임대주택(賃貸住宅)의 내재적(內在的) 특성(特性)에 관(關)한 연구(硏究) - 서울의 공동거주형(共同居住型) 임대주택(賃貸住宅)의 사례(事例)를 중심(中心)으로 - (A Study on Latent Characteristics of Rental Housing - A Case Study on 'Co-deweling' of Rental Housing in Seoul -)

  • In the modernization process of the city, urbanization raised a variety of social issues. Urbanization brought noticeable changes in dwelling patterns, such as drastic changes in the housing lifestyle, that revolved around the metropolitan areas of Seoul and Busan etc. before and after the expansion of economic growth. Especially in 1985, when 23.8% of the country's population was concentrated in Seoul, the imbalance of housing supply and demand caused a vast range of housing shortage. The shortage, that resulted from public sector mishandling of natural housing demand, lead to the occurrence of private sector rental housing. The occurrence of this abnormal rental housing supply, became a major cause of Korea's typical lease system called 'Co-dwelling', where the leaseholder and tenant physically lives in the same residence. The leaseholder and tenant's 'Co-dwelling' started from partial renting of traditional Korean-style housing and transformed with the transition of dwelling form and time. However, after 1985, legalization of multi-family housing, Korean rental housing started to be planned in the beginning of it's housing construction and to be produced as an independent space with separate circulation. Also in terms of facility, it changed from partial renting of a space within the residence to an assembly of small individual spaces. However, the background of this deep-rooted 'Co-dwelling' lease system, in different forms and periods of residence, is still based on the lack of public sector rental housing supply and private sector supply of rental space to utilize extra space, 'Jeonsei' payment.

주택 전월세시장 패러다임변화와 정책 제언 (A Study on Political Correspondence for Paradigm Change of Housing Chonsei and Monthly Rent Market)

  • 전세수급 불균형 및 그에 따른 전세가격 상승, 임대인의 월세 선호로 전세 비중이 줄고 보증부 월세 비중이 급격히 늘어나는 등 주택 임대차시장 패러다임의 일대 변화가 나타나고 있다. 본 연구는 2014년 12월 임차인(일반임차인, LH임대주택 임차인), 임대인, 공인중개인 등 시장참가자를 지역, 거주 유형별로 1,150여 명의 설문조사 결과를 시행하였다. 설문조사 분석결과 시장참여자 모두 전세에서 월세로의 구조변화가 더욱 심화될 것으로 전망했으며 전세가격 상승 이유는 임차인, 임대인, 중개인 모두 집주인의 월세 선호와 전세물량 부족을 응답하였다. 주거안정 및 전세가격 안정을 위한 대책으로는 임차인, 임대인, 중개인 모두 공공임대주택 공급 확대를 최우선으로 꼽았으며, 이 외에 민간임대주택 활성화, 전세금 대출제도 확대, 임대료 보조지원 등을 지목하였다. 고소득층의 전월세시장에 대해 공공이 지나친 개입하기 보다는 시장의 자율성에 맡기는 것이 바람직하며 저소득층에 대해서는 시장원리에 맡기기보다는 장기공공임대주택의 공급확대를 통하여 중장기적으로 전월세 시장을 안정을 기하는 방안이 요구된다.

서울시민 공공임대주택 입주의사에 영향을 미치는 수요자 특성 요소에 관한 연구 (A Study on Characteristic Factors of Demanders Influencing the Intention to Move in Public Rental Housing of Seoul Citizens)

  • 본 연구는 공공임대주택 입주의사에 영향을 미치는 수요자 특성요소를 규명하기 위해 위계선형모형(HLM: Hierarchical Linear Modeling)을 통한 로지스틱 회귀분석을 통해 결과 값을 도출하였다. (1)가구특성 및 주택특성요소 회귀분석결과는 주택점유형태 중 월세에 거주하는 거주자, 직업, 전세, 가구원수, 주변 공공임대주택 입지여부, 월평균소득, 자녀학력, 자녀수, 주택유형, 자가 순으로 공동임대주택 입주희망의사에 유의한 영향을 미치는 것으로 분석되었다. (2)입지여건특성요소 회귀분석결과는 공공임대비율 상위 5개구(강서 노원 중구 강북 마포), 입지여건 중 주변 공공임대주택 입지여부, 소득, 가구원수, 자녀수, 자녀학력, 직업유무, 주택유형, 자가, 전세, 월세 순으로 공동임대주택 입주희망의사에 유의한 영향을 미치는 것으로 분석되었다. (3)서울의 경우 민간주택 매매가격이 높고, 임대료도 높아 소득이 낮은 서민들의 주거안정을 위해 공공임대주택 확대가 필요한 상황임에도 공공임대주택의 입주희망에 대한 정확한 분석이 이루어지지 않아 선호도가 낮은 점을 바탕으로 연구가 이루어졌다. 이상의 결과는 정부관계기관에게 수요자특성 요소를 연구하여 소득이 낮은 서민들의 주거안정에 도움이 되도록 현실에 맞는 대안을 제시한다.

