A Study on Homogeneous Clothing Culture surrounding Bering Strait -Between Northwestern Alaska and Northeastern Siberia - (베링(Bering) 해협 연안 지역의 복식의 동질성에 관한 연구 -Alaska 서북 지역과 Siberia 동북지역을 중심으로-)

  • Deprivation of means to study the cultures and history of the natives of Bering Strait in their own lands, gives us and especially U. S. A. and Russia-where the objective regions of this study is pertained to-the great suffering of intellectual and aesthetic losses. Throughout 20th century, as political and economic forces prevailed, it became increasingly difficult for both Natives and outsiders to see this region as having common past. In such difficult circumstances, United Nations Council for Environmental Development held at Rio de Janeiro, Brasil in June, 1992 started out to give obligations to present environmental future. With such trend getting stronger and being in demand, this study is also focussed on coincides with such environmental matters and differs from man centered western civilization which ruled th environment rather than to harmonize with it. Through the studies of fashions and cultural materials of this region, it was able to identify the great similarities between Northwestern Alaska and Northeastern Siberia. Especially in the clothing materials of this region\`s toy dolls, it was possible to confirm that both side of Bering Strait possessed similar culture. Although both side had similar environment, in the past its peoples began to be seen as separated and alienated aligned only with their current political state-Russia and U. S. A. Through this study, it was able to see diversity of the peoples and thir languages but also close cultural and historical ties that link them very closely together. This study verified such similarities and common characteristics through close examination of Native clothing and decorations and other traditions of Siberian Natives such as Yupik, Chukchi, Koryak, Even, Amur River peoples and Nivkh; and Alaskan Natives such as Inupiag, Yupik, Alutiig, Aleut, Athapaskan, and Tlingit.

A Study on the Social Network Characteristics in Press Organizations of Korea (국내 언론사 조직에 내재한 사회적 네트워크 특성 연구 -국민정부에서 실용정부까지 신문사와 방송사 조직에서의 밀도 및 위치 분석을 중심으로)

  • This study analyzes the characteristics, implications, and problems of Social Network of Press Organizations from the Kim Dae-jung administration to the Lee Myung-bak administration in Korea. For analyzing these issues, this study attempts to investigate the traits of social network structure based on the density analysis, distribution character analysis and correspondence analysis in each and among regimes. To answer these questions, this study utilizes human relationship data which related to personal network aspects (place of birth, affiliated college) and expertise aspects (types of major field), and which data has been gathered from the biographical web-site of Press Organizations in Korea. The results showed that the membership format of each Press Organizations depends on the connection with political environment directly and indirectly. Especially, the network traits of Broadcasting Press Organizations stands out a place of birth aspect. This findings indicate that the broadcasting policy reality that the path of decision making is connected with the political environment is more effective.

A Policy-study on the Promotion of Environmental Cooperation in Northeastern Asia (동북아시아 환경협력 촉진에 관한 정책연구)

  • This research reviews the current state of the environmental problems in Northeastern Asia and emphasizes the necessity of building a sustainable regime of multilateral environmental cooperation. The Process and problems of multilateral environmental cooperation system are briefly discussed. This research stresses the importance of contractual environment that enhances the level of enforcement of international environmental agreement. Within the contractual environment, international regimes can support the parties of conference to build up administrative capacity and scientific technology to cope with transborder pollution problems. Some policy proposals such as cooperation among central governments and local governments, and the participation of NGOs are suggested.

  • Environmental issues are increasingly important in consumer decision-making. This paper focuses on the consumer's role in consumption process-purchase, use, and disposal, which has significant environmental consequences. And this paper discusses several approaches to motivate consumer's awareness and responsibility for the environment and further his/her lifestyle change. The Green Consumer should be able to consider the implications of his/her lifestyle choices as well as his/her purchase, use, and disposal decisions. Consumer education and various consumer movements for environment preservation should keep the goal in perspective, which is not only to motivate consumer's long-term behavior change but also to consign his/her buying power and political power to help make changes where he/she really counts.

