Characteristics of Post 2020 Architect and Application of Differentiation in the Post 2020 Regime (신기후체제 설계의 특징과 신기후체제에서 차별화 적용 방안)

  • The 2015 Agreement, an initial architect of the Post-2020 Regime, is expected to be adopted at the twenty-first session of the Conference of Parties to be held in Paris in 2015. We discussed key characteristics of the Post-2020 Regime and applications of differentiation which is most contentious issue in the Post-2020 negotiation. In the Post-2020 Regime, automatic ambition increases of Parties could be accomplished through applications of the circular nature of Intented Nationally Determined Contributions (INDC) as well as the progression of mitigation efforts. In terms of differentiation, it would be better to advocate a new method to applying differentiation in the Post-2020 Regime taking into account our own national circumstances. Specifically, promotion of self-differentiation which fits nearly with the philosophy of INDC could be an alternative. In order to promote self-differentiation, rules to apply self-differentiation needs to be devised, and the purpose of such rules should be the ambition increase.

A Review on the International Trends for Establishing Post-2020 National Targets Relevant to Protected Areas - Focused on the CBD Decisions and Aichi target-11 Achievement Status - (Post-2020 국가 보호지역 목표 설정을 위한 국제동향 고찰 - 생물다양성협약 결정문 및 글로벌 목표 성취현황 분석을 중심으로 -)

  • This study aims to draw suggestions for establishing the Post-2020 national policy direction and goals related to protected areas in Korea by analyzing the trends of major discussion issues on protected areas in the Convention on Biological Diversity (CBD) and reviewing the achievement progress of the Aichi target-11. Regarding the CBD decisions on protected areas, two decisions (Decisions II/7 and II/8) were adopted in 1995, and then the Program of Work on Protected Areas (PoWPA), which presented an ideal blueprint for protected areas, was adopted at the 7th Conference of the Parties (COP) in 2004. At the 10th COP in 2010, the "Strategic Plan for Biodiversity 2011-2020 and the Aichi Biodiversity Target" (Decision X/2) was adopted along with the Decision X/31, which presented ten key issues related to protected areas. The global outcomes of the Aichi Target-11 include 15% of the earth's land area and 7.4% of the ocean being designated as protected areas. In Korea, 16.63% of the land and 2.12% of the ocean have been designated as protected areas. However, the outcomes of the effective and equitable management, protection of areas important to biodiversity and ecosystem services, and identifying "Other effective area-based conservation measures" (OECMs) and linking them with protected areas have been found to be significantly short of global goals. The first draft of the Post-2020 Global Biodiversity Framework (Post-2020 GBF) prepared in January 2020 presented multi-step objectives. They included protecting at least 60% of particularly important sites for biodiversity through protected areas and other effective area-based conservation measures, at least 30% of the entire land and sea areas, and at least 10% of them under strict protection by 2030. The Updated Zero drafted in August 2020 concisely set out one quantitative goal of at least 30% of the globe by 2030, adding qualitative goals that these areas should be protected and conserved through "well connected and effective system of protected areas and OECMs at least 30 % of the planet with the focus on areas particularly important for biodiversity." Based on the draft Post-2020 GBF's targets related to protected areas and Korea's national targets reflecting the current state of Korea and established national plans, we suggest the national targets "to protect and conserve at least 30% of the land area and 10% of the marine area and to strengthen the means of qualitative achievement by establishing sub-targets through an effective system of protected areas and OECMs by 2030.".

Improvement of EIA Associated with Greenhouse Gases Subject Matter for the Preparedness of Post-2020 (Post-2020에 연계한 온실가스 항목의 환경영향평가 개선 방안)

  • In orderto cope with the post-2020 in accordance with the Paris Agreement, greenhouse gas (GHG)reduction in Environmental Impact Assessment (EIA) and its contributions to post-2020 were discussed. The 26 Environmental Impact Statement (EIS) administered by Geum-River Basin Environmental Office from 2010 to 2019 were analyzed for reviewing GHG mitigation measures. From the case study, it was found that the assessment of GHG emissions reduction and climate change adaptation were not appropriately performed. In this study, the following measures are proposed to improve the inappropriate assessment of 'GHG subject matter' associated with EIA according to post-2020, 1) allotment of enforced charge on GHG emission during the EIA process, 2) addition of the 'GHG subject matter' in 'establishing permissible discharge standards' which is based on "Act on the Integrated Control of Pollutant-discharging Facilities", and 3) the participation of stakeholders in early EIA stage for governance. Influence of post-traumatic stress and compassion competence on the quality of life of emergency medical technicians (119 구급대원의 외상 후 스트레스와 공감역량이 삶의 질에 미치는 영향)

  • Purpose: This descriptive correlational study investigated the effects of post-traumatic stress and compassion competence on the quality of life of 119 Emergency medical technicians(EMTs). Methods: The data of 119 EMTs were collected between May 1 and September 30, 2020. Data analysis was performed using descriptive statistics, t-test, ANOVA, Pearson's correlation coefficient, and hierarchical multiple regression with SPSS 24.0 program. Results: Post-traumatic stress was seen to be negatively correlated with the quality of life (r=-.456, p<.001) and compassion competence was positively correlated with quality of life (r=.250, p=.006). Participants' subjective health status (β=0.30, p<.001), post-traumatic stress (β=-0.39, p=.001) and compassion competence (β=0.29, p<.001) explained 38.5% of variance in the quality of life of the 119 EMTs. Conclusion: These findings indicate that post-traumatic stress and compassion competence are important factors to improve the quality of life of EMTs. Therefore, systematic programs for reducing post-traumatic stress and enhancing compassion competence levels should be developed.

