농촌 주거의 질 향상을 위한 지원현황과 정책방향 (Policy Supports and Directions for improvement on Quality of Rural Housing in Korea and America)

  • The purpose of this study is to suggest basic data to establish policy directions for improvement on quality of rural housing in Korea. A literature survey were used fur study The contents of survey includes policy supports in rural Korea and rural America. The results of the study grasped the situations that the newly built and repair, a vacant house, landscape and welfare with the support of rural housing policy in Korea. Also rural affordable housing policy examined supports of RHS programs in USDA variously. Based on the results, some policy directions to rural housing and community were suggested.

국내중소기업의 R&D 노력이 혁신에 미치는 영향 - 정부정책지원의 조절효과를 중심으로 - (The Impact of Korean SMEs' R&D Effort on Innovation - The Moderating Effects of Government Policy Supports -)

  • 기업의 R&D 노력과 혁신에 관한 선행연구들은 주로 R&D 노력이 혁신에 어떠한 영향을 미치는지에 관한 분석에 집중하였는데, 이들 연구의 핵심결과는 일관적인 실증분석의 결과를 가져다주지 못하였다. 또한 기업의 혁신을 강화하기 위한 정부의 정책지원은 기업혁신을 창출시키기 위한 중요한 요소로써 간주되어 왔음에도 불구하고 정부정책지원이 기업의 R&D 노력이 혁신으로 이어지는데 있어서의 역할을 규명한 연구는 극히 드문 실정이다. 실제로 대부분의 정부정책지원에 관한 연구 역시 혁신에 직접적인 효과성이 있는지에 관한 연구에 편중되어 왔다. 본 연구는 과학기술정책연구원(STEPI)에서 조사한 2008년 제조업 기업의 기술혁신활동조사표(2008년도)를 이용하여 R&D가 기업의 혁신에 미치는 영향 및 그러한 관계에서 정부정책지원의 조절효과를 규명하려고 시도하였다. 실증분석의 결과는 R&D는 혁신에 긍정적인 영향을 미치는 것으로 나타났으며, R&D와 혁신간 관계에서 정부정책지원의 조절효과를 분석한 결과 역시 긍정적으로 나타났다. 이는 기업의 정부정책지원을 많이 받을수록 R&D와 혁신 간의 긍정적 관계가 더 높아진다는 것을 의미하는 것으로 정부정책지원의 긍정적 조절효과가 존재하고 있음을 보여준다. 따라서 기업에 필요한 혁신은 기업의 R&D 노력으로 달성될 수 있는데 R&D 노력이 보다 효율적으로 혁신과 연계되기 위해서는 정부정책지원이 필요가 있음을 시사하고 있다.

심리적 임파워먼트와 조직지원이 종합병원 직원들의 혁신적 업무행동에 미치는 영향 (Psychological Empowerment, Organizational Supports, and Innovative Work Behavior of General Hospital Employees)

  • In the model tested here, individual innovative work behavior is considered as the outcome of two antecedent factors-empowerment and organizational supports. The relationships between those variables and innovative work behavior are analyzed form the data collected through a questionnaire survey of 389 employees in five general hospitals. Results of multiple regression analyses show that three dimensions of empowerment-meaning, competence, and impact, and supports from organizational culture have significant effects on innovative work behavior whereas the effects of choice dimension of empowerment and managerial supports are not significant. These results emphasize the importance of empowerment and innovation oriented organizational culture for individual members' innovative work behavior. Theoretical and practical Implications and suggestions for future research are discussed.

  • Since the financial turmoil in 1997, both the national and local governments have initiated a variety of policy measures to support small and medium-size firms to strengthen the national and regional economies. It is no doubt that such policies contributed to establish better business environment for them. However, many analytical reports and academic studies in recent years diagnose that the economy conditions for the small and medium-size firms are in crisis because many policy measures are made based on the supply-side approach rather than demand-side consideration. In order for the governments' efforts to be more realistic and effective, it is necessary to see what the policy target groups(that is. the small and medium-size entrepreneurs) want. This study surveyed entrepreneurs in Hwaseung city, Kyonggi-do, which has more than three-thousands of small and medium-size firms. It finds that in spite of locational advantages and a variety of policy supports from the provincial and local governments, they need more financial supports, more effective mass transportation system for commuting workers. less bureaucratic barriers, and so on.

