Evaluating Innovation Policies in Australian Government: Backing Australia's Ability

  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional 53 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises. 유사중복사업 통폐합 정책에 대한 기대효과와 태도 -소득계층 간의 차이를 중심으로- (Citizens' Expectations from Government and Policy Attitude with Regard to Reducing Overlap and Duplicating among Government Programs -Does an Income Class Difference Matter?-)

  • 본 연구는 정부가 추진하고 있는 유사중복사업 통폐합 정책에 대한 기대효과가 그 정책태도에 미치는 영향을 분석하고, 나아가 소득계층 간에 그 영향에 차이가 있는지를 실증분석하는 것이다. 그 분석결과, 기대효과인 예산낭비 축소는 정책태도에 유의미한 긍정적인 영향을 미쳤으나, 업무효율성 향상은 유의미하지 않았다. 소득계층의 경우 유사중복사업 통폐합 정책에 대해 상층보다 하층이, 하층보다 중층이 더 부정적이었다. 조절효과의 경우 소득계층이 예산낭비 축소와 정책태도 간의 양(+)의 관계를 약화시켰으며, 업무효율성 향상과 정책태도 간의 음(-)의 관계를 약화시켰다. 이는 유사중복사업에서 큰 비중을 차지하고 있는 사회보장 프로그램의 수혜주체와 비용부담주체가 다르기 때문이다. 본 연구의 정책적 시사점은 유사중복사업 통폐합 정책의 지지를 확보하기 위해서는 이 정책이 특정 계층에게만 희생과 부담을 강요하는 것은 아니며, 국가 전체의 재정효율성 제고를 통해 더 많은 계층이 혜택을 받을 수 있다는 점을 적극 홍보할 필요가 있다는 것이다.

한일 FTA에 대비한 중소기업 정책자금 지원제도에 대한 연구 (A study on the supporting programs of policy funds for SMEs in post Korea-Japan FTA era.)

  • In this paper, we use case studies to analyze the supporting programs of policy funds for Korean and Japanese small and medium-sized enterprises(SMEs). It is found that supporting firms are suitable to the excluded companies from financial institutions and excellent corporate credit rating. It is also shown that subordinated loan program as well as loan limit can be enlarged policy funds with priming water of private funds. Moreover, it shows that credit guarantee funding has a positively significant influence on long-term funding facility. Therefore, this findings can improve the complementary relationship between policy funds and financial institutions.

Policy Suggestions for Fostering Teacher ICT Competencies in Developing Countries: An ODA Project Case in Peru

  • Many developing countries consider ICT as a key enabler to improve their educational systems and teachers are viewed as change agents. This paper aims to present policy suggestions concerning how to foster teachers' ICT competencies in developing countries based on the outcomes of an ODA project case in Peru. This study was conducted through three stages: Literature survey, site visit, and policy suggestions. To draw relevant policy suggestions, we employed the framework of the 'macro-meso-micro' level of teacher professional development. The following policy suggestions are discussed: (a) macro level: to develop the national framework of teacher ICT competencies and competency-based teacher training, (b) meso-level: to promote teacher communities of practices and school-based research programs, and (c) micro-level: to redesign teacher professional development programs to help teachers better understand the complex relationships between content, pedagogy, and technology, beyond learning about basic ICT literacy skills. This study contributes to the understanding of how ODA projects can approach the issue of teacher ICT capacity building at multiple levels.

지역별 기술혁신정책의 패턴과 과제 -지방정부 및 중앙정부 예산투입을 중심으로

  • This study aims to explore the patterns of various innovation policies pursued by local governments in Korea. We surveyed and analyzed 16 regions at the county level and 7 ministries at the central government. It was found from the analysis that there are 719 policy programs having been enacted including some overlaps among 16 regions. 3,369 billion won in total were spent on the policy programs in 2002, of which 36.7 percent was contributed by the central government, 46.4 percent by local governments and remaining 16.8 percent by private partners who may have benefits from the policy programs. It was discovered that support programs for basic research and applied research activities were rare having small budget size, due to the lack of the importance of R&D activities in regional development and budget constraint of local governments. Technology sharing policies, particularly networks and technology transfer are the most underdeveloped one among types of innovation policies. Based upon the results of our analysis, we recommend that budget allocation, associated with science and technology, to local governments should be increased so that they can expand the support scale of existing program: as well as design new types of innovation policies.

