Regional Innovation Policy and Venturing Clusters in Japan

  • This paper reviews regional innovation policy in Japan. 'Technopolis' policy, the first technology-based regional development policy in the world, was implemented in Japan. Nonetheless, technology-based regional endogenous development did not occur. Then, regional technology transfer was pursued. In order to make use of universities and public research institutes in a region for development, university-industry collaboration and cross-over, such as university spin-offs, were promoted. Within this background, new technology-based regional development policies have been introduced based on a cluster approach. These policies are the knowledge cluster Initiative and the industrial cluster program. However, existing companies have difficulty in carrying out innovation. This paper argues that a cluster to create new start-ups that carry out innovation is also needed and explains a new concept of venturing cluster. Based on this new cluster concept, this paper analyzes the situation of Sapporo in Japan, where many university spin-offs are being created in the biotechnology field.

Policy-based Resource Management for QoS Support in Cellular Networks (셀룰라 시스템에서 서비스품질(QoS)을 보장하기 위한 정책기반 자원관리 기법 연구)

  • This paper proposes a QoS policy for cellular networks which support the policy based network management scheme. The policy exploits the existing underlying DiffServ mechanism and the priority-based packet scheduler in order to provide the packets with different handling priority depending on their belonging traffic classes. The simulation results reveals the effectiveness of the proposed policy under the network congestion; it shows that the goodput of the real-time traffic is not affected at all in spite of the surge of the non real-time traffic.

  • Content Central Network (CCN) appeared to improve network efficiency by transforming IP-based network into content name-based network structures. Each router performs caching mechanism to improve network efficiency in the CCN. And the cache replacement policy applied to the CCN router is an important factor that determines the overall performance of the CCN. Therefore various studies has been done relating to cache replacement policy of the CCN. In this paper, we proposed a cache replacement policy that improves the limitations of the LFU policy. The proposal algorithm applies real-time producer popularity-based variables. And through experiments, we proved that the proposed policy shows a better cache hit ratio than existing policies.

A Network Management Architecture Using XML-based PIB (XML기반 PIB를 이용한 네트워크 관리구조)

  • XML is being used to describe components and applications in a vendor and language neutral. Therefore it already has a role in distributed system. XML is also being used as a data interchange format between components and applications in loosely coupled large-scale application. Until now, policy is described for specific applications and devices. Its use has been very limited. In current network management system, we can only invoke predefined operations and actions using policy-based network management. The main motivation for the recent interests in policy-based networks is to support dynamic adaptability of behavior by changing policy without recoding or stopping system. For these reasons we present the use of the XML for describing the policy and PIB(Policy Information Base) in COPS-PR. It improves flexibility and interoperability among heterogeneous network systems. It also can add new functionality into network components. In this paper, we propose a dynamically extensible network management architecture using XML-based PIB.

A Study on Future Transportation Policy Based on the Smart Highway Project (스마트 하이웨이 사업에 따른 미래 교통정책의 변화에 관한 연구)

  • The paper presents the future transportation policy based on the smart highway project in korea. The backgrounds and the principal findings in this study were obtained through domestic and overseas literature surveys. The domestic and overseas transportation policies were also compared and analyzed using various case studies. As a result, the future transportation policy in Korea was concluded within the limit conducted in this paper. Research results demonstrated that the future transportation policy should be reflected and accompanied by various social developments. The social benefits from the future transportation policy should also be distribute equally to social individuals, rather than small limited groups. That is, the recent global slogan of green growth is an example of a future transportation policy since it is for all social individuals, not for a limited small group.

Improving Security in Ciphertext-Policy Attribute-Based Encryption with Hidden Access Policy and Testing

  • Ciphertext-policy attribute-based encryption (CP-ABE) is one of the practical technologies to share data over cloud since it can protect data confidentiality and support fine-grained access control on the encrypted data. However, most of the previous schemes only focus on data confidentiality without considering data receiver privacy preserving. Recently, Li et al.(in TIIS, 10(7), 2016.7) proposed a CP-ABE with hidden access policy and testing, where they declare their scheme achieves privacy preserving for the encryptor and decryptor, and also has high decryption efficiency. Unfortunately, in this paper, we show that their scheme fails to achieve hidden access policy at first. It means that any adversary can obtain access policy information by a simple decisional Diffie-Hellman test (DDH-test) attack. Then we give a method to overcome this shortcoming. Security and performance analyses show that the proposed scheme not only achieves the privacy protection for users, but also has higher efficiency than the original one.

