본 연구는 산업보안의 주체인 기업을 대상으로, 기업의 기밀 보호를 위한 정부 정책의 우선 순위가 무엇인지, 산업보안을 위한 정부 지원 규모의 확대가 필요한지를 조사하였다. 우선 순위를 결정하는데 있어 기밀 보호와 관련된 기업, 개인, 사회, 정부 등의 의견과 입장을 모두 고려해야 할 것이나, 산업보안 특히 기밀 보호의 주체, 기밀 보호 정책의 수혜자, 수요자로 가장 중요하고 직접적인 당사자인 기업이 요구하는 것들이 지원 정책 결정의 기초가 될 수 있을 것으로 보았다. 이에 따라, 우리나라 기업의 보안 부서 근무자 또는 보안 담당자에게 설문지 발송을 통해 회수된 설문지중 유효한 것으로 판단된 50개를 분석하였으며, '교육 및 인력육성(On/Off-Line) 지원 강화,' '보안관련 관리 및 대책수립,' '자격/검정제도를 통한 보안전문가 위상 강화'가 기업의 기밀(고객 개인정보 포함) 보호를 위해 정부차원에서 가장 우선적으로 지원해야 할 정책 방향 1, 2, 3 순위로 조사되었다. 산업보안을 위한 정부 지원의 확대가 필요한지에 대해서는 조사 대상자 모두 필요하다고 응답하였다.

This study investigates the critical success factors for the promotion of IT industry in region and suggests some directions for operations strategy of them. This study based on the critical success factors, and we suggest followings : (1) start-ups support, (2) technology support, (3) management support, (4) law/institutional support. We suggested the strategy which based on critical success factors for successful operations of IT industry. This strategy suggested by AHP(Analytic Hierarchy Process) results and was evaluated by the three groups(IT firms, local government official worker, professor) which have an influence on IT policy. We suggested the priority of policy by AHP technique for successful development of IT industry. As a results, centralization of supporting facilities was perceived as the most important policy by three groups(IT firms, local government official worker, professor). This research contributes to assist planners and policy-makers in supporting IT industry by providing useful information about the suggested strategy, and by suggesting the effective means to assist the IT industry. Also, results of our research will be suggested as a priority of developing policy to assist successful IT industry.

지역산업 지원사업은 지역환경의 여건과 제도적 변화와 더불어 지난 10년 동안 꾸준히 확대되어 왔다. 특히 정부주도의 산업정책에서 지역주도의 산업정책으로 패러다임이 변모하면서 지역 전략산업 및 특화산업 육성, 기술지원, 기업지원 사업 등 지역산업 육성을 위한 다양한 지원체계를 갖추게 되었다. 그동안 지역 내에서 다양하게 전개된 지역산업 지원사업의 성과와 효율성에 대한 필요성이 제기되면서 지역전략산업 육성정책을 중심으로 통합적 관점의 종합발전계획과 사업추진전략의 중요성이 부각되었다. 지역산업 지원사업의 총체적인 맥락에서 중복사업의 조정과 핵심역량을 집중적으로 관리하고 수요자 중심의 지원체계에 대한 프레임을 수립하는 것이 시급하다. 따라서 본 연구에서는 성과중심의 자율적 지역사업 포트폴리오를 구성하고 지역 전략산업의 특성 및 지원사업 유형에 따른 지역산업 육성 투자우선순위 도출을 위한 의사결정모형을 설정하여 검증하는데 그 목적이 있다. 본 연구는 충남전략산업 지원사업의 투자우선순위 의사결정을 위해 충남지역의 전략산업 및 지역산업 지원사업을 대상으로 AHP분석을 통해 전략산업과 지원사업유형별 투자우선순위를 도출하였다. 연구결과 전략산업 및 사업유형에 따른 중요도의 차이를 발견할 수 있었다. 즉, 사업유형의 우선순위가 전략산업에 따라 다르게 나타나는 것으로 볼 때 획일화된 기업지원 정책에서 벗어나 전략산업이나 기업규모에 따른 차별화된 기업지원 정책의 다양성이 요구된다는 것을 알 수 있다. 체계적인 정책수립 및 지원을 통해 기업의 경쟁력 강화 및 지역경제 활성화에 기여할 수 있도록 전략산업을 집중육성하고 차별화된 지원정책을 개발해야 할 것이다.

