Vulnerability AssessmentunderClimateChange and National Water Management Strategy

  • Thailand had set the National Water Management Strategy which covered main six areas in the next 12 years, i.e., by priority: (1) water for household, (2) water for agricultural and industrial production, (3) water for flood and drought management, (4) water for quality issue, (5) water from forest conservation and soil erosion protection, (6) water resources management. However due to the climate change impact, there is a question for all strategies is whether to complete this mission under future climate change. If the impact affects our target, we have to clarify how to mitigate or to adapt with it. Vulnerability assessment was conducted under the framework of ADB's (with the parameters of exposure, sensitivity and adaptive capacity) and the assessments were classified into groups due to their different characteristic and the framework of the National Water Management Strategy, i.e., water supply (rural and urban), water for development (agriculture and others), water disasters (floods (flash, overflow), drought, water quality). The assessments identified the parameters concerned and weight factors used for each groups via expert group discussions and by using GIS mapping technology, the vulnerability maps were produced. The maps were verified with present water situation data (floods, drought, water quality). From the analysis result of this water resources management strategy, we found that 30% of all projects face the big impacts, 40% with low impact, and 30% for no impact. It is clear that water-related agencies have to carefully take care approximately 70% of future projects to meet water resources management strategy. It is recommended that additional issues should be addressed to mitigate the impact from climate risk on water resource management of the country, i.e., water resources management under new risk based on development scenarios, relationship with area-based problems, priority definition by viewpoints of risk, vulnerability (impact and occurrence probability in past and future), water management system in emergency case and water reserve system, use of information, knowledge and technology in management, network cooperation and exchange of experiences, knowledge, technique for sustainable development with mitigation and adaptation, education and communication systems in risk, new impact, and emergency-reserve system. These issues will be described and discussed.

농촌지역의 사회적·환경적 특성을 반영한 재난관리 대책 방안 연구 (A study on measures for disaster management that reflects the social and environmental characteristics of rural areas)

  • 본 연구에서는 농촌의 맞춤형 재난관리 역량 강화를 위한 재난대책 방안을 연구하였다. 이를 위해 농촌의 사회적, 환경적 특성을 검토하여 농촌의 재난관점 특성을 도출하였다. 사회적 특성으로는 농촌의 인구변화 추이, 재난피해를 입은 주민 인터뷰 등을 통한 재난의 직간접적인 피해에 대한 분석을 실시하였다. 환경적 특성의 경우 농촌의 지리 지형적 특성을 중심으로 농촌지역 내에 안전을 위협하는 요소 도출을 실시하였으며, 도시와 비교하여 재난 대응 인프라의 차이가 어느 정도인지에 대해 정량적인 분석을 실시하였다. 해당 특성분석을 통해 농촌지역에 특성에 맞는 재난대책 방안을 도출하였으며, 향후 이를 적용하기에 앞서 재난 대책의 우선순위 선정 등의 추가 연구가 필요하다.

EVALUATION OF SUSTAINABILITY OF CONSTRUCTION OPERATIONS: A FRAMEWORK FOR THE NEW ZEALAND CONSTRUCTION INDUSTRY

  • The concepts of 'sustainable development', 'sustainable construction' and 'green building' have been elevated to priority levels in all types and phases of construction project development worldwide. Consultants and contractors are now required to seriously consider the impact of their operations on the natural environment and the society, and consequently adopt sustainable construction practices in the development process to minimize and mitigate the negative impacts of their activities. However, existing sustainability rating tools apply to the design, post-construction and operation phases of a building; no tool exists for the rating of the performance of the contractor or the project team at the construction phase. This study aimed to develop a model for evaluating the sustainability of construction operations, drawing on the global best practice standards on sustainability. Practical applications of the model were carried out through case studies to evaluate the performances of fifteen construction firms in New Zealand. The developed model and the outcomes of the case studies were presented, including potential areas of weaknesses, strengths, constraints to achievement or adoption of sustainable construction practices and areas for improvement in the operations of the firms. The successful application of the developed model in practice shows its usefulness and ease of application. It is therefore recommended for adoption as a simple but effective system for measuring and reporting on sustainability performance or sustainability of construction operations of firms in New Zealand and elsewhere.