Post-buckling analysis of Mindlin Cut out-plate reinforced by FG-CNTs

  • In the present research post-buckling of a cut out plate reinforced through carbon nanotubes (CNTs) resting on an elastic foundation is studied. Material characteristics of CNTs are hypothesized to be altered within thickness orientation which are calculated according to Mori-Tanaka model. For modeling the system mathematically, first order shear deformation theory (FSDT) is applied and using energy procedure, the governing equations can be derived. With respect to Rayleigh-Ritz procedure as well as Newton-Raphson iterative scheme, the motion equations are solved and therefore, post-buckling behavior of structure will be tracked. Diverse parameters as well as their reactions on post-buckling paths focusing cut out measurement, CNT's volume fraction and agglomeration, dimension of plate and an elastic foundation are investigated. It is revealed that presence of a square cut out can affect negatively post-buckling behavior of structure. Moreover, adding nanocompsits in the matrix leads to enhancement of post-buckling response of system.

Post-buckling of higher-order stiffened metal foam curved shells with porosity distributions and geometrical imperfection

  • Based on third-order shear deformation shell theory, the present paper investigates post-buckling properties of eccentrically stiffened metal foam curved shells/panels having initial geometric imperfectness. Metal foam is considered as porous material with uniform and non-uniform models. The single-curve porous shell is subjected to in-plane compressive loads leading to post-critical stability in nonlinear regime. Via an analytical trend and employing Airy stress function, the nonlinear governing equations have been solved for calculating the post-buckling loads of stiffened geometrically imperfect metal foam curved shell. New findings display the emphasis of porosity distributions, geometrical imperfectness, foundation factors, stiffeners and geometrical parameters on post-buckling properties of porous curved shells/panels.

  • This papers studies nonlinear stability and post-buckling behaviors of geometrically imperfect metal foam doubly-curved shells with eccentrically stiffeners resting on elastic foundation. Metal foam is considered as porous material with uniform and non-uniform models. The doubly-curved porous shell is subjected to in-plane compressive loads as well as a transverse pressure leading to post-critical stability in nonlinear regime. The nonlinear governing equations are analytically solved with the help of Airy stress function to obtain the post-buckling load-deflection curves of the geometrically imperfect metal foam doubly-curved shell. Obtained results indicate the significance of porosity distribution, geometrical imperfection, foundation factors, stiffeners and geometrical parameters on post-buckling characteristics of porous doubly-curved shells.

A study on the evolution of post-smartphone technologies in the 5G technology environment

  • As the smartphone market becomes saturated, an innovative device equipped with new features is expected to appear soon in mobile communications. In particular, various possibilities were raised regarding the alternative technologies that can develop post-smartphones, which are differentiated from the current smartphones, as Korea commercialized the 5G infrastructure for the first time in the world. Under these circumstances, the Korean government announced the "5G+ Strategy for Realizing Innovative Growth" in April 2019, vowing to build an innovative industrial ecosystem quickly while creating various convergence services based on the 5G infrastructure. As described above, the policy importance of the alternative technologies that will develop post-smartphones is increasing, but the theoretical study on the technology evolution of post-smartphones has not been systematically conducted until now. This study reviewed the alternative technologies that can develop post-smartphones through documentary research, and data mining analysis was performed on the research result using actual data. The policy priority was also set quantitatively for the alternative technologies of post-smartphones in order to determine the alternative post-smartphone technology that the government should focus on given the constraint of limited resources. As a results, autonomous vehicle(43.68%) was found to be most important, followed by artificial intelligence(17.4%) and Internet of Things(13.1%), among alternative technologies that could develop into the post-smartphone.

Analysis of post-buckling of higher-order graphene oxide reinforced concrete plates with geometrical imperfection

  • The present article deals with post-buckling of geometrically imperfect concrete plates reinforced by graphene oxide powder (GOP) based on general higher order plate model. GOP distributions are considered as uniform and linear models. Utilizing a shear deformable plate model having five field components, it is feasible to verify transverse shear impacts with no inclusion of correction factor. The nonlinear governing equations have been solved via an analytical trend for deriving post-buckling load-deflection relations of the GOP-reinforced plate. Derived findings demonstrate the significance of GOP distributions, geometric imperfectness, foundation factors, material compositions and geometrical factors on post-buckling properties of reinforced concrete plates.
