Terrorism is the use of violence, especially murder and bombing, in order to achieve political aim or to force a government to do something. Nowadays, instrument of mass destruction are smaller, cheaper, and more readily available. Cellular phones were used as timers in the attacks in Madrid last March. Hijacking an airplane is relatively inexpensive. Finally, the information revolution provides inexpensive means of communication and organization that allow groups once restricted to local and national police jurisdictions to become global. Al Qaeda is said to have established a network in fifty or more countries. These technological and ideological trends increased both the lethality and the difficulty of managing terrorism. Because of the unprecedented scale of Al Qaeda's attacks, the focus is properly on Islamic extremists. But it would be a mistake to limit our concern solely to Islamic terrorists, for that would ignore the way that technology is putting into the hands of deviant groups and individuals' destructive capabilities that were once limited primarily to governments and armies.

As information and communication technology advances driving the rapid evolution of e-commerce and e-business becomes on effective marketing means for both business and institutions, the industry deals with these changes and has a profound, positive impact on production and operations management. But the construction industry falls behind compared with other industries in productivity, informationalization, automatization and globalization. Especially even though the informationalization is inevitable in any developing society, a number of construction industries can hardly cope with it properly. As the construction industry gets informationalized and advanced, the introduction of PMIS (Project Management Information System) is making progress actively for the effective construction project control and productivity improvement in construction. With the government officials' political promotion and the rising desire for construction informationalization of enterprises, many are attempting to develop integrated systems or to replace a previous system with a more advanced alternative. Construction Industry, however, has the peculiar properties that the period for the completion of construction is limited and on top of that, most of its data processing systems are seen as being an early stage in the design of management information systems. As a result, there are extremely few applications in the construction industry. In this paper, we propose the PMIS system based on new model 4CM that improves on previous models.
Traction battery chargers are an integral part of the required charging infrastructure. EV charging systems are continuing to improve in design. The newer types are affecting power quality to a much lesser extent. High efficiency battery chargers are being designed and produced which form little or no harmonic distortion. In addition chargers are becoming smaller and lighter. This is due mainly to the fact that there are improvements in the power electronics industry, especially with respected to IGBTs. Lower costs are achieved by the reduction in price of the IGBTs, standard magnetic material and small cores for inductors and transformers. But electric vehicles occupy a relatively small market niche at present. Therefore with already existing power supply networks, establishment of EV infrastructure can safeguard the service value of present vehicle as well as ensure the ability to charge a significant number of such vehicle. In this paper, we surveyed the update charging technologies according to the conductive charging, inductive charging and fast charging. Then we suggested cost-optimized charging infrastructure in consideration of the economical, political and technical standpoint.
Singapore, an island republic of over 5 million inhabitants, has 3.1 million workers. Most are employed in the service, finance and tourist/transport industry. Significant numbers work in manufacturing, construction and heavy industry. Following a series of construction and shipyard accidents with multiple deaths in 2004, the government announced its intention to reduce workplace fatalities from 4.9 to 2.5 per 100,000 by 2015. There was strong political will to achieve this target. The strategic approaches were to build workplace safety and health (WSH) capabilities; implement legislative changes with enforcement; promote benefits of WSH and recognize best practices, and enhance partnership with stakeholders. The anticipated outcomes were to reduce workplace fatality and injury rates; have WSH as an integral part of business; and establish a progressive and pervasive WSH culture. With these measures, the workplace fatality rate declined from 4.9/100,000 in 2004, to 2.2/100,000 in 2010. However, other confounding factors could also account for this decline, and have to be considered. The next target, announced by Singapore's Prime Minister in 2008, is to further reduce the workplace fatality rate to 1.8/100,000 by 2018, and to have "one of the best workplace safety records in the world".
Purpose - This article accentuates that there is pervasive corruption in the supply chain and procurement of goods and services in the South African public sector, particularly in the local sphere of government. Consequently, the poor and the indigents who are supposed to receive quality services are affected. Therefore, the article emphasizes the need to strengthen compliance in the supply chain and procurement processes in order to combat corruption. Research design, data, and methodology - This article extensively utilized qualitative literature review approach to address and solve the problem of endemic corruption in the supply chain and procurement being perpetrated by local government officials. Results - The synthesis shows that by strengthening compliance of supply chain and procurement strategies, measures and frameworks, the likelihood of corruption will be drastically reduced if not totally eradicated. It demonstrates that the poor and the indigents who are supposed to receive quality services are being denied due to corruption. It also shows that failure to comply should result to enforcement of punitive sanctions against perpetrators. Conclusions - This study indicates that effective and efficient implementation of supply chain and procurement strategies, measures and frameworks are panacea for curbing corruption in South Africa public sector especially at the local sphere of government.

