  • Encouraged by the investment in the rice paddy, the introduction of new varieties (Tong-Il), and the price support program, there has been great success in increasing rice production. Meanwhile, the demand for rice has decreased rapidly as per capita income continues to rise. Rice self-sufficiency has been attained, and a new over-supply problem is emerging. Moreover, the Uruguay Round Agricultural Negotiation would prohibit government price support for agricultural products. In October the Korean government decides the government purchase amount and support price, which works as the price guideline. All interested parties exert political efforts to influence the decision. The continued increase of the government purchase price of rice due to political pressure pushed the government purchase price above the market wholesale price in 1988. Also, the farmers preferred to sell to the government than to the wholesaler. This has discouraged the market mechanism, and the government is to take over the three functions of the market mechanism: stockpiling, seasonal price fluctuation adjustment, and circulation. Another big increase may cause the government purchase price to rise above the consumer price, which might lead to arbitrage opportunities for the farmers and suffocate the market mechanism. However, the current political situations limits the options for the Korean government. This paper argues that a supply control policy will reduce the social cost resulting from the high level of producer price support, and it proposes several second best policies: First, the production of new varieties should be reduced rapidly. Second, the old rice in the government warehouse should be auctioned or disposed of in order to reduce the government handling and management costs. Third, the acreage diversion program should be launched in order to control rice paddy acreage. Fourth, a social welfare program in rural areas should be introduced, since the share of population over 60 is increasing rapidly. Fifth, instead of the price support which is forbidden by the Uruguay Round, Korea should restructure the agricultural industry by developing new crops, by enhancing productivity and by improving the agricultural infrastructure.

A Study on the Production Adjustment and Price Support Program of Sea Mustard Aquaculture (미역양식업의 생산조정과 가격지지)

  • The market conditions of sea mustard is changing by overproduction, decreasing price, Import of blanched and salted sea mustard from China into Korea domestic market and increasing market share of sea mustard of China in Japan. In addition, the price support program in sea mustard aquaculture must be modified due to the restriction of domestic support by international organization such as WTO. There are two ways to solve those problems. First is that finding a way to solve the overproduction of sea mustard. One of possible ways is the production adjustment by Marketing Order. Second is that finding an alternative way to replace price support program. The possible way is Direct Payment instead of purchase stockpile system. To introduce marketing Order, outlook center, organization of self-management, production adjustment through output control measure, improvement of market structure, and education/publicity arc necessary. Also, to implement marketing order, setting a model business by government is required. There are two steps for implementation of marketing order. First step is to construct Order Committee including organization of producer, people related marketing. However, this committee must run by government for certain short-term. Second step is to improve quality of product and acceleration of demand. At visual point that enforcement of the first step is completed, government has process that government transfers Order Committees self-correcting. It is desirable that government only conduct the support acts such as quality improvement and acceleration of demand. Also, at early stage it is necessary to have aid system for marketing order For example, we can expect that income increase by production adjustment in long run. However, in short run the income of producer may decrease so, it is required to compensate his economic lose. For compensation, The useful means that can be utilized is direct payment. Direct payment is not continued policy. Also, when production adjustment policy such as Marketing Order has effective results, Direct Payment as an assistant measure must be reduced or abolished. Therefore, when production adjustment acts as an effective tool to control overproduction, Direct Payment system.

  • This paper proposed a new diffusion model considering DSM rebate program's support conditions. The proposed method used some aspects of the rebate program such as support qualifications, annual support volume, and support level per appliance as following : The support qualifications were limited as the consumer which can get the rebate program's benefit, the annual support volume was constrained as the fixing budget and the support level per appliance was considered by high-efficient appliance actuality price. This paper also proposed a new method that used neural network as its parameter estimation moth[,4 for the diffusion model. The diffusion model and its parameter estimation method are expected to be able to analyze the diffusion characteristics of high-efficient appliance through the rebate program and the effects of rebate program's support conditions. Also, these will be able to evaluate the impacts and to analyze the cost-effectiveness of Energy Efficiency Demand-Side Management(EEDSM) resources. The case study is performed on the high-efficient lighting appliance rebate program of Korea by using the suggested diffusion model and estimation method and thus verified its validity.

Market Oriented Revenue Assistance for Farmers: A Case Study of the United State's ACRE Program

  • Purpose - Intense debate is occurring over support for farmers in Korea, specifically on the justification, policy design, and equality issues of the farm support programs. Given this debate, a new type of farm program in the US, a market flexible revenue program(the Average Crop Revenue Election, ACRE), is examined. ACRE stands in contrast to traditional programs that tie payments to price and have parameters that are fixed or change only infrequently. Research design, data, and methodology - Based on the ACRE program formulas, the potential payments are estimated by crop year, program crop and geographical area using the FSA acreage and payment rate data. Results - If all US farm program acres were in ACRE over the 2009-2013 crop years, payments would have totaled $7.95 billion or 1.2 percent of average market receipts for US crops. Enacting ACRE as a revenue program instead of a similarly-structured price-only program increased payments by $1.75 billion or 28 percent. Conclusions - Potential payments by ACRE largely reflected the distribution of the value of production across the program crops eligible for ACRE as well as across state geographical areas. If program parameters can be made acceptable and if data availability issues can be addressed, market flexible revenue programs offer a farm policy option that can address many of the concerns that have arisen over farm policy in Korea.

