인도네시아의 국가철학과 이에 대한 시대적 해석: 국민윤리 교육을 중심으로 (Indonesia's State Ideology and Its Interpretations across Orders: Based on the Analysis of Citizenship Education)

  • 본 논문은 인도네시아 공화국 성립 이후부터 현재에 이르기까지의 국민윤리교육의 목표 및 정치문화 변동을 알아보기 위해 작성되었다. 수카르노와 수하르토 정권은 국가철학인 빤짜실라(Pancasila)를 교육의 철학적 기반으로 삼아 자유주의를 거부하고 공동체주의적 시민관을 강조하였다. 빤짜실라의 담론을 통한 국민윤리교육은 강도 높게 대중을 억압하기 위한 목적의 정치교육이라 할 수 있다. 이후 자유민주주의 시대에 본격적으로 민주국민윤리교육이 실시되기 시작하였는데, 이 교육에서는 대폭 확대된 시민의 권리, 활발한 대중의 정치 참여, 민주시민 및 세계 시민으로서의 역할과 의무에 대해 다루고 있다. 그러나 여전히 빤짜실라는 자유민주주의와 더불어 국민윤리교육을 지지하는 주요한 교육의 철학적 기반의 하나로 기능하고 있는데, 이것은 세계화와 지방분권화 추세 속에서 빤짜실라의 담론을 통하여 공동체주의를 함양하여 지나친 자유주의로 인해 발생할 수 있는 로칼 권력과 세계경제의 무책임하고 비민주적 행태를 조정하기 위한 목적으로 분석된다.

  • 최근 세계 주요 국가들의 정부 리더들은 현대 사회는 그 사회가 창의성을 얼마만큼 육성하고 가치있게 여기는지에 따라 흥망이 결정된다고 주장한다. 이 연구는 중국의 직업교육 발전과 관련된 현황을 분석해 그 문제를 개선하기 위한 대안을 모색하는데 목적을 두고 있다. 이를 위해 중국 직업교육 발전 체제, 중국 건국 후 발전, 반전현황과 문제에 대해 전면적으로 고찰하고 분석하였다. 중국은 현대적인 시장경제채제가 아직 완전히 정립되지 못하고 있다. 계획경제체제하에서 기업은 국가의 행정 부속물이었고 기업이 실행하는 것은 사회적이고 정치적인 생산기능이었으며 정치적인 윤리가 기타 모든 윤리를 우선했다. 1996년 중국은 <직업교육법>을 공포하여 정책상 기술직업교육의 중요성을 인식하였고, 또 앞에서 살펴본 바와 같이 최근 직업교육의 규모를 급속히 확대하였으며, 직업교육의 운영수준도 상당히 제고시켰다. 그러나 중국의 직업교육은 조항의 분할 - 통일적 기획의 부족 등으로 인하여 교육자원이 합리적으로 운영되지 못하고 있는 점이 발견되고 있다.

'일대일로' 연선국가의 국가 리스크가 중국 해외직접투자에 미치는 영향 (Impact of Country Risks in Countries along the 'One Belt and One Road' on China's Overseas Direct Investment)

  • After 'Zhou Chuchu (走出去, Go global)' in the early 2000s, and with the 'One-to-One Road' initiative in 2012, China's Overseas Foreign Direct Investment (OFDI) has increased significantly, resulting in high academic interest. The purpose of this study is to analyze the impact of national risks of home country on China's OFDI by using data from 49 countries along the 'One-to-One Road' between 2007 and 2018, and to compare the factors of national risks that attract investment from the world. As a result of the study, market economy companies' perceptions of national risks are mostly negative, so risk acts as a deterrent to investment. On the other hand, national risks of home countries have had positive effects on China's OFDI, which would mean that Chinese investors, mostly state-owned enterprises have a high tendency to invest in regions or countries with high national risks. Other economic factors, such as the size of the investment partner country's market, GNI per capita, and trade openness, had a positive (+) effect, and natural resources had a negative (-) effect on China's OFDI. As dummy variables, FTA, which is an economic and diplomatic factor, SCO, which is a political and diplomatic factor, and bordering which is a geographical factor, were also found to have a positive (+) effect. This study implies the investment pattern of China's OFDI is due to the characteristics of China's unique geopolitical and economic system, and it is judged to be influenced by political and strategic factors, especially the aspects led by state-owned enterprises.

