Development of Freelance System for Private Security Work (민간경비업무 프리랜서제도 발전방안)

  • The private security industry in Korea has developed considerably with the development of economic growth and IT technology. The purpose of this study is to explore the development method of the freelance system for private security work based on the problems of the freelance system that CEO of the security company in the private security work field recognize. To accomplish the purpose of this study, we interviewed 3 professors and 6 CEO of the security company to analyze the data. They suggested the development of the freelance system of private security work as follows. First, the systematic management of freelance security guards is needed. Secondly, the training for the manager of the freelance security guards should be done. Third, a minimum wage compliance check is required. Fourth, the contents of freelance system should be added to the reality in accordance with the security law. Fifth, the social security system of freelance security guards should be improved. Sixth, the establishment of a freelance security guard cooperative is necessary.

  • Korean public power isn't currently performing its duties of crime prevention or public security services as effectively as the people expect from it due to excessive work load, insufficient budget, and equipment or work force problems, although it should protect the people from increasing crimes. The mutual cooperation between the police and the private security firms can' t be enhanced unless both parties are involved. Above all, the private security companies should secure superior security personnel and provide them with systematic education and training to improve their qualities. The police should also make an effort. In order to foster the private security firms soundly, the police should improve the system if necessary, and establish, guide and monitor the department wholly responsible for the private security affair. Both parties also should deal with crimes systematically by exchanging information for crime prevention, having informal meetings and introducing a joint patrol system. In order to cope with crimes threatening the livelihood of the people in our society, the public and private securities' mutual cooperation plans should be formulated. For this purpose to be achieved, the private security firms and the police should understand each other and bilateral efforts should be made. If both parties understand each other and make an effort, the relationship between them will be improved greatly and developmental plans for preventing crimes can be made.

Study on Legal Regulations for Utilization of Drone in Private Security (민간경비에서 드론 활용과 법적 규제에 관한 연구)

  • Recently, drone applications have been expanded not only in the military and security fields but also in daily life such as commercial and sports, and there is also a growing interest in using drone for private security work. This study focuses on the discussion on the use of drones in private security, drones regulation in the related laws such as the Private Security Act and the Aviation Safety Law, and major issues in accepting the Private Security Act. First, it focuses on the scope of private security work as defined by the Private Security Act, focusing on the use of drones as surveillance, information gathering, guidance and warning services, evacuation services, search and related material transport services, respectively. Second, the related laws for the use of drones in private security work include the Private Security Act and the Aviation Safety Act. However, the Private Security Act does not prescribe the current drones and the use of drones is regulated by Aviation Safety Act. Third, it is necessary to adjust the qualifications and authority range of security guards in the Private Security Act, to accept the drones as a type of security equipment, and to consider how countermeasures against threat types using drones should be accepted in the Private Security Act.

  • Private security has the common job characteristics of the police and crime prevention, and is responsible for the safety of our society. However, the hiring process for private security is very different from that of the police. Therefore, in this study, the problems of the private security recruitment process were identified through the police recruitment process and improvement points were suggested. As a result of comparing and examining the recruitment process of the police, the recruitment of private security guards is carried out through education and training, and problems such as the training process and physical strength verification required for security work were investigated. In order to improve the problems in the private security recruitment process, the curriculum of criminal law and criminology, physical examination such as 100m running and left and right grip strength, and practical cases of security work should be added. It is hoped that this study will serve as a basic data for the development of the private security industry along with the recruitment of excellent security guards.

  • The increasing number of crimes in rapidly changing modern society is enhancing people's desire for safety. As of 2008, 2,900 private security businesses with 133,000 employees operated in the private security industry which emerged in response to growing demands from society and people. Of the employees, bodyguards (hereinafter referred to as "private security guard") accounted for about 10% or 13,000. Most private security guards were suffering from various occupational diseases. Especially as they needed to guard their clients many hours a day and worked in a standing position for a long time, private security guards often complained of low back pain. Under the pain, they were hardly expected to perform their tasks efficiently. There are several causes of low back pain. The most prevalent cause is muscle weakness and imbalance around low back. Especially because private security work often requires security guards to maintain a standing position for a long time, many of them are suffering from low back pain. This study pursued the following purposes. First, it tried to identify the pathogenesis of low back pain caused by muscle weakness and imbalance around low back. Second, it tried to provide private security guards, who can hardly have personal time at work, with an easy method to prevent and manage low back pain any time by researching an effective therapy for low back pain caused by muscle weakness and imbalance around low back.