  • In 2004. as a part of special housing policy for low income household, Korean government initiated 'Multiple-dwelling Purchase and Public Rental Program'(MDPPRP) to help people whose needs for appropriate housing cannot be met in private housing market. The main goal of this program was to provide the base for self support of tenants by purchasing 'Multiple-housing' in bundle and transferring them into rental housing with low price to the low income tenants. Unlike other public rental housing programs, this model program limited the length of stay in the rental housing by six years to lead tenant's self support. The purpose of this study was to evaluate the effectiveness of this model program for further expanding enforcement. For this, two groups of residents of 'multiple-dwelling purchase and public rental program' and permanent rental housing were compared and analyzed. Thirty two tenants of MDPPRP were interviewed for the study. As research methods, document review, onsite tenant interviews using questionnaire were used. As a whole, most of the tenants were satisfied with their 'multiple-dwelling' environment in physical and socio-psychological aspects.

Analysis of economic effect of export logistics support system for export of agricultural products in Korea (농산물 수출활성화를 위한 수출물류비의 경제적 효과 분석)

  • Korea has operated the export support system of agricultural products for export expansion of agricultural products. Export logistics expenses support program in the export support system is accounted for the largest share. Export logistics expenses support program is, including the export industry promotion of agricultural sector, also in domestic agricultural price stabilization is evaluated to have contributed. However, recently, in a changing Korean International Agricultural Environment, depending on whether the classification of developing countries, so it is displayed differently. If you are classified as developing countries, continued support of export subsidies, which has been promoted to the export sector of agricultural products can be up to a certain period of time. However, if it is not included in the developing countries, support of export logistics costs of agricultural products is abolished. In this study, export logistics cost support in the export sector of agricultural products by analyzing the effect on exports, WTO/DDA agriculture negotiations result, presenting a proposal that is in preparation for the reduction and elimination of export logistics costs to be expected.

An Evaluation of a Basic Subsidy Program for Infants (보육보조금의 효과 분석: 영아기본보조금을 중심으로)

  • This paper evaluates the effects of the Basic Subsidy Program provided to families with infants cared for in private day care centers. There has been a discrepancy in the price and quality level between public and private day care centers. Public day care centers which receive government support in their labor costs are able to maintain relatively higher quality at lower price than their private counterparts, while the majority of children are cared for at private day care centers. To reduce the gap of the price and quality of care between public and private day care centers by improving the quality and decreasing the price of private day care centers, the Basic Subsidy Program was introduced in 2006 to the private day care centers. The subsidies mainly aim to improve the quality and the accessibility of child care, and encourage mothers' labor supply. For this purpose, the provision of the Basic Subsidy Program imposed prerequisites to the care providers including minimum wage and four major insurances for teachers, and child-staff ratio. I examine whether the subsidies improve the quality of care, help mothers balancing work and family, and increase satisfaction with child care from mothers' perspective. Since the outcome variables that measure the quality of care are difficult to obtain, I instead use the input variables for quality production. Child-staff ratio, teachers' welfare, and care environment are considered. The relationship between these variables and the introduction of subsidies is examined. The 2004 National Survey of Child Care and Education and the 2004 National Survey of Day Care Centers are used for the base data set. To reflect the outcomes after the Basic Subsidy Program, equivalent data sets for households and care providers are constructed by the KDI Data Analysis Unit. Using these nationally representative data sets, information regarding child care is collected. The findings show that the subsidies contribute to the quality of care improving the input variables of quality production. The welfare of teachers is improved, and the child-staff ratio significantly decreases. As a result, the usage of private day care centers greatly increases even though the price level rarely changes. However, mothers' satisfaction with child care are rarely affected by the subsidies. Although the subsidies with no eligibility criteria enlarge the recipients, the actual effects to increase maternal labor supply or to improve satisfaction is limited. Given this findings, I suggest some modifications of subsidies to raise the effectiveness of the subsidy program.

Extracting Priorities of Price Reduction for Military Supplies using AHP Analysis (AHP 분석을 통한 군수품 장비류 감액 중요도 산출)

  • Purpose: Although the price reduction policy is established for military supplies, it is more focused on general military items. Therefore, it is hard to apply the current price reduction policy directly to the major weapon system. The purpose of this study is to develop an evaluation model which generates appropriate outputs for price reduction of military supplies. Methods: To improve the current policy, we first analyze the relevant policies of price reduction of similar organizations. We gather the opinions of related organization through survey including DAPA, Logistics Command, DTaQ and Defense industry companies. Then, we develop a price reduction model based on the analytic hierarchical process(AHP) method to find out important factors for price reduction. Results: The results of AHP analysis show that the important factors when applying price reduction of military supplies. From the analysis, the proposed method effectively generates the amounts of price reduction for the nonconformance items. Conclusion: The results of this research will be used as guidelines to improve military supplies policy of price reduction.

