  • Large scaled railway freight transportation facilities in harbors are located in Busan port and Gwangyang port. The port rail depot plays an important role as the departure and destination function of railway logistics. However, presently, it is not relatively vitalized because it is not reflect the railway freight transportation's characteristics such as scale of railway tracks or yards area. In addition, even if port rail depot is vitalized, processing capacity is already saturated. Therefore, it is difficult to increase rail transport quantity. To activate railway container transportation business, it is very necessary to recalculate the facility size of port rail depots. Focused on the Busan new port rail depot, this paper analyzes the problems of port rail depot facility that has currently opened and finds some alternatives to resolve them.

  • Korea is an import and export-oriented economy that relies on shipping transportation, and sea ports play an important role in national economic growth. To secure and maintain the competitiveness of these ports, hardware and software investments are required, but policy support can also be expected to have an effect. This study identified the irrationality of the system by exploratory analysis of the port facility fee discount system for Ulsan Port, an energy hub port, and suggested improvement measures to resolve it.This study analyzed the volume of Ulsan Port and the reduction of port facility usage fees for about 10 years and identified irrational factors that despite a special port for liquid cargo, a considerable reduction for container cargo is concentrated, and even because it was a passing ship, 100% reduction for entrance and clearance fees were provided to them, which could cause serious moral hazard.. As a way to improve the port facility charge discount system at Ulsan Port, this study proposed strengthening support for eco-friendly activities to support containers, adjusting the reduction rate for passing ships, or improving the reduction and exemption application process.

  • Recently, studies of integrated management platform and performance-based maintenance decision-marking systems have proceeded to the efficient management of port facilities. The purpose of this study was to manage and operate port facilities based on performance and to provide long-term durability and budgetary execution. Thus, it is essential to secure basic data to be analyzed in an integrated platform and decision-marking system. This study derived the data linkage measures to secure port facility design and management information. The target of deriving the data linkage was the POMS (Port Facility Management System) currently in operation by the MOF (Ministry of Oceans and Fisheries). To derive data linkage, analyze the database of POMS and select the data required for the operation-integrated platform and decision-marking system. The final data linkage target was determined by compiling the requirements of the relevant experts and selecting the final target of three groups (port and facility information, management information, and user information). As a result, the API interface design was prepared for detailed linked data and data linkage framework between the linkage data of POMS. The provision of real-time data linkage between POMS and integrated platform is expected to improve the operational efficiency of the integrated platform.

  • The plan of developing a fishing village and port will be indirectly funded by the government. In the short term, there will be five different multi-functional fishing village models which are based on the first industry to attach to the third industry of marine sports experience tourism. In the long run, they have to be reached gradually. The popular scenic spot of the marine sports experience tourism is made by human resources and fundamental installations considering that it must be done in unpolluted water. It is necessary to separate the fish harbor into two sides. One side is an existing fishing industry. The other side is made up of several pontoons for the marine sports equipment of the marine mooring. It is necessary to build facilities, such as the mooring facility, the storage facility, the repair-check facility, supply-cleaning facility, information booth, accommodations, education facility, and a marine culture exchange facility.

  • The analytical hierarchy process (AHP) enables decision makers to represent the interaction of multiple factors in complex and unstructured situations. The process requires the decision maker to develop a hierarchical structure of the factors in the given problem and to provide judgments about the relative importance of each of these factors and ultimately to specify a preference for each decision alternative with respect to each factor. The research presented in this paper applies the AHP to identify key players in promoting port competitiveness. The literature survey revealed four major criteria and 15 sub-criteria. The four factors are cost, service quality, facility/capacity and economic-social variable. 150 questionnaires suitable for AHP analysis were made and 77 were returned. It is found that in terms of cost, the first key player is terminal operator and the second key player is shipping companies calling Busan port; in terms of service quality, the first key player is terminal operator, and the second key player is shipping companies calling Busan port; in terms of facility/capacity, the first key player is port authority and the second key player is terminal operator; in terms of economic-social variable, the first key player is terminal operator, and the second key player is shipping companies calling Busan port.

  • One of the most important indicators for measuring service level and productivity of the port may be a demurrage rate. Currently, in the case of grain terminal of Busan North Port, demurrage rate are recognized at a very high level, in order to improve this, it is tilted more effort operational. In order to reduce the demurrage, there is a way expansion of facility of hardware, such as the replacement of aging equipment, and how manipulative assignment rules of the apparatus of the operation on the software side, such as changing the order of facility allocation. If the financial reasons are out of question, it is possible to expand to reduce the demurrage rate by operational way. Therefore this paper deals with how to operate some of the allocation rules and silo allocation rules of equipment to reduce the work hours with model and how to operate basic equipment and grain terminal of Busan North Port want to be seen by comparative analysis.

  • Facility layout is the early stage of system design that requires a mid-term or long-term plan. Since improper facility layout might incur substantial logistics cost including material handling and re-installment costs, due consideration must be given to decisions on facility layout. Facility layout is concerned with low to arrange equipment necessary for production in a given space. Its objective is to minimize the sum of all the products of each equipment's amount of flow multiplied by distance. Facility layout also is related to the issue of NP-complete, i.e., calculated amounts exponentially increase with the increase of the number of equipment. This study discusses Hybrid GA developed, as an algorithm for facility layout, to solve the above-mentioned problems. The algorithm, which is designed to efficiently place equipment, automatically produces a horizontal passageway by the block, if a designer provides the width and length of the space to be handled. In addition, this study demonstrates the validity of the Algorithm by comparing with existing algorithms that have been developed. We present a Hybrid GA approach to the facility layout problem that improves on existing work in terms of solution quality and method. Experimental results show that the proposed algorithm is able to produce better solution quality and more practical layouts than the ones obtained by applying existing algorithms.
