A Study on the Activities Priority and its Effects for Green Port Construction (그린포트 구축을 위한 활동 순위 및 효과분석에 관한 연구)

  • As the has been brought out in 1997, many ports pay attention to greenhouse gas emission reduction and try to develop the port as an Green Port. The purpose of this paper is to establish the activities priority for Green Port construction and analysis its efficiency for the port competition. First of all, the activities for Green Port is introduced and showed its characteristics. To analysis these effectiveness for Green Port, the questionnaire survey is done by considering the opinion of port specialists. And by using AHP analysis method, the priority between the port activities is obtained and its effect for Green Port is taken by considering port competitiveness.

The Evaluation of Location Competitiveness for International Logistics Center: Case of Northeast Asia

  • The expansion on the scale of international trade and rapid economic growth in Northeast Asia have caused intense competition among global companies for securing international logistics center in Northeast Asia. Analyzing location competitiveness for international logistics center in Northeast Asia, this paper aims to extract implications for enhancing locational competitiveness. Employing the relative importance among location selection factors extracted from AHP analysis in prior study, we evaluated the major five port-cities in Northeast Asia including Busan, Gwangyang, Shanghai, Qingdao and Tokyo. In the evaluations, Shanghai (3.926) ranked as the first, followed by Busan (3.859), Qingdao (3.555), Tokyo (3.013) and Gwangyang (2.915). Furthermore, the causal relationships between determinants for location choice decision (logistics factor, cost factor, market factor, service factor and environmental factor) and dependent variables (competitiveness of international logistics center, potentiality to growth, present intention to move into and future plan to move into) were analyzed to provide implications. Results provide useful insights for further improvements, and helps strategic agenda for future development of port-cities.

  • Vietnam's sea-port industry has experienced a significant development in recent years. Especially in Northern Vietnam, both the demand and supply of handling services for containerized cargoes have increased at a considerable rates. Accompany with such movement, the competition among container terminals in the area becomes fiercer. In this paper, Hierarchical Cluster Analysis is employed to classify all 11 container terminals in Northern Vietnam by collecting data concerning terminal competitiveness. After the classification, each group will be discussed in order to reveal more details about their competitive characteristics. The paper consists of five sections. Section 1 is the general introduction. Section 2 provides a general literature review about competitiveness and factors to evaluate competitiveness. Section 3 explains variables and methodology applied to do the analysis. Section 4 presents the results with linkage to the current condition. Section 5 summarizes the analysis results. It is shown that container terminals in Northern Vietnam should not only pay attention to their service qualities but also have to find out an appropriate mechanism to avoid unhealthy competition. The paper is expected to contribute a background for further researches in container terminals' competition in the region as well as hints for operators in planning and making decisions.

  • The main purpose of this study is to design the port marketing strategies for strengthening the competitive power of container terminal. So far many attempts have been made to analyze the international competitiveness of the terminal. Six factors hypothesized by this study come from previous research analyses about customers preference for port selection. Those are Cost Centrality and Intermediacy Free trade port Inland transportation connections Political and Economic institution and Port facilities. this study analyzes the most important factors about hob port and transhipment port separately through questionnaire analysis about users(shipper shipping company and freight forwarder) influencing on port selection.   • Busan North port is facing crisis due to the opening of the New port. The North Port and NewPort are competing for a limited volume of cargoes and this competition is leading after all to price competition, lowering cargo work fee that may result in the failure of both This paper proposed the balanced development plans, which are the strategies of business tie-up and activation between the North Port and NewPort by introducing the strategy of "co-opetition" and the analysis for the success factor of co-opetition: to solve this operational problems on Busan port. It is found out that activation strategy is more successful co-opetition strategy than business tie-up strategy. The execution for the two co-opetition strategies will lead Busan Port to the balanced development as well as the enhanced competitiveness and will leap Busan port into global hub port as well.

  • The current legislation of the Port Authority which empowers the central government to control finance, personnel management, business of the Port Authority should be amended to allow the Port Authority to exercise its authority over port management and operation by gaining authority from the central government. In addition, to enhance Busan port's competitiveness and for a successive activation of the Susan Port Authority, it is necessary for the BPA to develop its new business and for the Busan Metropolitan City to establish both the department of Port Logistics and relevant regulations. The central government should also support and cooperate with the BPA rather than controlling the Authority.

  • Korea is an import and export-oriented economy that relies on shipping transportation, and sea ports play an important role in national economic growth. To secure and maintain the competitiveness of these ports, hardware and software investments are required, but policy support can also be expected to have an effect. This study identified the irrationality of the system by exploratory analysis of the port facility fee discount system for Ulsan Port, an energy hub port, and suggested improvement measures to resolve it.This study analyzed the volume of Ulsan Port and the reduction of port facility usage fees for about 10 years and identified irrational factors that despite a special port for liquid cargo, a considerable reduction for container cargo is concentrated, and even because it was a passing ship, 100% reduction for entrance and clearance fees were provided to them, which could cause serious moral hazard.. As a way to improve the port facility charge discount system at Ulsan Port, this study proposed strengthening support for eco-friendly activities to support containers, adjusting the reduction rate for passing ships, or improving the reduction and exemption application process.

  • This study deals with legal issues and solutions for a successful management of the Busan Port Authority(BPA) and proposes Busan Metropolitan City Ordinance for the effectiveness of BPA because the role of BPA is to improve Busan regional economy and to strengthen the competitiveness of Busan Port. In order to prepare the ordinance, this paper suggests that the current legislation related to Port Authority(PA), which empowers central government to control the management of port, should be amended to strengthen the port autonomy by allowing PA and local government to control the management and operation on port independently and enabling the building of cooperative system from the City for BPA.

  • Purpose - Purpose of paper is to clarify this PPP((Public Private Partnerships)'s essence and advantages as well as disadvantages, and then it will take it out some conclusions and implication together. To do so, PPP should be examined carefully and then landlord port will be investigated in view of PPP, then, it will give some implications whether or not PPP is successful to apply more port in concern. Research Design, data, and methodology - The methodology that I take is to look into both PPPs and then to look intp landlord port in view of PPP. By doing so, it can be more understandable to PPP in port industry. Results - It can be found that landlord port system is more valuable and applicable instrument to adapt for port competitiveness and productivity, which leads to efficient port management. Conclusions - Landlord port system is an alternative instrument to be apply to port management in terms of PPP, and it has been justified that many worldclass port has taken this landlord port management system.
