A Study on the Counterplan for the Reinforcement of Port State Control - Primarily on the Korean Shipping Companies - (항만국통제 강화에 따른 우리나라 해운기업의 대응방안에 관한 연구)

  • A recent trend of global shipping industry adopting Port State Control (PSC) system is recognized as a proficient mechanism in preventing costal traffic accident and protecting marine environment. Disadvantages of Korean shipping companies in PSC inspection are unavoidable as Tokyo MOU imposed priority listed flag to Korea. Having stated above, appropriate research and prompt preparation in compliance with current PSC requirements for the Korean shipping companies have become an immediate need. The objectives of this study are : First, to review in understanding of PSC in overall and foundation of enforcement. Second. to study interaction of international treaties regarding PSC. Third, to compare practical compliance among the countries and to open up a case study on Korean shipping companies in adopting PSC. Last, to suggest direction to the Korean shipping companies the most proficient way in compliance with the current Tokyo MOU requirement. Korean flagged vessels have become prioritized target in PSC inspection as Tokyo MOU imposed priority listed flag to Korea due to high detention rate of its fleet. Disadvantage of a priority listed flag is a burden in its proficient fleet operation. This study suggests solutions to the disadvantages as below. : 1) Change shore management system, and provide continuous & quality education to crew members 2) Form a network in sharing PSC information among the Korean shipping companies 3) Form a centralized function in which government, Korean Shipping register and shipowners can treat problems in a prompt manner.

A cell scheduling of a logically separated buffer in ATM switch (ATM 스위치에서 논리적으로 분할된 버퍼의 셀 스케쥴링)

  • In this paper, we proposed the mechanism for the buffer allocation and a cell scheduling method with logical separation a single buffer in the ATm switch, and analyzed the cell loss probability and the delay of each trafic (CBR/VBR/ABR) based on the weighted value and the dynamic cell service scheduling algorithm. The proposed switch buffering system classifies composite trafics incoming to the switch, according to the characteristic of traffic, then stores them in the logically separated buffers, and adopts the round-robin service with weighted value in order to transmit cells in buffers though one output port. We analyzed 4 cell service scheduling algorithms with dynamic round-robinfor each logically separated service line of a single buffer, in which buffers have the respective weighted values and 3 classes on mixed traffic which characteristized by traffic descriptor. In simulation, using SIMCRIPT II.5., we model the VBR and the ABR traffics as ON/OFF processes, and the CBR traffic as a Poisson processes. As the results of analysis according to the proposed buffer management mechanism and cell service algorithm, we have found that the required QoS of each VC can be quaranteed depends on a scale of weighted values allocated to buffers that changed the weighted values, and cell scheduling algorithm.

  • Amid of the logistics hub center competition is going to intensifying between the world major port, it is essential to pre-occupied the base in the logistics hub world take advantage of advanced technology of logistics equipment than other ports. In existing container terminal, when container moves the terminal use the omnidirectional and directional antenna in order to exchange data information on the basis of 802.11 wireless network system. Case of loading height of exceeding, the blind sport will occur and a limited frequency channel can't help using in the area. A limited frequency channel usage and nested areas happen to use the closed terminal, it has a great influence to operate the terminal working. In this paper, LTE network is configured provided by the specified company ('L' Corp,.Ltd) and terminal data extracted through LBO (Local Breakout) in the cell site which is configured directly with container terminal operation server. Using this method, container terminal yard equipment operate without overlapping arises with uninterrupted data presented for ways to efficiently. I would suggest both the existing wireless AP LAN configuration of container terminal and new LTE system and applied to the real yard operating devices situations. Through these methods presented comparative the existing network traffic with new constructed LTE configuration. I admired to suggest that wireless network LTE introduction is fundamental factors to get rid of the blind spot, the problem of limited frequency channel and overlapping arises. These essential points can be a continual improving terminal services and more efficient terminal operational management.

  • The recent trend of the hacking deals with all the IT infrastructure related to the profit of the companies. Presently, they attack the service itself, the source of the profit, while they tried to access to the service infrastructure through the non-service port in the past. Although they affect the service directly, it is difficult to block them with the old security solution or the old system and they threaten more and more companies with the demand of money menacing the protection of customers and the sustainable management. This paper aims to design and implement multi-platform network packet scanner targeting the exception handling network intrusion detection system which determines normal, abnormal by traffic. Linux and unix have the various network intrusion detection and packet management tools like ngrep, snort, TCPdump, but most of them are based on CUI (Character based User Interface) giving users discomfort who are not used to it. The proposed system is implemented based on GUI(Graphical User Interface) to support the intuitive and easy-to-use interface to users, and using Qt(c++) language that supports multi-platform to run on any operating system.

  • The amount and quantity of sea casualities are increased by both an increasing sea-borne cargoes and heavy sea traffic. This paper analyzed the situation of Korean salvage company in order to activate on civilbasis, compared with the nature of common enterprises, and reported the object, the necessity, and the cha-racter of salvage company. For the purpose of this study, three parts are considered in order to analyze the environment of salvage company(the trend of sea casualties, sea-borne cargoes-passengers, ship tonnage/age) the effective planning to activate Korean salvage company are abstracted as follows : 1.the political assistance of concerned government authority. 2.the cooperation system of concerned business field. 3.the self-developing management of salvage company.

