  • This study centers on how the electronic democracy which is expected to be a political system of information society may increase civic participation and develop political system. On the other hand, critics of internet voting claim that the technology required to properly authenticate voters and assure the accuracy and integrity of the election system either does not exist or is not widespread enough in society to be equitable and effective. In order to capture the potential that this new technology offers, it must be implemented correctly, upon a well-conceived framework of standards and procedures. At the same time, government must seek the advice of industry leaders as well as social activists so as to avoid the many obstacles that will undoubtedly arise.

  • Tolerance education must be based on the fact that tolerance like democracy cannot be achieved once and for all. Students must learn to constantly watch political and cultural processes for negative developments. Tolerance for others' values and behaviour can be learnt by studying previous historiographical views. The basic attitude to be learnt is repect for other cultures - within one's own culture as well as foreign cultures.

  • The Korean state evolved as a distinct entity in a region of major power convergence and conflict. All states, as human constructions, seek sovereignty and life security of their subjects/citizens, and are rotted in organic society. In the Republic of Korea, constitutional order has provided a framework for political action and a succession of regimes - authoritarianism, military dictatorship, and constitutional democracy. Since 1960 two paradigms have undergone a cycle of growth and decline, and a third, since the 2016 candlelight demonstrations in Gwanghwamun, may be the beginnning of a third generation paradigm - populist constitutionalism.

Comparison of the Democratic Concepts of the People in Mainland China and Taiwan: Support and Understanding

  • Through an empirical comparative analysis, we found that people in mainland China and Taiwan demonstrate strong similarities in their support for democracy, based on democratic suitability, efficiency, preference, and priority. There are also differences in beliefs about democratic values. Compared to people in mainland China, the Taiwanese have a deeper and more widely shared belief in the principles of participation and pluralism, while the differences between their beliefs in the principles of equality, freedom, and checks and balances are narrow. Furthermore, people in mainland China and Taiwan have a strong similarity in their understanding of democracy, that is, they all present a mixed democratic understanding based on substantive bias. Overall, although the differences between mainland China and Taiwan's democratic practices are reflected in the level of value identification from the perspective of democratic support and democratic understanding, the popular democratic political culture in mainland China and Taiwan still has a relatively broad consensus. Thus, the integration and development of cross-strait relations not only has an increasingly profound social and economic foundation but also considerable consensus and mass support on the political and cultural level.

김대중·노무현 정부 복지국가 성격에 관한 연구 : 국민건강보험 정책결정과정에서의 시민참여를 중심으로 (The Study on the Nature of the Welfare State under the Kim Dae Jung and Roh Moo Hyun Regime: Focusing on Civic Participation in the Policy Decision Making Procedure for the National Health Insurance)

  • 본 논문은 건강보험정책결정과정에서의 참여민주주의를 중심으로 김대중·노무현 정부 복지국가 성격을 연구하였다. 참여민주주의는 한국 민주주의의 질적 발전 보다는 외환위기 이후 자본주의 구조조정을 위한 정치적 정당성 확보 전략에 의해 도입되었다. 따라서 참여민주주의가 복지국가 발전의 한 지표인 보장성강화를 획득해내는데 긍정적인 역할을 하였음에도 불구하고 신자유주의적 이념 추구, 국가재정책임성 미약, 정책결정과정에 가입자의 실질적인 참여 배제로 2007년 보장성강화정책은 결국 실패로 돌아가게 되었다. 과거 복지제도와 마찬가지로 김대중·노무현 정부 참여민주주의제도도 정치적 정당성 확보를 위해 도입되었으나 경제성장우선이데올로기의 제약하에서 운영되었다고 볼 수 있다. 그러나 참여민주주의제도는 '서비스'가 아닌 '권력'형태의 제도라는 점, 참여민주주의제도로 인한 권력의 부여가 보장성 강화요구를 통해 복지국가 발전에 긍정적인 역할을 하였다는 사실로 미루어 볼 때 김대중·노무현 정부가 과거 복지국가와는 차별적이다.

