압력센서를 이용한 수중항만공사 로봇의 실린더 변위 추정에 관한 연구 (Study on the estimation of the cylinder displacement of an underwater robot for harbor construction using a pressure sensor)

  • 수중 방파제 피복작업은 사석의 유실을 방지하기 위해 방파제 겉면에 2-3ton의 돌을 쌓는 작업으로 현재 잠수부에 의해 수작업으로 시공을 하고 있다. 수중에서의 사야문제와 작업의 특성상 잠수부의 육감에 의해 공사가 시행되며 작업 과정에서 산업재해가 빈번히 발생한다. 이러한 문제점을 해결하기 위해 본 논문에서는 수중 방파제 피복작업을 위한 수중항만공사 로봇을 개발하였다. 로봇의 유압 실린더 제어를 위해 위치 센서가 필요한데 기존 센서는 구동축에 부착되어 방수가 어렵고 건설현장에서 사용하기에는 내구성이 좋지 못하다. 하지만 압력센서는 유압라인상의 임의의 위치에 부착이 가능하므로 방수박스 내부에 설치할 수 있어 방수가 용이하고 내구성을 높일 수 있다. 따라서 본 논문에서는 압력센서를 이용하여 수중항만공사 로봇의 유압 실린더 변위를 간접적으로 측정하는 관측기를 설명한다.

  • Recently, construction projects are very complicated and diverse such as high-rise buildings and big bridges, etc. These complicated projects call for a system which can effectively generate productive ideas and activities. Value Engineering (V.E.) activity within construction projects is a necessity for systematic design management and to improve construction ability. This need in the construction industry has required a regular implementation of VE into construction projects. For this reason; America, South Korea, and some other nations have adopted VE applications which control the baseline investments of the construction projects. The process of VE activity is a preferred system and a reasonable alternative. In particular, idea generation within these projects is an important stage in the VE job plan. In this study, VE idea patterns are extracted through best practice analysis from VE cases of road construction projects. Next, we suggest an idea hierarchy model to be used in conjunction with VE idea patterns. This model is supported by reasonable idea generation in VE activity of construction projects. Finally, this model could possibly be the outcome of successful VE results.

부산.광양항의 예산배분과 정치적 변수에 대한 상관관계 분석 (Analysis of Correlation between the Budget Allocation to the Busan-Gwangyang Port and the Political Variables)

  • 한국 정부가 양항정책(two-port policy)으로 추진하고 있는 부산항과 광양항 개발에 대한 예산의 적정성을 놓고 갈수록 논란이 격화되고 있다. 이런 논란의 중심에는 항만개발이 경제적 논리보다는 대통령 선거, 국회의원 선거, 정권의 지역주의적 특성 등 정치적 논리에 따라 예산투입이 이루어졌다는 문제의식이 자리하고 있다. 선거와 정권의 특성 등 정치적 변수가 특정 항만개발을 위한 예산지출에 중대한 역할을 하였다는 것이다. 본 논문의 목적은 부산항과 광양항 개발 예산에 내재되어 있는 정치적 예산배분을 검증하기 위한 것이다. 부산항과 광양항 개발에 대한 정치적 예산 분석을 위한 정치변수로 선거와 정권을 선택하였다. 분석결과 부산항은 지방선거와 정(+)의 상관관계가 있었고, 광양항 예산은 대선과 상관관계가 존재한 것으로 나타났다. 또한 정권의 지역주의(regionalism)에 따른 항만개발예산의 지출은 이루어지지 않았다. 대신 정권이 표방한 국가의제(national agenda)가 항만개발예산의 집행과 밀접한 관련이 있음을 추론할 수 있다. '동북아 중심정책'을 국가의제로서 가장 적극적으로 추진한 노무현 정권과 전국 항만 및 부산항, 광양항의 상관관계는 비교적 높거나 매우 높은 수준으로 나타났다. 본 논문은 상관관계 분석을 통해 정치적 변수와 항만개발예산이 어떤 상관관계에 있는지를 확인하였으나, 국회의원 선거와 대통령 선거, 정권의 지역주의적 성격은 항만개발에 대한 정부의 의사결정과 계획수립, 사업착수 등에 대해서는 중대한 영향을 주었을 가능성이 높다. 향후 항만개발예산에 대한 심도 있는 계량분석과 함께 사업계획 수립, 공사착수 등 질적 변수를 대상으로 한 후속 연구가 필요할 것으로 본다.

