This paper describes the plans of considering the environmental influences in the preliminary feasibility investigation of railroad work. Because the cost-benefit analysis method about the environmental costs by air pollution and traffic noise is mainly applied in preliminary feasibility investigation, not only the verification in the calculation method of these environmental costs but also the consideration in the environmental costs of the topographical damage and the ecosystem extinction by railroad work is needed. The environment-friendly plans in choosing the locations of the railroad route and station are also suggested, and they include (1) consideration of environment protection area, residential zone, and region with scenic beauty, (2) application of the existing railroad route and station, and (3) railroad route parallel to another traffic facility.

Purpose As Korean economy has been sluggish in recent years, firms' interest in publicly financed projects has increased due to the relatively increasing proportion in the economy. Since 1999, publicly financed projects in Korea need to undergo preliminary feasibility study to evaluate economic efficiency and policy quality if they are larger than a certain scale. The benefits of public projects are one of the most important factors in the preliminary feasibility study but are difficult to estimate due to their nature. Design/methodology/approach This study estimates the benefits of the agricultural soil information database, a public database in Korea. The method used in the study is the stated preference method which is formally used in Korea's preliminary feasibility study. Data are collected through surveys and a logit model is constructed to be estimated by the maximum likelihood estimation method. Findings As the first study evaluating a public database, this study can be used as a baseline in all public database projects developed in the future. In addition, this study can contribute to improving the understanding of both private companies and public organizations who are interested in the cost-benefit analysis and estimation procedure for the publicly financed projects.

Recently, the use of renewable energy has been increasing to achieve carbon neutrality. The concept of a zero-energy building is also attracting attention. In this study, a preliminary study was conducted to analyze the feasibility of a hybrid wind and solar power generation system between buildings that utilize the building wind generated by the Venturi effect. For this purpose, the wind speed and sunshine hours were monitored in the area where the building wind blows by the Venturi effect, and the power generation depending on system types, areas, and season was estimated. Consequently, the wind power generation system showed a larger amount of power per area than solar power. The wind power systems can generate larger power if wind power blades are installed along the height of the building. As a preliminary study, this study verified the feasibility of the system utilizing building wind and suggested follow-up studies.

현행 공공건설사업의 타당성조사 결과가 객관적 중립적으로 이루어지지 않는 다는 지적에 따라 정부는 이에 대한 개선방안으로 타당성조사 시행 전에 $\ulcorner$예비타당성조사$\lrcorner$를 새로이 도입하였다. 이 예비타당성조사는 크게 도로, 철도, 항만, 공항문화 관광 등으로 구분되는데 이중 문화 관광사업의 경우, 주5일 근무제의 확산 및 지방문화 시대의 돌입 등으로 인하여 그 성격과 기능이 나날이 복잡 다양해지고 있으며 다른 부분의 사업에 비해 경제성분석의 분석 항목인 편익과 비용의 구조 또한 복잡하다. 이에 본 논문에서는 문화 관광부분사업의 예비타당성조사의 수행 실태를 파악하고, 경제성 분석 항목 중 비용항목에 대해 검토하여 분석모델을 설정하고 문제점을 도출하여 이에 대한 개선방안을 제시하였다.

Purpose: The planning of medical facilities involves formulating a comprehensive medical basic plan, translating it into spatial dimensions through a space program. Feasibility assessment often relies on empirical methods like floor area per bed. However, with the shift towards specialized medical concepts, proportional scaling to bed numbers is challenging. This study proposes scale planning improvements during the feasibility assessment stage for comprehensive hospitals, analyzing cases using area determination factors and standard areas based on medical resources. Methods: The Korean Development Institute's Public Investment Management Center (KDI) identified issues in the scale determination of medical facilities in the Preliminary Feasibility Study Guidelines and investigated alternative approaches for determining the scale of a case that passed the preliminary feasibility study in 2019. The study assessed the feasibility of applying individual factors to determine not only the number of beds but also the scale at the sector and department levels. Additionally, a statistical analysis was conducted to examine the correlation between the total number of beds and various area determination factors. Results: Results suggest a strong correlation between total beds and major equipment needs, but in hospitals with <500 beds, this correlation weakens. Ward section scale is better calculated per ward type, not just total beds. Outpatient department scale depends on specialists, influencing treatment room numbers. Medical personnel play a crucial role in determining the scale of sections like rehabilitation therapy rooms, operating rooms, dialysis rooms, and overall facility scale.