Expiration-Day Effects: The Korean Evidence (주가지수 선물과 옵션의 만기일이 주식시장에 미치는 영향: 개별 종목 분석을 중심으로)

  • This study examines the expiration-day effects of stock index futures and options in the Korean stock market. The so-called 'expiration-day effects', which are the abnormal stock price movements on derivatives expiration days, arise mainly from cash settlement. Index arbitragers have to bear the risk of their positions unless they liquidate their index stocks on the expiration day. If many arbitragers execute large buy or sell orders on the expiration day, abnormal trading volumes are likely to be observed. If a lot of arbitragers unwind positions in the same direction, temporary trading imbalances induce abnormal stock market volatility. By contrast, if some information arrives at market, the abnormal trading activity must be considered a normal process of price discovery. Stoll and Whaley(1987) investigated the aggregate price and volume effects of the S&P 500 index on the expiration day. In a related study, Stoll and Whaley(1990) found a similarity between the price behavior of stocks that are subject to program trading and of the stocks that are not. Thus far, there have been few studies about the expiration-day effects in the Korean stock market. While previous Korean studies use the KOSPI 200 index data, we analyze the price and trading volume behavior of individual stocks as well as the index. Analyzing individual stocks is important for two reasons. First, stock index is a market average. Consequently, it cannot reflect the behavior of many individual stocks. For example, if the expiration-day effects are mainly related to a specific group, it cannot be said that the expiration of derivatives itself destabilizes the stock market. Analyzing individual stocks enables us to investigate the scope of the expiration-day effects. Second, we can find the relationship between the firm characteristics and the expiration-day effects. For example, if the expiration-day effects exist in large stocks not belonging to the KOSPI 200 index, program trading may not be related to the expiration-day effects. The examination of individual stocks has led us to the cause of the expiration-day effects. Using the intraday data during the period May 3, 1996 through December 30, 2003, we first examine the price and volume effects of the KOSPI 200 and NON-KOSPI 200 index following the Stoll and Whaley(1987) methodology. We calculate the NON-KOSPI 200 index by using the returns and market capitalization of the KOSPI and KOSPI 200 index. In individual stocks, we divide KOSPI 200 stocks by size into three groups and match NON-KOSPI 200 stocks with KOSPI 200 stocks having the closest firm characteristics. We compare KOSPI 200 stocks with NON-KOSPI 200 stocks. To test whether the expiration-day effects are related to order imbalances or new information, we check price reversals on the next day. Finally, we perform a cross-sectional regression analysis to elaborate on the impact of the firm characteristics on price reversals. The main results seem to support the expiration-day effects, especially on stock index futures expiration days. The price behavior of stocks that are subject to program trading is shown to have price effects, abnormal return volatility, and large volumes during the last half hour of trading on the expiration day. Return reversals are also found in the KOSPI 200 index and stocks. However, there is no evidence of abnormal trading volume, or price reversals in the NON-KOSPI 200 index and stocks. The expiration-day effects are proportional to the size of stocks and the nearness to the settlement time. Since program trading is often said to be concentrated in high capitalization stocks, these results imply that the expiration-day effects seem to be associated with program trading and the settlement price determination procedure. In summary, the expiration-day effects in the Korean stock market do not exist in all stocks, but in large capitalization stocks belonging to the KOSPI 200 index. Additionally, the expiration-day effects in the Korean stock market are generally due, not to information, but to trading imbalances.

The Role of Social Support in the Relationship between Stress and Depression and Depression among Family Caregivers of Older Adults with Dementia (치매노인을 돌보는 주가족간호제공자의 스트레스원과 우울간의 관계에서 사회적 지지의 역할)

  • Purpose: This study was to determine the mediator or moderator role of social support in the relationship between stress and depression among family caregivers of older adults with dementia. Method: Sixty nine family caregivers were randomly selected from health care centers in P city and a face-to-face interview was conducted using questionnaires from January to May of 2002. Data were analyzed with descriptive statistics, Pearson correlation, and hierarchical multiple regression using SPSS program. Result: Family caregivers of older adults with higher dependency in ADLs and higher problematic behaviors, provided care to the older adults for a longer period of time, and perceived less social support reported higher depression. Social support showed mediating effects between stress and depression, while did not show moderating effects. Elderly dependency on ADLs and caregiving duration decreased perceived social support and decreased social support increased depression. Conclusion: To increase family and social support to the caregivers of more functionally impaired elderly, family education to increase emotional support and physical assistance to the caregivers and broader and flexible application of social support such as increasing accessibility to the elderly daycare service with lower price may prove beneficial.
