  • Government archives are basic source materials in the historical study. Whereas, researches on the archives of Choson-chongdokbu have been very scant. Those archives contain information about both colonism of Japan and independent movement of Korea are comparatively well preserved at Government Archives and Record Services. Therefore, it is necessary to analyze the characteristic of archives and to evaluate the system of archival management of Choson-chongdokbu. Based on the official gazette and archives of Choson-chongdokbu, this study has revealed the division of archival work, the writing and treatment of official document, compilation and preservation, and the procedure of use and destruction. As a result of the research, the followings have been identified; 1. Archival regulations were prepared by the instructions of Chosonchongdokbu at the early days of its establishment. Inspite of several revisions, its basis was maintained until 1945. 2. Each agency had its own archival department instead of central archives. 3. The archival department of Choson-chongdokbu controlled the archival administration of headquarters and attached agencies. But the secret archives were managed by the secretarial department. 4. The writing and treatment of archives were done by the archival regulation made in 1911. 5. Each agency had set more or less different preservation period. 6. There were three ways of using archives, 1) the in-house reading 2) the loan 3) the transcriptions. The archives passed the preservation period were destroyed in accordance with the related departments.

  • This study attempted to estimating economic value of environmental resource by using the contingent valuation method(CVM), known as one of the tool measuring the economic benefits. To analysis the preservation value of Bong-seo Mt.. the surveys were conducted for citizens resident in Cheonan city. The sample sizes of the survey were 200 respectively. The survey method adopted face-to-face interview method as a mean of correcting useful response. This study considers models for evaluating the willingness to pay(WTP) based on payment card contingent valuation survey data and has attempted to measure goodness of fit for the data obtained from the survey design. It was estimated that the average WTP of Cheonan citizens for a maintenance and management of Bong-seo Mt. was 5,010 won per month and 60 ,118 won per year. When it is translated by total number of households in Cheonan city, there is the preservation value of approximately 8.8 billion won per year. On the other hand, total expense of development increased about 1.7 times over including application of the preservation value.

  • As the importance of data grows because of the advent of the next industrial revolution, foreign countries are pushing for long-term data preservation technology research. On the other hand, in Korea, administrative information data sets have been legislated as records management areas without specific long-term preservation measures. As a response, this study conducted basic, cross-validation tests on the Software Independent Archiving of Relational Database (SIARD), which was proposed as an administrative information data set preservation format in several prior works. First, the underlying verification test focuses on deriving the data, structure, and functionality of the data set that SIARD can preserve. The second cross-validation test aimed at verifying the interoperability of SIARD independent of the DBMS class. In addition, two verification tests have confirmed the SIARD feature delivery range. Consequently, the differences between the feature types specified in the SIARD 2.0 standard and those provided by the actual SIARD Suite have been derived. Based on verification test results, we are proposing a development plan to broaden SIARD functionality and set a direction to efficiently enhance SIARD for local situations.

  • This study is to suggest a model for preservation and circulation of scientific data as Records. Analysis for national trends in U.S., British, Australia, Europe about scientific data was performed. Foreign advanced programs on management of scientific data were surveyed and analyzed. The analyzed programs were DataCite, WDS, PANGAEA, Dataverse, BSRN, DLESE, GCMD and SEDIS. Common implications were deducted from each program. With the results of analyzing the programs, this study proposed a model for preservation and circulation of scientific data.

  • The purpose of this study is to raise the need for the management of the deposit copy and preservation of government publications issued by Regional Local Government, and to present improvements to the problems of the management of government publications. To achieve this objective, a list of government publications of Regional Local Government is investigated, and interviews are conducted with record managers and librarians. During the investigation, there were difficulties in identifying the publication list of government publications, and there were fewer government publications that matched the RLG's list of holdings and the list of deposit copies delivered to the National Archives. The proposed improvements include formulating a list of government publications' registrations, constituting list elements of closed publication and partial disclosure of government publications, mandating registration and notification of government publications, specifying the management of government publications in the division of duties for record managers and staff of production departments, and encouraging them to receive training in administration of government publications.

  • The purpose of this study was to analyze the landscape characteristics by making DEM, land use map, and the land cover map on the Odesan national park, and to suggest the method of visual management through the visibility analysis. In the change of land use district, the natural environment district decreased, the natural preservation district extended relatively. It means that the tendency of preservation was strengthened. However, the development possibility has increased by increase as for the area of the village district. In the land cover change, it appeared agriculture area and city area increase in the natural environmental district. The most area where visible frequency appeared highly belonged to the natural preservation district and forest region. However some areas belonged to the natural environmental area, and continuous landscape management was required.

Although there are progressive changes in park management system during the period, several improvements are needed in details. They are as follows; To be sustainable preservation and usage which are the intrinsic roles of National Park by increasing the government investment than own revenue.

  • This study aims to examine the trends in the preservation of urban public parks with a focus on the international movement to acknowledge and preserve the heritage value of urban parks. First, the background in which the concept of "historic urban park" first appeared internationally, as well as the current situation were investigated. Then, the cases of the United Kingdom (UK), the United States (US), and Japan, all of which are already preserving and managing urban public parks, were analyzed. In the ICOMOS-IFLA Document on Historic Urban Public Parks, the International Council on Monuments and Sites (ICOMOS), which is a group of specialists dedicated to the conservation and management of cultural heritage, mentions that it is necessary to maintain the social, intangible, aesthetic, ecological, and civic values of historic urban public parks. In addition, according to ICOMOS, it is necessary to preserve elements of parks, such as space composition, topography, light, and environment. The UK, the USA, and Japan have their own unique characteristics for the background of preserving urban parks, the preservation system, the selection of parks to be preserved, and the elements to be preserved within the park. The UK has categorized parks into certain types from each period and has tried to preserve the common elements in each type. The US has selected the parks to preserve by determining the meaning of the parks itself considering multiple aspects, embracing not only the physical form of the parks, but also the culture, monumentality, and social values. Recently, Japan began the preservation of historic urban parks as a matter of policy and started to implement a preservation policy by investigating modern parks that are believed to be worth preserving. Specialists in cultural heritage preservation have argued that the method of preservation of historic urban parks must differ from that of other parks or gardens. Nonetheless, observing cases in these three countries showed that, regardless of their administrative and legal systems regarding cultural heritage and urban public parks, their policies were still limited to preserving only the physical elements of parks. The direction and methodology for the preservation of historic urban parks must be developed further and elaborated upon in terms of the evolving concept and definition of heritage. Urban parks are where various historic values are accumulated, connoting historical meanings dealing with the memories of the parks and the urban dwellers. This study found that, worldwide, park management has been carried out in a way that the historic values of parks are respected and preserved. This global trend in preserving the historic values of urban public parks has significant implications for the management of urban public parks in Korea that are being formed and renewed repeatedly.