지역대학 대학생의 자아존중감이 대학생활 적응에 미치는 영향 - 사회적 지지의 조절효과 - (Self-Esteem Influencing College Students' Adjustment - Moderating Effects on Social Support -)

  • Self-esteem and social supports are important variable influencing adjustment to college life. The study aims to identify the factors influencing college students' adjustment moderating effects on social supports. Data were collected from 265 usable questionnaires among college students in Pyeongtek University. Results of a factor analysis yielded three dimensions of self-esteem which were talent/attitude and capacity/pride. And results of factor analysis also yielded three dimensions of social supports which were family, friends, and professor supports. Hierarchical regression analysis revealed that capacity/pride and all of social support factors affected significantly for adjustment to college life. And female and attitude for students' major had a positive affect on adjustment to college life. It was suggested that self-esteem, social supports, and aptitude for students' major should be considered in college management policy.

지방자치단체의 건강증진사업 활성화 방안 -교육적 접근을 중심으로- (Facilitating Health Promotion Programs at the Local Level: An Educational Approach)

  • This paper will discuss about how we can foster educational support mechanisms to facilitate health promotion programs at the local level. Health promotion in Korea is in the early developmental stage; it has only been since the Health Promotion Act was legislated in 1995, the health promotion programs have been planned and implemented. In the context of the recent decentralization process, local health departments have a major responsibility for developing and implementing health promotion programs at the local level. The short history of health promotion in Korea has meant that local public health departments have limited experience and organizational capacity for health promotion planning & practice. The results of one survey for investigating the progress of health promotion at the local level are instructive. The survey demonstrated that the public health workers recognized that the lack of personnels, insufficient budget, the lack of policy & the organizational support, the lack of skill & knowledge to be effective health promotors, the lack of guidance for health promotion practice were major barriers to implementing health promotion programs at the local level. The object of this paper is to suggest some ways of overcoming barriers to implementing health promotion programs at the local level This paper emphasizes on the importance of educational supports as well as environmental supports - legislative, policy, organizational, economical - in building the organizational capacity and infrastructure of local health department for health promotion. It suggests some ways of providing educational supports to the public health workers at the local level. and supports the positions that educational opportunities for training in health promotion can be better provided to the public health workers at the provincial level rather than at the national level. It argues that the educational & training programs should be developed and based on the educational need assessment; that the application of the main educational principles & theoretical models for health promotion be used to develop educational programs for the public health workers; and that professional health organizations should make plans to provide more educational programs at their annual conferences or at other convenient times. These kinds of educational supports facilitate the ability of public health workers to improve their capacity for health promotion practice at the local level and help to alleviate some of the pressure on state resources.

Kano 모델과 잠재적 고객만족개선지수(PCSI)를 활용한 스마트 공장 지원정책의 품질속성 분석 (A Study on the Service Quality of Smart Factory Support Policy Using Kano Model and PCSI)

  • 최근 4차 산업혁명 이슈가 부상하게 됨에 따라, 정부와 산업계에서는 스마트공장에 대한 관심이 증가하고 있다. 이에 정부에서는 스마트공장에 대한 정책지원을 제공하여 국내 중소·중견기업의 스마트 제조역량 구축을 유도하고 있다. 그러나 이러한 정책적 지원의 효과성이나 기업들의 만족도에 대해서는 거의 알려진 것이 없다. 이에 본 연구에서는 Kano 모델과 고객만족개선지수를 활용하여 스마트공장 지원정책의 요소별 기업들의 만족도를 분석하고 정책지원의 우선순위를 도출하고자 하였다. 연구 결과 총 11개 품질요소 중 8개가 일원적 품질요소, 3개는 매력적 품질요소였다. 또한 자금지원의 우선순위가 가장 높았으며, 외부전문가 파견, 고도화준비 컨설팅, 유지보수 관련 컨설팅 등도 순위가 높았다. 이러한 결과는 기업들이 스마트공장의 도입이나 기초수준 구축 정도의 지원보다는 유지보수와 고도화에 대한 지원을 더 많이 요구하고 있음을 시사한다.