  • This study is to analyze the social integration plan characteristics of public rental housing community facilities in England, Singapore and Korea. The purpose of this study is to present the direction of social integrated community facility planning and management system for the revitalization of the Korean public rental housing community. To this end, similarities and dissimilarities are derived by comparing cases of community facilities in apartments. Methods of this study include literature survey, analyzed government web sites in overseas cases. Also domestic cases are analyzed qualitatively through field visits, expert interviews, and internal data review. The results of this study are as follows: First, various community facilities plans are needed to accommodate the role of private and public spaces. Second, activate the professional community facilities operation system with public-private cooperation. Third, Community facilities should be planned as local infrastructure.

공공건설 임대주택의 부도 실태에 관한 연구 (Analysis of the Public Rental Housing Default in Korea)

  • 정부는 서민의 주거안정을 위해 공공임대주택을 꾸준히 공급하여 왔다. 하지만 5년 공공건설 임대주택은 오히려 서민의 주거안정을 근본적으로 위협하는 부도가 발생하고 있다. 이에 본 연구는 공공건설 임대주택의 부도 실태와 부도 위험에 처해 있는 아파트 단지를 심층 사례 분석하여 부도 원인을 살펴보고, 공공건설 임대주택의 부도 문제 해결을 위한 실질적인 대응방안을 제안하기 위해 이루어 졌다. 연구결과는 다음과 같다. 첫째, 공공건설 임대주택의 공급은 서민의 주거안정에 어느 정도 기여를 했지만, 정부의 관리 감독 소홀과 부실한 임대주택 관리회사의 부도 인하여 서민들의 주거안정에 근본적으로 위협을 가하고 있다. 둘째, 이러한 부도문제를 해결하기 위하여 정부에서 꾸준히 노력은 하고 있지만 전국 48개 아파트단지에 9천 여 세대가 부도에 직면하고 있어, 부도의 위협을 근본적으로 해결하지 못하고 있다. 셋째, 공공임대주택의 부도는 관리업체의 부실, 철저하지 않은 정부의 관리감독 등 다양한 원인에서 발생하고 있지만 근본적인 해결을 위해서는 부실 임대주택 관리 업체가 근본적으로 공동주택 관리에 참여하지 못하도록 하고, 임대주택 관리시스템을 구축하는 등 보다 실효성 높은 대응책이 요구된다. 이를 위해서는 부도임대주택 특별법에서 명시한 적용시기를 삭제하여, 부도 등이 발생한 모든 아파트로 확대하거나 재정 등 여러 이유에서 이것이 어려울 경우 민간에 의해서 공급되는 공공건설 임대주택의 신규공급은 전면적으로 재검토 또는 중단되어야 할 것이다.

공공임대주택 유형별 부재의 사후보전 수선시기 설정연구 (Analysis of the Breakdown repair time of the Building Components in Public Rental-Housing Types)

  • The rental housing has played a key role to supply a decent living space for the low-income households. The owner of the rental housing should maintain and manage the building physical condition. On the other hand, rents should use the housing without any damage and pay a certain fare for the rent. A rent is classified into two types : private and public. The public rent is mainly to supply a living space for non-available home owner with a low-rent fare. Many of public rent are built and supplied by the public institution or local government. The supplier would take a responsibility to maintain the building and components, reflected by the maintenance plan and repair scope. In this paper, it aimed at providing the repair time in building components of the public rental housing such as lighting, electrical cable, paintings and etc.. The repair time is analyzed with three calculation methods which are solved by the probability and empirical approach. Results are as follows : First, the repair time of the electrical facilities are maintained with 11yr, 10yr and 7 in permanent, public and redevelopment rent respectively. The roof proof has a repair time with 14yr, 11yr and 8 in permanent, public and redevelopment rent housing respectively. Second, Most of the components has a prior length of the repair time in permanent, public and redevelopment rent sequently. There is a difference in repair time according to the rental types. Therefore, it would continue to research the difference in aspect of the living style, building physics, living consciousness and etc.

