변화하는 국제표준에 효과적으로 대응하기 위한 우리나라의 민간표준화 활성화 방안 연구 (The Methods of the Activation of Korean Private sector-driven Standardization for coping with the Dynamic International Standards)

  • The typical reason of the private sector's increasing share in standardization is that the procedures of official standardization organizations are out of step with the rate of technical development. At today's so fast pace that the success of a technology is decided in the market even before it is standardized, several industry leaders jointly make their draft standard at the early stage of development, which becomes 'De fecto Standard.' To respond effectively to current trends of standardization where the market's decision is thought much of than official standardization procedures, it is necessary to shift from our current public sector-driven to private sector-driven standardization. Therefore, to vitalize the private sector-driven standardization in Korea, there is a need to: Run a standard foundation to secure stable resources for standardization Make information exchange between the govertment and private sector active and policy-making on standards consistent by designating a private organization to cover the roles, policies on standards, and support of the national standardization organization Establish a system to make private sector-driven standards approved as international standards Offer a training program to forster standard experts Publicize the importance of standards Promote standardization forums driven by private businesses, like the Integrated Forum. Maximize the benefits of linking standards and patents Now, Korea is on the threshold of developing into a world-class standard leader, and the private sector-driven standardization should be a stepping-stone for crossing over the threshold. This study is designed to suggest a method of promoting private sector-driven standardization to effectively cope with fast-changing international standards, based on the cases in developed countries.

일본 조경관련 분야의 성능규정화 대비방안 (Preparatory Applications for Performance-based Regulatory System in Japanese Landscape Architecture Related Fields)

  • WTO/TBT requires that, for technical regulations affecting trade, technical regulatory requirements must be specified where possible in terms of performance rather than design or descriptive characteristics. The movement which made "performance" a keyword in landscape architecture was activated in Japan, one of the leading counties in performance-based regulatory system(PBRS). The Japanese recent movement of systematization activity on performance-based standards and specifications was reviewed and operational applications for performance-based regulatory system in South Korea are summarized as follows: 1. The establishment of performance standards that can be properly evaluated by assessment indicators is necessary in cases when quantitative evaluation is difficult. 2. As a preparation for PBRS, a brief procurement system by technical proposal for the landscape design and construction is necessary. 3. As a preparation for PBRS, activation of an environmental performance evaluation on experimental construction is necessary. 4. As a preparation for PBRS, a certification system of environmental performance on various landscape construction methods is necessary. 5. The Private Finance Initiative Project is the most similar to PBRS therefore, activation of the Private Finance Initiative Project is necessary in landscape architecture projects for park rehabilitation.

CT 분야의 기술기준 및 적합성평가시스템의 혁신정책에 관한 연구: 민간화 방안을 중심으로 (A Study of Innovation Policy regarding Technical Regulation and Conformity Assessment Procedure on ICT Equipments - Focused on Privatization Plan)

  • 우리나라의 ICT 기기의 기술기준 및 적합성평가절차는 주요 교역 상대국가의 요청, MRA 2단계 체결, 적합성평가서비스시장 확대의 필요성 및 제조업체의 요구에 따라 혁신해야 할 시점이다. 주요 선진국은 이미 민간화 방안을 활용하여 혁신을 진행하고 있었으며, 그 수준을 비교 분석한 결과, 일본이 가장 높은 수준으로 민간화되어 있었고 한국이 가장 낮은 수준으로 나타났다. 국내 민간기관의 시험 인증 능력을 조사한 결과, 우리나라는 현재보다 높은 수준의 민간화가 가능함이 나타났다. 아울러 설문 응답자는 '인증업무의 민간위탁', 'EMC의 민간임의표준으로 전환' 그리고 '적합성평가주체의 전환'에 대하여 긍정적으로 답변하였다. 나아가, '정책 수용성과 갈등 수준'의 관점에서는 '인증업무의 민간위탁'부터 시작하는 것이 바람직해 보이며, 민간화 이전에 인증심사원제도 마련 등 관련 제도를 사전에 개선해야 한다.

물놀이 안전사고 개선방안에 관한 연구 (A Study on the Improvement Measures of Drowning Accident in South Korea)

  • 연구목적: 본 논문은 물놀이 안전사고로 인한 인명피해를 실효적으로 감소시키기 위한 정책적 및 기술적 측면에서의 개선방안 도출을 목적으로 한다. 연구방법: 먼저 물놀이 안전사고 관리현황 파악 및 민간안전요원에 대한 인터뷰를 실시하였다. 또한 안전요원 및 관리자들을 대상으로 설문조사를 실시하고, 조사 결과를 바탕으로 구체적인 물놀이 안전관리를 위한 정책적 및 기술적 개선 사항을 검토하였다. 연구결과: 검토결과 물놀이 안전사고 방지를 위하여 IoT 인공지능 기술이 적용된 CCTV 및 감시 장치 등 보조적인 지원 방안이 필요하며, 현장 안전감시자의 제한적인 단속권한을 갖는 자격 부여가 필요한 것으로 검토되었다. 결론: 효과적인 물놀이 안전사고 관리를 위해서는 안전요원에 대한 체계적 교육, 단속권한 부여 그리고 감시장비 도입을 통하여 사람과 장비가 융합된 종합적인 물놀이 안전관리 체계가 구축되어야 한다.