  • In this paper, we propose a novel framework for technology policy aimed both for the generation and diffusion of new technologies. Based upon critical examination of related theories and practice of technology policy, we identify two major problems in current technology generation policy, and the segregated approach to technology diffusion policy from technology generation policy. To remedy these problems, we argue that two goals of technology policy of generation and diffusion should be integrated and synchronized via unified policy framework, and propose the conceptual configuration for policy implementation which can serve the desired objective.

The Feasibility and Future Prospects of Robot-Assisted Surgery in Gastric Cancer: Consensus Comments from the National Evidence-based Collaborating Agency Round-Table Conference

  • To establish an appropriate policy for robotic surgery in Korea, the National Evidence-based Collaborating Agency (NECA) and the Korean Society of Health Policy and Administration held a round-table conference (RTC) to gather opinions through a comprehensive discussion of scientific information in gastric cancer. The NECA RTC is a public discussion forum wherein experts from diverse fields and members of the lay public conduct in-depth discussions on a selected social issue in the health and medical field. For this study, representatives from the medical field, patient groups, industry, the press, and policy makers participated in a discussion focused on the medical and scientific evidence for the use of robotic surgery in gastric cancer. According to the RTC results, robotic surgery showed more favorable results in safety and efficacy than open surgery and it is similar to laparoscopy. When the cost-effectiveness of robotic surgery and laparoscopy is compared, robotic surgery costs are higher but there was no difference between the two of them in terms of effectiveness (pain, quality of life, complications, etc.). In order to resolve the high cost issue of the robotic surgery, a proper policy should be implemented to facilitate the development of a cost-effective model of the robotic surgery equipment. The higher cost of robotic surgery require more evidence of its safety and efficacy as well as the cost-effectiveness issues of this method. Discussions on the national insurance coverage of robotic surgery seems to be necessary in the near future.

Development of Comprehensive Health Promotion Policies for University Students (대학생의 건강수준 향상을 위한 포괄적 건강증진 정책 방안)

  • Objectives: The purposes of this study were to describe comprehensive health promotion policies for university students in Korea and to discuss the implications based on the socio-ecological approaches. Methods: A web-based search was performed to identify empirical programs and literature to develop health promotion policies and strategies in university settings. Results: Five domains for policy development are suggested for comprehensive health promotion policies in universities: evidence-based policy development; establishment of supportive policy through network and partnership; infrastructure of university; systems approach with education, environment, enforcement and policy tailored for universities; and sustainability for policy implementation. Conclusions: For healthy universities and students, government, community, health professionals, organizations and universities are all responsible as main agents for the five domains suggested in this study. Multi-level approaches with political, organizational and environmental changes should be sustained as an ongoing process.

Policy Suggestions for Fostering Teacher ICT Competencies in Developing Countries: An ODA Project Case in Peru

  • Many developing countries consider ICT as a key enabler to improve their educational systems and teachers are viewed as change agents. This paper aims to present policy suggestions concerning how to foster teachers' ICT competencies in developing countries based on the outcomes of an ODA project case in Peru. This study was conducted through three stages: Literature survey, site visit, and policy suggestions. To draw relevant policy suggestions, we employed the framework of the 'macro-meso-micro' level of teacher professional development. The following policy suggestions are discussed: (a) macro level: to develop the national framework of teacher ICT competencies and competency-based teacher training, (b) meso-level: to promote teacher communities of practices and school-based research programs, and (c) micro-level: to redesign teacher professional development programs to help teachers better understand the complex relationships between content, pedagogy, and technology, beyond learning about basic ICT literacy skills. This study contributes to the understanding of how ODA projects can approach the issue of teacher ICT capacity building at multiple levels.
