The International Ship and Port Facility Security (ISPS) Code has come into force on July 7$^{th}$ 2004. It would therefore be prudent that all parties' concerned put in place, methodically, systematically and as soon as possible, all the necessary infrastructure needed to give effect to all the decisions of the Conference. But the ISPS Code doesn't have the details during implementation. For example, how to legislate, administrate\ulcorner How are the data relating to security incident saved\ulcorner So, the author will lay emphasis to expatiate on three aspects in this thesis on the basis of the fact of anti-terrorism at sea.

The port, differently from general working place, is a closed area to execute security, customs, and quarantine procedures. The loading and unloading is being done differently by cargoes, ships, berths, and equipments. To load and unload a lot of equipments and different types of labor are required, in which work flow is very complicated. As above mentioned the port is very unique and deteriorated working place including danger. Now frequency of cargo handling accidents in port is highest for the second time among all industries. The purpose of this study is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. We have collected 45 accidents happened at Incheon Port during the period from 2007 to 2009. And the result of analysis, we proposed the new safety management system and safety education to reduce cargo handling accidents and to promote the quality of cargo handling in Incheon Port. Within the framework of effective safety management of cargo handling in port, this study will help to revise and establish system, education, and standard working manual with respect to the port loading and unloading system.

포트 스캐닝 탐지 시스템은 “False Positive”(실제 공격이 아닌데 공격이라고 탐지, 오탐지)와 “False Negative”(실제 공격인데 공격이 아니라고 탐지, 미탐지)가 낮아야 하는 등의 시스템 성능에 관한 요구사항과, 해당 탐지 시스템을 활용한 보안관리가 용이해야 하는 등의 사용자 친화적인 요구사항을 만족할 필요가 있다. 그러나 공개되어 있는 실시간 스캔 탐지 시스템은 False Positive가 높고 다양한 스캔 기법에 대한 탐지가 잘 이루어지지 않고 있다. 또한 실시간 스캔 탐지 시스템의 대부분이 명령어 기반으로 이루어져 있기 때문에 이률 활용하여 시스템 보안 관리를 수행하는데 많은 어려움이 있다. 따라서 본 논문에서는 새로운 필터 룰 집합의 적용에 의해 포트 스캐닝 기법 기반의 다양한 공격을 탐지 할 수 있고, 공격자의 행동 패턴으로부터 유도된 ABP-Rule의 적용에 의해 False Positive를 최소화할 수 있는 실시간 스캔 탐지 시스템(TkRTSD)을 제안한다. 또한 Tcl/Tk를 이용하여 GUI환경을 구축함으로써 사용자가 쉽게 보안관리를 할 수 있는 사용자 친화적인 탐지 시스템을 제안한다.

There are several Customs Free Zone in Korea. Those are Susan Port, Kwangyang Port, Inchun Port. and International Airport Inchun. And there are several zone which will be appointed soon, Busan Port area, Kwangyang Port area, Inchun Port and International Airport Inchun area. But there are many problems to operate CFZ in Korea. This paper aim at pointing out for the problems and drawing up the plan. The problems are an unreasonable incentive standard, security of the behind site related to CFZ, present customs law not to process and assemble, and several similar system related CFZ. Globalization and regionalization are major trends in the international economic system recently. So we have to make desperate efforts to win the severe competition among many countries in economic aspect and make a good plan to solve the problems related CFZ in future.

The Ministry of Maritime affairs and Fisheries embarked on Oct. 8, 1996, incorporating most of the previously fragmented maritime administrations into one single institution. But the maritime administrative functions related to safety and security missions have not yet been merged into a synergetic whole, with versatile multi-functional systems working so effectively that better services to the public might be excepted. Enhancing administrative capabilities to meet future demands with limited resources requires that these missions be integrated into one institution and an enterprising management system be adopted to overcome bureaupathologies, such as complacency and inertness of administration.