  • Security Act has been partially revised many times since it was revised to "Security Service Act". Main contents of such revision consist of the addition of security work such as protection or special security, responsibility enforcement of security company or security guard and systematic management of security service based on security work of previous security service act. But, it needs to be checked out that the fundamental matter about the concept of 'security' is directly related as double-edged sword in such flow of legal revision. That is because security service satisfies the multiple needs for security in the modern risky society and is based on the concept of active management whose goal is to forster and develop the function of actual security service comparing that current "Security Service Act" regulates the formal security service whose goal is permission of security service and systematic management based on article 2 as previous facilities and manned security that is guard duty-centered security service in another respect. So, this study pointed out the limit of interpreting security and security service in "Security Services Industry Act" in respect of providing private security service and drew the conclusion that the legislation and efforts are required for 'security for citizen' by reinterpreting the legislation and revision of private security service-related law as the normal regulation of "Security Services Industry Act" and the special law of "Private Security Services Industry Act".

  • As time goes by, the diversity of crime has become a serious social problem in modern society, and the policing is increasing the role of private security guards in order to fill the policing. But Private guards stressful experience to perform the actual work is exposed to various crisis situations. Then, private security guards should be management because of private security impact on job burnout. This study aims to determine the empirical work experience in the field of private security guards to cope with stress according to the degree of job burnout. The results are as follows: First, it was the negative effects of the stress coping strategies of private security guards on physical and psychological burnout, and the statistic effects of the wishes coping strategies of private security guards on physical and psychological burnout. Second, stress coping strategies of private security guards, were not found to affect the dehumanization of job burnout. Third, the center of the problem of private security guards of the ways to cope with stress coping was lacking in a static(+) affecting the accomplishment of the job burnout. Therefore, the different types of stress that may arise private security guards physically exhausted, psychologically exhausted, lack of accomplishment in the course of the private security business perform. Finally, Managers of the private security guards, job burnout occurs should be focused on the factors pre-management and co-ordination.

Effect of the Private Security Guard Unethical work ethic on job attitude and customer service (민간경비원의 비윤리적 직업의식이 직무태도 및 고객서비스에 미치는 영향)

  • This study is to investigate the relationship of the effect of the private security guard unethical work ethic on job attitude and customer service. We extracted about 450 people examples after the Selection of the private security guard's in active service in Seoul in 2010, and totally 412 people examples were used. This study carried out factorial analysis, reliability analysis, correlation analysis, multiple regression analysis and pass analysis using SPSSWIN 16.0. The followings are conclusions. First, unethical work ethic affects on job attitude partially. Namely, tampering with work and information leaks reduce job attitude. Also, information leaks increase company's turnover rate. Second, unethical work ethic has no effect on customer service. Third, job attitude affects on customer service partially. In other words, the organizational commitment improves the quality of service but decreases the customer-centered service. Fourth, unethical work ethic has an effect on job attitude and customer service indirectly.

  • For the quality improvement on private security industry, the quality of personnel in private security should be advanced through the systematic training. If the personnel in private security provide an advanced service in applying knowledge and technique to the field when in training, they can obtain the reliability from people. With the point of this side, practical and systematic training is essential to the restoration on the private security industry. The personnel of private security face many people in the field. So they must work with an active concept that can prevent additional crime from behavior suspicions through scientific observation method and systematic inquiry method rather than negative work with providing a friendly service in the field. For conducting this concept, therefore, this study suggested the improvement training program of "Question and Research Guides" from new employee training on existing private security. The scientific observation standard is specifically suggested from the study 'people watching' of Professor Morris, D. and an act contact question from lead technique that US FBI, police, and inspection institute are taking through the feature of human act and 'METT' that is the program for emotion capture training through human minute look is going to be applied on "Question and Research Guides" training. This will provide the educational mood for students with the training content that is available for the practical training program and the real work, and will help to restore the private security industry with obtaining people's reliability through the scientific work and advanced field treatment.

Private Security Regulation: A Comparative Study of South Korea and Mongolia (한국과 몽골의 경비업법 비교연구)

  • In Mongolia, the regulation related to the private security industry, the Law on Contracted Private Security Services, was legislated relatively recently. The Law on Contracted Private Security Services was enacted into law in Mongolia 16 years ago, in 2000. This regulation has undergone two amendments since its inception. However, new revisions still need to be made to ensure that this regulation is in line with internationally accepted standards and practices. This paper compares the existing private security regulations of South Korea and Mongolia. The purpose of this comparative study was to identify the weaknesses of and problems in the Mongolian regulation and propose amendments to the Mongolian regulation. The comparative study of the two countries' regulations showed and underscored an imperative need to make further amendments to the Law on Contracted Private Security Services. Specifically, the weaknesses of and problems in the Mongolian regulation at issue include the following: the level of accuracy in defining certain legal terms and providing the proper names for various regulations; stipulations which set forth the procedure for registering a private security company; provisions regarding operating a private security company; the details of eligibility and accountability requirements concerning chief executives and security service officers; and the scope of work provisions. This study proposes constructive amendments to strengthen the Law on Contracted Private Security Services.
