Measuring Operational Efficiency of Korean Online Game Companies with DEA Window Analysis (DEA Window 분석을 이용한 국내 온라인 게임 기업의 운영 효율성 평가)

  • This paper measures the operational efficiency of domestic online game companies and analyze its trends and patterns by using data envelopment analysis (DEA). DEA is a non-parametric approach to measuring the relative efficiency of decision-making units (DMUs) with multiple inputs and outputs. 14 online game companies are selected as DMUs and three inputs (number of employees, capital and asset) and three outputs (sales, operating profit and net profit) are selected as DEA variables. First, the output-oriented BCC model and super-efficiency model are employed to measure the static operational efficiency of the online game companies from 2003 to 2012. We also conduct the dynamic analysis with DEA window model to capture the trends of their operational efficiency influenced by internal and external environmental changes. The results are expected to provide fruitful implications for strategic decision making of online game companies and policy making for the online game industry.

Policy-making Process in Basic Science Adapting Multiple Streams Model : Case Study for International Science Business Belt (다중흐름모델을 적용한 기초과학정책 결정과정 분석 : 국제과학비즈니스벨트 사례)

  • This study analyzed the policy decision process of the International Science Business Belt (ISBB) applying multiple stream model combining Kingdon (2013) and Howlett et al. (2014) models. We looked at what socio-political factors influenced the process and sought to find ways to promote the project of ISBB and the policy of basic science in the future. As a concrete analysis, the policy decision process was divided into policy, policy formation, and implementation policy, and the streams of problem, process, policy and politics, policy window, and policy participant were used as variables. As a result of the analysis, the stream of politics and the role of the policy-entrepreneur played an important role in the policy decision process. Politicians and government officials were more involved than the scientists.

Collaborative and Participatory Model for Urban Forest Management: Case study of Daejisan in Korea

  • Citizen's involvement in forest decision-making is recently acknowledged as a potential solution to forest management conflicts. Through participation, affected citizens become a part of the decision-making process. This paper focuses on the use of collaborative and participatory model(CPM) for urban forest management. The model, which is exemplified by the Daejisan case in Yongin-si, Gyeonggi-do, Korea, utilizes the collaborative decision-making structure and the gradual level of resident participation in urban forest management. As a result, the committee in the model contributed to building partnerships among different interest groups and then to constructing environmentally compatible urban park. Furthermore, an improvement in the levels of resident participation was manifested in the process. These characteristics of CPM can encourage participation and cooperation among stakeholders and ultimately contribute to realizing sustainable urban forest management.

A DEA-Based Portfolio Model for Performance Management of Online Games (DEA 기반 온라인 게임 성과 관리 포트폴리오 모형)

  • This paper proposes a strategic portfolio model for managing performance of online games. The portfolio matrix is composed of two dimensions: financial performance and non-financial performance. Financial performance is measured by the conventional measure, average revenue per user (ARPU). In terms of non-financial performance, five non-financial key performance indicators (KPIs) that have been widely used in the online game industry are utilized: RU (Register User), VU (Visiting User), TS (Time Spent), ACU (Average Current User), MCU (Maximum Current User). Data envelopment analysis (DEA) is then employed to produce a single performance measure aggregating the five KPIs. DEA is a linear programming model for measuring the relative efficiency of decision making unit (DMUs) with multiple inputs and outputs. This study employs DEA as a tool for multiple criteria decision making (MCDM), in particular, the pure output model without inputs. Combining the two types of performance produces the online game portfolio matrix with four quadrants: Dark Horse, Stop Loss, Jack Pot, Luxury Goods. A case study of 39 online games provided by company 'N' is provided. The proposed portfolio model is expected to be fruitfully used for strategic decision making of online game companies.

Political Opinion Mining from Article Comments using Deep Learning

  • Policy polls, which investigate the degree of support that the policy has for policy implementation, play an important role in making decisions. As the number of Internet users increases, the public is actively commenting on their policy news stories. Current policy polls tend to rely heavily on phone and offline surveys. Collecting and analyzing policy articles is useful in policy surveys. In this study, we propose a method of analyzing comments using deep learning technology showing outstanding performance in various fields. In particular, we designed various models based on the recurrent neural network (RNN) which is suitable for sequential data and compared the performance with the support vector machine (SVM), which is a traditional machine learning model. For all test sets, the SVM model show an accuracy of 0.73 and the RNN model have an accuracy of 0.83.

