The Framework for the Strategy of Research & Business Development (기술이전 및 사업화 활성화를 위한 전략 도출 프레임워크 - R&BD 효율성 평가를 기반으로 -)

  • Purpose: This paper developed the framework for extracting strategies of research and business development (R&BD) based on the data envelopment analysis(DEA). Methods: DEA has been widely utilized in evaluating R&D efficiency. Even though, technology transfer and commercialization has been regarded as the important factors for practical R&D efficiency evaluation, most research have evaluated R&D efficiency by just using the DEA outputs such as the number of patents and papers. The technology transfer, commercialization and relations among costs and generated technology and commercialization are needed to be considered for more practical R&D efficiency evaluation. Thus, this research addressed a method on how to incorporate the commercialization factors into the R&DB efficiency evaluation, and improve the efficiency strategically in terms of R&D and B&D. To achieve this, this research utilized a two-stage network DEA model for R&BD efficiency evaluation. Results: The proposed framework was applied to the 15 public research institutes and the 34 universities for validation. R&BD efficiency for the 15 public research institutes and the 34 universities was evaluated, and the differentiated improvement strategies for the inefficient DMUs to improve their efficient were proposed. Conclusion: The R&BD efficiency would be effectively analyzed based on two-stage network DEA. It would be utilized for the effective strategy planning for cultivating R&BD.

Optimal Headways of Urban Bus Services, Reflecting Actual Cycle Time and Demand (운행시간 및 수요 기반 버스 최적배차간격 산정에 관한 연구)

  • This study attempts to construct a model of optimal headway, focusing on a practical applicability to bus transit operation. Examining the existing bus operation and scheduling plans imposed by Busan City, we found that the plans failed to reasonably take into account such realities as varying traffic and operational conditions. The model is thus developed to derive the hourly optimal headway by routes satisfying the real-world conditions: varying hourly demand and cycle time, applying the model to routes 10 and 27 as examples. To do so, we collect big-dataset generated by smart card system and BIMS (Bus Inforamtion Management System). It is expected that the results of this study wil be a basis for further refined research in this field as well as for preparing practical timetables for bus operation.

  • The Environmental Impact Assessment(EIA) follow-up is integral phase of the EIA system. The EIA is complemented and completed by the EIA follow-up and the experience and data accumulated during the process contributes to the advancement of the EIA system. In Korea, institutional foundation of EIA is acknowledged as having been settled. Therefore, eyes are now on the qualitative growth of the EIA system including the normalization of the EIA follow-up management. In relevant prior studies there are many suggestions to make advancement of the EIA system. Nevertheless, it is difficult to apply the real system because most suggestions need prior preparation. Given the context, we propose a practical step-by-step strategies for the vitalization and advancement of the EIA follow-up system while recommending the direction for the development in this study.

  • A lot of buildings, especially apartment housing, have been dismantled so as to enhance the value of the building without exact assesment for the service life and deterioration degree of the building. Remodeling for an aged building is becoming a hot issue to owners in the public sector and the private sector. Peoples including owner, tenants, constructors recognize the fact that the efficient maintenance of the building during the service life and lengthening the practical service life are very important in point of minimizing LCC. This study suggest a decision making system to judge whether to remodel(renovate) or to reconstruct an aged building. The system is composed of structural performance assesment elapsed(or practical service) life evaluation against whole service life, deterioration assesment of the building equipment, dweller's satisfaction, etc.

Development Strategies and Feasibility Evaluation of Maintenance Operation System for Railway Bridge Based on Ubiquitous-BIM Technology (Ubiquitous-BIM 기술 기반의 철도교량 유지관리 운영체계 구축 전략 및 타당성 평가)

  • Due to the issues such as omission of data, document based management, maintenance based on measurement data and wire-based network, it is difficult existing maintenance system for railway bridges to act to diverse characteristics of site and environmental changes in real time. With these reasons, there are many constraints in establishing active maintenance strategies for railway bridges. To solve these issues, this study suggests an integrated maintenance business model based on practical utilization and information management based on BIM technology to build a smart maintenance operation system based on ubiquitous computing for railway bridges. To secure its development and practical applications, a quantitative evaluation by questionnaire analysis was performed. Therefore, it is expected that the suggested model will be utilized as a framework model in order to build the smart maintenance operation system from collection of maintenance data to action for railway bridges.

