In Korea, the major source of serious air pollution is motor vehicles. Air pollution from vehicles has been annually increased. Then the government will try to control the vehicle emission by applying the effective emission management policy for the manufactured and in-used car. It is necessary to correctly calculate the emission factor for successful propulsion of the vehicle emission control policy. In this study, correlation analysis of exhaust emissions from vehicles between CVS-75 mode and Korea mode was conducted. A total of 25 light-duty buses were tested on the chassis dynamometer system in order to measure CO, HC, NOx PM and fuel efficiency (F.E.). For the test modes, 10 different Korea modes and CVS-75 mode were used. As the result of correlation analysis between those modes, most of the correlation coefficients were higher than 0.90. On the basis of high correlation between those modes, correction factors by driving conditions were estimated. Through the results of this study, we obtained essential basic data to correct difference from those modes.
The Government had devised legislation of Special Act and drew up guidelines for improving air quality in Seoul Metropolitan area. In 2007 local government of Seoul, Incheon and Gyeonggi conducted the results of application policy by reduced air pollutants emission for the first time. Although there was reduction of air pollutant emission in each local government, it was ineffective as expected using air pollution monitoring database. Therefore we worked out a way to prepare modeling input data using the results of enforcement plan. And we simulated surface $NO_2$ and PM10 before and after decrease in air pollutants emission and examine reduction effects of air pollution according to enforcement regulation except other influence, by using MM5-SMOKE-CMAQ system. Each local government calculated the amount of emission reduction under application policy, and we developed to prepare input data so as to apply to SMOKE system using emission reduction of enforcement plan. Distribution factor of emission reduction were classified into detailed source and fuel codes using code mapping method in order to allocate the decreased emission. The code mapping method also included a way to allocate spatial distribution by CAPSS distribution. According to predicted result using the reduction of NOx emission, $NO_2$ concentration was decreased from 19.1 ppb to 18.0 ppb in Seoul. In Gyeonggi and Incheon $NO^2$ concentrations were down to 0.65 ppb and 0.68 ppb after application of enforcement plan. PM10 concentration was reduced from 18.2 ${\mu}g/m^3$ to 17.5 ${\mu}g/m^3$ in Seoul. In Gyeonggi PM10 concentration was down to 0.51 ${\mu}g/m^3$ and in Incheon PM10 concentration was decreased about 0.47 ${\mu}g/m^3$ which was the lower concentration than any other cities.
Purpose - As the severity of air pollution caused by the shipping industry is becoming evident, port authorities have started making efforts to reduce air pollutants. Considering the limitations of the currently implemented emission-control area (ECA) and vessel-speed reduction program (VSRP), which are narrow in the designation range and navigation behavior of ships, this study proposes an emission-control route (ECR) that can complement the aforementioned two environmental policies. Design/methodology - This study was conducted on Korea-China trade service routes (ports of call) of regular liners. This study employed vessel-specific data, which is from an automatic identification system (AIS), for 1,728 maritime transportations performed by 387 container vessels during one year (July 1, 2021, to June 30, 2022). Performing a scenario analysis, this study analyzed the effectiveness of reduced air-pollutant emissions. Findings - This study found that the implementation of ECRs could increase average voyage time by 12.38%-25.28% but reduced air-pollutant emissions by 29.02%-43.54%. Additionally, the increase in average voyage times reduces the anchorage time of ships outside ports, providing an incentive for ship operators to voluntarily participate in compliance with regulations, thereby contributing to the establishment of a virtuous cycle of air-environmental policies related to ships. Originality/value - This study aims to verify the policy effectiveness by designing an ECR scope for liner trade routes between Korea and China. Therefore, originality and the value of this study includes conceptualizing the ECR system, analyzing its environmental performance, and exploring new policies that can be implemented while complementing existing policies.
