A Study on the Satisfaction Analysis of Information Service for Port Logistics (항만물류 정보서비스의 만족도 분석에 관한 연구)

  • Information which port provide to users including shipping companies is essential information for their business performance. Thus, information service of several services which port provide to shipping company is also very important port-logistics service. However, despite of this importance, there have been little research related to port-logistics information service. The aim of this study is to analyze the satisfaction of information service for port logistics. To achieve this objective, evaluation criteria consisting of 16 items based on the previous research was established. And satisfaction index that can effectively show the current level of information service for port logistics was developed. The results of analysis showed that satisfaction index of information service provided by Busan port was 61.90. And from the data analysis, it was revealed that current level of information service in whole area was less than 63 points. It was implied that improvement for overall port-logistics information service was needed. Finally, from the follow-up research, it was found that information service provided by Busan port have weakness in the aspects of unification of information and celerity of information.

A Study on Improvement of throughput-linked Port Development (Trigger Rule) System (물동량 연동 항만개발제도 개선방안 연구)

  • Korea's port development adjusts the completion time and size of port facilities according to the future port throughput. The current port development system, which is referred to as "throughput-linked port development (Trigger Rule)", has received positive evaluation for efficiently executing the limited port development budget. Recently concerns have been growing over deteriorating service levels in port facilities in Korea due to accelerated aging of terminal facilities. However, the current port development system does not possess any standard for assessing the level of service and utilizing development indicators. The purpose of this paper is to calculate the Port Service Index (PSI) by selecting indicators to measure the Level of Service (LOS) of ports and deriving weights between the indicators, so that the current "throughput-linked port development (Trigger Rule)" can be linked with the level of service. Based on the result of analysis on a variety of preceding studies, the ship waiting rate, berth productivity, ship turnaround time and ship productivity were selected as four indicators to constitute the Port Service Index. The AHP and entropy methodologies were used to derive weights for each of four indicators which were later combined to calculate the comprehensive weight. The calculation formula of the Port Service Index (PSI) was derived by using the aggregated weights of each indicator, based on which the LOS of domestic container and bulk terminals were evaluated and this measurement result was divided into 6 classes to define each LOS. This paper contributes to draw the improvement measures for port development system that are able to connect the quantitative indicator of throughput, as well as a qualitative indicator of the level of "service".

  • As the current trend to the main index of the port competitiveness evaluation, the competitiveness index of the port service comes to more important than the part of expense, location and facility. To reform the bottleneck of port has an effect on improving port service competitiveness. Therefore, this study shows the importance of analyzing bottlenecks on logistics to improve port competitiveness. It collected recent questionnaire data which are the subject as the Custom Service, the Chamber of Commerce and Industry, the Trade Association about bottlenecks of port logistics for working out bottlenecks of domestic port logistics and it produced the order of priorities of bottlenecks by multiplying each output priorities and weights of each process in user of Incheon inner-outer port which is focused on container freight by analysis of priority and Analytic Hierarchy Process(AHP). Unlike existing studies, this study has important values. It presents the priority evaluation only focused on the container freight was produced by port users who are categorized into shipping company, terminal operation company and forwarder, car-ferry in Incheon inner-outer port and making a application of logistics process. It means internal and external competitiveness improvement plan can be presented more concretely and detailed than past competitiveness attributes such as location, facility, service and expense. If the analysis of port logistics bottlenecks which was focused on container freight is extended to the part of general cargo and sundries such as haul grain, car, scrap iron, those studies will be able to provide Incheon port users with useful information and a model of analyzing overall bottleneck of logistics in Incheon port.

Basic Architecture of Navigation Safety Module in S2 Service of Korean e-Navigation System

  • IMO introduced the concept of e-Navigation and proposed MSPs(Maritime Service Portfolios) concept to reduce marine accidents, to improve efficiency of ship operation, port operation, and ship operation technology. Korean e-Navigation defines S1 ~ S5 services, as the service concept focused on domestic e-Navigation service corresponding to IMO MSPs, and is constructing a system as an ongoing project. S2 service (onboard system remote monitoring service) among the concepts of Korean e-Navigation services, is a service concept that judges the emergency level according to risk if an abnormal condition occurs during navigation, and provides corresponding guidance to accident ships based on emergency level. The purpose of this paper is to provide a basic architecture proposal of Korean e-Navigation S2 service navigation safety module, based on the S2 service operation concept. To do this, we conducted a questionnaire survey to ask experts with experience with sailors, to respond to the subjective risk experienced by sailors considering effects of anomalies, including equipment failure relative to sailing and navigational safety. Risk level for each abnormal condition was classified. The basic algorithm design of the navigation safety module is composed of safety index (SI) calculation module based on results of questionnaire and expert opinions, safety level (SL) determination module according to safety index, and corresponding guidance generation module according to safety level. To conduct basic validation of basic architecture of the navigation safety module, simulation of the ship anomaly monitoring was performed, and results have been revealed.