  • The amount of the Korean export & import in 1987 reached $88.3 billion which was 1.75% of the total world trade and the proportion of foreign dependence to G.N.P was 74.5%. From these facts, we can infer that the development of national economy is largely dependent upon trade. Therefore the role of transportation, especially Ocean transportation, as a basis of economic development through trade is one of the main factors that can not be passed over. Here, We can define that a port as a subsystem of transportation determines the efficiency of the total transportation system. Thus, the purpose of this paper is to contribute in improvement of the efficiency in port, reinforcement of the international competitiveness for exporting goods by the analysis of the cargo handling charges. In order to do this, this paper deals the case of B.C.T.O.C. Furthermore, this study gives some important informations related to the level of tariffs for establishing an autonomous port administration. The Summary of the conclusions of this paper is as follows ; 1) The object of port administration in Korea has been emphasized on the maximization of efficiency in using the port facilities. Nowadays, however, it should be moved to a direction that port is operated under the compound aims considering the public interests and economy. 2) For a criterian of tariff calculation, A tariff system based on the cost accounting is desirable. In general it is recommended that the cost for construction, management, and operation of port is compensated by the revenue from port operation. Therefore, it is necessary for the administration bodies of each port to establish a tariff system on the basis of the independent profit system. 3) For the investigation of actors of tariff adjustment by the Break-even point analysis, (1) When we conducted the B.E.P analysis using total cost as cost term, we got 3.8% discount in tariff at 12% of target profit rate and 1.5% discount at 15% of rate. when we set the target profit rate as 17% we could have the proper tariff level. (2) When using operating cost as cost term, we got 13.1% discount in tariff at 12% of target profit rate and 10.9% discount at 15% of rate. When setting the target profit rat as 28%, we could have the proper tariff level. 4) Comparing with the tariffs of foreign ports for the basic terminal rate, The tariff level of B.C.T.O.C showed 33% of stevedoring charge and 80% of marshalling charge incurred at Kobe port. The comparison with Singapore port gave 50% of transhipment charge and 17% - 20 % of stevedoring charge. 5) We found that the financial structure of B.C.T.O.C was better than those of other companies and the worth fixed assets ratio was too low. The fact of low worth fixed assets ratio implies that the cargo handling facilities should be increased. Moreover, The return of assets for B.T.T.O.C was good but non-operating expenses were still contained too much in. Therefore, we think that it is necessary for B.C.T.O.C. to rationalize business management. Although the present cargo handing charge for B.C.T.O.C is a proper level in terms of a public corporation, for the final recommendation in connection to the results, It is required to take the rationalization process for business management.

계약의 반석과 법의 적용 (Construction of Contract and Application of Law)

  • When the breach of contract is at issue between the contracting parties, the decision of the contents of obligation has an important meaning. The contents of obligation is decided by the construction of cont-ract. Therefore, the construction of contract has very important meaning for the decision of the contents of obligation. And the Civil Law of Korea includes provisions to settle disputes related to contract, and most of these provisions have the nature of voluntary law. And when there is no intention of the contracting parties, or it is not clear, the voluntary law comes into application(Civil code art. 105). Ultimately, voluntary law not only becomes the standard of the construction of the contract, but also it is applied as the law to settle dispute. Thus, it needs to clear what is the relation between the construc-tion of contract and the application of law. Therefore, this paper aims to clarify the relationship between the construction of contract and the appli-cation of law.

  • 본 연구는 기존에 운영 중인 항만건설통합정보시스템의 활용성과 시스템 운영관리의 효율성을 높이기 위해 시스템을 통합화하였다. 도로와 항만 건설사업관리는 대상목적물만 다르고 기본적인 업무프로세스는 유사하다. 따라서 통합 개발기간을 단축하고 안정적으로 통합화하기 위해 항만건설통합정보시스템을 기존에 운영하고 있는 도로건설사업관리시스템으로 통합하는 방식으로 추진하였다. 도로건설사업관리시스템은 항만건설통합정보시스템보다 시스템 사용이 쉽고 편리하며 건설사업관리 업무프로세스 지원 및 관리기능이 안정적으로 설계되었다. 본 연구는 시스템 통합화 과정에서 겪었던 애로사항과 이를 해결하기 위한 방안을 제시하였다. 타 시스템을 통합화할 경우에 본 연구 결과를 활용한다면 반복적인 시행착오를 미연에 예방할 수 있을 것으로 사료된다.