E-commerce development led to the explosion of online payment. Consumers have many choices when deciding on the online payment method for each transaction. Using a combination of both qualitative and quantitative methods with the help of SPSS AMOS version 22.0, the article explores the factors that influence consumers' online payment method decision behavior in Vietnam. Research results show that awareness of usefulness, awareness of risk, awareness of trust, awareness ease of use, product uncertainly perception and perceived behavioral control have effects on the behavior of deciding on online payment methods. Awareness of risk has the strongest negative impact on online payment method decision behavior and awareness of usefulness has the strongest positive impact on online payment method decision behavior. Based on these important results, the article proposes a number of implications: (i) continuing to invest and upgrade modern technology to ensure customer information absolutely confidential; (ii) converting all ATM cards on the market to EMV chip standard card technology; (iii) improving service activities, quickly handle things to create confidence for customers; (iv) credit institutions operating in the field of online payment linked to e-commerce sites, supermarkets, convenience stores, restaurants must ask partners to increase transparency for the products.

Number portability facilitates that a customer can keep their phone number when changing from one network operator to another. There are three types of NP, that is the operator portability, the service portability and the location portability. Political regulation is required, because number portability induces the transfer of benefits from suppliers to customers and activate the competition among firms. In this paper, we will examin the domestic trends of number portability and analysis the effort of number portability on the competition among firms.
Purpose: This study was done to learn from the development of rural health nursing in developed countries. Method: A literature search was done using keywords such as "rural and nursing" or "rural and health" from the database CHINAL and website of institutions related to rural health and nursing. Results: In Australia, the type of rural health institution was categorized according to the population size and nursing service was done differently according to area. It is unique to Canada to have the Canadian Association of Rural and Remote Nursing, which published the survey report "the Nature of Nursing Practice in Rural and Remote Canada". In the U.S., the role of nurse practitioners in rural communities was relatively well developed and a diverse nursing care model was demonstrated. To improve health care access in rural communities, financial and political support by the governments has been part of long-term plans in the three countries. Conclusion: It is very informative to identity the difference and similarity in rural health nursing in three developed countries. For the future development of Korean rural nursing, suggestion can be made in terms of research, education and policy development.
Objectives: The purpose of this study was to identify the health promotion activities of the elderly Korean aged 65 or older and to examine the related factors associated with the health promotion activities. Methods: Data were obtained from 2008 Social Statistics Survey of Korea National Statistical Office of 6,207 people aged 65 or older. We measured the socio-demographic characteristics, physical health status, social health status, and health promotion activities. Statistical analyses were employed through the $X^2$-test and Odds ratio using Logit Model. Results: In our study, health promotion activity practice rates were varied among the socio-demographic characteristics, physical and social health status. Our findings also support that better socio-demographic and physical health status explain the higher practice rates of health promotion activities. In addition, the higher social health status was associated with better practice rates of health promotion activities. Conclusion: We found that the health promotion activities of the elderly could be encouraged by better socio-demographic status and physical and social health status. To better accomplish the health promotion for the elderly in our community, policy-makers should need careful political deliberation for executing health promotion services considering the distinctions of programme and target groups.
