근로빈곤층의 빈곤탈출 결정요인 연구 : 근로빈곤노동시장의 경로제약성을 중심으로 (The Determinants of Working Poor' Poverty-Exit Possibility : Path Dependency of Working Poor Labor Market)

  • 본 연구는 내부노동시장 및 외부노동시장과 분절된 근로빈곤노동시장의 경로제약성이 취업과 취업의 질에 누적적인 영향을 미쳐, 장기간 근로빈곤노동시장에 머물게 함으로써 근로빈곤탈출을 저해하는 악순환의 고리가 되는지 분석하였다. 자료는 한국노동패널 $3{\sim}7$차이고, 분석방법은 Markov 이행확률과 이산시간분석을 활용하였다. 분석결과 우리나라 노동시장은 내부노동시장과 외부노동시장 그리고 근로빈곤노동시장의 삼중 구조로 이루어져 있었다. 근로빈곤유형은 최근으로 올수록 취업빈곤층은 계속 감소하는 반면, 비경활 빈곤층은 점점 증가하여 근로빈곤층의 주된 유형이 되었다. 근본적으로 빈곤층에 대한 노동수요가 부족하며, 빈곤층의 취업자체를 저해하는 노동시장의 구조적 장벽이 존재함을 볼 수 있다. 회귀분석에서는 근로빈곤노동시장 참여기간이 길어질수록 근로빈곤 이탈률이 감소하였다. 이는 한번 근로빈곤노동시장에 편입되면 그 굴레를 벗어나지 못하고 근로빈곤노동시장 내에서 폐쇄적으로 이동하여, 다시 빈곤으로 연결되는 악순환을 보여주는 것이다. 따라서 적절한 근로조건을 보장하는 노동수요 활성화정책과, 근본적인 노동시장구조 개혁 및 빈곤층 노동에 대한 부정적 사회인식과 차별완화 정책이 필요하다.

도시 저소득층 생활안정 대책의 효과분석 (An analysis of the Impact of Policies Toward the Urbar Poor)

  • This paper empirically analyzes economic impacts of policy instruments and suggests policy alternations to improve the urban poor's alternatioes to improve the urban poor's standard of living in Korea. By estimating a joint decsim model of hours of work and housing demand utilizing a sample of 270 urban poor housholds, the study finds that the efects of policies dre diverse. The dncome subsidy to msst effectwe in increasing comsumption while the wage increase is least likely to decrease hours of work. Policy suggection are firstly that policies to ward the urban poor should hot be overlapping or contradictory, and secondly that the policies should be able to increase the poor's wage earning abiliby.

  • Over the past few years Korea has achieved rapid economic growth, while the deepening polarization of income has negatively affected Korea economy and society. It can be the reason of this negative effect on economy that the increased income by the economic growth has not been distributed socially, but overly focused on one part of social class. One of the important and powerful solution of social polarization could be the strengthening of the income distribution. In these circumstances, the social interest and discussion on the universal welfare system and on the basic income as the means of income redistribution have been increasing. In this study, a system dynamic analysis was conducted to find how an universal cash payment as basic income providing cash benefits impacts on the promotion of consumption in private sector, of local jobs and of local economic organizations. Recently, the poor energy consumption ability of energy poverty became one of the social problems. Also it was analysed how an energy payment-in-kind as basic income influences on the energy consumption of the region, the energy production capacity, the promotion of local energy. The universal cash payment and energy payment-in-kind as the basic income policy showed similar and positive effects on the local economy system and on the local energy system respectively.