Consideration on the Convention of Space Station as Law-Making Process among Nations (다수국간법정립행위로서의우주기지협정에관한고찰(多数国間法定立行為としての宇宙基地協定に関する一考察))

  • This Article examines a structure of two Conventions of Space Station, compares 1988 Convention and 1998 Convention, and tries to apply "model" to it. The structure of 1988 Convention shows us three phases: the Convention as a framework, the bilateral memorandum of understanding and the legislation by domestic process of United States. There were many advantageous provisions for United States. In 1998 Convention, however, those provisions are dampened and provisions become impartial, for example, the criminal jurisdiction, the right of intellectual property and the codes of conducts in Space Station. On the other hand, we sets the "model" up, that is "input of national benefits and ideas ${\Rightarrow}$ process of law-making ${\Rightarrow}$ output of common benefits, universal ideas and wastes." In the case of applying this "model" to 1988 and 1998 Conventions, we are convinced of enough possibility to understand and explain the legal system of Space Station by this "model." This result awakes us that study of legal system of Space Station according to the "model" influences the fundamental theory of International Law Study: the relation between international law and domestic law. This "model" has possibility to change the theory of relation between from "international law and domestic law" to "domestic law and domestic law through international legal system." In the end, we should reconsider on "policy-oriented jurisprudence" by professor McDougal to use his key words for explanation of concepts in the "model," because his theory contains important suggestions to the study of law-making process and legal system for outer space activities in the near future.

A Study on the Policy Decision Making Process of Seoul-Type Paid Sick Leave: Applying Kingdon's Multiple Streams Model (다중흐름모형을 적용한 서울형 유급병가 정책 도입과정에 관한 연구)

  • In 2019, the Seoul metropolitan government established its own 'Seoul-type paid sick leave project'. Although the central government had to introduce such a system, which is also called sickness benefits, it was not implemented. In order to understand the process by which the Seoul government has implemented such a policy, this study used Kingdon's multiple streams framework. As a result, in the problem stream, it was found that the economic burden of sickness has been considered only in terms of medical expenses in the past of Korea. Then Songpa's three women and Middle East respiratory syndrome incidents raised awareness of the necessity of the sickness benefit system in 2014 and 2015. In the political stream, several social affairs such as national health insurance huge surpluses and the 2017 presidential election opened policy window. At that time, Seoul Mayor actively promoted sickness benefits as a policy entrepreneur. In the policy stream, the sickness benefit system has gained new attention through political events. To summary, these three streams flowed separately and then they assembled around huge political affairs. As a result, it was confirmed that Kingdon's model is the most effective theory than any other models in analyzing the health care policy decision process in Korea.

  • Strategic decision on the execution of national security improvement project is greatly important for the present and future national security. Though, the importance of strategic decision, decision making process has been executed under one-way thinking framework. This research provides a decision-making tool with make-or-buy approach for the national security improvement policy execution methods: foreign purchase and military R&D project, and, via simulation, confirms dynamic change of military capability index respect to change in ratio of foreign purchase and military R&D. A result shows that current ratio of foreign purchases and military R&D is insufficient for national security improvement policy goal. Applying the model from this research provides an appropriate ratio for short term and long term defense strategy and policy goal, and consequent result of increase in national security capability. Thus, this research model can be effectively utilized for national security improvement project.

A Political Economic Analysis of Environmental Policy, Redistributive Policy, and Economic Growth (환경정책, 재분배정책, 경제성장에 관한 정치경제학적 분석)

  • We analyse an overlapping generation model in which economic agents, especially their income distribution, influence environmental policy and redistributive policy through political decision making process. In an economic equilibrium which doesn't consider political process, the introduction of environmental policy is shown to increase economic growth rate. In contrast to an economic equilibrium, environmental policy can be adopted when economic inequality reduces to a certain threshold in a political economic equilibrium. The adoption of environmental policy, on the other hand, incurs the demand of strengthened redistributive policy, which in turn decreases economic growth in a short run. We discuss broad policy implications based on our political economic analyses.

  • Recently, the affiliates of the Ministry of Information and Communication have been conducting a performance evaluation study on IT policy projects, based on the performance evaluation model of the U.S. Office of Management and Budgets, with regard to investment in computerization. The performance evaluation model for the policy project could provide the objective information required for the planning, development, and operation of the policy project. However, the performance of the most policy project is likely to be evaluated using the subjective evaluation criteria of evaluators. Therefore, this case study evaluates the relative efficiency using DEA (Data Envelopment Analysis) in order to improve the performance evaluation method of the digital pioneer' project implemented by the Korea IT Industry Promotion Agency. The improvement value of inefficient Decision Making Units (DMUs) was measured by a static efficiency analysis. The measured value will suggest a objective viewpoint of the performance between DMUs to evaluators. In doing so, it will show an appropriate direction for the policy project to be evaluated successfully.
