부산 콘테이너 부두의 하역료에 관한 연구 - 공영기업 차원의 요금산정을 중심으로 - (A Study on the Container Charges of Pusan Container Terminal)

  • The amount of the Korean export & import in 1987 reached $88.3 billion which was 1.75% of the total world trade and the proportion of foreign dependence to G.N.P was 74.5%. From these facts, we can infer that the development of national economy is largely dependent upon trade. Therefore the role of transportation, especially Ocean transportation, as a basis of economic development through trade is one of the main factors that can not be passed over. Here, We can define that a port as a subsystem of transportation determines the efficiency of the total transportation system. Thus, the purpose of this paper is to contribute in improvement of the efficiency in port, reinforcement of the international competitiveness for exporting goods by the analysis of the cargo handling charges. In order to do this, this paper deals the case of B.C.T.O.C. Furthermore, this study gives some important informations related to the level of tariffs for establishing an autonomous port administration. The Summary of the conclusions of this paper is as follows ; 1) The object of port administration in Korea has been emphasized on the maximization of efficiency in using the port facilities. Nowadays, however, it should be moved to a direction that port is operated under the compound aims considering the public interests and economy. 2) For a criterian of tariff calculation, A tariff system based on the cost accounting is desirable. In general it is recommended that the cost for construction, management, and operation of port is compensated by the revenue from port operation. Therefore, it is necessary for the administration bodies of each port to establish a tariff system on the basis of the independent profit system. 3) For the investigation of actors of tariff adjustment by the Break-even point analysis, (1) When we conducted the B.E.P analysis using total cost as cost term, we got 3.8% discount in tariff at 12% of target profit rate and 1.5% discount at 15% of rate. when we set the target profit rate as 17% we could have the proper tariff level. (2) When using operating cost as cost term, we got 13.1% discount in tariff at 12% of target profit rate and 10.9% discount at 15% of rate. When setting the target profit rat as 28%, we could have the proper tariff level. 4) Comparing with the tariffs of foreign ports for the basic terminal rate, The tariff level of B.C.T.O.C showed 33% of stevedoring charge and 80% of marshalling charge incurred at Kobe port. The comparison with Singapore port gave 50% of transhipment charge and 17% - 20 % of stevedoring charge. 5) We found that the financial structure of B.C.T.O.C was better than those of other companies and the worth fixed assets ratio was too low. The fact of low worth fixed assets ratio implies that the cargo handling facilities should be increased. Moreover, The return of assets for B.T.T.O.C was good but non-operating expenses were still contained too much in. Therefore, we think that it is necessary for B.C.T.O.C. to rationalize business management. Although the present cargo handing charge for B.C.T.O.C is a proper level in terms of a public corporation, for the final recommendation in connection to the results, It is required to take the rationalization process for business management.

사회연결망 분석을 이용한 컨테이너 정기선 항로 패턴 분석에 관한 연구 : 부산항을 중심으로 (A Study on Analysis of Container Liner Service Routes Pattern Using Social Network Analysis : Focused on Busan Port)

  • 항만산업은 수출입 중심인 우리나라의 경제구조에서 중요한 국가기간산업이라 할 수 있다. 특히 국내 컨테이너 물동량의 75%를 처리하는 부산항은 지속적으로 글로벌 선사 물동량 유치를 위해 정기선 항로 서비스를 확대하는 노력 등 컨테이너 정기선 항로에 대한 중요도가 높아질 것으로 예상된다. 본 연구는 사회연결망 분석을 활용하여 2012년부터 2016년까지 부산항을 기항하는 컨테이너 정기선 항로 패턴 분석을 통해 세계 주요항만과의 중심성을 파악하여 부산항과 연결되어 있는 항만 네트워크의 구조적인 특성을 파악하였다. 부산항 컨테이너 정기선 항로 네트워크상에 연결정도 중심성, 근접중심성, 매개중심성이 높은 항만은 싱가포르항으로 분석되었으며, 실제 연도별 부산항 주요 국가 항만별 처리물동량 순위와 부산항 컨테이너 정기선 항로 네트워크 중심성 분석 결과 간 순위 비교는 서로 상이한 것으로 나타났다. 이를 통해 부산항 처리 물동량의 높은 비율을 차지하고 있는 중국 동부항만이 부산항 컨테이너 정기선 네트워크상에서 보았을 때 부산항의 허브항으로 보기 어렵다는 점을 확인하였다. 또한 부산항 컨테이너 정기선 서비스 항로 수는 증가하더라도 해당 항로에 투입되는 선박이 중소형으로 한정되어 있거나 네트워크상 부산항이 싱가포르항 기항을 위한 피더항(Feeder Port)의 성격을 띄고 있는 것으로 추정된다.

  • 녹색물류 개념의 등장으로 항만산업에서도 새로운 변화를 맞이하고 있는 시점에, 기존의 항만 리모델링 경제성 분석의 연구들은 주로 시장적 가치요인들을 비용-편익분석등과 같은 분석기법을 통해 경제성 및 타당성을 분석하였고, 환경적 가치와 같은 비시장적 가치요인들에 대한 분석들은 거의 전무한 상태이다. 따라서 본 연구에서는 선행연구 되어왔던 해양환경과 친수시설, 이용자들의 후생과 관련된 요소들로 분류된 비시장적 편익요인을 중심으로 추출된 결과를 바탕으로 계층적 의사결정방법(AHP: Analytic Hierarchy Process)을 이용하여 비시장적 측면에서 인천내항의 리모델링 타당성 분석모델 구축을 목적으로 한다.