  • 자본주의 사회의 공간구조를 파악하기 위해서는 경제적, 사회적, 그리고 정치적 구 조에 대한 이해가 불가피하다. 내적인 경제, 사회, 정치 현상은 공간구조에 외적으로 그대로 반영되고 있으며, 표면적으로 드러난 공간구조 현상을 설명하기 위해서는 그것에 영향을 주 는 여러 과정들을 구조적으로 파악해야 한다. 자본주의 국가에서 국가는 직.간접으로 공간 경제에 작용하고 지역 불균등 발전에 일조하고 있다. 본 연구에서는 다음과 같은 문제점들 을 제기하고자 한다. 첫째, 경제구조에서의 국가의 역할은 무엇이고 국가 자체가 안고 있는 문제점은 무엇인가\ulcorner 둘째, 공간구조에서의 국가의 역할은 무엇인가\ulcorner 그리고 셋째, 공간형성 에 있어서 가장 직접적으로 영향을 미치고 있는 도시정부를 비롯한 지방정부에서의 도시개 발이나 지역개발정책들은 어떻게 형성되고, 그러한 정책들이 공간에 미치는 영향은 무엇인 가\ulcorner 자본주의 국가의 본질을 파악하기 위하여 국가이론에 관한 여러 쟁점들을 검토하여 보 고, 미국을 사례로 조절론자들의 논의를 배경으로 국가정책과 관련한 도시정책 변화와 그에 따른 도시 및 지역의 불균등 발전을 역사적으로 살펴보고자 하는 것이 본 연구의 목적이다.

The Evolution of Green Growth Policy: An Unwelcome Intrusion on Global Environmental Governance?

  • The notion of green growth emerged in 2009. Since then, policy makers and practitioners have largely adopted the term. Although rather intermittently, there have been academic observations on green growth, with the term often being cited as a paradigm and a policy guide for generating new sources of growth. The most important reasons for the surge in green growth today as a new trend and an international agenda item are the rather unsatisfactory results and pitfalls of sustainable development, which has failed at promoting a tangible international environmental principle or a concrete policy framework. Green growth has been proposed as an alternative simultaneously to foster the dynamics of global environmental governance and to reinvigorate the world economy. This study examines to what extent green growth plays a complementary role in existing global environmental governance. Available evidence provides reasonable grounds for arguing that a positive outcome may well be expected from the evolution of green growth architecture and followed by practical policies. It became a global agenda out of a few influential national governments' control. However, decision makers in the leading countries, both developed and developing must be willing to continue implementing what has been discussed and agreed thus far, beyond changes in political leadership and administrations.

군산항만의 발전전략에 관한 연구-대 중국교역을 중심으로- (A Study on Development Strategies for Kunsan Port : Focused on trade with China)

  • The establishment of the WTO system means that the global age of trade has officially arrived. Since the integration of the world economy brings about the free movement of goods and services between nations, it is inevitable that sea-bound freight will continue to increase. A recent World Bank report says that China and Korea will be the first and seventh largest economic Powers, respectively, by the year 2020. In particular, the Korea peninsula has a geo-political advantage in being developed as a major Northeast Asian container center. Moreover China's swift uprising needs new order of trade for economy belt in Northeast Asia. Therefore, it can be said that Kunsan Port. which has already been designated as a free trade zone, has greater potential to rise as a regional beach-head port and main region for foreign investment. As such. Kunsan Port will play a major role in accelerating the emergence of the West Sea in international trade. There are several strategies for developing Kunsan Port into a central container port: 1) develop Kunsan port Into an import/export front base f3r multinational corporations, 2) develop Kunsan container port into the core composite container-linked central port, 3) attract foreign investment to the Kunsan Free Trade Area so as to promote balanced development among the regions of Korea, 4) support the central government and local governments to accelerate the coming of the "West Sea Era." These recommendations call for urgent implementation.