국제보건 분야의 공공-민간 파트너십 현황과 과제 (Current Status and Issues on Public-Private Partnership of Global Health)

  • Background: The purpose of this study is to investigate current status and investigation of government agencies, communities, corporates, hospitals, non-governmental organization, non-profit organization, and so on which performed Corporate Social Responsibility to global health issues. Methods: This paper focuses on analyzing definition and principle of public-private partnership (PPP), types of PPP, challenge of PPP through delphi survey and interview which need to be discussed by professional groups such as private groups, universities and researches, government decision makers, corporates, and hospitals for successful PPP. Results: Based on this analysis on global health issues of 237 groups, the results were shown that main global health issues of many hospitals were aids of the developing countries (48%). Main program was activities of overseas volunteers (30%) and most 152 groups (42%) supported Asia. Also, this paper gives a definition of PPP that is the growth together in PPPs as a way of fulfilling public tasks in partnership between the state administration and private enterprises to apply both strengths behind transparency, accountability. Conclusion: In conclusion, from the results of analysis, we suggest as prior setting of global issues for both demand and supply side and are served as the effective way by PPP on global health issues. Moreover, this study will be expanded on the sections of findings, multiple researches, discussion, and policy recommendations.

  • The main purpose of the study is to determine the key aspects of the public-private partnership system in the context of the economic development of the state. At first glance, the mutually exclusive interests of the state and business do not contribute to the development of common and agreed development goals. At the same time, ignoring the versatility of interests and the aggravation of the discussion regarding the two sides under consideration, the study of the theoretical foundations of the interaction between the public and private sectors of the economy allows us to draw the following conclusion: world economic theory from classical political economy to new institutionalism has a clear structured position on the ancient historical depth of existence of the form of partnerships Based on the results of the study, the main elements of the public-private partnership system in the context of the economic development of the state were identified.

Competency Development in Urban Local Bodies for Implementing Public Private Partnership Projects in India

  • Weak competencies in urban local bodies (ULBs) for implementing public private partnership (PPP) projects has been recognized as a major hurdle in uptake of PPP model in India. In this context, a questionnaire survey was conducted to evaluate perception of urban PPP experts and ULB representatives on three aspects related to competency development, including, critical competencies for implementing urban PPP projects, approaches for competency development in ULBs and constraints faced by ULBs in development of competencies. The five critical competencies identified are project identification, project conceptualization, transaction design, PPP process management and contract management. The approach of training programs for municipal staff and elected representatives, and capacity building oriented technical assistance for implementing urban PPP projects have been preferred by survey respondents for competency development. The frequent transfer of municipal decision makers and low motivation among municipal staff have been identified as the most significant constraints for development of competencies.

  • Private participation on public infrastructures projects is being promoted by governments of several developing countries, among them Colombia. As a result, several advantages such as service delivery efficiency, technology application and faster execution of the projects have been recognized. Hence, the Colombian Government is looking for schemes that allow the private investment in projects like hospitals, schools, prisons and public edification. In this paper, experiences in PPP from other countries were analyzed and adjusted to the Colombian environment. As a result, a model adapted to Colombia is presented, based on a well-developed case from Spain. The awarding process is defined by economic criteria, previous compliance of minimum technical exigencies. Once the infrastructure is operating, contractual periodical payments will be done, based on the performance of the facility.

국가기술자격 관할영역에 관한 연구 (Study on the Jurisdiction of the National Technical Qualification)

  • 본 논문은 국가기술자격의 관할영역에 대한 원칙을 설정하는 연구로써 국가기술자격으로 운영할 자격에 대한 기준 설정을 목적으로 한다. 연구의 목적을 달성하기 위해 국가와 민간의 역할 분담, 델파이 조사를 통하여 국가기술자격의 관할영역 설정방향 등을 살펴보았다. 연구방법으로는 문헌연구, 델파이 조사, 전문가 협의회, 면담조사 등의 방법을 활용하였다. 연구를 통해 제시된 국가기술자격에 대한 관할영역 기준(안)은 5가지이다. 첫째, 사회질서에 반하거나 선량한 풍속을 해할 우려가 있는 분야, 둘째, 국민의 생명 건강 안전에 직결되거나 고도의 윤리성이 요구되는 분야, 셋째, 국가적으로 인력양성이 필요한 분야로 민간차원에서 접근이 어렵거나 국가가 담당할 필요가 있는 분야, 넷째, 전통문화 자원의 유지보수에 필요한 분야이나 민간참여가 어려운 분야, 다섯째, 국가 간 관계에서 자국의 이익이 보호되어야 하는 분야이다. 또한 5가지 기준에 대한 구체적 세부기준도 제시하였다.