Factors Impacting on Income Inequality in Vietnam: GMM Model Estimation

  • This article analyzes the factors affecting income inequality in Vietnam, with data from 63 provinces and cities collected from the Vietnam Household Living Standards Survey of the General Statistics Office of Vietnam from 2010 to 2018. The article will firstly build a research model to identify factors affecting income inequality. Then, it uses the Generalized Method of Moments (GMM) method to evaluate the effect of factors on income inequality in Vietnam. The empirical estimate result shows that, in the period from 2010 to 2018, the factors such as the proportion of the working employees, income per capita, and inflation have positive effects on the Gini coefficient. That is, when these factors increase, there will be negative effects on improving income inequality in Vietnam. Conversely, when the factors such as the proportion of the literate adults, the proportion of the urban population, and population density increase they will have a positive impact on improving income inequality in Vietnam during this period. The estimated coefficients satisfied the sign expectation except the proportion of the literate adults. It means that, in Vietnam, the increase and more equilibrium in educational attainment balance the distribution of income and bring an improvement in income inequality.

저소득계층의 정보불평등 해소를 위한 도서관서비스 관련 연구 (A Study on the Library Services for the Solution of the Information Inequality of the Low-Income People in Korea)

  • 본 연구에서는 문헌연구를 통해 저소득계층의 개념과 기준 및 유형에 관하여 살펴보고, 사례조사에 의해 저소득계층을 대상으로 한 국내 공공도서관 서비스의 현황을 파악하였다. 연구결과를 바탕으로 저소득계층에게 필요한 새로운 도서관서비스로 저소득계층의 디지털정보격차를 해소하기 위한 관련 프로그램의 시행과 저소득계층 성인 대상의 경제적 자립을 지원하는 취업 관련 프로그램 및 독서상담치료서비스의 도입을 제안하였다. 또한 저소득계층 대상 도서관서비스를 활성화시킬 수 있는 정책방안을 5가지로서 (1) 도서관법에서의 저소득계층의 개념과 기준 및 유형에 대한 명확한 규정, (2) 도서관발전종합계획에서의 저소득계층 대상 도서관서비스의 강화, (3) 국가차원의 저소득계층 및 도서관서비스에 대한 현황조사, (4) 저소득계층의 실제적인 특성 및 정보요구 파악, (5) 저소득계층의 다양한 유형별 맞춤형 도서관서비스 개발 및 운영을 제안하였다.

Households' Characteristics, Forest Resources Dependency and Forest Availability in Central Terai of Nepal

  • For centuries, forests have been a key component of rural livelihood. They are important both socially and economically in Nepal. Firewood and fodder are the basic forest products that are extracted daily or weekly basis in most of the rural areas in Nepal. In this study, a field survey of 100 households was conducted to examine the degree of forest dependency and forest resource availability, households' livelihood strategy and their relationship with forest dependency in Chitwan, Nepal. A household' response indexes were constructed, Gini coefficient, Head Count Poverty Index (HCI) and Poverty Gap Index (PGI) were calculated and one way ANOVA test was also performed for data analysis. Data revealed that 82/81% of all households were constantly used forest for firewood and fodder collection respectively while 42% of households were used forest or forest fringe for grazing. The Forest Product Availability Indexes (FPAI) showed a sharp decline of forest resources from 0.781 to 0.308 for a 20-yr time horizon while timber wood was noticeably lowered than the other products. Yet, about 33% of households were below the poverty threshold line with 0.0945 PGI. Income distribution among the household showed a lower Gini coefficient 0.25 than 0.37 of landholdings size. However, mean income was significantly varies with F-statistics=246.348 at P=0.05 between income groups (rich, medium and poor). The extraction of firewood, fodder and other forest products were significantly different between the income group with F-statistics=16.480, 19.930, 29.956 at P=0.05 respectively. Similarly, landholdings size and education were also significantly different between the income groups with F-statistics=4.333, 5.981 at P=0.05 respectively. These findings suggested that income status of households was the major indicator of forest dependency while poor and medium groups were highly dependent on the forests for firewood, fodder and other products. Forest dependency still remains high and the availability of forest products that can be extracted from the remaining forestlands is decreasing. The high dependency of households on forest coupled with other socioeconomic attributes like education, poverty, small landholders and so on were possibly caused the forest degradation in Chitwan.Therefore, policy must be directed towards the poor livelihood supporting agenda that may enhance the financial conditions of rural households while it could reduce the degree of forest dependency inspired with other income generating activities in due course.