  • The purpose of this study is to understand the perceptions of stakeholders in environmental conflicts. The private rental housing project in Busan Sasang-gu Jurye 3 District, which took place in 2017 is one of many cases of environmental conflicts between developers and local residents. The case is considered as a typical failure of collaborative governance that has consequently caused negative impacts to both local residents and government. To understand why local residents could not come to consensus even though the majority of them were against the development project, we analyzed residents' perceptions and subjective opinions towards environmental conflicts. This study adopted 'Q methodology' to investigate human subjectivity. The results showed three distinguished types of subjectivity structures. Each type was named as 'collaborative governance advocates', 'public administration distrusters', and 'current local government supporters' based on their characteristics. Participants in all three types showed opposition to environmental damages that can be caused by the private rental housing development, but they revealed different perspectives on the importance of public participation and institutional responsibility in the process of decision-making. This study makes better understand what makes it difficult to build collaborative governance as a means of overcoming environmental conflicts.

How to Increase the Supply of Rental Housing through Urban Regeneration Program in Korea

  • The authors derived rental housing policy measures that are appropriate for the current conditions of Korean housing supply and demand based on the confirmation of the issues of Korean rental housing system and reviewing implications from review of cases of foreign countries and these measures can be categorized into linkage with the urban regeneration and multi-functional development, acquisition of financial resources, operational management, policy and institutional aspects. For the expansion of supply of rental housing, it is essential to link the rental housing policy with urban regeneration. To pursue regeneration of underdeveloped areas and expansion of supply of rental housing in line with urban regeneration, more development sites should be added. Further, the rental home policy must be integrated into a new paradigm that includes securing commercial viability and providing various residential conveniences through multi-functional development. In addition, diversification of developers of real estates turning away from the existing framework of policy that has been focused only on the state-led housing supply so that local governments and private sector players can take part in. Next, new options for funding the supply of rental housing must be sought. First, raising financial resources sequentially through cyclical development approach could be considered. Or, various funding schemes including utilizing Tax-increment financing (TIF) based on the local tax revenues that will be accrued after the development projects and supply of rental housing. Or there should be various schemes to raise funds including utilization of TIFs that are based on the revenues that will be realized after the development projects and supply of rental housing, or utilizing REITs where funds can be provided through private sector investments. Also, getting out from the planning practice that focused only on physical expansion of supply of rental housing, continual operational management must be performed even after the development. These activities must be supported through establishment of control tower at the national level and continuous attention must be paid even after the development by developing specialized operational management companies that are led by private sector players. Finally, in addition to the hardware support that is focused on the public rental housing only, software support such as conditional provision of housing voucher or tax exemption for low-income classes should be provided, too. In other words, a shift from policies that are supplier-centric to ones that are customer-centric must take place.

노인주거시설개발을 위한 연구 - 주거유형에 따른 노인과 주거환경의 특성 (The differences of the elderly and the housing features according to housing types)

  • The main objectives of this study were to determine the differences in the personal. physical. socio-psychological characteristics of the elderly and the housing features according to housing types. This study classifed housing types into 4 types purchased apartment, public rental apartment charge-free institutional housing for the elderly and private housing facility for the elderly. On the basis of the findings. these al·e the following conclusions: Generally, the morale of residents in elderly facilities was higher than that of the apartment residents’. This result could support the development of senior housing in Korea Residents of rental apartment were younger and their functional health and level of independence were higher than that of others. Therefore rental housing would be an alternative housing for the independent low-income elderly. However the morale of rental housing residents was lower than that of ethers. The elderly housing facility residents’ recongnition of the housing managers’ leadership style was higher than that of the apartment residents’. This result ensures the importance of housing manager’s role in managing senior housing.

This study classifed housing types into 4 types : purchased apartment, public rental apartment, charge-free institiutional housing for the elderly and private housing facility for the elderly. On the basis of the findings. these are the following conclusions : Generally, the morale of residents in elderly facilities was higher that that of the apartment residents'. This result could support the development of senior housing in Korea. Residnets of rental apartment were younger and their functional health and level of independence were higher than those of others. Therefore, rental housing would be an alternative housing for the independent low-income elderly. However, the morale of rental housign residents was lower than that of others. The elderly housing facility residents' recongnition of the housing managers' leadershop style was higher than that of the apartment residents'. This results ensures the importance of housing manager's role in managing senior housing.