  • The increase in hazard level is attributed to the industrial hazard environment; complete national environmental hazards to human health include climate change. The damage level in Korea from 1993 to 2009 has exceeded the Increase In adverse environmental conditions. Priority areas of concern will include those risks that are most likely to occur and are expensive when they do take place such as accident or injury at a community pool. Therefore, in this paper, we suggest the System Engineering method for application to the railway RAMS. Recently, the requirement of high-integrity level of infrastructure has been deemed important. The systems level approach is defined through the assessment of the RAMS interactions between elements of complex system applications.

Housing Policy for Low-income Households (Ger Areas) in Mongolia: Based on Generic Characteristic of Developing Countries

  • As that experienced in other developing countries, Mongolia has already faced multilateral side issues for two decades due to economic growth that created Ger areas or internationally 'Slum', public housing and living conditions for low-income citizens, on the basis of rapid migration from rural areas to urban. Ger areas appear to be the main cause of environmental pollution problems and impending comfortable living conditions of the city's residents by covering more than half area of Ulaanbaatar city. Also, the spread of the Ger areas has many side issues such as prevention of urban development and unaesthetic. Most inhabitants of the areas are on low-incomes, and living in the detached houses or felt yurts (Ger) usually build within a low budget, by themselves or unprofessional people, and by using materials of poor quality. Therefore, Ger areas are an inevitable issue that requires effective, proper and immediate housing policy coordination under the government and even the housing market. Unfortunately housing policies, laws, and projects adopted by Mongolian government have shown inefficient results. The government housing policies, unlike other developing countries did not target low-income households' housing which is the priority issue for two decades. But only in 2014, the Long-term housing policy with the strategy for affordable housing initiated the housing policy for low-income households. This policy has five main broad directions such as redevelopment of Ger area, the land readjustment, public rental housing, new settlements and new city and reconstruction for old apartments, which are rather general and would require tremendous financial resources if each of the directions is implemented simultaneously without prioritization. Therefore this research aims to suggest the efficient and adequate housing policy direction for the low-income households in Ger area based on achievement of other developing countries' strategies, performances and generic characteristic with explanatory models. Also, this research adopts a literature analysis method that uses various research reports, related papers in domestic and international journals, and theses by experts, researchers, public institutions, and agencies.

NCS(국가직무능력표준) 도입에 따른 스포츠계열 공공기관의 채용 중요도 및 우선순위 분석 (An Analysis of Recruitment Importance and Priority of According to the introduction of NCS(National Competency Standards) in Sports Public Institution)

  • 스포츠계열 공공기관 채용에 대한 중요도 우선순위를 알아봄으로써 체육계열 학생들의 공공기관 취업에 대한 가능성을 높이는데 그 목적이 있다. 연구대상은 스포츠계열 교수 4명, 스포츠분야 NCS 전문위원 3명, 스포츠 공공기관 심사위원 2명, 공공기관 채용 담당자 2명 등 총 11명을 유목적 표집(purposeful sampling)하였다. 이와 같은 과정을 통하여 2020년 1월 3일부터 3월 12일까지 NCS 직업기초능력 주요 항목 요인을 사용하여 계층구조분석을 이용해 중요도 우선순위를 분석하였다. 모든 자료는 통계처리를 하기 위해 Window 용 SPSS/PC (ver. 21.0)을 이용하여 빈도분석과 EC-2000을 이용하여 계층구조분석 하였다. 첫째, 스포츠계열 공공기관 채용 대영역에서 의사소통능력(.231), 조직이해능력(.177), 자원관리능력(.128), 대인관계능력(.110), 직업윤리(.082), 문제해결능력(.061), 정보능력(.056), 수리능력(.054), 자기개발능력(.052), 기술능력(.049) 순으로 분석되었다. 둘째, 평가항목에 있어서는 의사소통은 의사표현능력(.442), 수리능력은 기초연산능력(.512), 문제해결능력은 사고력(.722), 자기개발능력은 자기관리능력(.587), 자원관리능력은 시간관리능력(.531), 대인관계능력은 팀웍크능력(.382), 정보능력에서는 컴퓨터 활용능력(.677), 기술능력에서는 기술이해능력(.599) 순으로 분석되었다.

