In this paper, operational problems of Busan Port and competitiveness deciding factors are analyzed by field data research and interview with employees in shipping companies and terminal operation companies. In the analysis, the problems Busan Port currently has are identified as follows: 1) low price competitiveness, 2) Lack of new port back facilities and connecting transportion system 3) Lack of operation ability of container terminal 4) Inefficient pour labor supply system. In order to strengthen the competitiveness and leap up to a hub port in North East Asia, Busan port is investigated to enhance below requirements. 1) Hiring more equipment and increase productivity in terminal 2) Integrating terminal operation companies to react maximization of vessel 3) Maintaining cost advantages 4)Proactively inviting global carriers to participate in the terminal operation 5)Making business environment for Global Terminal Operator to participate in the terminal operation in order to take advantage of their global marketing power.
This paper focuses on the integration aspect of operators to determine an improvement strategy for the operating system to enhance competitiveness of Busan Port. This Study proposes the following alternatives: valuation standards for the integration of operators, the road map for the integration period, the scope and role setting of integrated operators' participation of Busan Port Authority(BPA), and the separation and linkage North Port and the New Port operators. First, the valuation standards for operator integration should be based on international standards. Additionally quantitative factors such as financial situation, business performance and participating companies' profitability, and the qualitative factors such as management ability, technology, and labor relations should be considered. Second, the timing of North Port's operator integration should be prioritized in the short term in conjunction with the commencement of its phase 2-4, 2-5, and 2-6. The integration of New Port operators should provide a road map for a relatively long-term perspective. Third, the participation of BPA' integrated operators should be considered in terms of publicity as a policy coordinator between terminals and by pursuing the profitability of entering into overseas business by fostering Korean global terminal operators. The scope and role of participation ensures that the experience and technology of the terminal operation business is maximized. Fourth, because physically intergrating the North Port' operator into a single corporate form is difficult, initially establishing a special purpose company to maximize the effect of the integrated operation is necessary. Then, the operators decided to convert to a holding company given the termination of the lease term contract with the State or BPA, and ultimately proposed a merger into a single corporation.
The global container terminal market is predicted to see continued future volume growth. According to Drewry, global container shipments rose by 6.3% year-on-year to 750 billion twenty-foot equivalent units (TEUs) in 2017 and are forecast to experience continued growth to 9.3 billion TEUs in 2022. According to IHS Markit, the global terminal operator (GTO) market is forecast to grow more than 10% annually, up from $2.4 billion in 2017, to exceed $3 billion by 2022. However, Hyundai Merchant Marine is the only real GTO in Korea. In particular, the shipping and port markets are facing drastic changes, both at home and abroad, including a slowdown in the growth of domestic export and import shipments, environmental changes in the container market caused by the trade frictions between the US and China, and increased changes in container shipments caused by the trade frictions between Korea and Japan. In this study, we propose ways for domestic companies to participate in the continuously growing GTO market. After analyzing the current status of the global GTO market, the government expressed a desire to explore ways to establish GTOs through the Port Authority and the Korea Ocean Business Corporation. Therefore, four types of establishment plans were proposed, along with a legal framework for the establishment of GTOs.
Terminal operators have provided special services such as loading, discharging, stowage of cargo to the owner, and carriers of the sea, which contribute the domestic and international logistics. For smooth flow of logistics, container terminal should reserve spaces for inbound and outbound logistics. However, if it is unable to provide the spaces, which can be caused by labour strikes or terminal lockouts and so on, national logistic system and financial management of terminal operators can be seriously affected. In order to minimize these kinds of problems, terminal operators impose high rate of charges ("overstorage charge") to the accumulated cargoes and/or containers, which are stipulated in terminal service agreement. Nevertheless, if there is no terminal service agreement with an owner of cargo and/or container, any kind of charge can cause legal problems (conflict ??) between the cargo and terminal operator. In this regard, I would like to study on the definition of overstorage charge and the legal issue of it based on the Busan district court's judgment. In particular, I will propose a special right of commercial lien and public auction for terminal operators to settle accumulated cargoes in container terminal.