Pricing the Seaport Service according to the Cost Allocation Rule of Game Theory (게임이론 비용배분규칙에 의한 항만서비스 가격산정)

  • Since service competition among global supply chains became intensified, market-oriented system, instead of the existing cost-based system, for port service pricing has been strongly recommended in order to enhance their long-term viability and competitiveness. The Owen value of cooperative game frameworks allows us to apply a market-oriented pricing theory for the port pricing in the case of Gwangyang port to verify its usefulness. The analytical results of this paper suggested some solutions in the problem of berth-based cost allocation by a characteristic function and also showed the proper relative weights of factors to derive the quay use index by Budescu(1993). We also suggested a favorable port pricing system to major shipping firms as well as a discount port pricing system for their strategic alliance. To put it differently, the results of this study enable the port managers to make out some strategic port pricing system like the reasonable discount in port charge for the larger ship owners using the ports frequently.

A Study on the Degree of Collision Risk through Analysing the Risk Attitude of Vessel Traffic Service Operators (해상교통관제사의 위험태도 분석을 통한 선박 충돌 위험도 연구)

  • When VTSOs (Vessel Traffic Service Operator) determine the degree of collision risk for two vessels, they consider comprehensive information about each vessel's course, speed, DCPA, TCPA, and encountering situation. In this study, we proposed a utility function based on the risk attitudes of VTSOs toward the Risk Index (RI). The RI was calculated using the risk of encounter, the risk of approach, and the risk of time for two vessels in order to predict each ship's collision risk from the VTS viewpoint. We obtained each coefficient of the RI and the risk attitude through a survey of collision risks among VTSOs of Korea. In order to verify whether the proposed utility is reasonable, we validated by applying the degree of collision risk to some historical cases of accidents in Busan port along with the Ship of ES value($ES_S$) of ES(Environmental Stress) model.

Concept Design of Fire Safety Module for SV20 Service in the Korean e-Navigation System

  • The Korean e-Navigation system is a Korean approach to correspond with implementation of IMO e-Navigation. It provides five services, among them SV20 service, a ship remote monitoring system that collects and processes sensor information related to fire, navigation, and seakeeping performance safety. The system also detects abnormal conditions such as fires, capsizing, sinking, navigation equipment failure during navigation, and calculates the safety index and determines the emergency level. According to emergency level, it provides appropriate emergency response guidance for the onboard operator. The fire safety module is composed of three sub-modules; each module is the safety index sub-module, the emergency level determination sub-module and emergency response guidance sub-module. In this study, operational concept of the fire safety module in SV20 service is explained, and fire safety assessment factors are estimated, to calculate the fire safety index. Fire assessment factors included 'Fire detector position factor,' 'Smoke diffusion rate factor,' and 'Fire-fighting facilities factor.'

An Analysis of Ship's Waiting Ratio in the Korean Seaports (국내 항만의 선박 대기율 실증 분석 연구)

  • Port congestion has been recognized as one of the critical factors for port service competitiveness and port selection criteria. However, congestion ratio, the congestion index currently used by Korea, plays a very limited role in shipping companies' and shippers' selection of port and port authorities' decision making regarding port management and development. This is mainly due to the fact that this ratio is only calculated as the ratio of the number of vessels by each port. Therefore, this study aims to measure service level related to vessel entry and departure in Korea ports by evaluating waiting ratio(WR) according to terminals and vessel types. The results demonstrate that the waiting ratio of containerships and non-containerships is less than 4% and 15% respectively, which satisfies the reasonable level suggested by the UNCTAD and OECD. Port of Pohang is revealed to have the highest WR of 57% and among the terminals, No. 1 Terminal of the Shinhang area has the highest WR. In terms of ship types, WR of Steel Product Carrier is highest, followed by General Cargo Ship and Bulk Carrier at the Pohang Shinhang area. In addition to WR, berth occupancy ratio as well as the number and time of waiting vessels can be utilized to evaluate service level by ports and terminals from port users' perspective, and furthermore, to improve the port management and development policy for port managers or authorities.

  • The shortage of research in Vietnam port evolvement is uncontroversial although a huge amount of investment is observed to upgrade both quantity and quality. This study examines the port system performance, in the context of spatially concentration ratio, in Southern Vietnam for the period 2007-2016, by using prevailing indicators for spatially concentration assessment including concentration ratios (CR), the Herfindahl-Hirschman index (HHI), the Gini coefficient, the Lorenz curve and shift-share analysis (SSA), a trend of deconcentration is described in Southern Vietnam port system, since the traditional ports to new deep-water ports. Also, driving forces of this shifting would be discussed in detail. Implications from this study would enable not only port administrators, port operators but also shipping lines, cargo owners, logistics service providers to comprehensively understand the growth of the port system in Southern Vietnam.

Analysis of Key Performance Index for Advanced Logistics (물류산업의 선진화를 위한 성과지표 분석: IT서비스를 중심으로)

  • In this paper, the key performance index for advanced logistics is analyzed, and the specific requirements for the material flow IT services are proposed to improve the world competitiveness of the material flow industries and to implement the advanced logistics in Korea by survey research. The key performance index is classified into three types of efficiency, sustainability and economics, and two classes of enterprise and public for IT services are proposed. In addition to, for case studies, the survey analysis for the Pyeongtaek Port is performed to diagnose the material flow enterprise and to analyze the priorities of the IT services for Port's employee, trade enterprise, public service personnel, and local resident. From the results, to improve the productivity and efficiency of the enterprise, the secure the professional man-power and standardization are needed, and the automation, u-Port, green technology and material flow security for the IT services are required.
