MCMC and Metropolis -Hastings algorithm for the uncertainty quantification of parameters of probability distribution in rainfall frequency analysis, and then from the application of Bayesian MCMC and Metropolis- Hastings algorithm, the statistical properties and uncertainty intervals of parameters of probability distribution can be quantified in the estimation of probability rainfall so that the basis for the framework configuration can be provided that can specify the uncertainty and risk in flood risk assessment and decision-making process.

  • Hazard analysis identifies probability to hazard occurrence and its potential impact on business processes operated in organizations. This paper illustrates a quantitative approach of hazard analysis of information systems by measuring the degree of hazard to information systems using probabilistic risk analysis and activity based costing technique. Specifically the research model projects probability of occurrence by PRA and economic loss by ABC under each identified hazard. To verify the model, each computerized subsystem which is called a business process and hazards occurred on information systems are gathered through one private organization. The loss impact of a hazard occurrence is produced by multiplying probability by the economic loss.
