Understanding Relationships Among Risk Factors in Container Port Operation UsingBayesian Network

  • This study aimed to determine relationships among risk factors influencing container port operation using Bayesian network. Risk factors identified from prior studies were classified into five groups: human error, machinery error, environmental risk, security risk, and natural disasters. P anel experts discussed identified risk factors to fulfil conditional probability tables of the interdependence model. The interdependence model was also validated by sensitivity analysis and provided an interrelation of factors influencing the direction of each other. Results of the interdependence model were partially in line with results from prior studies while practices in the global port industry confirmed interrelationships of risk factors. In addition, the relationship between top-ranked risk factors can provide a schematic drawing of the model. Accordingly, results of this study can expand the prior research in the Korean port industry, which may help port authorities improve risk management and reduce losses from the risk.

토픽모델링을 활용한 항만안전 위험요인 도출에 관한 연구 (A Study on the Derivation of Port Safety Risk Factors Using by Topic Modeling)

  • 본 연구에서는 일반대중들이 쉽게 접할 수 있는 뉴스 기사 데이터와 항만 연구자들의 인사이트가 반영된 국내 학술지 초록 데이터를 통하여 다양한 시각에서 항만안전에 대해 알아보고자 하였다. 본 연구의 의의는 방대한 양의 데이터가 쏟아지고 있는 현 시대에 맞는 새로운 방식인 온라인상의 빅데이터를 활용한 분석을 통해 새로운 시각에서의 항만안전과 관련된 위험요인을 탐색하고자 함에 있다. 본 연구에서는 파이썬을 활용한 NMF기반의 토픽모델링을 실시하여 데이터별 주요 토픽을 도출한 후 각 토픽에 대한 의미분석을 실시하였다. 뉴스 기사 데이터에서는 주로 항만안전 위험요인 중 자연적 요인, 환경적 요인이 도출되었고 학술지 초록 데이터에서는 보안적 요인, 기계적 요인, 인적요인, 환경적 요인, 자연적 요인이 도출되었다. 이를 통해 항만안전의 회복탄력성 강화 등 국내 항만의 안전강화전략 필요성, 항만안전에 대한 일반대중들의 시각을 넓히기 위한 안전의식개선 필요성, 항만산업 환경이 안전하고 전문화된 성숙한 항만으로 발전할 수 있는 정책적 차원과 인식적 차원의 연구를 진행할 필요성을 도출하였다. 결과적으로 일반대중들의 시각과 항만 연구자의 시각에서 두드러지게 나타나는 항만안전 위험요인을 탐구함으로써 국내 항만이 항만안전을 위해 개선해야할 주요 요인들을 밝혔고 항만의 안전성확보가 더욱 중요해지는 시점에서 기존의 항만에서 항만안전 문화를 가진 성숙된 항만으로 발전하기 위한 기초자료를 제공하였다.

  • 본 연구의 목적은 항만기업 종사자들의 정보보안인식정도와 지각된 정보보안위험 정도에 영향을 미치는 요인들이 어떤 것들이 있는지를 실증 분석하는 것이다. 특히, 지각된 정보보안위험에 영향을 미치는 요인을 파악하기 위하여 위험분석방법론을 토대로 자산, 위협, 취약성과의 관계를 분석하였다. 252개의 유효설문을 대상으로 AMOS를 이용한 구조방정식 모형 분석을 하였다. 연구결과를 보면, 첫째, 항만기업 종사자의 경우 정보자산은 지각된 정보보안위험에 유의하지 않은 결과로 분석되었다. 둘째, 위협, 취약성은 지각된 정보보안위험에 유의한 영향을 미치는 것으로 나타났다. 마지막으로, 정보보안인식과 정보보안교육, 정보보안인식과 정보보안의도와의 관계는 유의하게 분석되었다. 그러나 정보보안관심도는 정보보안인식에 유의하지 않은 것으로 분석되었다.

