근해 수산자원 증대사업의 경제적 타당성 평가 (Economic Valuation of the Off-Shore Fisheries Stock Enhancement Project)

  • This study is to evaluate the prior economic feasibility of the off-shore fisheries stock enhancement project. The main findings of this study can be summarized as follows: first, offshore fisheries stock enhancement project shall be implemented by dividing them into 1st·2nd·3rd projects for efficient promotion. The 1st·2nd·3rd projects will be conducted in a total of 50 locations (the eastern sea, the western sea, the southern sea, and the jeju sea areas), and the project period per unit will be five years, which will cost 1 trillion won. Second, according to the results of the survey on public awareness, the most consumed marine species in Korea over the past year were analyzed in the order of mackerel, hairtail, squid, yellow corvina, blue crab, and cod. The dominant response to the reason for consuming marine products in Korea was healthy well-being food and safe food. In addition, 67.9% of them have hesitated to purchase offshore fish species over the past year due to high prices, indicating that they are burdened by high prices. On the other hand, 79% of the respondents said that the government's policy was insufficient, according to a survey on whether the government's coastal marine resource creation policy was sufficient. Third, as a result of preliminary economic analysis of offshore fisheries stock enhancement project, the benefit-cost ratio is 4.01, net present price is 1,283.7 billion won, and internal rate of return is 91.7% per year, which means that the economic analysis ensures the feasibility of the projects. The results of this study provide useful information on securing or organizing budgets for offshore fisheries stock enhancement project by securing economic feasibility as a national infrastructure project that increases fishery income and public benefits such as consumption of marine products.

예비패커를 이용한 오염지하수 관정 상.하부 대수층의 지하수 수질 평가 (Groundwater Quality Evaluation for Upper and Lower Aquifers of Cotaminated Groundwater Well Using Preliminary Packer)

  • 연구대상지역내에는 지하수수질이 상이한 상 하부 대수층이 각각 발달되어 있었다. 하부 대수층내 지하수의 주 오염원인은 상부의 질산성질소로 오염된 천부지하수가 지하수공 내로 유입되었기 때문으로 사료된다. 폐기 또는 방치지하수공을 통한 질산성질소의 하부 대수층으로 오염 확산 억제를 위하여 예비팩커를 공 내부에 설치하고 패커 상, 하부의 질산성질소 함량을 측정하였다. 예비패커 설치후 상, 하부 구간의 질산성질소 함량은 예천군 신월리 경우, 상부는 10.3 mg/L 이었으나 하부는 5.0 mg/L로 상부에 비해 50% 낮은 함량을 나타내였다. 예천군 어신리는 상부는 11.3 mg/L 이었으나 하부는 8.8 mg/L로 상부에 비해 22% 낮은 함량을 보였다. 예천군 저우리는 상부는 11.0 mg/L이고 하부는 1.6 mg/L로 상부에 비해 85% 낮은 함량을 보였다. 안동시 회곡리는 상부는 14.6 mg/L 이었으나 하부는 8.0 mg/L로 상부에 비해 45% 낮은 함량을 나타내였다. 연구지역에서 예비패커를 적용한 결과 패커 하부의 질산성질소 함량은 상부에 비해 22~85% 낮게 나타내였다.

  • 스마트시티 민관합동사업은 민관합동으로 토지 및 자본을 투자하여 도시기반시설을 건설하고, 이를 바탕으로 다양한 도시서비스를 제공하여 지속가능한 도시를 조성하고 운영하고자 하는 사업이다. 이러한 사업의 성공은 사업에 영향을 미치는 다양한 요인을 얼마나 정확하게 분석하고 예측하는가에 따라 달려있다고 볼 수 있다. 그러나 다양한 물리적, 사회적 요인들로 인해 사업의 성공 가능성을 사전에 예측하는 것은 매우 어려운 것이 현실이다. 이러한 문제점들을 해결하고 성공적인 사업을 수행하기 위해서는 사업에 영향을 미치는 다양한 요인을 도출하고 적절한 타당성분석을 통하여 대응할 필요가 있다. 따라서 본 연구에서는 선행연구와 발주현황 분석을 통해 타당성분석 예비 구성요소를 도출하고, 델파이 분석을 통하여 5단계의 프로세스와 10개의 프로세스 항목, 19개의 분석항목, 54개의 세부 분석항목 등 타당성분석 구성요소를 제시하였다. 이를 통해 향후 사업추진 시 발생 가능한 다양한 유형의 리스크에 대응하고 사업을 활성화하는 데 기여할 수 있을 것으로 기대한다.

