A Study on the Method of Performance Qualification Test for GIL (가스절연송전선로(GIL) PQ시험 방안에 관한 연구)

  • As the expension of metropolis and increasing of housing site, GIL(Gas Insulated Line) comes to the fore as an alternative to overhead transmission line avoided by local resident. The certification and experimental test for the GIL is now in progress in under ground test lab, Go-chang. For the test, we propose a method of PQ(pre-qualification) test which is essential for development and field application in this paper. The test following this method take about 200 days or 300 days under the circumstances.

  • The objective of this project is to get the qualification for participation in any procurement conducted by NYCT by proving Hyundai-Rotem's capability of truck development according to NYCT Pre-Qualification program. The scope of the PQ program is to develop the new fabricated truck from NYCT's old-fashioned casting truck and to operate the new fabricated truck in normal NYCT passenger service during 1 year. In this paper, the characteristics of the new fabricated truck in terms of design, manufacture and tests criteria are mainly introduced comparing with the domestic and European-style trucks.

  • The converted accident rates that included in Pre-Qualification (PQ) are to evaluate the results of accidents which have occurred. Therefore, it is demanded the development of proactive evaluation contents to evaluate the safety management activities and efforts on construction companies. The purpose of this study is to provide basic data for the establishment of proactive evaluation contents at public construction project in Korea through the collected and analyzed the PQ documentation applied by public agencies in Los Angeles, USA. The results indicated that diverse reactive safety evaluations are implemented to examine accidents which occurred in past projects such as occupational health insurance, regulation violation. And also, when the accidents occurred, it is evaluated the proactive safety management actions such as safety education, accident prevention programs, and safety management plans are reflected on the evaluation. Thus, if proactive safety related evaluation contents are established and reflected in PQ examinations together with diverse existing reactive safety evaluations considering converted accident rates, not only the existing function of converted accident rates can be reinforced but also businesses' active safety management activities can be induced and decreases in the construction industry's accident rate can be expected.

  • The recent stagnation of construction market draw more attention to construction technology development which is believed to be playing a important role in increasing the competitiveness of the construction industry. Thus, increasing pressures has been on the government playing a catalytic role of strengthen technology competitiveness. Hereupon, this study analyzed technology skill evaluation items of the Pre-Qualification system to facilitate construction technology development at the national level and tried to show the correlation between the PQ system and patent application through multilateral analysis of patent applications. Analysis results are intended to provide basic reference in decision-making process related to governmental regulation improvement especially on the PQ system. This research also attempted to draw implications to increase the use of technology related regulations such as patent & utility model based on PQ system analysis results. To do so, a comprehensive trend Analysis on the PQ system has been conducted from the view points of construction technology. Similar analysis has been done with the patent system & Utility model system. Based on Analysis result, implications of regulation improvements was outlined to promote construction technology development, due to eventually increase the competitiveness of Korean construction industry.

  • According to revision of Construction Technology Management Act (2005), the government ordering construction which cost is more than 10billion won should investigate the value engineering(VE) of a construction. In this sense, the government actively promote plans in 2008 after identifying the examining standards of the investigation on the VE(2007). It is substantial issue to introduce Pre-Qualification(PQ) in oder to restrain unlicensed VE consulting companies or VE consultants. This system will contribute to the quality and the settlement of the value engineering in our country. The reason why the Korea VE Society founded in 2006 is one of the afore-mentioned reasons. Therefore, we try to establish the value engineering of Build-Transfer-Lease Scheme by providing the practical application of construction value engineering and definite procedures through the example of Andong Culture and Art Center's research in one of the various construction fields.

  • This study was performed to inquire demand for indroducing certification on contract foodservice management company(CFMC) and review about the system in a related field. The methodology was practiced an in-depth interview for grasping demand on certification of CFMC and composition on an appraiser group. Content analysis was reviewed about the system in a related field. Large enterprises and small and medium-sized enterprises were positive opinion on a certification of CFMC and they suggested that education and research institution, industry, government, association will be included in appraiser group. The review about the system of a related industry was investigated by field such as similar product and service with restaurant industry, similar service with hotel and tourism industry. And similar purpose with a certification of CFMC was put in operation as PQ(pre-qualification) and selecting an adequate corporation in architecture industry. Therefore, a certification of CFMC should be tried to scientific introduction by objective verification.

  • Since the introduction of the converted accident rate in Pre-Qualification(PQ) process in 1992, the safety evaluation system has contributed to a reduction of construction accidents and development of the safety management system in public construction projects. As the comprehensive evaluation method the government plans to introduce includes the indicators 'accident rate' and 'death rate per 10,000 workers', the influences on the safety evaluation in the bidding process would be broader in public sector construction projects. However, the current safety evaluation system is operated by different estimating standards in the bidding process. At this point, a study of improvement on the safety evaluation index is required to review its current conditions and to propose its efficient operating method. Therefore, the purpose of this study is to analyze problems of the current safety evaluation system through the questionnaire survey on the qualified workers in construction safety management and to propose an improvement plan for the problems noticed. Our results suggest the standards of the unified process for the safety evaluation index, the size of construction firms needed for accident rate estimation, and the improvement plan for unreported accidents. The proposed improvement plan enables the reasonable estimation and efficient operation of the safety evaluation index, and further, it would contribute to reducing construction accidents through the activation of voluntary safety management by construction firms.

  • To help a owner selecting proper contractors about the specified contract, the Evaluation and Public Announcing System of the Contractor's Construction Capacity has been introduced since 1997. But, the system has been done violence to its original meaning and purpose as time went on. When annually announcing the Contractor's Construction Capacity, especially, there was frequently a large range of opinion on the issues. On that account, MLTM(Ministry of Land, Transport and Maritime Affairs) has had to make a alteration to improve those and is making efforts for a constructive policy now. The purpose of this paper is to conduct a basis study on the Integrated System after reflecting points to be considered about improvements and the current of the times.

  • Construction accident rates are reflected in the pre-qualification of public construction projects in order to prevent accidents and facilitate the safety management of construction companies. However, the construction industry is still experiencing an increase in accident rates. Hence, there is a need to strengthen existing safety evaluation systems and requirements in public construction tendering. The objective of this study was to acquire and provide basic data for benchmarking to select tenderers in domestic public construction projects. In Singapore and Japan, safety evaluation systems and requirements are applied based on various aspects in order to screen tenderers. These evaluation systems include safety regulations and institutional requirements, as well as safety performance and safety management plans of respective construction projects. This study recommends that korean public construction projects also apply similar safety evaluation systems which include comprehensive safety criteria in order to decrease accident rates in the industry.
