A Study on the Assessment of the Marine Traffic Safety through Construction of the Jeju New Harbor (제주신항의 해상교통안전성평가에 관한 연구)

  • In accordance with the development plans of Jeju for international free city, Jeju new harbor will be constructed cosidering supporting Jeju city as an international tour city, safe arrival and departure at the terminal of 80.000G/T cruise ship. In this study, we used a full-mission ship handling simulator adopting 80.000G/T cruise ship manoeuvered at the planned Juju international cruise terminal. Five masters who have had a long experience of shop maneuvering ware called to carry out the simulations of which No. 1 , Np. 2, and No.4 scenario of simulation were tried twice, completed the total of 10 times and No.3 scenario of simulation once, reached at the total of 5 time. The marine traffic safety was assessed in terms of 1) the closest point of approach(CPA) to breakwater and quay in the vicinty and the probability of crossing fairway limit, 2)subjective evaluation such as the mental burden and the maneuvering disfficulty of shiphanders and 3) the opinions of shiphandlers. From th result of this simulation, we have a conclusion that the 80.000G/T cruise ship can be maneuvered safely at the planned terminal.

A Study on the Safety Navigational Width of Bridges Across Waterways Considering Optimal Traffic Distribution (최적 교통분포를 고려한 해상교량의 안전 통항 폭에 관한 연구)

  • Bridges across waterways act as interference factors, that reduce the navigable water area from the perspective of navigation safety. To analyze the safety navigational width of ships navigating bridges across waterways, the optimal traffic distribution based on AIS data was investigated, and ships were classified according to size through k-means clustering. As a result of the goodness-of-fit analysis of the clustered data, the lognormal distribution was found to be close to the optimal distribution for Incheon Bridge and Busan Harbor Bridge. Also, the normal distributions for Mokpo Bridge and Machang Bridge were analyzed. Based on the lognormal and normal distribution, the analysis results assumed that the safe passage range of the vessel was 95% of the confidence interval, As a result, regarding the Incheon Bridge, the difference between the normal distribution and the lognormal distribution was the largest, at 64m to 98m. The minimum difference was 10m, which was revealed for Machang Bridge. Accordingly, regarding Incheon Bridge, it was analyzed that it is more appropriate to present a safety width of traffic by assuming a lognormal distribution, rather than suggesting a safety navigation width by assuming a normal distribution. Regarding other bridges, it was analyzed that similar results could be obtained using any of the two distributions, because of the similarity in width between the normal and lognormal distributions. Based on the above results, it is judged that if a safe navigational range is presented, it will contribute to the safe operation of ships as well as the prevention of accidents.

  • Recently, the navigation risk is increasing significantly with growth of marine traffic volume and construction of marine facilities, water bridges, port development and marine wind farm etc. To reduce this kinds of risk, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety assessment in the existing or future ship's fairway by an independent audit team. It examines the potential hazards of maritime traffic safety, if necessary, and is to ensure the implementation of appropriate safety measures. The object of this paper is to comprehensively evaluate the achievements and implementation problems of MSA about the 2 years, to define the fundamental problems of MSA by conceptualizing and analyzing MSA limits. MSA requires further examination about the introduction of screening and scoping in order to increase the efficiency and objectivity. It will be required the measures concerning policies directions as a tool for planning process for project owner. It will lead to right understanding concerning audit scheme and used in various ways such as amendments to related law.

Study on the Risk Assessment of Collision Accidents Between Island Bridge and Ship Using an Image Processing Method (영상처리기법을 활용한 연도교와 선박간의 충돌사고 위험성 평가에 관한 연구)

  • Tourism projects through islands in the waters of Sinan-gun became active, and as a result, a total of 13 marine bridges connecting islands were completed. However, the marine bridge constructed in the fairway is dangerous for traffic. Particularly, in the case of the marine bridge connecting two islands, the width of the fairway is extremely narrow, therefore the risk is higher. In this study, we evaluated the risk of collision between marine bridge piers and ships using the IALA Waterway Risk Assessment Program (IWRAP), a risk assessment model for port waterways, based on a maritime traffic survey on the coastal bridge in Sinan-gun. The results, indicated that No.1 Sinan bridge had the highest probability of collision and most of the transit ships were coastal passenger ships. In addition, No.1 Sinan bridge was the place where the most collision accidents occurred among the marine bridge piers in the target sea, and the cause this study was analyzed. An analysis of the satellite images of the sea environment of No.1 Sinan bridge using an image processing method, confirmed that obstacles that could not be seen in the chart existed nearby the bridge. As a result, traffic was observed to be concentrated in one direction, unlike two-way traffic, which is a method of inducing traffic of bridges to avoid obstacles. The risk cause analysis method using the image processing technique of this study is expected to be used as a basic research method for analyzing the risk factors of island bridge in the future.

