Role of Capital Expenditure in the Economic Evaluation of National R&D Investment Project for Cooperative Research of University-industry-research Institute: Cases of Woodchip Power Plant Construction (국가 R&D 산학연협동연구 투자계획안의 경제성 평가에서 자본적 지출의 역할: 목재칩을 이용한 발전소 건설의 경우를 중심으로)

  • The aim of this study is to provide evidence of how a change in the process of calculating the economic valuation of a project can affect the decision regarding national R&D investment. The paper examines a R&D project of cooperative research program of university-industry-research institute for the construction of a woodchip power plant to explore the role of capital expenditure in the economic evaluation of an investment project. The paper finds that the simple introduction of capital expenditure in the profitability analysis affects the perspectives on the construction plan. The results of this study indicate that standardization of the calculation process that takes different characteristics of industries into account is needed in the preliminary feasibility study of national R&D projects.

A new Direction for the Preliminary Feasibility Study of Public Healthcare Facilities (공공의료시설 예비타당성조사 방법론 개선 방향에 관한 연구)

  • Due to COVID-19, the importance of public medical facilities, especially hospitals specializing in infectious diseases, is rising. Despite the government's strong will, the establishment of public medical facilities and infectious disease hospitals has not been properly established. This is because the overall system related to the construction of public medical facilities does not sufficiently reflect social and economic changes and the trend of the times. The purpose of this study is to derive limitations and problems related to the guidelines for preliminary feasibility studies of public medical facilities and to present alternatives. This study proposes 'Option Value' as an alternative. Since the option value is a willingness to pay for an uncertain situation, it is theoretically reasonable and reasonable to reflect it as an additional benefit. Normally, the value of existence is not seen, but the system that is seen in a crisis is in the 'medical and health'. Therefore, it is necessary to find a system that is invisible even in the feasibility evaluation in the medical and health, and constantly improve and develop a methodology that can estimate changes in the welfare of citizens within the system. I expect this study to play a role as a catalyst.

Effects of Acupuncture on Urinary Incontinence in Premenopausal Women : Preliminary Study (폐경 전 여성 요실금에 대한 침치료 효과 : 예비연구)

  • Objectives : The purposes of this preliminary study was to examine the feasibility of recruiting women into a clinical trial designed to examine the effects of acupuncture in treating urinary incontinence (UI) in premenopausal women with delivery history and the feasibility of performing the study procedures. We also tried to determine if there was preliminary evidence to suggest that acupuncture may be effective in reducing UI and improving disease-specific quality of life. Methods : This study was a pragmatic randomized clinical trial. Subjects between the ages of 20 and 49 years were randomly assigned to a treatment(n=11) or control group(n=11) and analyzed. Both groups were supposed to do Kegel exercise at home during 4 weeks and acupuncture was applied to the treatment group twice a week(8 sessions) additionally. Subjects performed 1 hour pad test and completed a 3-day urination diary, international consultation on incontinence modular questionnaire(ICIQ), and incontinence - quality of life(I-QOL) at base line and 5 weeks. Results : Both group showed improvement in 1 hour pad test and the reducing amount of UI was significantly larger in treatment group(p=0.0182). The significant improvements in ICIQ and I-QOL were also observed in treatment group and sustained until the follow-up measurement at 16 weeks. Any adverse reaction related to acupuncture did not happen. Conclusions : It was feasible to recruit subjects and perform the study procedures. The positive results of this study support the requirement for additional research investigating the efficacy of acupuncture in the treatment of UI in women.

How to Improve R&D Pre-Feasibility Study System (연구개발 분야 예비타당성 제도의 개선방향)

  • Even though the pre-feasibility study was introduced in 1998, it mainly has focused on transportation social overhead capital(SOC) such as road and railroad. Last year, however, the government newly launched R&D project area for the pre-feasibility study. This paper tries to analyze the pre-feasibility study methodology and system that applied to R&D facility, cluster, and sized R&D infrastructure projects. In depth study of economic, policy, and AHP analysis, this paper shows that the preliminary feasibility study have some caveats and suggests a way of improvement for making up for limitation. Main suggestions are as follows; First, to improve the fit in R&D sector analysis, using consistent method is important. Second, technology analysis is essential for R&D evaluation. Third, technology experts should take part in AHP analysis.