Consideration of the Possibility of Excursion Ship Passage in Busan North Port using Marine Traffic Assessment Index

  • The demand for the revitalization of marine tourism in Busan North Port is increasing due to changes in functions such as an increase in harbor traffic volume and the expansion of marine leisure space in Busan. As a result, Busan City plans to set a phased alleviation target for prohibition of cruise ship operations, and to lift the prohibition of excursion ship operations in North Port following the cancellation of the prohibition of excursion ship operations in South Port in 2017. The purpose of this study is to evaluate the risk of excursion ship operations in Busan North Port by applying the marine traffic assessment index and to examine the possibility of excursion ship operations. For this purpose, port status, marine accidents, and traffic flow of Busan North Port were investigated. In addition, marine traffic assessment indexes, such as traffic congestion, risk based on an ES Model, and IWRAP MkII, a maritime risk assessment tool, were used to assess the risk and possibility of excursion ship operations in Busan North Port. This study can be used as basic data for analyzing the risk factors that may occur when excursion ships are operated in Busan North Port and to define how excursion ships should operate, with related safety measures.

Value of Postoperative Radiation Therapy for Regional Control after Dissection in Head and Neck Squamous Cell Carcinoma Cases

  • Objective: We aimed to define clinicopathologic risk factors associated with regional recurrence (RR) and thus the effectiveness of postoperative radiotherapy (PORT) for neck control for head and neck squamous cell carcinomas (HNSCCs) with differing cervical lymph node status. Methods: A retrospective study was performed in 196 HNSCC patients with pathologically positive neck node (N+) to evaluate the high-risk factors for RR and to define the role of PORT in control after neck dissection and postoperative radiotherapy (PORT). Results: Overall, the RR rate after neck dissection and PORT was 29%. Extracapsular spread (ECS) was confirmed to be the only independent risk factor for RR. There were no significant risk factors associated with RR in the ECS- group. The 5-year disease-specific survival rate was 45%, which descended to 10% with the emergence of RR. Conclusions: ECS remains a determined risk factor for RR after neck dissection and PORT in patients with N+. PORT alone is not adequate for preventing RR in the neck with ECS after neck dissection. More intensive postoperative adjuvant therapies, especially combined chemotherapy and radiotherapy, are needed to prevent regional failure in HNSCC patients with ECS.

Collision Risk Analysis in Busan Harbour

  • This thesis, concentrates on marine collision risks of the area divided by cells. Using a gas molecular collision calculation model, a collision risk model is proposed. Collision risk is estimated by relative angle, relative speed, and ship's density in the cell. For one week, Automatic Identification System (AIS) data was collected and analyzed on the Busan North Port area. The results indicate a high-risk area at the sea route connection point in Busan North Port. It also shows that twilight is the time of day when most collisions occur. This means that the area is high risk due to the number of collisions and other dangerous factors related to twilight. Although there is still need to consider other risks such as grounding risks, the results of this study are useful to for plotting a risk map for the port.

A Study on Intuitive Technique of Risk Assessment for Route of Ships Transporting Hazardous and Noxious Substance

  • Despite the development of safety measures and improvements in preventive systems technologies, maritime traffic accidents that involve ships carrying hazardous and noxious substances (HNS) continuously occur owing to increased amount of HNS goods transported and the growing number of HNS fleet. To prevent maritime traffic accidents involving ships carrying HNS, this study proposes an intuitive route risk assessment technique using risk contours that can be visually and quantitatively analyzed. The proposed technique offers continuous information based on quantified values. It determines and structures route risk factors classified as absolute danger, absolute factors, and influential factors within the assessment area. The route risk is assessed in accordance with the proposed algorithmic procedures by means of contour maps overlaid on electronic charts for visualization. To verify the effectiveness of the proposed route risk assessment technique, experimental case studies under various conditions were conducted to compare results obtained by the proposed technique to actual route plans used by five representative companies operating the model ship carrying HNS. This technique is beneficial not only for assessing the route risk of ships carrying HNS, but also for identifying better route options such as recommended routes and enhancing navigation safety. Furthermore, this technique can be used to develop optimized route plans for current maritime conditions in addition to future autonomous navigation application.