Design and Simulation of a Monorail Network for the Inter-terminal Transport

  • In line with the trend of global transport volume which has increased rapidly over the years, internal transportation in seaports is always conducted with high frequency. Thus, there is always much potential for traffic jams as well as high transportation costs and emissions. Many efforts have been initiated to streamline the inter-terminal container transport (ITT) through the development of automated vehicles and equipment as well as using private transport facilities to overcome these limitations. The purpose of this paper to develop a framework to design, analyze, and validate the efficiency of a new ITT system in a port area based on the monorail network and automatic vehicles. First, the number of shuttles and loaders was determined depending on the transport demand scenario. Next, a simulation model was applied to evaluate the system performance as well as gain more insight into the working process of the ITT system. Finally, by setting goals for the performance indicators, the results showed that the system was highly efficient with 100% of the containers delivered to their destination on time. Besides, a series of other performance tracking was provided to provide insight into the system's capabilities.

Preliminary Study for Establishing the Realtime Ocean Prediction System in Busan Harbor (부산항 실시간 해양예보시스템 구축을 위한 기초연구)

  • Recently the numerical prediction technique is applied to many fields, because numerical models are developed so much for last decades. The real-time ocean prediction system is one of them and is capable of providing the real-time marine information for users to promote the safety af maritime traffic and preservation of marine resources. The system is composed of observing system, data distribution system and modelling system. In this study authors develop the modelling system and show the results as preliminary study for establishing the real-time ocean prediction system in Busan port. The system test is performed only for M2 tidal modelling due to the lack qf observation data, thus a full-scale test is required in future if enough data are provided Also observing system and data distribution system will be constructed continuously in future, then service for real-time data for users will be initiated.

  • As container traffic is increasing, the introduction of mega-vessel has had a significant impact on the ports and terminals business. This movement of container shipping has led to intensely competitive environment among ports, so substantial pressures to develop new container ports or to expand existing ones, have been grown. However, it requires a huge investment, especially cost and time, to overcome environmental, geographical and financial restrictions generated from developing a port. This study addressed the Mobile Harbor, the new concept of marine logistics system as an alternative strategy. We performed an economic analysis on the introduction of the Mobile Harbor in coastal transport sector and also a sensitivity analysis to examine the effects of changing factors related on the economic evaluation. We have examined the value and application of Mobile Harbor as a preliminary study, which may contribute to further studies on the Mobile Harbor.

Perception Survey on the Necessity of Improvement for the Standard Buoys Fouling Maintenance

  • In 2001, about 20 years after the introduction of the standard buoys, the natural environment and maritime traffic flow changes in the waters near Korea and the necessity of improvement of the AtoN (Aids to Navigation) maintenance was suggested. The IALA provides guidelines for maintenance and management of AtoN, and Korea provides guidelines for the management and operation of standard buoys by means of the Enforcement on the AtoN laws. The objective of this study was to investigate the installation status and the repair status of the standard type buoys by sea area in order to improve the management and operation of the steel standard buoys. In addition, a survey was conducted on the improvement of the steel buoy fouling and the improvement of the lifting inspection cycle towards on the AtoN managers and producers of the representative authority by sea area. In the case of LL-26 (M) buoy type, the standard type buoy installation status of Korea in 2017 was 57.1%, and the LL-26 (M) type was 58.9% showing the highest repair rate. According to the results of the survey on buoys fouling, 51.2% were caused by the attachment of shellfish, and 43.2% were caused by bird feces. The results of the survey on the improvement of the regular buoy inspection cycle showed that the measures are to maintain the current inspection period of 2 years regardless of the characteristics of the sea area (water depth, inside and outside port, buoy size, etc.).

Towards attaining efficient management of berth maintenance in Saudi Arabian Industrial Ports

  • Despite the significance of ports as critical economic infrastructure, the berth facilities usually deteriorate due to heavy loading, unloading, aging, environmental weather conditions, marine growths, and lack of efficient maintenance management. Marine berths require proactive maintenance management to limit deterioration and defects as no berth facility is maintenance-free. Thus, delay in carrying out maintenance work for the marine berths can be devastating to the operational process involving ship entry, loading, and unloading operations. The aim of this research is to coordinate both operations work, and maintenance works that take place inside the berth of a local industrial port in Saudi Arabia, by developing a novel framework that integrates both works without affecting the efficiency and functionality of the berth. The study focused on defining the operational process of the port and identifying the elements with direct and indirect effects. In addition to determining the priority for the entry of ships inside the berth, it also identified the factors involved in designing a framework that included maintenance work as a component of the monthly berth occupancy schedule. By applying a mathematical model, a framework was established, which includes all the important elements of the process. As a result of the mathematical method formulation process, a database was designed that organizes and coordinates the operations of all berths within the port. This creates time to carry out the required maintenance work monthly as well as ease of coordination with the contractors responsible for the implementation of those works.

Prediction of Ship Travel Time in Harbour using 1D-Convolutional Neural Network (1D-CNN을 이용한 항만내 선박 이동시간 예측)

  • VTS operators instruct ships to wait for entry and departure to sail in one-way to prevent ship collision accidents in ports with narrow routes. Currently, the instructions are not based on scientific and statistical data. As a result, there is a significant deviation depending on the individual capability of the VTS operators. Accordingly, this study built a 1d-convolutional neural network model by collecting ship and weather data to predict the exact travel time for ship entry/departure waiting for instructions in the port. It was confirmed that the proposed model was improved by more than 4.5% compared to other ensemble machine learning models. Through this study, it is possible to predict the time required to enter and depart a vessel in various situations, so it is expected that the VTS operators will help provide accurate information to the vessel and determine the waiting order.