A Study on Measurement of Heartrate and Respiration during Sleep using Doppler Radar: Preliminary Study (도플러 레이더를 이용한 수면 중의 심박 및 호흡 측정: 예비연구)

  • A Doppler radar sensor was applied to detect respirations and heartbeats of persons who were lying on a bed. This study is preliminary study aiming at non-contact and non-intrusive respiration and heart rate monitoring during sleep in daily life. For the experiments, 10GHz Doppler radar with patch-type antenna was used and installed on the upper right and the distance between the body and the antenna was 1 m. The results show that each signal of respiration and heartbeat is observed in each frequency band however the frequency band and the waveform vary according to the subjects and the posture. The results show that the heartbeats can be detected with the peak detection in some frequency band. This study shows the feasibility of applying the Doppler radar to detection of heartbeat and respiration during sleep and further studies about heartbeat detection algorithm are required.

  • The objective of this study is to develop qualification analysis preliminary frame for railway personal injury accident. In this research, we develop accident scenarios to analyze systematically and evaluate quantitatively fatality accident scenarios for railway personal. The accident scenario analysis first identifies the hazardous events and explains the hazardous conditions that surround the accident and cause railway accidents. This method includes a feasibility test, a clustering process and a pattering process for a clearer understanding of the accident situation. Since this method enables an accident scenario analysis to be performed systematically as well as objectively, this method is useful in building better accident prevention strategies. Therefore, this study could serve to reduce railway accidents and could be an effective tool for a hazard analysis.

  • This study investigates the issues and suggests reform measures in applying CV methods to the Korea Development Institute's (KDI's) Preliminary Feasibility Test (PFT) of public projects. Most public projects on culture, science and environment evaluated under the PFT system belong to the category of "nonstandard" projects whose outputs are non-marketed, and CV is currently the main tool used for their benefit estimation. A careful discussion and investigation is recommended for the selection of target population, payment vehicle, and number of payment times. Operating expert reviews, focus group interviews, and pre-tests is highly recommended to reduce the potential bias involved in the CV studies. A single or double bounded dichotomous choice format is the most popular design of questionnaire, but we identify several undissolved issues in designing and implementing the format. Some other forms of inducing WTPs may still deserve our consideration. Various specifications of the WTP function need to be tried and tested based on their stability, in particular. Employing a nonparametric approach is also recommended. Treatments of 0 or negative WTPs and protest bids are shown to be the most serious issues that affect the estimation results significantly. We review diverse measures of handling those issues and summarize their advantages and shortcomings.

  • The goal of this paper is to investigate preliminary the applicability of 3D printing technologies for the development of the hot bulk forming process and die. 3D printing technology based on the plastic material was applied to the preform design of the hot forging process. Plastic hot forging dies were fabricated by Polyjet process for the physical simulation of the workpiece deformation. The feasibility of application of Laser-aided Direct Metal Rapid Tooling (DMT) process to the fabrication of the hot bulk metal forming die was investigated. The SKD61 hot-working tool steel was deposited on the heat treated SKD61 using the DMT process. Fundamental characteristics of SKD 61 hot-working tool steel deposited specimen were examined via hardness and wear experiments as well as the observation of the morphology. Using the results of the examination of fundamental characteristics, the applicability of the DMT process to manufacture hot bulk forming die was discussed.

  • The objective of this study is to elucidate the feasibility of synchrotron X-ray micro CT as a non-destructive imaging method to visualize the three-dimensional morphological structures of biological and non-biological samples. The experiments were conducted in 7B2 X-ray micro CT beamline in Pohang Accelerate Laboratory (PAL). A rotational 3-axis stage was specially designed for $0^{\circ}-180^{\circ}$ scanning of test samples. Preliminary tests were performed for opaque samples including a mosquito head, a plant seed and gas diffusion layer (GDL) of polymer electrolyte fuel cell to verify the feasibility of the X-ray micro CT. It visualized clearly the internal structure of all the test samples, supporting its usefulness.

Feasibility study of wide-band low-profile ultrasonic sensor with flexible piezoelectric paint

  • This paper presents a feasibility study of flexible piezoelectric paint for use in wide-band low-profile surface-mount or embeddable ultrasonic sensor for in situ structural health monitoring. Piezoelectric paint is a piezoelectric composite with 0-3 connectivity. Because of its ease of application, piezoelectric paint can be readily fabricated into sensing element with complex pattern. This study examines the characteristics of piezoelectric paint in acoustic emission signal and ultrasonic guided wave sensing. A series of ultrasonic tests including pitch catch and pencil break tests were performed to validate the ultrasonic wave sensing capability of piezoelectric paint. The results of finite element simulation of ultrasonic wave propagation, and acoustic emission generated by a pencil lead break on an aluminum plate are also presented in this paper along with corresponding experimental data. Based on the preliminary experimental results, the piezoelectric paint appears to offer a promising sensing material for use in real-time monitoring of crack initiation and propagation in both metallic and composite structures.