Pollution emissions from international shipping and port activities have a significant impact on public health and global climate changes. The purpose of this paper is to review the status of pollution mitigation measures implemented to date in port industry and find out some implications for Korean ports. For this aim, the clean air strategies of the world major ports including six USA ports (Los Angeles/Long Beach, Now York/New Jersey, and Seattle and Tacoma), two European ports (Rotterdam and Gothenburg) and Busan Port were considered. Various measures to reduce emission from ports are evaluated by sectors-ocean going vessels, cargo handling equipments, truck and rail-, on the basis of categories such as reduction control technologies, operational changes and market-based measures. The policy implications of this paper are as follows. First, Clean Air Act Plans of Korean ports are required as soon as possible. Second, integrated approach is required to reduce emission effectively. Finally, the effect of port-related emission reduction can be maximized when various measures are conducted on a regional basis including neighboring ports. Furthermore, regional or global-based approach is useful to guarantee the level playing field among ports.

Generally, air pollutant emission at workplace is estimated by two methods: indirect methods using emission factors and direct methods based on CEMS (Continuous Emission Monitoring System). CAPSS (Clean Air Policy Support System) is a representative indirect method and the national air pollutant database of Korea. However, characteristics of some workplaces may create a gap between CAPSS and CEMS data. For improving of emission data accuracy, emission data of CEMS (named CleanSYS) equipped at 138 target workplaces were compared with those of CAPSS. As a result, $SO_x$ and $PM_{10}$ emission levels obtained by CAPSS were lower than those of CleanSYS. $SO_x$ and $PM_{10}$emission ratios were 61.5% and 71.2% lower respectively, showing the biggest gaps. On the other hand, $NO_x$ emission of CAPSS was higher by 10.4%. $SO_x$ showed the biggest difference in 'Energy industry combustion' and $NO_x$ did in 'Production Process' within the SCC category. $PM_{10}$ presented a large gap in 'Manufacturing industry combustion.' The differences in $SO_x$ between the two systems occurred because some large-size facilities lack pollution controllers or efficient pollution controllers. Based on this study, CAPSS emission database of Korea will improve accuracy through adopting CEMS emission system, which enables more efficient national atmospheric policies and workplace management.
This paper asks the question: what choice of environmental policy instruments is efficient to reduce sulfur dioxide from stationary sources\ulcorner: In Korea, command and control has been a common way of controlling $SO_2-emissions.$ When compared to the non-incentive environmental policy instrument such as command and control, economic incentive environmental policy instrument has been the advantage of making polluter himself flexibly deals with in marginal abatement cost to develop environmental technology in the long view. Therefore, the application possibility of the incentive environmental policy instrument was studied in this research to realize the countermeasure for controlling of $SO_2-emissions.$ As a result, enforcement of the countermeasure such as flue gas desulfurizer by command and control would be suitable because power generation is performed by the public or for the public in source of air pollution and thus, economic principle is not applied to the polluter. In the source of industrial pollution, enforcement of fuel tax is found to be suitable for the countermeasure for the use of low sulfur oil in terms of the flexibility of demand for the price in the long tenn. For the permissible air pollution standards applicable to all air pollutant emitting facilities, enforcement of incentive environmental policy such as bubble, off-set, banking policy or tradeable emission penn its would be ideal in long terms according to the regional characteristics and the number and scale of air pollutant emitting facilities.

Since many previous studies reported the health effect of air pollution and indicated traffic as a major pollution source, significant policy efforts have been made to control traffic to reduce air pollution. However, there have been few studies that evaluated such policy implementation. In Seoul, Korea, the exclusive median bus lane system was implemented in 2004, and the metropolitan government applied air pollution reduction policies such as conversion of diesel buses to compressed natural gas buses and installation of emission control devices. This paper aimed to investigate the impact of the exclusive median bus lane system on air pollution reduction. Using hourly concentrations of particulate matter ($PM_{10}$) and nitrogen dioxide ($NO_2$) measured at 131 regulatory monitoring sites in Seoul and Gyeonggi-do for 2001-2014, we calculated annual and daily average concentrations at each site. We assessed the impact of the policy using differences-in-differences analysis by annual and daily average models after adjusting for geographic and/or meteorological variables. This method divides population into treatment and control groups with and without policy application, and compares the difference between the two time periods before and after the policy implementation in the treatment group with the difference in the control group. We classified all monitoring sites into treatment and control groups using two definitions: 1) Seoul vs. Gyeonggi-do; 2) within vs. outside 300 meters from the median bus lane. Pre- and post-policy periods were defined as 2001-2005 and 2006-2014, and 2004 and 2014 in the annual and daily models, respectively. The decrease in $PM_{10}$ concentrations between the two periods across monitoring sites in the treatment group was larger by $1.73-5.88{\mu}g/m^3$ than in the control group. $NO_2$ also showed the decrease without statistical significance. Our findings suggest that an efficient public transport policy combined with pollution abatement policies can contribute to reduction in air pollution.