Background and objective: Due to the recent crisis of extinction in local areas, the mountain village promotion policy is recognized as an important task. This study examined the priorities of major policy projects in the forest sector that affect mountain village promotion. Methods: For research methods, literature search, expert advisory meetings, and a survey were conducted. The survey was conducted on 42 policy stakeholders from June 1 to August 13, 2021. The literature search was based on policy projects in the forest sector by 8 upper-level local governments including mountain villages. For questionnaire items, 173 forest policy projects were classified into 27 types through expert review, and the importance and performance of each type were rated on a 5-point Likert scale. Paired t-test, IPA, Locus for Focus model, and Borich needs assessment were used as the analysis methods, and the statistical program SPSS 21.0 was used as the analytical tool. Results: The results showed that 'creating forest-related jobs' and 'supporting cultivation of professional forestry workers' both showed high importance and performance, implying that they would show an effect in mountain village promotion. 'Creating forests for environmental improvement', 'discovering forest cultural assets' 'establishing and boosting forest tourism', 'providing forest therapy services', 'creating forest-related jobs', 'supporting community revitalization', and 'urban-rural exchanges' were found to be the types that needed improvement and concentration for mountain village promotion. In particular, 'creating forests for environmental improvement' and 'discovering forest cultural assets' were derived as priority considerations for mountain village promotion policies. Conclusion: In summary, it was found that in order to promote mountain villages, various content projects must be improved and carried out to enhance the physical environment and revitalize mountain villages.

본 논문에서는 EPON의 상향 대역폭 부족현상을 개선하기 위해 기존에 EPON의 상향 트래픽을 파장 분할 방식으로 확장한 모델을 설계하고 이에 적합한 파장 배정 방법을 제안한다. 시뮬레이션 모델은 OPNET으로 구현하며, 구현된 파장 분할 EPON 모델에 대해서 실험을 통하여 적절한 가중치를 산정하여, 단대단 지연(End to end delay), 처리율(Through put), 사용율(Utilization), 큐 크기, 타임슬롯 크기, 상향 스트림 크기 그리고 파장 배정 방법에 대한 성능분석을 통해서 제안된 방식의 우수성을 검증한다.

Determining the investment priority of the railway project is essential to keep its object of railway investment. [National railway construction plan] provide 4 major evaluation indicators and their weighting range in determining the investment priority of railway construction. Which are investment efficiency, inter-regional balance of development, network effects, government supporting policy. However this present criteria has inconsistency in determining economical feasibility of the railway transportation when applying the same evaluation indicator, investment efficiency, with the road transportation. The railway transportation is superior to road transportation in terms of transportation capacity and distance, while offering less carbon emissions. In spite of the prominent position of the railway transportation, it can be failed to obtain its proper investment priority when being determined under economical feasibility based. Therefore, this study analyzed the inconsistency under present evaluation criteria and proposed new evaluation method for the investment priority of the railway construction using AHP(analytic hierarchy process), while differentiate from the road construction. This method is optimized for only determining the priority of the railway construction itself under object of railway investment respectively.

The National Health Promotion Fund has grown as the increase of tax on tobacco consumption, but more than half of the fund was spent on health insurance supporting. It is important to use the fund appropriately to keep legitimacy and sustainability of health promotion. Therefore, services regarding health promotion should be a priority in spending health promotion fund, and operation system should be established to manage and administer the fund properly.

