Development of Process Model and Software for Evaluation of Privately-funded Infrastructure Projects (민간투자사업의 사업평가관리 절차개선모델 및 프로그램 개발)

  • The government introduced private infrastructure projects in order to reduce its financial burden by introducing private sectors efficiency and creativity and by utilizing their funds. Through revision, the act on the private investment of the infrastructure, many changes were made in the private investment system. The evaluation task to assess the project proposer's capability and to select a promoter is regarded as the most important process for fairness and transparency of the project. In this study, the improvement of project plan evaluation task of current private infrastructure projects is proposed based on the standard guideline for evaluation procedure of private infrastructure projects provided by Korea Development Institute. In addition, software program for evaluation procedure is made to improve the efficiency and enableconvenient evaluation task.

A Study on the Evaluation of Value for Money in Private Provided Infrastructure with a Focus on BTO Projects (BTO 민간투자사업의 화폐적 투자가치 평가)

  • This study has examined the allocation of risk in Korea's private provided Infrastructure(PPI) with the following contents (1) Developing a quantitative risk allocation model for Korea's PPI and (2) examining the implication of changes in the minimum revenue guarantees (MRG) clause of government legislation using the developed empirical model. The model of this study adopts and extends H. Yamaguchi's model developed in 2002. To investigate Korea's actual risk allocation deals, the author incorporated the MRG framework. The payment related to the MRG is indeterminable. Hence. the average MRG rate was calculated using probabilistic risk analysis. The risk allocation model is applied to the two eases to validate the model and evaluate the project's VFM(Value for Money). As the revenue guarantee rate is lowered, the government subsidies are increased. This in turn worsens VFM. The same relationship is true when the revenue guarantee Period is shortened.

  • Effective implementation of private subsidy projects requires comprehensive expertise in the aquaculture and construction sectors to be provided to private subsidy operators, local government officials and others involved in budget execution and settlement. Due to the strengthening of laws and systems related to the execution of state subsidies since 2015, the efficient implementation of private-sector grant projects has been difficult for delays in projects, cancellations, and conflicts with local governments from lack of prior awareness and understanding of related regulations. It is expected that the government will be able to activate the project by analyzing the current status and problems of each phase of project implementation for improving quality internalization of the project effects, as well as quantitative growth of the private sector subsidy project for environmentally friendly aquaculture development projects.

Development of an Integrated IaaS+PaaS Environment for Providing Cloud Computing Service in a BIM Platform for Harbor Facilities (항만 BIM 플랫폼의 클라우드 서비스를 위한 IaaS+PaaS 통합 환경 개발)

  • Because the existing BIM platform is based on user services, the focus is on the development of SaaS (Software as a Service), which provides business services online. However, since a harbor is a security facility, the harbor BIM platform is preferably provided in a private form, rather than relying on the infrastructure environment provided by external cloud providers. Therefore, this study analyzes and reviews the main functions to be provided as SaaS services of the harbor BIM platform. The goal is to build a cloud-based harbor BIM platform that can provide this service to users. To this end, we built IaaS (Infrastructure as a Service) environment of the harbor BIM platform based on the open source Open Stack and integrate and develop PaaS environment with Open Shift applied with IaaS. We applied the GPU to the harbor BIM platform to verify the performance of the harbor BIM platform, and found that the rendering and loading times are improved. In particular, it is expected to reduce the cost of introduction and provide it as the basic cloud environment of similar BIM platform for infrastructure facilities.

Categorization of Community Types Based on Childcare Resource Supply for Infants and Toddlers (영유아 자녀돌봄 자원 공급 수준에 따른 지역사회 유형화)

  • The aim of this study was to identify community-level childcare infrastructure for infants and toddlers and to use the data to categorize community types using K-Means cluster analysis with spatial constraints. Seven indicators of childcare resource supply were used for the purpose of categorization and the results revealed six types of community cluster. Communities in the Type 1 cluster provided sufficient parks, libraries, and kindergartens, but lacked pediatric facilities and private education institutions. This cluster comprised small cities and rural areas in Gangwon-do, Gyeongsangbuk-do, Chungcheongbuk-do, and Jeollabuk-do. The Type 2 cluster had numerous pediatric facilities and childcare centers, but lacked other childcare infrastructure. This comprised small and medium-sized cities in Gyeonggi-do, some areas in Chungcheongnam-do, Chungcheongbuk-do, and Gangwon-do bordering Gyeonggi-do. The Type 3 cluster comprised Busan, Daegu, and Gyeongsangnam-do, but had insufficient childcare infrastructure as a whole. Type 4 had the largest number of childcare centers, libraries, and private education institutions and comprised Jeollabuk-do, areas near Gwangju, and Jeju-do. Type 5, consisting of Seoul, Incheon and the southern part of Gyeonggi-do had many pediatric facilities and certified childcare centers, but lacked other childcare infrastructure. Type 6, being the rural areas and islands in Jeollanam-do, had sufficient kindergartens, but other infrastructure was insufficient. These results are expected to provide local government with policy implications in terms of relieving the childcare burden on residents with infants and toddlers.