The Governments'industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime MinisterJanuary 2001, commits an additional ${\$}$3 billion over five years to encourage and support innovation. The Australian Government aims toworld competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around ${\$}$400mi11ion a year. This cost is expected to rise to over hall a billion by 2005-06 (commonwealth or Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

Green Technology Innovation in the United States: The Obama Administration's Ambitious Program and its Prospects

  • The American Recovery and Reinvestment Act (ARRA), known widely as the "stimulus" bill, developed by the U.S. Congress and President-elect Obama in late 2008 and early 2009, is investing a significant portion of its $787 billion infusion of funds in future-oriented programs intended not only to "jump-start" the stalled American economy, but to promote the development of renewable energy sources and increase energy efficiency in appliances, buildings, transportation, and other sectors of the economy. These investments are expected both to create immediate employment in green industries and to build a more sustainable society in the long term. The Obama Administration's green energy initiatives are part of a larger emphasis on science and technology within its agenda. It has roots in the Obama campaign and is supported by an unusually strong science and technology team. Much of the activity is centered in the Department of Energy, which received a huge one-time increase in its fiscal year 2009 budget to support the new and expanded programs. Areas that have been neglected by the federal government R&D program for many years, including smart grid technology, solar, wind, and geothermal energy, received large boosts. Many of these programs - and, in fact, the broader concept of government involvement in commercial innovation - are politically controversial Previous attempts to expand research in these areas by liberal Democratic administrations and Congresses have been criticized and sometimes thwarted by conservatives. Whether President Obama's efforts will meet with more success, both politically and technologically, remains to be seen.

공동주택의 유지관리 론 프로그램 구축방안 (A Study on Loan Programs for Maintenance of apartment houses)

  • Korea owns vast amount of apartment houses no less than those of world prominent countries, but did not pay enough efforts to maintain existing apartment houses and develop policies to reuse them due to growth driven policy of housing supply like construction of new houses. Korea constructed tremendous amount of houses in short period through government led forced house supplying policy, and resulted in excess houses such that present house supply rate happened to be reaching 110%. However, recently there are growing demand of change in housing policy due to social environmental changes like low birth rate and aging of society etc and nationals' demand for improvement of residential quality. When such social changes are demanded and 80% of apartment houses in Korea are less than 20 years old, renovations and remodeling of apartment houses are anticipated to emerge as important matter. In particular, the apartment houses in Seoul and the 1st generation new cities like Bundang and Ilsan etc have passed considerable period of time after construction and require safety measure, it is quite impending to loan programs for the maintenance of existing apartment houses. The objective of this study is to compare and analyze the system of loan programs about apartment houses of Japan, and then to propose to accelerate loan programs about maintenance for apartment houses in korea.

디지털 방송 음량기준 정책 연구 (A Study on Loudness Standards for Digital Broadcast Programs)

  • 디지털 환경에서 방송 프로그램 제작과 송출이 균일하지 않은 음량으로 이루어지는 관행으로 인해 양질의 방송서비스를 제공받을 권리가 있는 시청자의 복지가 저해될 우려가 있다. 이 논문의 목적은 2016년 5월부터 우리나라에서 시행되고 있는 디지털 방송 음량기준 정책에서 개선이 필요한 사안을 검토하고 정책방향을 제시하는 것이다. 이 논문에서는 음량기준정책과 시청자복지 개념 간의 연계성에 주목하여 선행연구를 검토하였다. 또한 세계적인 방송 음량표준화 추세를 파악하기 위해 ITU, ATSC, EBU 등 국제 표준화기관에서 발표한 기술기준 권고안과 음량기준, 해외 주요국과 우리나라의 음량기준과 규제현황을 살펴보고, 음량기준 정착을 위한 개선사안을 정책 부문과 사업자 부문으로 구분하여 제시하였다. 정책 부문에서는 음량기준 정기 모니터링의 의무화와 음량기준 위반 시 제재수단의 제도화가 모색되어야 할 것으로 나타났으며, 사업자 부문에서는 시청자 피드백의 확보, 음량기준 측정장비 확충과 인력교육, 외주제작 프로그램의 음량기준 준수에 대한 정책적 고려가 이루어져야 할 것으로 나타났다.