  • The IPCC's standing on the anthropogenic warming is discussed in this article. The differences between the climate alarmist and skeptics have been addressed in terms of scientific and policy stand point of view. The political and economical significances of climate change have been discussed, too. Although atmospheric temperature and rainfall precipitation are two most important factors in the climate change, most of the recent attentions have drawn on mainly temperature and $CO_2$ issue. In spite of argues on the uncertainty in anthropogenic warming related to $CO_2$, the inevitable climate change should correspondingly change the humanity in near feature.

Study on Identifying the Key Factors for the Decision of Necessity for the Performance Improvement of Naval Ship (함정 성능개량 소요판단에 필요한 요소 식별 연구)

  • The purpose of this study is finding the key factors for navy to determine the necessity of naval ship PIP(Performance Improvement Program) against the altered battle field environment and politics. Recently, leading countries try to cope actively with the changing international circumstances and technology development trend in the commercial industry. In the case of domestic situation, based on the regulation, it is possible to modify the ship configurations by PIP, but there are not enough criteria and references to make a decision of necessity for the PIP program considering the naval ship acquisition planning by navy. It is necessary to acquire the obvious decision criteria for determination of PIP commencement, by the operational, political and security environment around the Korean peninsula. Considering these conditions, this study proposes the factors necessary for naval ship PIP for navy.

A Study on Validity of New Mobile Policies in Korea

  • The world mobile service is growing sharply and became bigger market than wired. So it is very needed to find the political way to promote mobile industry. The United States government recently decided to introduce new mobile policies for promoting mobile industry. Until now the telecommunications policies of the United States have affected policy developments for many countries including Korea. In this context, we studied the validity of introducing new mobile policies of the United States in Korea. We found that new mobile policies can cause the change of mobile market environment; mobile market power will be dispersed from network to content, application and devise, and new mobile market environment where consumers freely select and use network as well as content, application and devise will be made. Also we found empirically that if new policies are introduced in Korea, mobile industry will be promoted as Korean consumers use mobile services and goods quite actively in new mobile market. We think our results provide reasonable evidence to introduce new mobile policies in Korea.

  • The Korea urbanization has been accelerated without regard to regional traits and the environment. Most of rural areas have been overurbanized with proper and long term plan. Especially the case of Yongin-community which is located 50km south of Seoul reveals a typical wrong urbanization policy. Evidence of such wrong policy is proved by this study for last three decades(1970-2000) in political economic approach with special reference to the Manuel Castells' theory. The study concludes that urbanization with no proper development plan is mostly vulnerable and wasteful. And the environment is once spoiled, it is almost impossible to recover, so it is necessary for us long term and proper plan before development.

  • Environmental issues are currently in the forefront of the political and economic area both globaly and nationally. In the all spheres of socio-economic development and policy, it is suggested that there are need, to measure environmental impacts and to produce and disseminate environmental statistics systematically for environmentally sound and sustainable development. Specially, because environmental statistics encompass a wide spectrum of sectors from the natural to the social sciences and are dispersed among various agencies, an organized approach and compilation methods in complicated fields such as environment are required. This article includes the methodology on the framework for development of environmental statistics to advance korean environmental statistics.

Long-term Sulfur Emissions and Environmental Kuznets Curves: Comparison and Implications

  • The environmental Kuznets curve hypothesis assumes an inverted U-shaped relationship between environmental damage and income, and such curves have been used to study how economic growth affects the environment. In this study, we analyzed data for gross domestic product (GDP) per capita and for sulfur emissions in the industrialized countries of the United Kingdom, United States of America, and Japan, as well as data for the developing country of China, to determine the relationship between emissions and income in these countries. Attempts by these countries' governments to incorporate environmental policy considerations into the income-environment relationship were also examined. The potential role of the environmental Kuznets curve as a policy tool was investigated. We determined that, at least in the case of sulfur emissions, policies and institutions significantly reduced environmental degradation in the industrialized countries studied. Furthermore, the environmental Kuznets curve can reliably predict the future relationship between environmental impact and GDP for developing countries.