  • This paper, we argue that sector in terms of the creative industries the need to the institutional settle of the rent-a-driver business; the industry could create more than 200,000 jobs, the effect is to bring out the about 4 trillion underground economy and Can be interpreted industry, which contributes to reduce social costs, ranging from 1.7 trillion won to 5.7 trillion per year. Through institutionalization of policy should support. Observation and in-depth interviews were conducted with the law and the president of the rent-a-driver business company. The operating system should be improved. the rent-a-driver business, for the formulation of the work ethic and education is desperately needed. The effect socio-economic contribution effect of the rent-a-driver business industry can be summarized as follows. First, it is an industry that has an operating system utilizing state-of-the-art technology and equipment, and the convergence of creative industries to comply with the market. Second, the effect appears as an industry that creates jobs for the populace to replace the social security system, social safety net is considered as an industry. Third, this is an industry that can be self-reliant in the short term at least political support, the industry is considered in the industry to maximize the effectiveness and efficiency of the support policy.

An Analysis of Vietnamese Bank Productivity Change in the Time of Restructuring

  • Commercial banks play an important role as the main source of funding in the transition process of Vietnam as a market economy. As a result, enhancing the efficiency and productivity of Vietnamese banks can decrease the lending cost for individuals and enterprises. This study is to measure and analyze the productivity change of Vietnamese banking system in different ownership cohorts and sources of this change during the period of restructuring (2011-2019). The Hicks-Moorsteen total factor productivity index is utilised to measure the productivity change and to identify the sources of this change. For an empirical analysis, the data of 28 Vietnamese commercial banks from 2011 to 2018 is collected from their financial statements including balance sheets and income statements. The results show an increase of Vietnamese bank productivity due to the technological progress. While foreign and joint-venture banks are the most advanced cohort, state-owned banks have the lowest rate of productivity growth. The restructuring program negatively impacts scale efficiency and this measure attributes to a decline in the overall efficiency of the banks. We also found that state-owned commercial banks are the most efficient group in the sense that they can achieve the maximal level of revenue from a given amount of expense.

Factors Affecting Satisfaction of Customers' Savings Deposit in the Context of COVID-19: Evidence from Vietnamese Commercial Banks

  • Credit capital from customers' savings deposit (CSD) of banks has an important meaning in the business activities of the banking industry. There are many factors that influence the CSD satisfaction with banks. Certain changes have been made when there are fluctuations due to COVID-19. The article is based on an analysis assessing the factors that influence the CSD satisfaction of Vietnamese commercial banks in the context of COVID-19. The authors use a sample of 1,639 CSD. The results show that there are three variables that positively affect CSD satisfaction, including legal provisions of the Central bank (Legal), policies and mechanisms of commercial banks (Policy), and products of commercial banks (Product). Accordingly, in order to contribute to strengthening this capital mobilization of savings deposit, the Central bank of Vietnam needs to play a pivotal role in the regulations of the banking system to ensure its stability; control well monetary policy, interest rates, and inflation to keep a stable position in the economy; and provide timely financial support packages to enhance the confidence of CSD. Moreover, Vietnamese commercial banks need flexible policies and mechanisms to stimulate CSD; strengthen support on deposit rates for CSD; and diversify products to easily adapt to each CSD's situation.

  • 본 연구는 글로벌 금융위기로 인해 발생한 국내 경기침체에 따른 범정부적 민생안정 대책의 일환으로 일자리를 통해 취약 계층의 생계를 지원하고 어려운 지역상권의 소득을 증대시켜 지역경제 활성화를 도모하기 위하여 시행하는 정부 정책 중에 하나인 상품권 발행(온누리, 희망근로, 지역상품권)이 보다 효율적이고도 적절한 정책적 운영이 가능하도록 하는데 초점을 맞추고자 한다. 특히, 지역상권의 대다수를 차지하고 있는 전통시장을 포함한 중소유통업자들에 대한 단기 처방전이 아닌 지역상권의 경쟁력 제고의 방안으로 연결될 수 있는 단초를 제공하고자 한다. 이를 통하여 국내 중소유통업을 영위하는 중소상인의 삶의 질 향상과 지역 활성화 제고방안을 연구한다.