Along with the increase of the quantity of data in various industries, the construction industry has also developed various systems focusing on collecting data related to the construction performance such as productivity and costs achieved in construction job sites. Numerous researchers worldwide have been focusing on developing efficient methodologies to analyze such data. However, applications of such methodologies have shown serious limitations on practical applications due to lack of data and difficulty in finding appropriate analytic methodologies which were capable of implementing significant insights. With development of information technology, the new trend in analytic methodologies has been introduced and steeply developed with the new name of "big data analysis" in various fields in academia and industry. The new concept of big data can be applied for significant analysis on various formats of construction data such as structured, semi-structured, or non-structured formats. This study investigates preliminary application methods based on data collected from actual construction site. This preliminary investigation in this study expects to assess fundamental feasibility of big data analytic applications in construction.

사회간접자본(SOC)은 국가 산업부문과 국민경제에 매우 큰 영향을 끼치는 생산요소로 이에 대한 투자는 경제성장에 있어 필수적이며, 국가 경쟁력을 결정하는 주요 요소이다. 이러한 중요성을 인식하여 정부에서는 지난 1999년부터 예비타당성조사 제도를 도입하여 SOC 사업시행 유 무를 검토하고 있으나 과학적 투자평가방법의 미비, 조사 결과의 신뢰성 저하 등 근본적인 문제가 끊임없이 제기되고 있다. 이를 개선하고자 수행된 주요기관의 선행연구는 대부분 수요추정 및 경제성 분석 중심으로 진행되었고, 예비타당성조사의 주요 단계인 정책적 분석에 대한 연구진행은 아직 미흡한 실정이다. 이에 본 논문에서는 관련 학문과의 적절한 융합과 조화가 요구되는 (예비)타당성조사의 정책적 분석단계에 대하여 현행 전문가의 경험과 관련 자료에 의한 정성적 평가를 개선하고자 가치공학(VE)의 성능평가기법을 활용한 정량적 의사결정모델을 개발 제안하여 분석결과의 정량화를 유도하고 체계적 분석절차에 의한 전략적 판단도구로의 활용과 신규투자사업 목표에 대한 정책적 측면의 가치향상에 기여하고자 한다.

In the era of the 4th Industrial Revolution, the importance of information protection is increasing day by day with the advent of the 'hyper-connection society', and related government financial investment is also increasing. The source of the government's fiscal investment projects is taxpayers' money. Therefore, the government needs to evaluate the effectiveness and feasibility of the project by comparing the public benefits created by the financial investment projects with the costs required for it. At present, preliminary feasibility study system which evaluates the feasibility of government financial investment projects in Korea has been implemented since 1994, but most of them have been actively carried out only in some fields such as large SOC projects. In this study, we discuss the feasibility evaluation of public projects for the purpose of information security. we introduce the case study of the personal information protection program of Korean public institutions and propose a cost-effectiveness analysis method that can be applied to the feasibility study of the information protection field. Finally, we presented the feasibility study and criteria applicable in the field of information security.

Railway is superior to the other land transportation systems in aspects of energy efficiency and environmental problems. Energy efficiency and environmental problems are not considered during a preliminary feasibility study. Investment for railway is low because of low B/C in the economical efficiency analysis during the preliminary feasibility study. The body of this paper studies the data which can reflect environmental problems an assessment of environmental impact. Investment for railway would be higher when main environmental elements are considered before the choice of the railway lines.