KCTA(Korea Container Terminal Authority) is going to introduce automated operating system in the port of Gwangyang container terminal to enhance the efficiency. Prior to developing the container terminal, defining the objective of container terminal operation is essential. This research used AHP technique to define the operation objective of automated container terminal objectively, and the questionnaire to collect the opinions of future customer, operator and research institution. The objectives mix of the automated container terminal are composed of the minimization of initial investments, the minimization of operational expenses, the performance of automation system, the raising of operation efficiency and productivity and the improvement of customer service. The result of the analysis revealed that most important factor among objectives mix was “the minimization of operation expense”. Especially, the user group preferred to select the factor of “the improvement of customer service”as objective rather than select other objectives. The result of this research will suggest some guidelines for deciding the level of investment of terminal construction. information system, automation equipment, terminal worker and etc., which are to be considered in terminal development and the system development hereafter.
The aim of this study is to analyze current level of knowledge management(KM) performance in major container terminals. To achieve this aim, the evaluation criteria and KM performance index from pervious research were adopted. and current levels of KM performance of four leading container terminal operators which is located in Busan port were measured. The results firstly showed that average of KM level of these terminal operators was 67.7. And also, from the results of data analysis, it revealed that the weak point of KM in Korean leading terminal operators is official system and programs such as incentive policies, learning programs, and IT support systems for organizational knowledge sharing and knowledge codification.
The production of larger of ships is a survival strategy for global shipping companies to pursue the economics of scale. According to this strategy, to respond to this situation, many containers are loading/unloading simultaneously in the hub port. Additionally, the container terminals are promoting the introduction of automation to expand the terminal facilities and increase efficiency/productivity of the container yards. European ports have introduced automation to address rising labor costs and shortages of labor. Recently, the construction of fully automated container terminals is increasing in the United States and China to resolve problems such as the slow growth of the global economy, the emergence of large ships, air pollution, and safety accidents. Domestic ports are at an early stage compared to the world's advanced container terminals, and countermeasures are being prepared to respond to the changing ports. However, research on the recognition difference analysis that examines the opinions of stakeholders is insufficient. As a result of analyzing the recognition among the groups, it was found that container terminal operators reduced labor costs, improved shipping services for shipping companies, prevented safety accidents for port union labor, and increased service for port authority and government agencies. Thus, to closely examine the perception among the groups, one-way ANOVA was performed, and then the implications were deduced as the basic data for the smooth introduction of automation.
The mutual risk management in port is really important for operating the enterprise between container terminals who provide port service and shipping liners who use the port service. This study is performed to contribute to obtain the competitive power of domestic shipping and harbor industry by getting solution of mutual risk management which can make Win-Win strategy on each other as an alternative idea. We suggested two kinds of management models to promote common benefits between container terminals and shipping liners. It is necessary to push positive support and cooperation from government and belonging related organizations for activating the Gwangyang port. In this study, we presented the efficient method to manage mutual risks between container terminals and shipping liners.

Recently, decarbonization has been emphasized worldwide to cope with climate change, and carbon neutrality by 2050 has emerged as a global agenda. The domestic port authorities have been participating in the global agenda in line with the government regulations. Since 2010, when decarbonization has been regarded as an important assignment in ports, container terminal efficiency considering undesirable outputs such as Carbon dioxide has been analyzed. However, most previous studies measured carbon dioxide emissions according to the Tier 1 and it is a first time to analyze container terminal efficiency based on the Tier 3 presented in the IPCC guidelines. 17 domestic container terminal operators were considered as decision making units and DEA-SBM Model was used. This paper presents a method for designing layout on the yard and evaluating alternative designs of the layout by applying simulation. The method is based on the concepts of the conventional port container terminal with a perpendicular yard layout. In general, yard design of the container terminal is consists of the two major parts. One is to divide yard area between the number of sections and the number of runs and the other is to decide the number of equipment that is the yard truck and yard crane. In the past days, this design was depended on the experience of the terminal operator and the structure of the conventional terminal layout because it is a very complex decision problem. In this paper we suggest the method of yard design as a conceptual procedure and estimate the efficiency of the container crane and the optimal the number of equipment using the simulation. Numerical examples are provided in order to illustrate the conceptual procedure. As the example, the suggested method and simulation are applied to the virtual container terminal with a perpendicular yard layout. In the results, the number of sections and runs on yard area, the number of yard truck per container crane and the number of yard crane per run are decided. In additional, the traffic among blocks on yard layout is estimated in terms of rate.