A Study on the Problem-Based Learning with Industry Co-operative Program for Effective PLM Education (문제중심학습과 신업체 현장실습 연계를 통한 효과적인 PLM 교육에 관한 연구)

  • Generally, a PLM education program in university consists of lectures of theory, software lab and software development raining as an advanced subject. Most industries want more than these, such as practical problem solving capabilities, teamwork skills and engineering communications including human relationship, rhetoric, technical writing, presentation and etc. Problem-Based Learning is a problem-stimulated and student-centered teaming method, and an innovative education strategy for collaborative and self-directed learning by applying real world problems. Education paradigm changes from "teaching" to "learning" accomplished by team working, and students are encouraged to develop, present, explain and defense their ideas, suggestions or solutions of a problem, and the "cooperative teaming" proceeds spontaneously during team operations. Co-operative education program is an into-grated academic model and a structured educational program combining classroom learning with productive work experience in a field related to a student's academic or career goals. Based on the partnership between academic institutions and industries, students are engaged in real and productive "work" in the industry, in contrast with merely observing. In this paper, PBL with Co-op program is suggested as an effective approach for PLM education, and we made and operated a PBL-based education course with industry co-op program. The Co-op education in industry accompanied with the PBL course in university can improve practical problem solving capabilities of students, including modeling and management of P3R(Product, Process, resource and Plant) using commercial PLM software tools. By the result, we found this to be an effective strategy for helping students, professors and industries succeed in engineering education, especially PLM area.

A Sampling Inspection Plan with Human Error: Considering the Relationship between Visual Inspection Time and Human Error Rate

  • Objective: The aim of this study is to design a sampling inspection plan with human error which is changing according to inspection time. Background: Typical sampling inspection plans have been established typically based on an assumption of the perfect inspection without human error. However, most of all inspection tasks include human errors in the process of inspection. Therefore, a sampling inspection plan should be designed with consideration of imperfect inspection. Method: A model for single sampling inspection plans were proposed for the cases that visual inspection error rate is changing according to inspection time. Additionally, a sampling inspection plan for an optimal inspection time was proposed. In order to show an applied example of the proposed model, an experiment for visual inspection task was performed and the inspection error rates were measured according to the inspection time. Results: Inspection error rates changed according to inspection time. The inspection error rate could be reflected on the single sampling inspection plans for attribute. In particular, inspection error rate in an optimal inspection time may be used for a reasonable single sampling plan in a practical view. Conclusion: Human error rate in inspection tasks should be reflected on typical single sampling inspection plans. A sampling inspection plan with consideration of human error requires more sampling number than a typical sampling plan with perfect inspection. Application: The result of this research may help to determine more practical sampling inspection plan rather than typical one.

Practical Reasonability for Introducing Separate Contract Award System Concerning Asbestos Removal (건축주가 직접 발주한 석면해체공사 도급의 타당성에 관한 연구)

  • Project owner, asbestos removal specialist, experts on asbestos removal work, as counter parts to be defined in the study to make out research goals have been asked with questionnaire survey and replied with 65, 275, 32 cases, respectively. And additionally, direct interview 73 sheets have been collected to find out current status of required engineers and equipments assigned and provided to the field, from them, three(3) concerned parties. Questionnaire subjects are composed of common items, reasonable unit cost, need of separate contract-awarding system, status of performing standard contract, status of providing legal engineers and equipments. Concentrated review of two~three questions by subject has been made to find out and compare idea results between three(3) concerned parties. First, legal and practical work status survey have been made to determine reasonability of introducing separate contract-awarding system, as a part of ensuring reasonable unit work cost. And then, two different status have been compared and there is introduction possibility of separate contract-awarding system, it is found out. The possibility of separate contract also has been confirmed by comparison of domestic legal grounds. Justificating grounds to introduce separate contract-awarding system have been shown. Standard contract status between asbestos removal specialists has been compared using two cases of providing removal work contract and receiving it. It is shown that case of 50 percent or less contains 38.5% when they receive contract, but only 10 percent reduction of original contract amount has been made when they provide it. It means that asbestos removal specialists do not keep occupational safety and health regulations.

  • Citizen participatory appraisal is a methodology of record practice that draws citizen participation in the evaluation process in various forms based on evaluation documentation. This study aims to address practical concerns about what kind of citizen participatory appraisal can be used locally and what specific design can be drawn. To this end, this study designs specific measures for citizens to recognize and monitor the responsibility of the national archives in the domestic record appraisal environment, focusing on thorough appraisal documentation and disclosure, the introduction of public consultation, and the initiative of citizen agenda.

Practical Technologies for Digital Archives and Preservation (디지털 아카이브즈와 보존을 위한 실무 기술)

  • The digital archives of E-culture, E-government, E-learning, and E-business have grown by leaps and bounds worldwide during the last several years. While we have invested significant time and effort to create and maintain those archives, we do not have the ability to make digital records generated by the processes all available across generations of information technology, making it accessible with future technology and enabling people to determine whether it is authentic and reliable. This is a very serious problem for which no solutions have been devised yet. This paper discusses practical technologies for digital archives and preservation to succeed, and describes a general framework of the life cycle of information to address this important problem so that we may find reasonable ways to preserve digital records that can be analyzed and evaluated in quantitative measures and incremental manners.
