A Study on the New Development of Super Rudder (Woo) Controlling Method (Super Rudder(Woo) 조선법의 신기술개발에 관한 연구)

  • The new flexible controlling method integrated with some existing maneuvers of reducing a great head way during approaching a pilot station or anchor berth, namely , Super Rudder (Woo) controlling method originally was developed. The conclusions of this paper are drawn. 1) Super Rudder (Woo) controlling method has the shortest distance along base course and distance off base course among all reducing maneuvers including Rudder Cycling. 2) This new method is flexibly adjustable to a range of yaw angles 5-35 degrees either ship's side depending on traffic situations, 3) This new method is versatile controlling maneuver enabling shipandlers to reduce or stop a ship's headway and to adjust the proper courses to a pilot station or anchor berth.

  • All activities relate to railway traffic involve risk and that these arise from a combination of the nature of operating activities. Proper management system is required to provide the organizational capability to reveal, analyse and address these weaknesses over time and in reasonably practicable ways, which will determine the rate at which risks can be further reduced. This paper presents a systematic risk analysis approach to safety planning and decision making, informed by a range of risk assessment techniques. An railway organization's safety management system is also presented that shows the approaches taken to minimize the external risks, and identify the shared risks and explain how they will be controlled through collaboration with others.

  • The Land Transport Authority of Singapore has a continuing program of highway bridge upgrading, to refurbish and strengthen bridges to allow for increasing vehicle traffic and increasing axle loads. One subject of this program has been a short span bridge taking a busy highway across a coastal inlet near a major port facility. Experiment-based structural assessments of the bridge were conducted before and after upgrading works including strengthening. Each assessment exercise comprised two separate components; a strain and acceleration monitoring exercise lasting approximately one month, and a full-scale dynamic test carried out in a single day. This paper reports the application of extreme value statistics to estimate bridge live loads using strain measurements.

Analysis on the Profitability of Coastal Passenger Ships on the Subsidized Routes and Optimization of the Subsidy (우리 나라 연안여객선 보조항로의 운항수지분석과 보조금 적정성에 관한 연구)

  • This paper aims, first to analyse the profitability of coastal passenger ships deployed on both subsidized and non-subsidized routes, ie competitive routes, in Korea, second to evaluate them by route, by ship type, and by ship size, and finally to identify whether the ships deployed on subsidized routes are justifiable to receive subsidy from the government. They are followed by the analyses on the profitability of all ships on the coastal routes and their dependence rate of subsidy. The research covers the period of 1995-1997. The research results say that 35% of the total subsidized routes has more than 90% of subsidy dependence rate and that some monopolized routes among subsidized ones with moderate rate of profitability need to be crossed out from the list of subsidy beneficiary. In addition, some ships deployed are not appropriate type in terms of characteristics of route and traffic. One of implications drawn from this study is that the government has to set up a watchdog to monitor subsidized routes, which enables to make them competitive and save the budget.

  • This paper considers a scheduling problem of routers with VOQ(Virtual Output Queue)s, where the router has an N ${\times}$N port input-queued switch and each input queue is composed of N VOQs. The objective of the paper is to develope scheduling algorithms which minimize mean tardiness under a common due date. The paper characterizes the optimal solution properties. Based upon the characterization, a integer programming is formulated for the optimal solution and two optimal solution algorithms are developed for two special cases of 2 ${\times}$2 switch and N${\times}$N switch with identical traffic.

Prediction of Durability for RC Columns with Crack and Joint under Carbonation Based on Probabilistic Approach

  • Carbonation in RC (reinforced concrete) structure is considered as one of the most critical deteriorations in urban cities. Although RC column has one mix condition, carbonation depth is measured spatially differently due to its various environmental and internal conditions such as sound, cracked, and joint concrete. In this paper, field investigation was performed for 27 RC columns subjected to carbonation for eighteen years. Through this investigation, carbonation distribution in sound, cracked, and joint concrete were derived with crack mappings. Considering each related area and calculated PDF (probability of durability failure) of sound, cracked, and joint concrete through Monte Carlo Simulation (MCS), repairing timings for RC columns are derived based on several IPDF (intended probability of durability failure) of 1, 3, and 5%. The technique of equivalent probability including carbonation behaviors which are obtained from different conditions can provide the reasonable repairing strategy and the priority order for repairing in a given traffic service area.

  • Because streaming mode connection server suitable to wide area ATM networks performs transmission, reception and lookup with time restriction for the transmission time of a cell, it has demerits of large cell loss incase that burst traffic occurs. Therefore, in this paper to decrease cell loss we propose a high speed CAM (Content Addressable Memory) which is capable of processing data of streaming mode connections server at a high speed. the proposed CAM is applied to forwarding table VPC map which performs function to output connection numbers about input VPI(Virtual Path Identifier)/VCI(Virtual Channel Identifier). The designed high speed CAM consist of DBL(Dual Bit Line) CAM structure performed independently write operation and match operation and two-port SRAM structure. Also, its simulation verification and full-custom layout is performed by Hspice and Composs tools in 0.8 .$\mu$m design rule.

A Study on Estimate Model for Peak Time Congestion

  • This study applied regression analysis to evaluate the impact of hourly average congestion calculated by bumper model in the congested area of each passage of each port on the peak time congestion, to suggest the model formula that can predict the peak time congestion. This study conducted regression analysis of hourly average congestion and peak time congestion based on the AIS survey study of 20 ports in Korea. As a result of analysis, it was found that the hourly average congestion has a significant impact on the peak time congestion and the prediction model formula was derived. This formula($C_p=4.457C_a+29.202$) can be used to calculate the peak time congestion based on the predicted hourly average congestion.

  • In terms of the maritime accident prevention, risk analysis at targeted warterways is important for planning safety waterways. This paper analyzes the maritime accidents probability in the Mokpo waterways, South Korea, based on the IWRAP(IALA Waterway Risk Assessment) of the quantitative accident probability tool. Vessel collision probability cate is calculated by vessels meeting direction, using IWRAP. This paper contribute to advance improvement of vessel traffic service by VTS sector providing vessel fairway risk data.

  • The safety aspects of ship handing have become increasingly important recently, due to the changes in sea transportation. These are characterizes by larger units, increased traffic density on sea lane, sea transport of dangerous cargo, etc. In addition, as a economic aspect of ship handing, it has obtained an increased attention in connection with port development and consideration of allowable ship size for existing ports. One method for evaluation of maneuvering problems is simulation on a computer by means of a mathematical model of the ship maneuvering motion. The present report describes the elements of a mathematical model for ship maneuvering and gives some results of maneuvering predictions through the simulation.