인민주권론의 관점에서 본 중국 협상민주주의(协商民主) (Consultative Democracy in Contemporary China: From a Perspective of Popular Sovereignty)

  • The Chinese Communist Party's 'with-Chinese-characteristics' discourse proclaims its superiority in reflecting people's genuine needs without poisonous partisan politics, as in Western democracies. The Party's Consultative Democracy is key to this superiority. To evaluate Consultative Democracy in Contemporary China from a perspective of popular sovereignty, which is the essential purpose of every kinds of democracy, this research looks into Consultative Democracy from two dimensions: theoretical dimension and institutional dimension. Theoretically, CCP's Consultative Democracy seeks its theoretical sources from their traditional thought as well as from Marxism, and especially emphasizes CCP's leadership to fulfill the consultation results. And through the analysis of various field investigations, we find that there are some prominent problems in grass-roots society's institutional mechanism for Consultative Democracy, such as insufficient connection between institutional innovation and existing legal system, inefficient consultation, insufficient representation of consultative subjects and weak motive force for sustainable development. By legitimizing certain groups or individuals as representatives in their consultative process, CCP can be de-legitimize by containing, dividing or denouncing others so that critics can be co-opted, neutralized or isolated. The CCP's consultative and representational processes are different from taking policy inputs as dialogue or negotiation as in democracies, it is a dynamic, largely one-way process of enforcement and direction with a clear political agenda: maintaining Party hegemony.

  • 숙의 민주주의의 이론적 전통은 롤즈를 중심으로 한 자유주의적 접근과 하버마스를 중심으로 한 비판이론적 접근으로 대별될 수 있다. 이 논문의 목적은 롤즈와 하버마스의 숙의 민주주의 이론체계를 상호 비교함으로써 숙의 민주주의 이론체계가 지니는 학문적 의의를 구체화시키는 것이다. 롤즈는 종교적, 철학적, 도덕적 신념으로 이질화된 사회에서 사회의 기본적 운영원리에 대해 시민들이 어떻게 합의에 도달할 수 있는지를 보여주고자 한다. 하바마스는 체계와 생활세계를 매개하는 공론 영역의 개념을 중심개념으로 상정하여, 시민사회의 정치적 역량이 공론영역을 활성화시키는데 가장 중요한 자원임을 강조한다. 언론현상에 대한 롤즈는 시인들의 자율적 정치참여의 조건으로서 정치적 언론의 자유에 대한 보다 엄격한 보장을 강조한다. 반면 하버마스는 공론영역에서 분출되는 시인들의 의지를 증폭시키는 언론의 역할에 기대를 걸고 있다.

동남아시아의 민주화 이후 '개발'과 '인권'의 갈등적 공존: 시민사회의 시각 (The Confrontational Co-existence of Development and Human Rights after Democratic Transition in Southeast Asia: A Civil Society Perspective)

  • Bring this analysis down to people-centered development perspective and looking through democratization in the Philippines, Thailand and Indonesia, we find similarities and differences among them related with the intensity of conflicts between development and human rights in the process of democratization in line with global transformation. Civil society in the Philippines criticized the developmental path in the Philippines which failed to implement land reform and eradication of poverty under the transition from 'patrimonial oligarchy' to democracy. In Thailand the coalition of military and the royalists had consolidated its power since Sarit military regime, which later paved the way 'hybrid oligarchy' era. Most Thai civil society organizations has regarded their developmental experience rather as 'maldevelopment' which disregarded economic and social rights. It has been especially believed by Thai localists that the stimulation of local markets and the building of autonomic community society will form the alternative economy without going against the conservative banner of nation, religion and king. Thaksin as a populist successfully took advantage of Thai localist ethos in favour of taking the seat of power. He projected himself as a modernizer focused on economic growth and cleaner politics. However Thaksin's procedural legitimacy was overthrown by counterattacking from military-royalist alliance, pretexting that Thaksin caused internal conflicts and lacked morality. Soeharto's New Order regime which can be called 'administrative oligarchy' had an antipathy towards notions of economic and social rights as well as civil and political rights. In spite of the fact that the fall of Soeharto opened the political space for democratic civil society organizations which had long struggled with development aggression and human rights abuses, there have been continuously a strong political and military reaction against human rights activists, NGOs and ethnic minorities such as Aceh and Papua. Nevertheless, Indonesian democracy is more promising than Philippine's and Thai democracy in terms of comparatively less pre-modern legacies.
