Performance based design is a recent evolutionary step in the process of designing fire protection systems. In essence, it is a logical design process resulting in a solution that achieves a specified performance. Sometimes the prescriptive solutions presented in various codes and standards are too expensive or inflexible. Often the solutions do not and enables optimization of a solution for cost and function. In this study, performance based design was carried out to determine the extent of passive fire protection for oil terminal facilities. The results of performance based design were compared with those of prescriptive code based design. Performance based design is not always more economic than prescriptive code based design but provides more reliable and effective design that is fit for the purpose.

The new SOLAS regulation permits the alternative design approach for the approval of designs which deviate from those where prescriptive rules apply. The new approach is being promoted by recent advances of noble designs such as those employing large public spaces in passenger ships. From the respect of fire safety, it is needed to show that the level of safety of new design is equivalent to what can be achieved from the prescriptive rules where the fire simulation is regarded to be the essential tool. This paper provides an overview of the process of performance-based design of the smoke extraction system in a cafeteria of a ROPAX. FDS, a CFD fire simulation software is used to show that the field-model software can improve the fire safety over what are expected from prescriptive rule sets or zone-model application.
Placement method for fire detectors prescribed in current fire safety regulation is just about placing a prescribed number of detectors according to the areas. However, this regulation has no scientific basis and standards from foreign countries are just introduced and fire detectors are installed complying with them. There are two standards in designing fire protection systems; Prescriptive-Based Design that follows stipulated regulations like fire safety standards and Performance-Based Design based on engineering knowledge such as fire dynamics, structural dynamics, mechanics of materials, fluid mechanics, and thermo dynamics. Recently, Fire Protection System Construction Business Act was revised so that fire protection systems can be designed using Performance-Based Design method ('05. 8. 4), though the method has not activated until now. In addition, the enforcement decree defines the range for specific objects of fire protection to which Performance-Based Design is applied ('07, 1. 24). At the moment, by manufacturing simulator so that formulas can be introduced and calculated with software in order to install fire detector of automatic fire detection systems keeping optimized distance, comparing the results with the state of fire detector placed according to Performance-Based Design and analyzing them, this study was intended to settle Performance-Based Design method in the future.

This study aims to introduce an emerging prescriptive analytics method and suggest its efficient application to a category-based service system. Prescriptive analytics method provides the whole process of analysis and available alternatives as well as the results of analysis. To simulate the process of optimization, large scale journal articles have been collected and categorized by classification scheme. In the process of applying the concept of prescriptive analytics to a real system, we have fused a dynamic automatic-categorization method for large scale documents and intellectual structure analysis method for scholarly subject fields. The test result shows that some optimized scenarios can be generated efficiently and utilized effectively for reorganizing the classification-based service system.
The movement towards sustainable building design can result in unique fire protection challenges and concerns, especially with super tall buildings in relationship to traditional prescriptive code compliance. Different countries haves different code requirements as well as local best practices and may cause conflict with the design features when designing green buildings. These include, but not limited to green roofs, sprinkler water quality and testing, fire department access and areas of refuge with direct or indirect impact by the perspective code compliance. The solutions to these prescriptive code challenges and fire safety concerns can range from simple alternatives to more detailed engineering performance-based design analyses with good solid practice.
Beginning a few decades ago, Baku, the capital city of Azerbaijan, has experienced a dramatic construction boom that is revitalizing its skyline. The expansive growth looks to uphold the historic past of Baku as a focal point within the Caspian Sea Region while also evoking aspirations for a city of the future. With superstructure complete and interiors progressing, the Ministry of Taxation (MOT) tower is the latest addition to the city, with its stacked cubes twisting above a multi-level podium at the base. Each cube is separated by column-free green roof terraces, creating unique parametric reveals of the developing surroundings. Aside from MOT's stunning shape, its geolocation resulted in unusually high wind loads coupled with high seismic hazards for a tower of its height. In addition, limitations on possible structural systems required stepping away from a typical prescriptive code-based approach into one that utilized Performance-Based Design (PBD) methods. This paper presents the numerous structural challenges and innovations that allowed the design of a new icon to be realized.

Today's building and fire prevention codes are mostly prescriptive. Prescriptive codes are based on major fires in earlier years that created a need for specific building provision. These codes provide a minimum level of safety. As the general and engineering uses of computers have increased over the years, so has use of computers in the fire protection engineering. This has allowed fire protection engineers to develop alternative approaches to solve today's fire protection problems or to evaluate the performance of a specific fire safety goal. A performance based approach to building and fire codes involves the following: 1) identifying specific goals, such as, safely getting out of the building in 10 minutes, 2) obtain conceptual approval from authorities, 3) define performance level, 4) develop design solutions and identify tools such as, fire tests, models, or methods, to demonstrate that a design will meet the fire protection objective 5) test solutions, 6) present test method and results to the authorities. Some people in the fire protection community consider this to be nothing more than an intellectual exercise, while the others view it as a way to reduce expenses on large project$^4$ Others in fire protection community view this as a way to refine the design process to design fire protection systems to better protect the fire hazards. This paper will focus on application of these tools, specifically computer fire models, to actual cases such as: design of a smoke control system heat transfer analysis and egress of building occupants during potential fires.

To strengthen the technological competitiveness of the construction market in Korea, researches have been performed to replace the prescriptive design codes (PD) to the performance-based ones (PBD). As one of the basic requirements for PBDs, development of the optimized concrete material models for domestic applications have been tried by comparing and verifying the pre-existing models with the observations and quality evaluations of ready mixed concretes that are used in the domestic market. The most design criteria and specifications in Korea utilized to ensure appropriate quality are based on process and prescriptive criteria determining materials, measure and methods. It has many problems including a loss of competitiveness resulting from inhibited creativity of the contractors. The performance-based specifications focused on final product are being proposed, but have difficulty in adapting to the architectural field. In this study the hybrid specification prototype for curtain wall construction was suggested. The specification framework was presented through analysis of linkage between the performance and prescriptive specification cases. Based on the survey with practitioners, the performance inspection process and the sample specification were developed by identifying the essential performance test timings. The applicability of the specification prototype was evaluated by interviews with experts. It was found that the prototype was active and a progressive supporting tool which could support to secure phased performance during construction as well as final performance.