Forest income and inequality in Kampong Thom province, Cambodia: Gini decomposition analysis

  • This study analyzed the distribution of forest income and other variable sources of rural household income and considered their importance for the reduction of income inequality and poverty. We employed Gini decomposition to measure the contribution of forest income and other sources of income to income equality and assess whether they were inequality-increasing or inequality-decreasing in the 14 villages. The forest income Gini correlation with total income was very high, $R_k=0.6960$, and the forest income share of total rural household income was 35% ($S_k=0.3570$). If the income earned from forest activities was removed, the Gini index would increase by 10.3%. Thus, if people could not access forest resources because of vast deforestation, perhaps from the limitations of government-managed forestry, unplanned clearing of forest land for agriculture or the granting of ELCs, there would be an increase in income inequality and poverty among rural households. The findings suggest that policy makers should look beyond agriculture for rural development, as forest resources provide meaningful subsistence income and perhaps contribute to both preventing and reducing poverty and inequality in rural communities. The study found that non-farm activities were inequality-increasing sources of income. The share of non-farm income to the total rural household income was $S_k=0.1290$ and the Gini index of non-farm income was very high, $G_k=0.8780$, compared with forest and farm income. This disagrees with other studies which have reported that non-farm income was inequality-decreasing for the rural poor.

Current Status of Knowledge, Attitude and Practice (KAP) and Screening for Cervical Cancer in Countries at Different Levels of Development

  • Cancer of the uterine cervix is a worldwide menace taking innumerable womens' lives. The literature is vast and a large number of studies have been conducted in this field. Analyses have shown significant differences exist in terms of screening and HPV testing facilities among high income and low to middle income countries. In addition, acute lack of awareness and knowledge among the concerned population is particularly noted in rural areas of the low income countries. A detailed review of Indian case studies revealed that early age of marriage and childbirth, multiparity, poor personal hygiene and low socio-economic status among others are the principal risk factors for this disease. This review concludes that a two pronged strategy involving strong government and NGO action is necessary to minimize the occurrence of cervical cancer especially in low and medium income countries.

Physical and Mental Health Differential by Income Level Amongst the Divorced: A Focus on Midlife Divorce

  • The purpose of this study was to analyze the differences in the health status of the divorced population according to their income status and to explain the social mechanisms. By analyzing 287 midlife men and women divorced within the last 5 years, we found a strong inverse relationship between their health and income status: the low-income divorced group was more liable to depression and poor physical health. Lack of social connections and having less hope for remarriage after getting a divorce were main factors explaining health vulnerability of the low income group among divorced. Further details have been discussed.

  • 본 연구는 우리나라에서 근로빈곤을 발생 확대시키는 사회구조적 요인들을 실증하고자 하는 것이 연구목적이다. 1982년부터 2004년까지의 통계청 <도시가계조사> 원자료를 활용했고, 거시경제 환경, 노동시장, 분배제도 등 사회구조적 요인들에 대한 시계열 자료를 이용한 다중회귀분석을 실시했다. 성장론자들의 주장과는 달리 경제성장은 근로빈곤층 규모 변화에 정적인 영향을 미치는 것으로 나타났고, 성장기에는 경제성장의 낙리효과(trickle down effect)가 존재하나 포드주의 이후에는 단절된 것으로 확인됐다. 사회복지지출은 근로빈곤을 완화하는데 효과가 없었다. 최근 미국식 자본주의 모델을 도입한 결과 소득분배가 악화되고 고용의 질이 후퇴하고 근로빈곤이 확대돼 왔고, 제도 간 비정합성이 표출돼 사회경제적 지속성에 의문이 제기되고 있는 만큼, 한국형 사회적 시장경제모델로의 전환을 모색해 안정적이고 지속가능한 모델을 구현해야 한다.