In this study, AHP analysis was conducted through a survey that was organized by 9 job categories. The results show that sustainable operation risks have the highest priority level among all criteria with management interest having the highest priority level within sustainable operation risks related attributes. The most important risk attributes among stakeholder risks appeared to be asset security and cargo and conveyance security, with education and training being the most important among regulatory risks. Effective management and response to the risks from export controls on strategic trade require an understanding of supply chain security and compliance programs, effective training programs, investments for development of security systems that meet international standards. In addition, the government needs to focus on developing professionals and providing support for companies with compliance programs, working closely with businesses.

90년대초 품질경영 시스템을 시작으로 98년 안전경영 시스템, 그리고 2002년 ISPS Code 발효에 따른 보안시스템까지 해운항만업체는 필요에 따라 또는 외부적 요인에 의해 최근 10여년에 걸쳐 경영시스템에 몰입하게 되었다. 이러한 경영모델, 협약, 코드는 일부 또는 전부의 도입 및 시행으로 해운항만관련회사에 경영시스템으로 자리 잡아 상호 유기적인 연관성을 갖고 직 간접적으로 밀접한 상호작용을 하고 있다. 이들 각각의 시스템에서 공통적으로 사용되는 요건들 중 개선여지가 필요하다고 판단되는 사항에 대해 설문조사를 하고 그 결과를 분석하여 시스템 도입에 따른 요건들의 문제점을 파악하여, 가장 효과적인 시스템 개선방안을 제시하는데 본 연구목적을 두고 있다.

해양산업 디지털 전환에 따른 사이버 위협이 증가함에 따라 선박 및 항만 종사자들에 대한 사이버보안 교육훈련과 전문인력양성 필요성이 증가하였다. 선원의 교육훈련은 IMO의 STCW 협약과 연관되어 교육훈련 관리 및 자격증명이 이루어져야 하고, 선박과 항만의 OT시스템 특성을 반영한 사이버보안 교육훈련 시스템 개발이 필요하다. 본 논문에서는 IMO 사이버 리스크 관리 가이드라인 기반 훈련모델 개발, 해양산업 위협의 특성 기반 사이버보안 훈련모델 개발, AR/VR 및 메타버스를 활용한 사이버보안 훈련 효과 향상을 목표로 해양산업 디지털전환에 따른 사이버보안 전문인력 양성 시스템 개발방안을 제시하였다.

자율운항선박(MASS, Maritime Autonomous Surface Ship) 도입을 위한 국제해사기구의 논의가 본격화됨에 따라 국제항로표지협회 제27차 이네비게이션(ENAV) 위원회 워킹그룹(WG2)에서 MASS 운영지원을 위한 시스템 개발시 사이버보안(사이버 위험관리) 측면을 우선적으로 고려하도록 하는 논의가 진행되었다. 우리나라는 2020년 자율운항선박 기술개발사업을 착수하였으며, 2021년부터 사이버보안 기술개발을 위한 세부과제를 추진 중에 있다. 디지털 해상통신시스템 환경에서의 MASS 운용은 기존 해상통신환경에서는 고려되지 않았던 다양한 디지털 장비들의 네트워크 보안이 요구된다. 본 연구에서는 사이버보안 기술개발 세부과제에서 수행중인 MASS 운용 지원을 위한 네트워크 보안장비 기본 개념을 소개하고, 기초단계에서의 MASS 선박 적용을 위한 네트워크 보안장비 인터페이스를 정의한다.

As above mentioned the port is very unique and deteriorated working place including danger. The purpose of this thesis is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. We have collected 923 accidents happened at Incheon Port during the period from 1994 to 2003. And to analyze and establish the preventive measure we have employed an advanced 6sigma DMAIC technology presently in spotlight as the best tool for management innovation. For the purpose of effective safety management of cargo handling in port, this thesis will help to revise and establish the law, system, standard, and standard working manual with respect to the port loading and unloading system. Now frequency of cargo handling accidents in port is highest for the second time among all industries, so we proposed the new safety management system to substitute port safety committee and to take full charge of safety in Ministry of Maritime Affairs and Fisheries.
