An Analysis of Ex-post Evaluation on Korea-EU FTA with respect to the Agricultural Sector (한·EU FTA 농업부문 사후영향평가)

  • As the FTAs' implementations are accelerated, an Ex-post assessment, such as an analysis of the tariff schedule and agricultural trade has been emerging as an important national issue for an agricultural sector Korea-EU FTA, which was to be implemented in the five years from July 2016 as one of the giant FTA. The purpose of this study was to determine the demand of an ex-post assessment on agricultural sector as a trade negotiation procedural law. In addition, by providing policy direction for the agricultural policy part requiring amendments and supplements through ex-post assessment, the conflicting arguments between agricultural and non-agricultural sector can be evaluated more objectively. The current evaluation method on the economic impact ex-post assessment of a FTA is generally compared using the change in trade balance before and after the time of FTA implementation. On the other hand, this comparison cannot be said to be the pure FTA effects and objective, tightening economic impact assessment of the FTA in all combined situations, such as the effects of exchange rates and international macroeconomic changes and climate change & occurrence of pests. Over the last 4 years, however, Korea-EU FTA's total accumulated agricultural GDP loss was measured to be 2,178 billion by these research attempts with dynamic analysis as ex-post assessment methodology. The greatest impact was mainly livestock and pork followed by cereals and vegetables. In addition, this research is expected to contribute to policy evaluations in the future.

Calcium current on cryopreservation in mouse oocytes (동결 생쥐 난자에서의 calcium 전류)

  • Cryopreservation is commonly used for an efficient utilization of semen, oocytes and embryos but has disadvantage in the survival, development of the post-thawed eggs. The high risk in the survival, development of eggs after thawing is thought to be caused by inappropriate internal regulation of $Ca^{2+}$ and/or formation of intracellular ice crystals. In this experiment, we tested whether the $Ca^{2+}$ current (iCa), a decisive factor to $Ca^{2+}$ entry, was altered in post-thawed oocytes by using whole cell voltage clamp technique. The quality and survival rates of the oocytes derived from both fresh and frozen groups were examined by morphology and FDA-test. Vitrified oocytes (VOs) were incubated for 4 hr after thawing and then donated to this experiment. Ethyleneglycol-ficoll-galactose (EFG) was used as a cryoprotectant for vitrification. The membrane potential was held at -80 mV and step depolarizations of 250 ms were applied from -50 mV to 50 mV in 10 mV increments. The survival rates showed a higher in VOs vitrified with EFG containing $Ca^{2+}$ than in VOs vitrified with EFG under the $Ca^{2+}$-free condition (82.0% vs 14%). In group with/without $Ca^{2+}$, the survival rates were significantly (P<0.01) difference. In the fresh metaphase II oocytes (FOs), current-voltage (I-V) relationship showed that iCa began to activate at -40 mV and reached its maximum at -10 mV. With same voltage pulses, inward currents were elicited in VOs. I-V relationships observed in VOs were similar to those in FOs. Time constants of activation and inactivation of the inward current shown in VOs were not different to those in FOs. This accordance in I-V relations and time constants in FOs with those in VOs indicates that the inward currents in FOs are unaltered by vitrification and thawing. Therefore, vitrification with EFG does not play as a factor to deteriorate $Ca^{2+}$ entry across the membrane of the oocytes.

Leakage Current of Capacitive BST Thin Films (BST 축전박막의 누설전류 평가)

  • Ba0.5Sr0.5TiO3 thin films were deposited by RF magnetron sputliring method in order to clarify the anneal condition and doping effect on loakage current Nb and Al were selected as electron donor and acceptor dopants respectively, in the BST films because they have been known to have nearly same ionic radii as Ti and thought to substitute Ti sites to influence the charge carrier and the acceptor state adjacent to the gram boundary. BST thin films prepared in-situ at elevated temperature showed selatively high leakage current density and low breakdown voltage. In order to achieve smooth surface and to improve electrical properties, BST thin films were deposited at room temperature and annealed at elevated temperature. Post-annealed BST thin films showed smoother surface morphology and lower leakage current density than in-situ prepared thin films. The leakage current density of Al doped thin films was measured to be around 10-8A/cm2, which is much lower than those of undoped and Nb doped BST films. The result clearly demonstrates that higher Schottky barrier and lower mobile charge carrier concentration achieved by annealing in the oxygen atmosphere and by Al doping are desirable for reducing leakage current density in BST thin films.

A Study on the Environmental Assessment Guideline for Tidal Current Energy Development (조류발전 사업의 환경평가 가이드라인 연구)

  • This study aims to develop a guideline of environmental assessment for tidal current energy development in Korea. Based on an extensive discussion of the environmental effects of tidal current energy, this study provides an appropriate guideline for environmental assessment on tidal current energy development in Korea. The guideline includes a method for proper site selection and specific techniques for environmental impact assessment. The guideline for environmental impact assessment consists of four steps - including current condition investigation, impact predictions, identification and incorporation of mitigation measures, and post environmental monitoring - to effectively predict and assess impacts of tidal current energy development on the ocean environment. It is expected that the guideline can facilitate the often demanding environmental assessment review process and to reduce the time taken for it.

  • The World Space Observatory Ultraviolet (WSO-UV) is the space mission that will grant access to the UV range in the post Hubble epoch. WSO-UV is equipped with instrumentation for imaging and spectroscopy and it is fully devoted to UV astronomy. In this talk, we outline the WSO-UV mission model and present the current status of the project. Also, the NEO observing mission SODA (System of Observation of Day-time Asteroids) is also presented.

Prefractionation and Enrichment for the Analysis of Low Aboundance Proteome (극미세 단백질 분석을 위한 프로테옴 분획 농축 기술)

  • In spite of the powerfulness for the simultaneous study of proteome expression and post-translational modification, 2-D PAGE has inevitable limitation on detect low aboundant proteins. Since many of the low abundant proteins are likely to have very important regulatiory functions in cells, separation and analysis of low copy number proteins is an important issue in proteome studies and challenge for 2-D techniques. Among various methods developed to detect low abundant proteins, electrophoretic protein prefractionation, chromatographic protein prefractionation, and subcellular fractionation are explained in this paper. Their practical strengths and weaknesses are also explained with current research trends.

  • This profile presents a brief overview of the past and current primary health care of Saje PHCP in Wonju Si, Kangwon-Do, Korea. Because of the increasing in the proportion of the elderly in the population and the vulnerability among groups, they are one of the main targets of the PHC through programs such as chronic disease management, health promotion activities (exercise, diet, smoking and alcohol control). Curative services have been decreased and preventive services have been increased.

  • Contemporary research on information technology (IT) continuance is plagued by inadequate understanding of the continuance concept and inappropriate use of theories for studying this phenomenon. Following a review of the IT continuance literature, this paper identifies some of the extant misconceptions about continuance research and suggests theoretical avenues for advancing this research in a meaningful manner. Based on these insights, an extended expectation-confirmation theoretic model of IT continuance is proposed.

  • E+A galaxies are interpreted as post-starburst systems because of strong Balmer absorption lines but any emission lines indicating the lack of current star formation activities, thus they are one of key populations for understanding how star formation activities evolve in galaxies. We present mid-infrared (MIR) spectral energy distributions of E+A galaxies using the Wide-field Infrared Survey Explorer (WISE) preliminary released data. Furthermore, we investigate the role of environment with respect to the MIR properties of E+A galaxies.