  • 해상 구간에서의 선박 운항과 관련된 단위 비용이 선박 대형화에 비례하여 감소한다는 규모의 경제에 근거하여 최근 8,000 TED급 선박이 운항을 개시하였고, 10,000 TED급 이상 초대형선(mega ship)이 설계 단계에 있다. 본 연구에서는 운항비, 항만비용, 피더 비용 등에 대한 실증분석을 통하여 대형선의 기항지 축소에 따른 경제성을 분석한다.

한-EU 해상운송보안 제도 대응전략 비교연구 (South Korea and EU Practices for Maritime Transport and Port Security: A comparative Study on Attitude to respond)

  • According to the increasing attention to safety and security in maritime shipping, there are diverse security systems in international logistics activities. Although prior studies on maritime transport and port security reviewed security policy and practices in order to provide useful insights for strategic agenda, a few focused on attitude to respond it. Moreover, there are no prior study on a comparative study between continents. To tackle this, this paper compared confrontation attitude to maritime transport and port security between South Korea and European Union. Results identified that maritime shipping security incorporates container cargo security management, logistics security management, logistics security certificate system, and environmental impacts management caused by maritime shipping. Further, the comparison between two countries suggests that South Korea need to take more positive attitude to respond, such as investment in equipment and technologies for maritime shipping security, construction of comprehensive management system, political supports for logistics security, and training and education for safety and security. The results provide useful insights for strategic review of security systems in South Korea, and to help strategic agenda for future improvement.

부산신항 용원수로에서의 퇴적물 용출특성에 관한 연구 (A Study on Sediment Release Characteristics in Yongwon Channel, Busan New Port)

  • In Yongwon channel, its natural flow of seawater is blocked by the construction of Busan New Port including the container berth. The channel was transformed into a narrow and long one, where it is possible that ships are only allowed to pass through the north-side channel of Gyeonmado located at the point of river mouth to Songjeongcheon. In addition, Yongwon channel is approximately 100 m wide on average and 3,600 m long, and has the highest slenderness ratio (length/width = 36). So it is considered that the changes in the terrain characteristics of Yongwon channel is likely to alter the circulation of sea water, thereby changing its water quality. In this study, the bottom sediment were collected from the 48 points of the Yongwon channel and the long-term leaching characteristics were analyzed. Thus, changes in sediment and water quality were analyzed through the sediment release test to investigate the degree of contamination. The sediment release from the inside region was higher than the outer region, which is due to the pollutant that comes form the downtown area. The results of this study can be used to predict the water quality in the future and prepare the economically optimized countermeasures to improve the water quality of Yongwon channel, Busan New Port.

해양 매립 및 준설토 투기에 따른 부유사 확산의 시.공간적 특성에 관한 연구 (Temporal and Spatial Spreading Characteristic of Drift Soil due to the Reclamation in the Pusan Port)

  • In this study, the evaluation method of diffusion characteristics of Suspended Soli&SS) and the generation limit(source and thick) are investigated, which is significantly affecting on marine examined by construction works such as dredging and reclamation. Dispersion characteristics of SS is examined by hydraulic tests and numerical works in consideration with the Pusan Port. Hydraulic model test was performed in 2-D wave flume to find the limit wave conditon of re-suspension of solid as well as the time dependent characteristics of settlement The results obtainded in the study are as follows; 1) The quantituative evaluation af SS is the basic parameter of marine environmental impact assessment in related with the port development The SS increases as the water content of sea bed solid increases and the density decreases. 2) The sea bed solid in Sinsundai area, Pusan Port has the water content range of 83~157% 3) The ratio of suspension velocity against settlement velocity is about 0.25 and SS concentration converges as the wave heigh. 4) The SS increases 2 time when time step increases 3 time(10 sec to 30 sec) in numerical simulation It means that the effect of the time step should be checked in detail to stable. The diffusion The diffusion coefficient are Affiected senstively in the dispersion process while sea ved friction coefficinet have not strong relation in the simulated area
