  • Because of a recent trend of the open and globalized world economy, international trade is getting bigger and there is a trade competition among many countries, resulting in competition between harbor industries. Therefore, as hub-port development of China, Japan and Taiwan is more actively progressing than any other times, Korea should prepare a powerful management system to take the initiative over them. Above all, a new recognition of the governmental officers in charge of political management about hub-port industry and early development of the northeast hub-port are needed. To maximize its distinctiveness from competitive ports, port sale should be actively managed. As well, as port functions are diverse, accompanied site development should be prepared. In conclusion, in order to improve functions of a port and develop the port as a general complex of physical distribution, the government should encourage the accompanied site development and support preparation of a customs-free area and a general system of physical distribution.

Lessons from British Port Privatisation

  • Purpose - In recent years, concerns over privatization have been growing in some public sectors. Privatization in Britain offers lessons for those who have intended to privatize their industry, and in particular, the port industry. Therefore, it is useful for researchers to examine British port privatization in detail, particularly the implications of UK port privatization. Research design, data, and methodology - After reviewing the historical development of the UK port industry, the important factors determining the success of the British port privatization process were identified. The interpretations could be lessons for some other country to consider port privatization in near future. Results - The key factors in relation to port privatization are first, regulation; second, ownership; and third, utilities and operations, which includes autonomy, efficiency, and competitiveness. In addition, the UK port management system is a pure private port system, which has been successful. Conclusions - In Britain, after deciding to privatize the erstwhile public ports, they were fully privatized, focusing on the aforesaid key factors. This offers important lessons for the privatization of other ports in the world.

  • The forecasting of container cargo volumes should be estimated correctly because it has a key roles on the establishment of port development planning, and the decision of port operating system. Container cargo volumes have a dynamic characteristics which was changed by effect of competitive ports. Accordingly forecasting was needed overall approach about competitive port's development, alternation and information. But, until now, traffic forecasting was not executed according to competitive situation, and that was accomplished at the point of unit port. Generally, considering the competition situation, simulation method was desirable at forecasting because system's scale was increased, and the influence power was intensified. In this paper, considering this situation, the objectives can be outlined as follows. 1) Structural model constructs by System dynamics method. 2) Structural simulation model develops according to modelling of competitive situation by expended SD method which included HEP(Hierarchical Fuzzy Process) And actually, effectiveness was verified according to proposed model to major port in northeast asia.

  • The rapid growth of economy in china leads to concentrate throughput volume of World to North East Asia. Ports in North East Asia have to cope with rapid changes in environments. In order for a port to compete in the global market, it must provide proper productivity and promptly services of port. The system of information hold a key in port-logistic industries. Most ports make every effort to set up and operate the system of Information. Busan port already set up the system of port-logistic information such as Port-MIS, KROIS. But it is not activated yet because of problems of documentation duplication and system connectivity and so on. The purpose of this research is to make a model which can activate the system of port-logistic information. In addition, We suggest a definite and feasible model by group and types of port-logistic industry.

  • In this paper, we address to develop a port container management system using RFID, which is one of the main technologies in ubiquitous. Our system is designed and implemented based on the following technologies: a port gate automation using RFID for container identification, web programming for both communication of the gate and deposit/delivery of a container, and wireless embedded router technology for both port container network platform and cram terminals. The developed system using RFID will be expected to use in main part of the port logistic management system aimed to the intelligent port.

  • In accordance with the Act on Punishment of Serious Disasters, terminal operators are required to establish and operate a safety and health management system such as manpower and budget necessary for disaster prevention, and establish and implement measures to prevent recurrence in the event of a disaster. This is a study on how to use the port facility safety management system linkage to prevent safety accidents in port facilities due to the introduction of autonomous driving port equipment and to support decision-making promptly in case of safety accidents.

  • At present, EDI system is indispensable process in Port and e-logis industry. Using EDI system service has been variably applicable Client/Server system base on 2-Tier, Web EDI and skill oriented distribution object. Up to date, EDI System has been Closed. Moreover it raised several points on User. For settling the problem, A study make progress with Web EDI system, XML/EDl system, distribution object technology based on 3-Tier. This Study produce several EDI system and Service. With a Result of study as the central figure, All kinds of System and Service make a comparative study synthetically in port and e-logis industry. As a result of Study, this paper make an Model Construction Planning for estimating the Port EDI System.

  • A Container terminal is a physical link between the ocean and land modes of transport and a major component of the container physical distribution system. A number of projects to increase terminal productivity in the world were found to be tied directly to increasing the efficiency of the intermodal activities, that is, to improving the physical distribution process. This is an indication that the productivity of container terminal is being considered withing a system prospective. The purpose of this study is to establish a model of the container physical distribution system for Pusan port linked with 4 sub-systems including Navigational aids system, Cargo handling/transfer/storage system on dock, Off-dock CY system and In-land transport connection system. and to analyze the system. From this analysis, we found that the system had three bottlenecks on the container physical distribution process in Pusan port : a) cargo handling b) storage and c) inland transport, and showed a way to improve the system.

  • The purpose of this paper is to develop a knowledge-based real-time decision support system to support decision makers for efficient berth operation of Inchon Port. In these days, the efficient berth operation has been many studied. The berth operation rules differ from port to port and the problem is highly dependent on natural, geographical and operational environment of port. In Inchon Port, the ship's entrance into port and departure from port is extremely affected by the status of dock and berth because of capacity restriction. First, we analyzed the specific characteristics of Inchon Port such as dock based on the data of 1997. And then, we construct the database of experts knowledge for berth utilization. Finally, we build the real-time decision support system for the efficient berth operation of Inchon Port to make the better berth allocation in case of not only regular scheduling but also dynamic scheduling such as delay in berth operation and exchange of ship between berths. The DSS is developed with graphic user interface(GUI) concept to help the user determining user interactive updating of the port status. Then this DSS will be provide decision maker with an efficient and fast way to berth allocation, and reduce wastes of time, space, and manpower in Inchon Port operation.

  • Recently changes in the technological environment of marine transportation and the increase of traffic volume have fostered a revolution in the design and operation of port and also playing a major role in the development of new types of port in Asian. These changes are dynamic and will continue to influence port physical distribution system. The port of Pusan has been hardly able to handle the traffic increases in recent years by expansion increased mechanization and other operational and institutional improvements but, further traffic increases bring about critical congestion and such congestion is an economic cost to the country in terms of cost of physical distribution. This paper treats the development of entirely new port of Pusan and related transportation system by considering the existing or expected need for improved port capacity and services. The western part of GADUK island is selected as the optimum port site through the detailed analysis of the physical requirement and careful consideration of regional development and since the lead time of the national development plan including the port project from initial planning to implementation is considered as long as 7 to 10 years the aggregated master plan for port development is made and implemented in the year of 2012.
