This paper considers the problem of determining the cargo flow and the transportation mode in each trade route while satisfying the demand. Especially, the problem incorporates short sea shipping in Korea, which is becoming more important in order to improve efficiency of Logistics. The objective is to minimize the sum of shipping and inland transportation costs. To solve optimally the problem, this paper employs a linear programming model, which is an operations research technique for optimization. The problem is formulated by extending the well-known network design problem by considering capacity at seaport and limitation of total number of vehicles. The model is solved using CPLEX, a commercial linear program software. The test results using a real cargo flow data in Korea show that the model represents closely the real situation.

지속적인 유가 상승과 탄소배출 규제 강화는 기업들로 하여금 높은 경쟁력을 가지도록 요구한다. 따라서 고객 서비스 증대와 비용절감을 위해 효율적인 물류시스템을 구축하고 운영하는 것에 많은 노력을 기울이고 있으며 비용 경쟁력을 가지는 친환경 산업단지의 필요성이 증대되고 있는 실정이다. 부산시에서는 친환경정책을 통해 경쟁우위를 점하고 부족한 산업단지를 충족시키기 위해 서부산권에 '부산신항배후 국제산업물류도시'를 선정하고 개발을 진행하고 있다. 이러한 물류도시를 구축하기 위해서는 적절한 정책과 화물수송 공동화를 통한 물류시스템이 필요하다. 특히, 산업 단지내 물류시스템의 체계구축을 통한 효율적인 운영은 물류도시의 저비용 친환경적인 측면에서 매우 중요하다. 따라서 본 연구에서는 물류체계를 분석하고 분석내용을 바탕으로 물류도시의 물류네트워크 운영모델을 제시함으로서 물류도시의 기반구축 자료를 제시하는데 목적이 있다.

This study analyzed regular transportation costs between port warehouses and processing plants and between processing plants and central distribution centers and further transportation costs relations according to empty transfer rates in each circulation by examining the distribution routes of imported grain including wheat, barley, corn, and soybean, namely port warehouses, processing plants, and central distribution centers. Based on the results, the study compared and reviewed the logistics transportation costs. The analysis results of the alternative model show that logistics operational costs could be considerably cut down by introducing a flexible vehicle transportation operational method, which is to change the vehicle loading parts for proper substitute transportation after unloading and transport them to other locations such as central distribution centers instead of returning empty, as an alternative to high operational costs deriving from empty vehicle operation in each circulation after unloading items in case of transportation of imported grain and processed items. The results allow for a more realistic approach to general problems with large-scale distribution network operation and provide a theoretical foundation to serve as a guide to establish policies for corporate operation of imported grain logistics systems.

In Pusan port, the studies, which analysis container cargo volumes by using forecasting methods and research about container logistics system, etc., have been continuously performed. But, in Pusan port, this study on an evaluation of traffic congestion has been scarcely performed until now. Especially, when changing and extending a berth, and constructing a new port, it is very important to examine this field. And it should be considered. Thus, this paper aims to analysis the effect of ship traffic condition in 2011, to evaluate marine traffic congestion, according to changing ship traffic volumes in Pusan port. 국내항만의 경쟁체제로 특정항만의 시장지배력이 점차 낮아지고 있다. 이는 시장 환경의 변화 및 경제개방에 따라 외부적 요인들의 영향력이 커지고 있다. 이러한 유동성 요인들은 설명하는데 어려움을 가지고 있다. 실시간 데이터를 이용한 네트워크 효과를 파악하여 실질적인 방안을 마련하는데 의미가 있을 것으로 판단된다.

This study was conducted in order to develop inter-local cooperation strategies between the City of Incheon, in Korea, and three provinces in northeastern China. We begin with a description of the history of and prospects for trade between Korea and China, an explanation of the current economic status of Incheon, statistics on the economy, trade and investment trends in the region, and information on the ports of the three Chinese provinces. The following strategies are suggested for inter-local cooperation based on the current circumstances. First, cooperative industrial strategies and economic investment for promoting the mutual concerns and interests of China and Korea were developed. Second, a practical way of utilizing the Incheon Industrial Park located in Dandong, China, was devised to stimulate industrial and investment cooperation. Third, a method of building a network among major ports in Korea and other Northeast Asian port cities was developed. Fourth, an international logistics transportation system that makes connection between sea, land and air easier through logistics standardization was suggested in preparation fur the changing environment of logistics brought about by the opening of the new Incheon International Airport. Fifth, methods of Improving port facilities are suggested. And, finally, the role and necessity of the Incheon City Interchange Center in executing inter-local cooperation strategies is described.