Recently, labor unions' active participation in social issues is drawing people's attention as their concerns are expanding from the conventional wage raise and employment to others such as the environment and poverty eradication. This derives from the notion that a trade union with bargaining power is also an economic agent responsible and able to take a positive role in social issues. This paper explains through a micro economic analysis model that labor union movements can also contribute to social issues such as the global environment. Based on the international oligopoly trade theory, the study analyzes the principal-agent model whereby firms and labor unions pursue their strategic choices based on their interest and influence the implementation of regulatory policies on pollution emission. The analysis confirmed that labor unions' bargaining power and international cooperation are influential in alleviating global pollution emission and in improving social welfare. This conclusion could be presented as a basis for arguing for and requesting the participation and cooperation of labor unions to solve environmental problems discussed at WILL 2006.
A worldwide trend of permitting system for industrial installation to achieve a high level of protection of the environment has been moved from single media to multimedia in approach. The Council of the European Community issued the Directive 96/61/EC, the IPPC Directive, concerning integrated pollution prevention and control in 1996. The IPPC Directive is one of the most ambitious legal measures that the European Union (EU) has initiated with a view to applying the prevention principle for industrial activities. The IPPC aims to achieve the integrated prevention and reduction of environmental pollution emitted by those industrial installations with a higher potential of emissions to the environment. Organization for Economic Cooperation and Development (OECD) recommended on Environmental Performance Reviews of Korea in 2006 that IPPC permitting concept should be considered for large stationary sources at the national and regional levels. Any Korean law doesn't provide for integrated pollution control with a single process covering all pollution from economic activities. However, one exception might be the "environmentally-friendly companies" certification scheme, introduced in 1995, in which participants agree to meet targets beyond the legal emission limit values in exchange for government technical and financial support to operate environmental management systems. The other exception might be Environmental impact assessment (EIA) of projects, in 1977, which has been strengthened and reinforced to be more preventive through development of the prior environmental review system (PERS) in 1999. The aim of this work is to introduce the contents of IPPC Directive at the viewpoint of Korea policy and to survey the integrated approaching concept of Environmentally-Friendly Companies (EFC) Certification Scheme and EIA policy of Korea. The study will be helpful in the future to prepare the infrastructure of integrated permitting system and to enforce the integrated permit which the authorities of local government issues on industrial activities. It can be said that the data calculated through both EFC Certification Scheme and EIA will be discussed as worthful information to determine Korean BAT reference notes for integrated permitting process.
Korea has experienced dramatic development and has become highly industrialized and urbanized during the past 40 years, which has resulted in rapid economic growth. Due to the industrialization and urbanization, however, air pollutant emission sources have increased substantially. Rapid increases in emission sources have caused Korea to suffer from serious air pollution. An air pollutant emissions inventory is one set of essential data to help policymakers understand the current status of air pollution levels, to establish air pollution control policies and to analyze the impacts of implementation of policies, as well as for air quality studies. To accurately and realistically estimate administrative district level air pollutant emissions of Korea, we developed a Korean Emissions Inventory System named the Clean Air Policy Support System (CAPSS). In CAPSS, emissions sources are classified into four levels. Emission factors for each classification category are collected from various domestic and international research reports, and the CAPSS utilizes various national, regional and local level statistical data, compiled by approximately 150 Korean organizations. In this paper, we introduced for the first time, a Korean national emissions inventory system and release Korea's official 2007 air pollutant emissions for five regulated air pollutants.