  • In this paper, The investment prioritization model was investigated for keeping the service level of mooring facilities more than the target level of management with a limited budget in the right time. Network level prioritization criteria of the national scale was developed to take into criteria index and quantitative evaluation, management authority's opinion. Delphi method was conducted maintenance exports of mooring facilities over twice for verifying the validity and adequacy. In order to improve the objectivity of criteria, the criteria for evaluating the utilization of port facilities is presented form yearly facility traffic/facility's length, the result of the analysis of facility traffic data. The investment prioritization criteria of mooring facilities is expected to be utilized for more efficient and national budget distribution applied to the maintenance budget plan of nationwide.

도시지역 고정식 신호체계의 효율적 운영 ( The Efficient Operations of the Pretimed Signal System ( PSS ) in Urban Area )

  • Today transportation problems are severer with the increase of the vehicles and travel demand in urban areas, but could not be completely solved with only the expansion of the new transportation facilities. Because the expansion of the new transportation facilities are limited in urban areas. As one of the Transportation System Management(TSM) techniques in this study, the simulation results of the existing signal systems which were operated based upon the peak time periods for increasing the efficiency on the pretimed signalized intersections(PSI) during the different time periods : the AM on-Peak, the AM off-Peak, the PM off-Peak, and the PM on-Peak, were as follows : i) There was no distinct difference in the total traffic volumes concentrated on the signalized intersections during the different time periods, but a considerably big difference in the directional traffic volumes for those time periods. ii) There were about 53% reduction of the average delay and 51% reduction of the fuel consumption when applying the different signal systems to the different time periods regardless of the CBD and Non-CBD. iii) There were about 36% increase of the average delay and 33% increase of the fuel consumption when applying the same signal systems during the peak time periods to the different time periods regardless of the CBD and Non-CBD. Based on the above results, it was concluded that constructing the different signal systems for the different time periods would be better than construction the same ones for those periods on the pretimed signalized intersections in urban areas.

Integration of AIS and radar target information for offshore fishing vessels (근해 어선에 대한 AIS와 레이더 표적정보의 통합)

  • The dynamic information of radar and automatic identification system (AIS) for targets obtained from the traffic vessels operating in the north outer harbor and surrounding waters of Busan port, Korea. The target information was analyzed to investigate the potential collision risk resulting from the invalid true heading (HDT) information of AIS and the integration ambiguity in the graphic presentation of both tracked data sets for two systems. An integrated display system (IDS) for supporting the navigator of offshore fishing vessels was also developed to find possible maneuvering solutions for collision avoidance by comparing radar data with AIS data in real-time at sea. Consequently, the multiple functions of IDS can provide additional information that is potentially valuable for taking action to avoid the collision in offshore fishing vessels. However, the integration criteria of radar and AIS targets in the IDS must be carefully established to eliminate the fusion ambiguity in the graphic presentation of both AIS and radar symbols such as the one or two physical targets which are very close to each other.

  • In modern society, there are WEB sites that provides information in various fields by many advances in IT technology. As the number of users accessing the Web increases, one server becomes unavailable, and multiple servers are deployed to provide the service. In addition, systems that control servers are required to manage multiple servers. However, server control systems in the existing market are mostly those that notify managers through SMS and apps when a server's down or a controlled port is closed. However, in case of servers that generate a lot of traffic, the Web server and the WAS are operated and managed each independently. The WEB and WAS provide service by connecting to each other. However, the connection between WEB and WAS may be disconnected due to various environmental factors. In this case, the existing control system can not determine whether the service is working properly. Even in the case of WEB and WAS of a server that is operated independently, there is a phenomenon that the existing control system does not know the problem even when the normal service is not provided due to environmental factors such as disconnection to DB. In this paper, we implemented a system to check the normal state of Web service using Web crawling to solve this problem.

Questionnaire on Marine Safety and Vessel Traffic Services in Philippine Coastal Waters (Part 2)

  • Part 2 of the Questionnaire Survey on Marine Safety and VTS in the Philippine Coastal Waters presents the alternatives to risk reduction, modifying the VTS, the qualification and competency of a VTS operator and effectiveness of the services and assistance rendered by VTS. This study finds that majority of respondents chose "Improved education and training of mariners" as the best alternative to risk reduction and the "Strict enforcement of ship safety regulations" as the best alternative based on the respondents' ranks last served onboard and areas of familiarity. In modifying the VTS, the areas with VTS chose to "Improve or upgrade" and for those without, is to "Implement" the system. The best VTS system is the "Port and Approaches" type and the PCG is selected to operate, maintain and supervise the system. As a VTS operator, the necessity of shipboard experience is considered "Essential" and the experiences include "Ship-handling and Communication", and "Management level" experiences. The effectiveness of the assistance and services rendered by VTS are considered "Very Important". Based on these findings, this study recommends improvement of education and training of mariners and users of the waterways including the training of VTS operators manning the VTS centers, strict enforcement of ship safety regulations along the busy and main ports of the country and installation of VTS system with the most appropriate type with the supervision of PCG.