  • Selecting an appropriate railway system in urban railway project is an important step for an efficient public transport policy. This paper attempts to solve the railway system selection problems in the (pre)feasibility study or preliminary research of urban railway project, by the rough transportation demand forecasting and financial analysis. There are two stages in this paper: in stage one, we review the worthwhile and various criteria which presented in precedent studies; whereas in stage two, an structured selection criteria is proposed for determining the appropriate railway system in urban railway project. The utilization of the proposed criteria is demonstrated with the case of a newtown in the metropolitan area. The results show that proposed criteria can be used to make the rational decision for governmental financial condition and social benefit.

2D/3D Convertible Integral Imaging Display Using Point Light Source Array Instrumented by Polarization Selective Scattering Film

  • A two-dimensional (2D) / three-dimensional (3D) convertible display system based on integral imaging is proposed to adopt a novel switchable point light source array, which is implemented using the polarization modulator and the polarization selective scattering film that transmits or scatters the incident light due to its polarization direction. The 2D and the 3D display modes of the proposed system can be modulated by controlling the polarization direction of back light using the polarization modulator. We explain the basic principles of the proposed system and verify the feasibility of the system through preliminary experiments.

국가 연구개발사업의 경제성분석 방법론 고찰 : 가치평가를 중심으로 (A Study on the Methodologies of Economic Analysis for National R&D Program)

  • Technological, policy and economic factors are both important variables in maximizing the results of a national R&D program and key indicators in evaluating an R&D program's eligibility for financial support. Economic analysis, in particular, is used when selecting R&D programs, setting priorities, and estimating economic effects. This paper examines a series of methodological issues related to the economic analysis of national R&D programs within the framework of the current preliminary feasibility evaluation system, and proposes alternative approaches to each of the issues discussed. The issues include the definition of R&D valuation and establishment of valuation factors; estimation of sales attributable to R&D investment; assessment of the total economic value of R&D as intellectual assets; estimation of R&D benefits and assumption of related to sales; and the application of discount rates based on the weighted average cost of capital. Finally, this study presents directions for future research on analytical procedures and methods of improving the reliability of the results of economic analysis within the national technology planning system.

어린이집 CCTV 빅데이터의 활용을 위한 기초 연구 (Preliminary Study on Utilization of Big Data from CCTV at Child Care Centers)

  • Objective: The purpose of this study was to explore the feasibility to utilize image data recorded and accumulated from CCTV at child care centers. Methods: Literature reviews, consultations and workshops with scholars studying child development, legal professionals, and engineers, focus group interviews with professionals working with young children, and surveys targeting parents, directors and teachers were implemented. Results: It was found the big data from CCTV at child care centers can be used to make policies and implement research as a secondary data set after anonymization. Extracting implicit and useful data from images stored on CCTV is technically feasible. Also, it can be legally guaranteed to analyze the data under the condition of acquiring informed consents. Conclusion/Implications: It was likely to utilize image data from CCTV at child care centers as a secondary data set in order for policy development and scholarly purposes, after overcoming obstacles of the budget for additional infrastructures and consents of information holders.

Large-scale Seismic Response Analysis of Super-high-rise Steel Building Considering Soil-structure Interaction using K computer

  • In the present study, the preliminary results of a large-scale seismic response analysis of a super-high-rise steel frame considering soil-structure interaction are presented. A seismic response analysis under the excitation of the JR Takatori record of the 1995 Hyogoken-Nanbu earthquake is conducted. Precise meshes of a 31-story super-high-rise steel frame and a soil region, which are constructed completely of hexahedral elements, are generated and combined. The parallel large-scale simulation is performed using K computer, which is one of the fastest supercomputers in the world. The results are visualized using an offline rendering code implemented on K computer, and the feasibility of using a very fine mesh of solid elements is investigated. The computation performance of the analysis code on K computer is also presented.

  • Nowadays as public rental apartment increasing, a new national policy for the public rental apartment maintenance is needed. The co-op housing system can be considered as one of the solutions for that needs, as our socio-economical environment changes. This research is on development of the co-op housing maintenance system. The feasibility of the co-op housing maintenance system has been analysed, and an preliminary UML model for the system has been proposed. Research focus is on how the model can be well established from the analysis of a questionnaire survey.

  • Robots have begun to perform various tasks on replacing the human in the daily life such as cleaning, entertainments etc. In order to accomplish the effective performance of intricate and precise tasks, robot hand must have special capabilities, such as decision making in given condition, autonomy in unknown situation and stable manipulation of object. In this study, we addresses the development of a 3-fingered humanoid robot hand system. We execute static analysis, vibration analysis and flexible dynamics to reserve stability at the design. Grasp motion of the finger uses a linear actuator and gears. Motion can be distinguished into four parts depending on the grasping thin paper, sphere, and column. In each motion, we compare the displacement of the case to be rigid with the case to be flexible. As a result, manufactured and feasibility of the robot hand is validated through preliminary experiments.