Whatever the country, nanotechnology features as a key priority of most national research and innovation policies. This focus on nanotechnology is due to the promises of this general purpose technology, this new technological wave. As 'one size does not fit all', policies supporting its development cannot just adopt the 'best practices' of the preceding wave. We argue that specific on-going dynamics of nanoscience and technology production justifies the existence of dedicated nanotechnology policies. It also questions the portfolio of instruments mobilized and their balance. In this article, we discuss policies developed for the preceding technological waves and, based on the characteristics of nanosciences and technologies, propose five dimensions of policies to be taken into consideration for their governance at the country and cluster levels.

현 정부는 경제성장 및 일자리 창출을 위해 창조경제 정책을 제시하고, 창조경제 실현의 핵심을 기술창업으로 천명하여 지원을 아끼지 않고 있다. 기술창업 지원의 효율성을 극대화하기 위해서는 기술 창업자와 창업 조력자가 생각하는 창업 성공요인의 인식차이를 분석하여 제한된 자원을 효율적으로 활용해야 한다. 따라서 본 연구에서는 기술 창업자와 창업 조력자가 인식하는 창업 성공요인의 공통점과 차이점을 분석했다. 이를 위해 선행 연구를 통해 분석된 창업 성공요인을 크게 1) 창업자의 특성, 2) 창업 전략, 3) 조직의 특성, 4) 창업 환경으로 분류하여 기술창업 기업의 CEO와 출연(연)에서 중소 벤처기업을 지원하고 있는 연구원을 대상으로 설문조사를 실시하였다. 설문을 바탕으로 ANP 방법론을 활용하여 두 집단 간 창업 성공요인에 대한 우선순위와 인식의 차이를 분석하였다. 분석 결과, 창업 성공을 위해 기술 창업자는 '조직의 인력구성 및 전문성'을, 창업 조력자는 '자금조달 전략'을 가장 중요한 변수로 선택하였다. 두 집단 모두 창업 전략의 중요성을 높이 평가하였고, 창업 환경은 상대적으로 낮은 중요도로 평가했다는 공통점을 가졌다. 반면 창업자의 특성과 조직의 특성에 대해 두 집단이 평가하는 상대적 중요도는 상이하였다. 본 연구는 창업 성공요인의 우선순위에 대한 기술 창업자와 창업 조력자 간 정성적인 인식차이를 정량적으로 분석했다는데 의의가 있고, 향후 관련 정책 수립 시 실용적으로 활용될 수 있다.

스마트폰의 급격한 보급으로 인해 모바일 인터넷 방송 (Internet Protocol Television) 사용은 큰 폭으로 증가하여 이미 많은 네트워크 부하를 일으켰다고 보고되고 있습니다. 이러한 과부하문제를 해결하기 위한 방안으로 3GPP (3rd Generation Partnership Project)에서는 LTE (Long Term Evolution) Release 6 규격이후로 MBMS (Multimedia Broadcast and Multicast Service)에 대한 표준화 작업을 진행되고 있다. MBMS는 동일한 콘텐츠를 가지는 다수의 MBMS 사용자들과 동일한 대역폭을 공유하게 함으로써 대역폭 효율 측면에서 우수성을 가지고 있다. 본 논문에서는 단일 셀 MBMS을 지원하는 3GPP와 와이파이 (Wi-Fi) 2개의 네트워크가 혼재되어 있는 이종 네트워크 환경에서 단일 셀 MBMS가 지원되는 셀들에 속한 동일한 콘텐츠를 가지는 MBMS 사용자의 수가 많다면 MBMS 최우선 정책을 적용하고 그렇지 않은 경우에는 기존의 와이파이 우선 정책을 적용하는 알고리즘에 대한 성능 분석에 대한 연구를 수행하였다. 시뮬레이션을 통하여 제안하는 알고리즘은 전체 가용 대역폭의 증가와 네트워크 사용 비용의 감소를 보여주고 있음을 확인하였다.