Is Port Authority the Best Choice of Korean Port Reform?

  • In response to insurmountable pressure for a broad distribution of political power between the central government and local governments, the Korean Government pushes for the establishment of the local port authority as the optimum choice to achieve its goal. Starting with the Pusan and Incheon ports, the local port authority system is expected to setout the dramatic change in port management system throughout the Korean ports. However, this paper points out that the port reform choice should take into account the specific features of the society and country and some basic questions should be clearly answered beforehand. The fundamental questions are: whether institutional reform will markedly improve the ports managerial and operational efficiencies? and what will be the benefits and costs, compared to those of not changing? Without rigorous and comprehensive analysis on these issues in the institution transition, haphazard port reform will have the possibility to increase port users costs and disrupt the efficient port services. Experiences around the world clearly show that the indiscriminate copy of port reform found in other countries may be neither feasible nor practical presently in Korea. They also indicate that the port reform should be made on a gradual basis with full control of the pace.

  • The Port treat 99.7% of freight for imports & exports in our country. So The Port is much accounted of the economy. Then the government and economy study about rasing port efficiency and productivity. But most of the studies are related with container terminal. Container is easy to treat. Because container is standardized. And it also is easy to implement to a system. But general terminal which treats bulk-cargo or general cargo is not. In this study, Stevedoring System applying PDA is developed by analyzing current system and business process. It is based on Web Service. So It is easy of access.

  • In order to respond dynamic changes in the global distribution system, the City of Pyeongtaek hope to expand port facilities and its hinterlands. In specific, it plans to designate these areas as free economic zones(FEZ), synthesizing the whole procedures from the development proposals to the operation and management. This paper examines the proposed urban development strategies focused on Pyeongtaek port which still reveals critical weakness as a gateway port backed up by the Seoul Metropolitan Areas. In order to enhance the global competitiveness of Pyeongtaek port, theoretically it depends on Geo Coyle's ACTIFELD methods. In addition to the traditional quantitative data, Coyle's ACTIFELD methods emphasize qualitative approaches, all of which would facilitate structural and systemic analyses of complex social phenomena. Applying ACTIFELD methods, this paper proposes that the City of Pyeongtaek should focus on three alternatives. That is, Pyeongtaek's policy priority should be given to ts he port city based on the key concepts of Supply Chain Management(SCM), Co-opetition supporting city, and waterfront-initiated urban development.

  • 본 논문의 목적은 우리 항만이 동북아 거점항만으로 변신하는데 필요한 항만배후부지전략을 도출하여 거점항만으로의 발전전략의 적합성을 분석하였다. 전략요인으로는 크게 개발정책방향, 개발방법론 및 부지조성전략요인으로 구분하여 분석하였다. 분석결과에 의하면, 부산항이 동북아 물류중심항만이 되기 위해서는 현재 진행 중인 항만배후부지가 실질적인 부가가치를 창출할 수 있도록 개발되는 것이 매우 중요한 것으로 나타나고 있다.

  • 컨테이너터미널 운영에서 안벽영역의 장비와 기술이 발전함에 따라 항만운영의 정체가 장치장으로 이전되었다. 따라서 장치장 관리가 터미널 운영 전반에 미치는 영향이 매우 커졌다. 이에 따라 컨테이너터미널 장치장 운영의 최적화를 위한 연구가 많이 수행되었으나 장래 장치장 점유율 변화 자체를 추정한 연구는 없는 실정이다. 본 연구는 부산항 신항을 대상으로 시간의 경과에 따른 확률의 변화를 설명하는 마코프 체인을 적용하여 부산항 신항 컨테이너 터미널의 장치장 점유율 수준에 대한 확률을 분석하였다. 분석결과 부산항 신항의 장치장 점유율은 향후에도 높은 수준을 유지할 확률이 큰 것으로 나타났다.

청도 보세항구의 발전방안에 관한 연구 (A Study on the Development Strategy of Qingdao Bonded Port in China)

  • With the rapid development of global economy and trade, international logistics has made great progress in the past few years. As an irreplaceable part in China's foreign trade industry, ocean shipping, especially. ports management has played a crucial role in the development of China. In 2008, The Qingdao Qianwan bonded port was built in China, and has developed in to a door to connect China to the world. This paper introduced and compared the similarities and differences among the Yangshan Bonded Port, Dalian Dayawan Bonded Port, Tianjin Dongjiang Bonded Port and Qingdao Bonded Port. According to SWOT analysis, a further discussion was then made on the potential problems of Qingdao Bonded Port. At last, some development strategies are given accordingly.

Studies on Port Development Strategy in Shanghai, China

  • Purpose - The purpose of the paper is to examine development strategy that Shanghai port has practiced, and to take out some productive implications to be applied to other port. Research design, data and methodology - The research methods to be applied is first to look into some development progress in terms of trade volumes, and then to review development strategy that is classified with two different aspects, and finally to identify implications. Results - Following the change of economic environment that China has joined to WTO, the way of doing business in Chinese economy has transferred to market economy more closely. Trade volume is higher than before and it attracts to build national infrastructure including port. Development strategy has to be needed to take care of newly faced economic situations, within two aspects, hardware and software approach. Both construction and management are answer to competitive port of Shanghai. Conclusions - From the development strategy of Shanghai port, hardware and software aspects should be emphasized, and it is evident that both trade volume of shipping market and the willingness of port authority have to be getting along with each other in development strategy.
