This paper has dealt with the efficiency of maritime safety administrative system in the APEC region. under the hypothesis that officient maritime safety and marine environment. Many factors affect administrative structures, which generate various types of administration. The factors include social, economical and political factors. Further, the addition of historical factors to these factors makes it tougher to draw out an optimal model for maritime safety administration. In this regard, the result of this study will be within the extent of volition capable of accepting it under the existing maritime safety administration system. The result of the study to help APEC member states(economies) to compare their own system with those of other economies and finally to help to improve their maritime safety administrative structure for safer shipping.

The purpose of this study is to examine the development of the pharmaceutical distribution industry. The pharmaceutical industry is are expected to suffer a heavy blow when the Free Trade Agreement (FTA) is introduced, despite its best efforts. Therefore, adequate solutions must be found. Section II introduces the Korean pharmaceutical distribution system and its current situation; Section III explores the distribution system's strengths and weaknesses. Section IV, identifies the problem and possible solutions for the Korean pharmaceutical distribution system; Section V summarizes and concludes this paper and acknowledges its limitations. Finally, this paper has a clear limitation. The lack of objective information and scientific analysis due to the data being based on interviews with company representatives is its most significant shortcoming. However, it offers implications for new directions for future research.

During the last half a century the Korean rural society have experienced drastic changes : the retreat of Japan from the colonial interference and suppression in 1945, the Korean war and disorder in the 1950s, the implementation of the first and second five-year economic development plans in the 1960s, the ambitious implementation of the new village movement called Saemaul Undong to modernize the traditionally stagnant rural village in the 1970s, and socioeconomic and political turmoil in the 1980s. In this complex process of change the rural health care system in Korea was grdually reformed. This paper reviews the socioeconomic change and the basis of the changing structure of the health care system in rural Korea, on the basis of the existing literature and secondary data. Thus this is not a research paper but a review article in its nature. After reviewing the past and present situation, the directions and strategies for the reformation of the rural health care system are suggested.

The recent global financial crisis has highlighted the importance of international monetary and financial system reform. The current system is deemed to be no longer adequate to meet the needs of a complex, integrated world economy. With regards to the reform of the international monetary system, there have been various proposals both in demand and supply sides. These include proposals to build a stronger global financial safety net, to diversify the supply of international reserve currency and so on. These proposals face trade-offs between desirability and political feasibility. Given this situation, a practical transition would be to strengthen policy coordination among the major economies and to reform the International Monetary Fund. The success on both fronts depends heavily on global economic governance reform and the role of the G20. Increased status and representation of Asian countries in the G20 give both privileges and responsibilities to Asians. To meet these responsibilities, Asians should put forth greater efforts to develop their intellectual leadership in global economic issues through creating new forum and institutions.

IT companies make a lot of efforts for sharing and utilizing of experiences of their members and transforming them into the organizational knowledge as a competitive core. But they face a dilemma that they have to spend time and financial resource to perform activities around knowledge management for the long-term gains, while carrying field-works for making short-term profits. As an initial attempt to tackle this managerial problem, this paper try to investigate the mechanism of knowledge management in a small IT company in Korea with a synthetic view-point using system dynamics simulation model. It depicts the dynamic behaviors of knowledge management and presents some findings of political leverage. Although it has to be replenished further, the scheme for the dynamism of knowledge management and the findings presented in the paper could be useful for the decision makers particularly of knowledge-intensive organizations

The study of public health systems is an important, but very difficult task. The concept and functions of public health systems are influenced by the views, interests, and influence of the various stakeholders belonging to public health systems and broader social, economic, political, and environmental sectors. To define public health system with conceptual clarification, we must take into account the dynamic and complex aspect of the public health system. This paper reviews health systems and public health systems literature to suggest the concept, goals, and functions of public health systems. In addition, this paper recognizes some challenges, such as leadership and management, resource development, economic support, and service delivery to strengthen public health systems for improving health and well-being of population.

National libraries are responsible for acquiring and conserving copies of all significant publications and digital information published or produced in the country. To accomplish this, the library director should perform these duties based on professionalism in the library and information system. Nevertheless, the former directors of the National Library of Korea did not have professional knowledge nor management careers in the library and information system field. This paper suggests various ways to strengthen and ensure the professionalism of the national library director in terms of an open position system, executive agency system, political appointees, and special incorporation.

Demand for the highly efficient and high performance urban energy supply system having been continuously increased according to the rise of quality of life and continuously increased energy cost all over the world. The district heating and cooling system is very effective way for energy saving, cost reduction, and demand side management of energy. There are several district cooling supply technologies such as chilled water direct transportation, installation of absorption type chiller in the user side, and desiccant cooling. This study investigates the advantage and technical problems of each district cooling technology. Also, it is necessary political and financial support system for the extension of district cooling system.

The purpose of the study is to prospect the application of knowledge awareness system in the use of the digital textbook which is one of the main educational political projects based on the exploration of the awareness theory for the computer-supported collaborative learning. To do this, first, knowledge awareness theory for computer-supported collaborative learning (CSCL) as a rationale for digital textbook which supports the collaborative learning was introduced. Second, three functionalities of knowledge awareness systems were extracted by analyzing the representative knowledge awareness tools of CSCL environment. Third, application prospects of knowledge awareness system toward the development and utilization of digital textbook were presented. The paper suggested the need of more researches such as the prototype development of digital textbook which applies the knowledge awareness system's functionalities and empirical researches which examine their effectiveness and efficiency.

The issue of increasing the number of physicians is emerging. Because the physician workforce is a critical component of the health care system, and substantial costs are involved in training personnel, a cautious approach is required. The demand to increase the number of physicians is based on the contention that there are difficulties in accessing essential health services and the need to prepare for future demands such as fostering physician-scientists. However, simply increasing the number of physicians is not an appropriate approach to address these demands, especially considering that the effects of such an increase will appear 10 years later. Moreover, it is concerned that the current argument for increasing the physician workforce is intertwined with political interests. When considering the impact on the health care system, decisions regarding the expansion of the physician workforce should be based on evidence. Additionally, rather than temporarily responding to social issues, it is expected that a governance system will be established to continuously discuss and decide on fostering medical personnel.
