In recent years, the busan port is now facing a serious crisis. Exterally, though worldwide economics depression is a serious factor, cuttthroat competition between north port and new port since new port open lead to decrease terminal profitability and busan port image. The essential cause is crowed with terminal operators. therefore, This paper empirically analyze the container terminal integration factor solving busan port problem affecting the competitiveness performance. According to research results, integration between operators will be to acomplish global terminal, and so, contribute to increase service power, port productivity, cargoes and to be hub-port at the north-east asia. These results show political suggestions for importance of repid integration to improve busan port's competitiveness.

Due to global population growth and urbanization, water problems are expected to increase in severity. In response to this expectation, Smart Water Management that refers to implement intelligent water information systems by IT convergence is considered a new paradigm. In this paper, we try to study the Smart Water policy, especially Smart Water Grid, and technology development trends in major countries. On the basis of results from the comparative analysis with Smart Grid in power sector, we evaluate political. legal, economic and technological feasibility related with the Smart Water Grid. In the conclusion, we suggest some strategic recommendations for the promotion of the Smart Water Grid.

For the high-tech war military need the transition about science and technology from the whole society. In the context of above the development of military leadership are suggested as follows. First, the development of military control leadership must besought to the context of cooperation between government and military. Government must provide the system to strengthen military professionals in the process of policy-making about national security Second, military leadership must embody the important social values through the advanced military making, Third, military leadership must provide the adaptability to the society through the military education of their soldiers Forth, military leadership must be contributed to the social integration and to the growing up individual soldiers like their socialization and their achievement. Five, an important subject of military leadership is the creation of desirable military culture through the harmony of social culture and military culture.

Recognizing the contemporary critical situation of local newspapers in Korea, the present study purposed to consider plans to overcome such a crisis from various aspects and examine the possibility to implement the plans. Specific research question was plans to promote local newspapers on political and legislative dimension. The result of this study proved that the issue of activating local press must be discussed basically in conjunction with the implications and functions of power decentralization. This study also considered the opinion that so-called structural problems, which cannot be tackled by local newspaper, must be intervened in by the government on the dimension of promoting local newspapers politically and legislatively. In particular, the meaning of this study lies in that it was focused on supporting methods to prepare a bill for the special law of local newspaper promotion support, and proposed specific and practical plans.

The purpose of this paper is to derive fuel mix of electricity generating system with the lowest cost considering energy security and climate change mitigations as the target of energy policy. Energy Security Price Index(ESPI), based on the measure of market concentration in fossil fuel market and political risk of exporting countries, is chosen to assess the level of energy security. The methodology of Energy Conservation Supply Curve(CSC) is applied to fuel mix to meet the carbon emission mitigation through increasing the alternatives participation and introduction of new technologies. These also represent an improvement on the level of energy security, having the complementarity between two objectives. The alternative measure for improving energy security is exploration and production(E&P) of fossil fuel for energy sufficiency. Fuel mix of electricity generating system to achieve certain objectives in 2020 can be derived with the lowest cost considering energy security and carbon emission mitigations.

Recent globalization and de-industrialization have caused intensive competition among places; hence, cities worldwide are pursuing regeneration and enhanced competitiveness through cultural strategies. Focusing on the cultural strategies of local cities in Japan, this paper reveals that the concept of "being-a-region" is key to cultural strategies, and explores what logic is inherent in such regional developments. Since the period of rapid economic growth, Japanese local cities have played the role of "Furusato(home) for Japanese." With the recent decentralization, "being-a-region" is now emerging as a powerful discourse for the cultural strategies of local cities. This idea of "being-a-region" can be largely defined as a region's special character or even an existential sense of place, but in fact it is political relationships among agencies that define the region. "Being a region" in Japan appears to extend to "being a nation." Thus, it would be necessary to focus on the power relationships that surround the concept of "being a region" when we deal with the meaning of region in relationships to cultural strategies of local cities.

The Chinese urge for the imperial power is a major threat to the today's peaceful international order. The today's terrorism is a multi-dimensional security matter in that national independence, political and economic discrimination, non-state terrorism, and the hegemony competition among superpowers are intricately interrelated. Country images of Korea and Japan based on economic development, education level, goods' quality, R&D, political democratization and quality of life, perceived by Chinese university students in Beijing, Shanghai and Shandong province of chinese emerging markets as the representative of a potential buying power group, are surveyed, which, then are used to study how the perceived country images effect on their purchasing intention for Korean and Japanese products, such as, foods, cars, fashions, music CDs, electronic products and living goods. The study shows that, in chinese emerging markets, country image affects on the purchase intention of each products differently. The country image of Korea was less influential than that of Japan on the Chines students' purchasing intention for the goods other than the electronic goods. Despite the small number of the sample, this study showed the importance of country image in the in chinese emerging markets and suggested the need for both the government and private sector to take a strategy to enhance the country image by finding the relation between the elements of country image and the intention to purchase certain product.

This research reviews the education welfare priority support project and analyzes its policy from the welfare-state perspective. This study evaluates the policy contents, overall procedures, and the changes in the perspectives of the project in accordance with the political power changes in the government, and illuminates future directions. For this, the research infers desirable typology of the welfare state, and analogizes the budget, the target population, key issues and delivery systems of the education welfare priority support project. Education welfare priority support project still remains to follow a selective and hierarchical business format, despite the legally stated initiatives, growing budget, and the expansion of the operation which has been governed by the policy makers. Particularly, the state of this project, and examine whether or not it has been distorted by the governmental emphasis on the educational outcomes and performance should continuously be examined as a future direction of the research. Finally, the study suggests several recommendations for the desirable anchorage of the project within the framework of being a prospective welfare state.