근관절 전문간호교육 프로그램개발에 관한 요구조사 (Nurses' Needs and Priority for Developing Advanced Nursing Education Program in Musculoskeletal Care)

  • Purpose: The purpose of this study was to assess nurses' educational needs for developing advanced nursing education program for musculoskeletal care. Methods: The participants consisted of 272 clinical nurses who had experience of taking care of patients with musculoskeletal problems. A structured questionnaire with 28 items was used to assess educational needs and priority perceived by clinical nurses. Collected data were analyzed using SPSSWIN V.18.0 program for descriptive statistics. This survey was conducted in accordance with standard ethical guidelines for all research involving human participants. Results: While the majority (93.4%) perceived needs for advanced education program, about half of the participants (48.5%) reported no educational experience about musculoskeletal care. The clinical nurses perceived important for 23 out of 28 areas to be included in advanced nursing education. Especially, the areas of pain management, surgical care, and medication were perceived high priority for education program in caring musculoskeletal patients. Conclusion: The study findings showed that most nurses perceived the need for advanced nursing education program in musculoskeletal care, and the areas with higher priority as perceived by nurses should be reflected in the program.

국가직무능력표준(NCS) 직업기초능력 기반의 직군별 요구역량 : 국내 대기업 A사를 중심으로 (Needs Analysis Case Using Key Competencies of National Competency Standards)

  • 본 연구의 목적은 개별 기업이 인적자원의 요구역량을 조사 분석함에 있어 각 현장의 특성화된 요구를 반영하여 최우선 영역을 도출하는 사례를 제시하고자 하였으며, 최근 국가직무능력표준(NCS)을 확산하는 정책강화 시점에 기업이 능동적으로 NCS 영역을 요구분석 도구로 활용하는데 응용 가능한 시사점을 제안하는 것이다. 이를 위하여 본 연구에서는 대기업 A사의 신입사원에 대한 직군별 요구 역량과 현재 수준분석에 NCS 직업기초능력 34개 영역을 활용하여 설문조사를 실시하였다. 총 189명의 자료를 분석하였으며 수집된 자료는 t-검정 후 Borich의 요구도와 The Locus for Focus 모델을 비교하여 최우선순위 영역을 도출하였다. 전체 34개 영역 중 32개 영역에서 현재수준과 기대수준 간에 통계적으로 유의미한 차이가 있었다. A사 신입사원의 최우선 직업기초능력으로 문서작성능력, 도표작성능력, 사고력, 문제처리능력, 시간관리능력, 기술이해능력, 업무이해능력의 총 7개 영역이 도출되었다. 또한 직군별로 요구되는 직업기초능력의 우선순위 간에 차이가 있음을 확인하였다. 본 연구의 결과를 통해 A기업의 HRD/HRM 및 타 기업에 대한 시사점을 제시하였다.

지방공무원 인사혁신정책의 상대적 우선순위분석 (Analysis of Relative Priority of Local Civil Servant's Personnel Innovation Policy)

  • 본 연구는 지방공무원 인사혁신에 대한 정책우선순위를 통해 인적자원관리의 방향성을 모색하기 위해 AHP 분석을 실시하였다. 연구결과는 다음과 같다. 첫째, 측정영역에서는 인사교류시스템, 보직관리시스템, 채용관리시스템, 교육훈련시스템 중에서 인사교류시스템이 가장 중요한 평가요소로 분석되었다. 둘째, 평가항목의 관점에서 보면, 인사교류시스템에서는 직무와 성과중심의 인사관리 전환, 보직관리시스템에서는 전문직위제 지정 및 확대, 채용관리시스템에서는 민간에서 시행중인 인성, 적성 검사도입, 교육훈련시스템에서는 맞춤형 교육과정프로그램 개발 등이 가장 중요하게 평가되었다.

중장기 투자계획을 위한 의사결정지원 시스템의 설계 (The design of Decision Support System for mid-and long-range investment planning)

  • Decision Support System(DSS) is an advanced information system concept prevailing since 1980s. It supports managers' decision making activities by providing not only information but decision alternatives. It essentially consists of the components of database, modelbase and dialogue systems. With the development of its databases, POSCO needs a number of modelbases in establishing DSSs in various areas such as production planning and investment. This research particularly focuses on establishment of a mid-and long-range investment DSS and investigates the necessity and the problems of an investment DSS and the decision criteria for investment priority. We (1) propose a modelbase which uses the concepts of Analytic Hierarchy Process(AHP) and Zero-Base Budgeting(ZBB), along with an appropriate scoring method, database and dialogue system to support the investment manager in evaluating investment proposals ; (2) implement the system using relational database management system ; and (3) discuss the results of implementing the investment DSS.