본 논문에서는 이네비게이션(E-Navigation)의 기반이 될 수 있는 정보 네트워크의 구현방안을 제시한다. 정보통신 기술을 이용하여 E-Navigation 정보네트워크의 기반이 되는 네트워크 체제를 구성하고, 해상교통지원시스템을 정비함과 동시에 종합적인 항만 정보네트워크를 구축한다. 그리고 항만관련 종사자에게 선박간, 선박과 육상간 무선 네트워크 이용을 권고하여 그 효율성을 확대할 것이다. E-Navigation을 위한 정보네트워크의 구축은 항만의 물류흐름과 교통안전을 위하여 초고속 무선인터넷 인프라를 구축하는 것으로서, 해상에서의 적용이 더욱 효과적인 무선 정보네트워크 인프라를 항만 내에 도입하는 것 다. 인터넷이 가지 고 있는 무한한 잠재성, 응용성, 공유성을 이용하므로 해상 교통 흐름 및 교통안전에 획기적 인 변화를 가져올 수 있을 것이다.

글로벌 생산네트워크의 변화로 인해 우리나라 주요 항만은 새로운 전략의 수립이 요구되고 있다. 무역 패턴의 변화로 인해 중국, 일본, 한국을 포함한 아시아의 경제적 성장이 급속히 이루어지고 있는 상황에서 동북아에 집중되는 항만 물동량을 흡수하기 위해 우리나라 중심 항만들의 환적기능 강화가 필요한 시점이다. 특히 동북아 포트얼라이언스를 활용한 환적기능 강화는 변화하는 무역환경에서 우리 중심항만들이 경쟁력 확보를 위한 기회가 될 수 있을 것이다. 따라서, 본 연구의 목적은 부산항과 광양항 같은 우리나라 주요 항만들의 환적기능을 촉진하기 위한 포트얼라이언스 전략을 제안하고자 하는 것이다. 두 주요 항만의 물류비즈니스 모델 수립을 위해 동북아 포트얼라이언스의 방향과 중국과 일본의 후보 항만들을 제시하였다.

국내 대기업 물류회사(2자 물류기업)의 물류시장 대거 잠식으로 국내 물류시장의 3자 물류 비중은 약 30% 수준으로 매년 축소되고 있다. DP, DHL 등 글로벌 3자 물류기업은 글로벌 물류시장 장악력을 강화하고 있는 반면 국내 중, 소규모의 3자 물류 기업은 성장의 한계에 부딪혀 세계 물류시장에서 차지하는 비중은 극히 미미하다. 다행스럽게도 새 정부의 중소기업 육성 강화정책과 UN의 아시아지역, 개도국 공급선 확대 추세는 아주 긍정적인 환경이라고 할 수 있다. 이러한 때에 국내 중소 물류기업이 유엔 조달 물류시장에서 글로벌 네트워크를 가진 유럽, 미국계 기업들과 경쟁하여 입찰에 성공할 수 있게 도움을 주기 위하여 운송사례 연구와 SWOT 분석으로 국내외 물류환경 여건을 분석하여 세부적인 산학협력방안 및 정부의 지원 방안을 제안하고자 한다.

The market competition of express package deliveries in Korea is severe because a large number of companies have entered into the market. This study thus suggests an approach to the reconfiguration of express service networks with respect to the strategy partnership of closing/keeping service centers among companies involved and the adjustments of their cutoff times. For this we propose an integer programming model and a genetic algorithm based solution procedure for allowing companies involved to maximize their incremental profit. An illustrative numerical example is presented to demonstrate the practicality and efficiency of the proposed model.