  • In order to widen the radius of electric vehicle (EV) travel recharging points must be provided in sufficient numbers and at convenient places. The cost of providing side an infrastructure is at preset, not well documented and this lack of information acts as a detersent to prospective insestors in EV technology. This paper acts as a preliminancy investigation into the cost of infrastructure is the different situation i.e for the private owner, the fleet owner or for the public. It provides an overview of the items required and this relative costs. Cost will however, vary from country to country and application to application, and this paper two acts purely as guide to the type of equipment and its relative costs.

Factors Impacting Tourism Demand: An Analysis of 10 ASEAN Countries

  • This study investigates the effect of infrastructure, economic sectors and its status, foreign direct investment and private investment, as well as the role of political stability in enhancing the tourism demand in the ASEAN region. The research collected the secondary data from the World Bank database and the UNWTO website of 10 ASEAN countries over 17 years from 2000 to 2016. Applying the generalized method of moments, this research found that, "private investment", "economic sectors", "exchange rate and infrastructure measured by "using of the internet" can increase the tourism demand of a country in the ASEAN region. This research provided evidence indicating that the "foreign direct investment" and "inflation" are two detrimental factors for tourist attraction. The major finding confirmed the positive role of "political stability" in increasing tourist arrivals. First, attracting tourists to a country always poses many challenges to its government. It has been observed in the past decades that though there were many documents, which confirmed that industry can help in promoting tourism, very few studies investigated the role of both agriculture and manufacturing sectors in tourism promotion. Secondly, there are only a few studies which verifies the stability of the political system to the tourism demand in the ASEAN region and that this variable (political stability) has the strongest impact.

  • Healthcare is one of the biggest industries that consume IT Infrastructure as a necessity. A reliable reach to secure private information is the essential goal. Most of the healthcare organizations either have their own custom solutions developed or third part CRM software tailored to their needs. This culture satisfies the usability internal to the organization but lacks the ability to provide public access to the users or even to take a step ahead and collaborate with like minded institutes for research and potential growth. Emergence of cloud computing has provided us the opportunity to take a step ahead and build applications available to users on a secure platform, with ability to scale the resources depending on the requirements. The effective use of hybrid and community cloud can create rock solid foundations for healthcare IT Infrastructure. These cloud deployment models not only caters the present needs of healthcare IT Infrastructure but also opens the possibilities to build applications and provide secure and reliable access beyond the limits of organizational boundaries.

  • As the importance of information security gets recognized seriously, ciphers technology gets used more. Particularly, since public key ciphers are easier to control the key than symmetric key ciphers and also digital signature is easily implemented, public key ciphers are increased used. Nowadays, public key infrastructure is established and operated to use efficiently and securely the public key ciphers. In the public key infrastructure, the user registers at the certificate authority to generate the private key and public key pair and the certificate authority issues the certificate on the public key generated. Through this certificate, key establishment between users is implemented and encryption communication becomes possible. But, control function of session key established in the public key infrastructure is not provided. In this thesis, the certificate issuing protocol to support the key recovery of the session key established during the wireless authentication and key establishment is proposed.

A Study on the Fair Returns of Private Participants' Investments on BTO PPI Projects (BTO 민간투자사업 적정수익률에 관한 연구)

  • This study will estimate the fair return on private participants' investments on BTO type PPI (Private Public Infrastructure) projects using the data from past BTO projects in Korea. In the past, the real returns of $6%\sim9%$ were provided to private participants. The results of this study show that those returns were too high compared with the estimated fair returns, especially for projects with the minimum revenue guarantee (MRG) by the government. Moreover, the excess portion of the return over the fair return becomes even larger when there is a demand forecast bias. In reality, most of the BTO projects have far lower actual revenues than the initial forecasted revenue in concession agreements. This phenomenon implies that BTO projects have a tendency of overly forecasting revenues. If so, the value of the minimum revenue guarantee becomes larger, and therefore, the fair return to private participants should decrease. It is hoped that this study helps future BTO projects' concession agreements between the government and private participants to become more fair from the perspectives of risk and return profiles.