계측분석법에 의한 선박 접리안 안전성의 평가방안 (A Study on the evaluation of the safety of berthing maneuver by the Analytic Hierarchy Process)

  • On developing port system, the performance tests of system in relation to ship maneuver generally consists of the three parts: the channel transit, the manoeuvring in a turning basin and the docking/undocking. The quantifications of risk of an accident has priviously been difficult due to the low occurrence of accidents relative to the number of transits. Additionally, accident statistics could not be related port system because of the large number of factors contributing to the accident. such as human error, equipment failure, visibility, light, traffic. etc. In case of the channel transit, "Relative Risk Factor(RRF)" or "Relative Risk Factor for Meeting Traffic" was proposed as the as the measures derived to quantify the relative risk of accident by M.W.Smith. This factor measure the tracking performance, the turning performance and the passing performance at meeting traffic. On the other hand, the safety of berthing maneuver is not measured with a few evaluating factors as controlled due to complex controllabilites such as steering, engine, side thrusters or tugs. This work, therefore, aims to propose the evaluating measure by the Analytic Hierarchy Process(AHP). Six experimental scenarios were establised under the various environmental conditions as independent variables. In every simulation, the difficulty of maneuver was scored by captain and compared with AHP scores. The results show almost same and from which the weights of eight evaluating factors could be fixed. Additionally, the limit value of relative factor in berthing safety to six scenarios could be estimated to 0.11.e estimated to 0.11.

해상교통환경 위험요소의 상대적 중요도를 고려한 목포항 및 진입수로의 위험도 평가 (Evaluation on Risk at the Port of Mokpo and its Approaches based on Relative Importance of Risk Factors for Marine Traffic Environment)

  • 해상교통환경의 위험도를 평가하기 위해서는 위험도를 구성하고 있는 위험요소들을 명확히 식별하고, 식별된 위험요소들을 평가할 수 있는 기준을 마련하여야 한다. 한편 이러한 각 위험요소들의 위험수준의 합으로 전체 위험도를 나타낼 수 있으므로, 각 위험요소가 전체 위험도에서 차지하는 비중인 상대적 중요도가 분석되어야 한다. 본 연구는 선행연구에서 국내 외 해상교통환경 위험도 평가모델들의 검토를 통하여 제시된 국내 해상교통환경의 위험도를 구성하는 20가지 위험요소와 평가기준 및 해상교통전문가 집단에 의한 설문조사를 통하여 계층분석적 의사결정법으로 분석한 각 위험요소의 상대적 중요도를 바탕으로, 국내 목포항 및 그 진입수로에 대한 해상교통환경의 위험도를 평가하였다. 목포항 및 그 진입수로는 비교평가를 위하여 총 4개의 해역으로 구분하여 분석하였으며, 분석결과 위험요소 해수운동 복잡성 예인선 도선사 선박교통관제 등에서 위험수준이 높게 나타난 정등해 항로의 위험도가 가장 높게 평가되었다. 이러한 평가결과는 동일한 해역에서 본 연구와는 다른 정성적 혹은 정량적 위험도 분석기법을 이용한 연구들의 평가결과와 대체로 일치하였다.

  • 해상환경 변화와 과학기술 발전 등에 따라 기존에 알지 못하던 미식별 위기가 새롭게 창출되고 있다. 새로운 위기는 새로운 해양사고를 야기하기 때문에 이를 조기에 인지하지 못하면 해양사고는 지속 발생할 수밖에 없다. 따라서 미 식별된 또는 새로운 위기요소의 식별은 해양사고 예방에 중요하다. 그리고 많은 나라에서 다양한 해양사고 분석 기법과 모델들을 사용하여 해양사고를 줄이기 위해 노력하고 있는데, 해양사고 모델 개발을 위해서는 앞으로 발생할 수 있는 위기요소들에 대한 식별 및 분류도 필요하다. 이 연구에서는 기존의 식별된 위기요소와 새로운 위기요소 식별에 관하여 기초 조사하였다.
